Abstract

This study aimed to develop a Smart Village model to enhance food security in rural villages of Gempol Subdistrict, Pasuruan Regency, Indonesia. Employing a qualitative research approach, the study utilized a systematic literature review and field observations to gather data. The population comprised residents of Gempol Subdistrict, with a purposive sample of 50 individuals, including local government officials, farmers, and community leaders. Data collection instruments included semi-structured interviews, focus group discussions, and document analysis. The findings revealed that integrating Information and Communication Technology (ICT) into village governance, agriculture, and community empowerment significantly contributes to food security. Key components of the proposed Smart Village model encompass smart governance through digital administrative systems, smart agriculture via precision farming technologies, and community empowerment through digital literacy programs. The implementation of this model is anticipated to improve agricultural productivity, streamline distribution channels, and foster active community participation. The study concludes that a tailored Smart Village model, responsive to local needs and potentials, can effectively support food security initiatives in rural Indonesian contexts.

Abstract

The Job Training Center is a public sector organization that has certain characteristics that are not inherent in the private sector, namely it is not oriented towards profit but towards the interests of the community. This Job Training Center functions to carry out training activities to improve and develop skills, productivity, discipline and readiness for work where the implementation prioritizes practice over theory. This study aims to determine the effectiveness of the job training program and to see how the supporting and inhibiting factors are in implementing training at the Pasuruan Job Training Center UPT. The method used is a descriptive qualitative method with observation, interview, and documentation techniques. The analysis was carried out based on 4 indicators according to Donald L Kirkpatrick, namely reactions, learning processes, behavioral changes, results and also supporting and inhibiting factors using 3 measures according to Duncan in Sa'diyah, 2020:21), namely Goal Achievement, Integrity, Adaptation. The results of the study showed that the training was quite effective in improving skills and work readiness. The facilities provided such as a) stationery b) consumption c) uniforms and d) pocket money provided by the government also support the smooth running of the training.

Abstract

Penelitian ini bertujuan untuk mengetahui upaya Ombudsman RI Perwakilan Jawa Timur dalam pencegahan maladministrasi di Kota Pasuruan. Penelitian ini menggunakan rancangan penelitian deskrptif dengan pendekatan kualitatif dan dalam proses pengumpulan data, peneliti menerapkan metode observasi serta melakukan wawancara. Ombudsman Republik Indonesia Perwakilan Jawa Timur adalah lembaga pengawasan yang berada di tingkat provinsi dengan tugas utama mengawasi pelaksanaan pelayanan publik di wilayah Jawa Timur. Hasil Penelitian ini menunjukkan bahwa Peran Ombudsman RI Perwakilan Jawa Timur dalam mencegah maladministrasi dan pengawasan pelayanan publik di Kota pasuruan telah berjalan dengan baik, tetapi perlu di optimalkan kegiatan sosialisasi rutin secara langsung maupun melalui media sosial yang masih kurang dinamika interaksi antara Ombudsman dengan masyarakat. Kendala yang dihadapi Ombudsman RI Perwakilan Jawa Timur dalam pencegahan maladministrasi dan pengawasan pelayanan publik di Kota Pasuruan adalah kurang nya sumber daya manusia serta anggaran dalam melaksanakan tugas dan fungsinya, yang mengakibatkan Ombudsman kurang maksimal dalam melakukan sosialisai secara langsung maupun pemanfaatan media sosial.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas implementasi program Pelayanan Terpadu Satu Pintu (PTSP), sebuah inovasi yang diadopsi dari instansi pemerintah pusat dalam konteks peningkatan kualitas pelayanan publik di Desa Sumberejo Kecamatan Pandaan Pasuruan. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Analisis data didasarkan pada kerangka teori kualitas layanan SERVQUAL dan teori efektivitas. Hasil penelitian menunjukkan bahwa PTSP berhasil memberikan dampak positif yang signifikan, terutama pada dimensi tangibles (sarana fisik yang memadai), assurance (jaminan kepastian dari petugas), dan empathy (sikap peduli). Namun, efektivitas program secara keseluruhan terhambat oleh kelemahan fundamental pada dimensi reliability dan responsiveness. Hal ini disebabkan oleh ketergantungan yang tinggi pada satu atau dua figur petugas kunci, yang mengindikasikan bahwa sistem pelayanan masih bersifat personal dan belum terinstitusionalisasi secara baik. Oleh karena itu, penelitian ini menyimpulkan bahwa untuk mencapai efektivitas yang berkelanjutan, diperlukan standardisasi prosedur melalui SOP dan peningkatan kapasitas sumber daya manusia secara merata agar kualitas layanan melekat pada sistem bukan individu.

