Abstract

Penelitian ini bertujuan Untuk mengetahui Strategi Dinas Pemuda, Olahraga dan Pariwisata Dalam Mengembangkan Objek Wisata Permandian Alam Lewaja di Kabupaten Enrekang. Jenis penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif dengan menggunakan pendekatan fenomenologi. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Informan dalam penelitian ini adalah sekrataris dinas pemuda olahraga dan pariwisata Kabupaten Enrekang, bidang keuangan dispopar, bidang kasi sarana dan pariwisata selaku penanggung jawab wisata permandian alam lewaja serta penggunjung. Teknik analisis data yang digunakan dalam penelitian adalah triangulasi sumber, triangulasi teknik dan triangulasi waktu.Hasil penelitian menujukkan bahwa Pengembangan objek wisata permandian alam lewaja diperlukan peran penting sumber daya manusia yang menjalankan aktivitas pengembangan. Proses pengembangan melakukan pelatihan dan pendidikan dengan cara membangun mitra dengan menghadirkan pemateri yang memiliki kapasatias pengetahuan tentang kepariwisataan. Anggaran dana yang dikeluarkan mencapai Rp.130.000.000 dari total anggaran Rp. 170.000.000  dari total disiapkan tahun 2020. Sisa dana tersebut akan terus dimaksimalkan hingga akhir tahun 2020. Wahana yang disediakan saat ini adalah kolam renang dan air terjun permandian alam lewaja hanya saja perlu memperhatikan kualitas air dan menjaga keberishan fasilitas serta perlunya penambahan waahana. Secara regulasi penerapan tidak begitu mengikat pengunjung dan bersifat fleksibel tetap harus memperhatikan keselamatan pengunjung.

Abstract

Social change is a reality that cannot be avoided by a society, including urban communities. Many factors drive social change, one of which is housing development. Housing development not only has an impact on the narrowing of urban land, but also brings socio-economic changes to the surrounding community. Because, housing development indirectly allows immigrant communities to bring values acculturated with the local community which has implications for changes in social structure. The purpose of this study was to examine how the socio-economic changes in the community after housing construction in the Bontoala Village, Pallangga District, Gowa Regency. This research uses a type of qualitative research with a descriptive qualitative approach. Collecting data through observation (observation) and interviews. Data analysis techniques through data reduction, data presentation, data interpretation, and conclusions. The results of this study indicate that the socio-economic changes in the community after housing construction in the Bontoala Village, Surabaya City, namely; First, a change in mindset, that is, what was originally irrational became a rational society. Second, changes in the behavior or lifestyle of the Bontoala people who tend to have a consumptive lifestyle. Third, changes in the livelihoods of the Bontoala people, which were originally in the agricultural sector, shifted to trade, industry and services. Fourth, changes in the function of the house, after housing construction, the function of the house is not only as a place to live, but also as an economic activity.

Abstract

Tourism is now viewed as a strategic sector that acts as a primary driver of national economic growth. This role is no longer solely the responsibility of the Ministry of Tourism but has become a shared development agenda for all elements of the nation. This study aims to analyze the implementation of the Sustainable Tourism Policy in increasing Regional Origin Revenue in North Toraja Regency. The researcher used qualitative methods, with research data obtained from observations, interviews, documentation, and media reviews. Data validation was carried out through triangulation of sources, techniques, and time, and then analyzed using data reduction, data presentation, and conclusion drawing techniques. The results indicate that sustainable tourism in North Toraja Regency has been effective. The effectiveness of sustainable tourism policy is characterized by active cross-sectoral coordination, progressive participation of policymakers, and support from the community and tourism stakeholders. However, the implementation of this policy also faces challenges, including weak transparency in retribution reporting and miscommunication between the local government and tourist attraction managers, which have resulted in a decline in Regional Original Revenue (PAD) in 2023-2024. Therefore, strengthening coordination, transparency, and communication between stakeholders is crucial to maintaining the sustainability and effectiveness of future policies.

Abstract

This study aims to analyze the effectiveness of the implementation of the merit system in the career development of State Civil Apparatus (ASN) in Sinjai Regency, identify structural and cultural barriers, and formulate strategic recommendations. Using a descriptive-interpretive qualitative approach, data were collected through semistructured interviews with echelon III-IV structural officials, participatory observation, and analysis of policy documents and performance reports. The results of the study show that the merit system in Sinjai has been implemented based on three pillars of qualifications, competence, and performance but is still partial. Only 2.3% of the 4,561 ASN (especially echelon II) have their competencies validated, while echelon IV and functional positions have not been touched by the assessment due to the absence of local assessment centers and the limited number of certified assessors. The main challenges include low budget allocation (5% for training), disparities in understanding of the merit system among employees, and lack of transparency in promotion decision-making. However, this system managed to reduce 40% of nepotism complaints (2021–2023) and increase the public health service satisfaction index by 15%. The discussion underlined the urgency of strengthening structural policies, such as the Sinjai Regent Regulation No. X/2023 for standardization of promotion criteria, collaboration with universities in the preparation of assessment instruments, and the use of realistic simulation-based assessment centers. Recommendations include budget increases, multilevel socialization, and the formation of an independent oversight team. These findings confirm that the success of the merit system at the district level requires integration between political leadership, supporting infrastructure, and merit-based work culture change. This research contributes to the literature on regional civil service governance by highlighting the unique dynamics of meritocracy implementation in the local context.
