Abstract

Background: The global economy in 2026 faces increasingly complex challenges, ranging from trade fragmentation to geopolitical tensions that trigger commodity price volatility. In facing these dynamics, the Indonesian Government, through the 2026 Macroeconomic Framework and Main Fiscal Policy Principles (KEM-PPKF), positions the State Budget (APBN) as the main shock absorber to maintain macroeconomic stability. This research aims to elaborate on the strategic role of BPJS Ketenagakerjaan as a fiscal instrument in ensuring the stability of workers' welfare in Indonesia. Method: Using a qualitative approach and literature review, this analysis explores how social security can function as an automatic stabilizer that supports national economic resilience Results: The findings show that BPJS Ketenagakerjaan has evolved into a major pillar of social protection. However, significant structural challenges remain in reaching informal sector workers and achieving closer policy synchronization between the social security system and the national fiscal agenda. Conclusion: The study concludes that the integration of social security into the national fiscal strategy is urgently needed to transform the paradigm of social protection from a cost burden into a strategic investment that supports inclusive and sustainable economic resilience.

Abstract

Pelayanan kesehatan Kota Medan telah beroperasi berdasarkan Peraturan Menteri Kesehatan Nomor 4 Tahun 2019 tentang Standar Teknis Pemenuhan Standar Pelayanan Minimal (SPM) di Bidang Kesehatan Puskesmas Simalingkar, berkaitan dengan Mutu Pelayanan Dasar. Di antara unit layanan kesehatan masyarakat yang menggunakan layanan fundamental ini, unit Puskesmas Simalingkar menggunakan dua belas indikator. Meskipun seluruh indikator pelayanan masyarakat telah dipenuhi 100% oleh Puskesmas Simalingkar, beberapa penawarannya masih jauh dari persyaratan SPM untuk sektor kesehatan. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan SPM di Puskesmas Simalingkar. Melakukan wawancara mendalam adalah metode yang digunakan untuk memperoleh data penelitian kualitatif deskriptif ini. Tiga informan utama dan satu informan triangulasi merupakan empat informan yang darinya dikumpulkan informasi mengenai pelaksanaan SPM. Hasil penelitian ini menunjukkan bahwa ketujuh indikator pelayanan kesehatan, yaitu pelayanan kesehatan dalam kelompok usia produktif, lansia, penderita hipertensi, penderita diabetes melitus, gangguan kesehatan mental, terduga tuberkulosis, dan berisiko HIV belum semuanya mencapai target SPM. Pelaksanaan SPM di Puskesmas Simalingkar belum optimal dikarenakan hubungan lintas sektor yang di bawah standar, kurangnya kesadaran budaya dan masyarakat sebagai faktor eksternal (masyarakat tertutup), kuantitas dan kualitas sumber daya manusia, serta banyaknya tugas rangkap di puskesmas adalah beberapa faktor yang menghambat laju sasaran SPM.

Abstract

Differences in Islamic jurisprudential views concerning the form of zakat al-mal payment constitute a contemporary issue in Islamic law. This study aims to analyze the views of Islamic scholars concerning the form of zakah al-māl payment and the legal basis and considerations underlying Fatwa of the Indonesian Ulema Council (MUI) of North Sumatra Number 02/Ijtima' Ulama/XIX/2025, which permits part of zakah al-māl to be distributed in the form of basic necessities. The study employs a qualitative library research approach with descriptive-analytical and comparative analysis of the fatwa, classical Islamic jurisprudence literature, scholarly opinions, scriptural evidence, legal maxims, and maqāṣid al-sharī‘ah, supported by an interview with a member of the Fatwa Committee of MUI North Sumatra. The findings show that Imam al-Nawawi, Nawawi al-Bantani, and Ibn Qudamah generally do not permit zakat to be paid in a form other than the type of wealth subject to zakat. In contrast, the MUI North Sumatra fatwa permits part of zakah al-māl to be distributed as basic necessities when there is a strong need and clear benefit for the beneficiaries (mustahik). This permissibility is based on a cross-madhhab approach, particularly the opinion of Ali Jum‘ah through Dar al-Ifta’ al-Mishriyyah, the application of relevant Islamic legal maxims, and considerations of public benefit and maqāṣid al-sharī‘ah. The study concludes that distributing zakah al-māl in the form of basic necessities is legally justifiable based on the arguments employed in the fatwa, while not negating the validity of the jurisprudential view requiring zakat to be paid according to the type of wealth subject to zakat.

Abstract

This research is about strategies and optimizing the management of zakat, infaq, and shadaqah at the Ar Rahman Orphanage in Medan City. This study started from the author's observations of social care embodied by zakat, infaq, and sadaqah as a form of a Muslim's faith to help ease the burden of Muslims, thus making the Muslims prosperous. The purpose of this research is to find out the constraints and efforts as well as strategies in optimizing ZIS funds. The method used in this study uses a descriptive method, namely by collecting interview data, observation, and documentation studies. The results of the study show that the Ar-Rahman Orphanage in Medan City in the strategy of increasing fundraising has 3 strategies, namely the first program strategy which consists of 7 main programs, namely humanitarian programs, orphans and poor self-reliance programs, da'wah programs, educational programs, economic programs, utilization programs, and health programs. In addition to these programs in the Infaq Sadaqah program there is one program called Ifsoh bound. The obstacles faced in implementing the marketing strategy of the Ar-Rahman Orphans House in Medan City, are the lack of knowledge about zakat in the community, then many people do not understand zakat, infaq, alms through the Orphans and Dhuafa Institutions.

Abstract

In the Qur'an, the words zakat and prayer are often found together. According to the ulama, zakat is as important as prayer. Zakat, according to some academics and Islamic scholars, functions to encourage Muslims to be able to maintain their faith in Allah SWT by increasing their economic income. The aim of this research is to determine the implementation of the distribution of professional zakat funds carried out at YBM PLN UID North Sumatra. Qualitative methods with a descriptive analytical approach are used to understand the phenomenon of professional zakat comprehensively. In this research, purposive sample and snowball sampling methods were applied to identify informants, with a focus on amil at YBM PLN UID North Sumatra. The results of the analysis show that the management of professional zakat by the zakat amil plays a crucial role in ensuring the distribution of zakat is right on target and effective. The existence of a transparent and accountable system in managing zakat funds, the selection of competent amil, and the use of information technology are important factors in ensuring the success of the professional zakat program.
