Abstract

This research was started by a phenomenon that indicates the optimal quality of licensing service implemented by the BPPT-PM Majalengka Regency. The strengthening of the problem can be seen from public complaints related to the service process provided by the apparatus. Therefore, the researcher focuses on researching the realization of service quality at BPPT-PM in the MajaLengka District. The purpose of the study, among others; first, to examine and analyze the quality of service, secondly, to examine and analyze the factors that determine and cause the quality of service has not been adequate. Third, reviewing and analyzing alternative strategies for the realization of quality of service to run effectively. While the design of this research analysis using a mixed-methods approach through the sequential explanatory model. The study results found that the realization of the quality of business licensing services at BPPT-PM Majalengka District has not entirely run optimally. The results also found the factors that determine the success of realizing the quality of business licensing services on BPPT-PM Majalengka District, among others; Tangible, Reliable, Responsiveness, Assurance, Empathy. In addition to the five factors, the researcher also found one other factor (another dimension) related to the quality of licensing services at BPPT-PM Majalengka, namely; dimensional synergies. The birth of this dimension, academically, and the findings of a new concept in this dissertation research or often known as a novelty. At the same time, the factors that inhibit the realization of the quality of licensing services in BPPT-PM Majalengka District include limitations of online-based service facilities, limited parking area, uncomfortable waiting room, worship place, and little clean room not yet built a proactive and innovative work culture. Therefore, the empirically generated strategy is in the position of the quadrant to me. This position implies that to realize the quality of licensing services within the BPPT-PM, the Majalengka regency needs new alternative strategies to support the process of realizing the quality of service. While the strategy in question is an aggressive strategy (offensive), a development strategy about the situation is very good because there are forces utilized to seize opportunities that benefit.

Abstract

This study wants to examine how the Tadulako University library can improve its services to users through the development of a strategic plan. It aims to: (1) study and analyzes the quality of services using Tangible dimensions measurement methods (physical appearance), Reliability, Responsiveness, Assurance, and Empathy in the management of services at the University Tadulako; and (2) find strategies to improve the quality of services in the Tadulako University library management. The quantitative and qualitative (mix method) approaches are used in this study to obtain comprehensive, valid, reliable, and objective data. The service quality model uses the Servqual by Zeitham et al. In addition, a descriptive analysis approach is used to provide a description of the research subjects based on variable data. The number of samples is 397 people determined using the Slovin formula, with proportional sampling techniques. The data analysis technique used is the Mathew B. Miles and A. Michael Huberman analysis model. The data validity techniques used include (1) extension of participation; (2) perseverance/grace; and (3) triangulation. Testing research data through validity testing uses product-moment correlation, while reliability testing uses the Alpha-Cronbach method. Data collection techniques used are questionnaires, participant observation, in-depth interviews, documentation, and triangulation. The results of this study show that to improve the quality of service it needs to consider five dimensions of Servqual such as facilities and infrastructure that support service performance, reliability, and responsiveness of officers in serving and helping users who need information quickly and accurately. Providing guarantees of ease in the service process and security guarantees in the library building. The strategy for developing the external environment is done by giving library staff the opportunity to participate in education and training on libraries, collaboration with other universities, improving the quality of IT-based services, and making libraries centers of information for users. While the development of the internal environment is done by improving the quality of library service systems, optimizing the addition of facilities and infrastructure such as update collections, and providing the appropriate formation of human resources in the library so that service can be optimized. A research novelty is an information packaging dimension that supports the improvement of online-based library service quality systems

Abstract

This research starts from the fundamental problems of low performance of employees at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. Its thought to have been came by Controling System and Organizational Structuring towards Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, not yet implemented. The approach in this study refers to the context of the theory of Controling System and Organizational Structuring also Employee Performance as part of the scope of Public Administration. The method of research used explanatory survey with technical analysis Structural Equation Modeling (SEM), while the population is Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. The results of the study showed the need for further research on the optimization of the increasing influence of Controling System and Organizational Structuring on Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, viewed from the perspective of Public Administration. This is indicated by the existence of other variables that influence the Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar.

Abstract

This research is motivated by the phenomenon of public service problems in delegating the authority of the mayor to the sub-district head in Bekasi City. The formulation of the research problem is how the implementation and policy strategy of delegating some of the authority of the Mayor to the Camat in the field of public services in Bekasi City. This research focuses on analyzing the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City in the aspect of public services. This study aims to determine the implementation of the policy of delegating part of the authority of the Mayor of Bekasi to the sub-district head in the field of public services and to analyze the strategy that must be carried out by the Bekasi City Government so that the delegation of some of the authority of the Mayor of Bekasi to the sub-district head in the field of public services can be implemented effectively. This study uses the theory of implementation effectiveness proposed by Richard Matland. The researcher used descriptive analysis method with a case study approach. Data collection techniques were carried out through interviews, observations, literature studies and document studies. The strategy analysis carried out in this study uses a SWOT analysis with the final result being to produce a strategy for the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City. The results of this study are: 1). The implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City is carried out according to the goals and objectives of the policy program. The driving factors for success are: policy accuracy, implementation accuracy, target accuracy and environmental accuracy. 2). The results of the SWOT analysis are in Quadrant I so that the strategy implemented is to support an aggressive growth policy (Growth oriented strategy) through: expanding the scope of licensing authority delegated to the sub-district head, optimizing information technology resources and empowering the role of community groups.