Abstract

Penelitian ini bertujuan untuk membandingkan kualitas pelayanan pembuatan Kartu Tanda Penduduk (KTP) melalui sistem manual dan digital di Desa Lecari, Kecamatan Sukorejo. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dan berfokus pada lima indikator kualitas pelayanan menurut Zeithaml, yaitu bukti fisik, keandalan, daya tanggap, jaminan, dan empati. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap masyarakat pengguna layanan dan perangkat desa. Hasil penelitian menunjukkan bahwa pelayanan manual unggul dalam aspek empati dan jaminan karena adanya interaksi langsung antara petugas dan masyarakat, namun masih ditemukan hambatan seperti proses yang lambat dan tidak efisien. Sementara itu, pelayanan digital melalui program E-PAKLADI dinilai lebih unggul dalam hal efisiensi waktu, aksesibilitas, dan keakuratan data meskipun masih menghadapi kendala teknis seperti keterbatasan jaringan dan minimnya sosialisasi. Kesimpulannya, pelayanan digital memberikan dampak positif terhadap peningkatan kualitas pelayanan publik, tetapi perlu dukungan infrastruktur dan sumber daya manusia yang memadai agar implementasinya optimal.

Abstract

This study aims to analyze the work discipline of State Civil Apparatus (ASN) at the Lekok District Office, considering the importance of discipline in improving the performance of the apparatus and the quality of public services. The research method used is descriptive qualitative, with a focus on collecting and describing detailed data on the level of work discipline. The results of the study indicate that in general, the level of discipline of ASN at the Lekok District Office is quite good, especially in terms of punctual attendance, utilization of working hours, and compliance with home hours and not being absent. Although there are several obstacles such as delays and sudden tasks, this does not significantly affect productivity. This study contributes to the understanding of the dynamics of work discipline in the sub-district government environment and can be the basis for a more effective strategy for developing improvements in apparatus performance.   Keywords: ASN Performance, State Apparatus, Work Discipline

Abstract

This study aims to analyze digital asset management during the inventory process at the Pasuruan Regency Manpower Office to improve efficiency and accountability. The research method used is a descriptive qualitative approach, focusing on asset governance and the inhibiting factors in the implementation of a digital-based asset management system. The results show that the implementation of a digital system through SIDIA and E-Inventory supports real-time asset recording, verification, monitoring, and disposal, with an audit trail feature that strengthens transparency and accountability. Although obstacles remain related to reliance on physical documents and human resource adaptation. The study concludes that asset management at the Pasuruan Regency Manpower Office has transformed significantly toward an efficient and integrated digital system. Abstract

Penelitian ini bertujuan untuk mengetahui strategi yang dijalankan oleh Ombudsman RI Perwakilan Jawa Timur dalam meningkatkan penilaian kepatuhan penyelenggara pelayanan publik melalui tugas pengawasan. Hasil penelitian menunjukkan bahwa strategi pengawasan telah dilaksanakan secara menyeluruh dan terstruktur, mencakup pengawasan internal melalui rapat mingguan dan pelaporan kinerja, serta pengawasan eksternal melalui mekanisme pengaduan dan penilaian kepatuhan. Upaya pengawasan preventif melalui sosialisasi indikator penilaian dan pengawasan represif terhadap pelanggaran. Strategi ini juga mengombinasikan pengawasan aktif di lapangan dan pengawasan pasif melalui pemeriksaan dokumen. Pelaksanaan strategi dipengaruhi oleh faktor pendukung seperti ketersediaan sarana prasarana dan kesiapan instansi, serta hambatan seperti keterbatasan SDM, waktu, rendahnya partisipasi masyarakat, dan kurangnya pemahaman penyelenggara layanan terhadap standar pelayanan. Untuk mengatasi hambatan tersebut, Ombudsman membentuk tim kecil, melibatkan tenaga pendukung, dan mengintensifkan sosialisasi.
