ABSTRACT Financial Management through the Shopping District (Education, Health , Social and Community Empowerment Papua) that have not been used optimally and fully powered and sustained well-being of the people of Papua . This study aims to determine the effect of development expenses (social, health , education, empowerment of rural communities) to inequality of income distribution and welfare districts / cities province. The data used are secondary data obtained from the Central Statistics Agency (BPS) Papua and other related institutions. Analytical techniques used are strip analysis or path analysis and descriptive analysis. The results of this study showed that from 2010 up to 2012 the production of social government has a direct and significant influence on the inequality of income distribution of the society. Government spending in health has a direct influence on the inequality of income distribution and the welfare of society , but not significant. Education government spending and significant indirect effect on the well-being of society through the inequality of income distribution. Production government areas of community empowerment villages have a direct influence on the distribution of income inequality and welfare districts / cities Papua but not significant. There is no significant influence of the development expenses (social, health, education and empowerment of rural communities) to the welfare of society as a direct or indirect indication that the regional government prefers let the suitability or compatibility estimates, are estimates innovative optimization, as well as the political will and government's commitment to the allocation of production according to the needs of the community to improve the county budget to social well- being of society, health, education as well as the empowerment of rural communities can be increased according to the expected government over the years. Keywords: cost of development, inequality of income distribution, prosperity.

Inequalities and the issue of globalization has implications for the acceleration of economic development in a focused area through the development of the region and its flagship product. Program OVOP (One Village One Product) agriculture asparagus in District Petang Badung district is agricultural, excellent products which have marketing potential of local and international (export), as well as value-added products, in order to compete with products from outside, increasing the income of rural people, reduce urbanization. This study aimed to analyze the influence; 1) training, education, age, land area, number of employees, work experience, and capital to total production of asparagus. 2) training, education, age, land area, number of employees, work experience, capital and production quantities of the productivity of farmers asparagus. 3) indirect training, education, age, land area, number of employees, work experience, and capital to productivity through production quantities of asparagus farmers in the district of Badung regency Petang. The data sources used, there are two primary data obtained from interviews to farmers asparagus and secondary data obtained from cooperative partnership in the District OVOP Petang, Badung regency. Data collection methods used were interviews and questionnaires, with a number of respondents as many as 110 people. The analytical tool used is descriptive analysis and path analysis.

The Government designed various development programs by improving the regional economic structure. Tourism Nusa Penida Island is an industry that is being developed by the Government of Klungkung Regency to improve the quality of life of the community. Based on that data this study is aimed to analyze:1) how are the influences of society participation and the role of government to the sustainable tourism in Nusa Penida; 2) how is the influence of sustainable tourism to the prosperty of society; and 3) do variable of society participation and the role of the government indirectly influence the prosperty of society through the sustainable tourism in Nusa Penida.Sources of data are primary data obtained from the questionnaire, with the number of respondents as many as 98 people. The analysis tool used is SEM-PLS.

Accountability is a form of accountability obligations success or failure of the mission of the organization in achieving its goals and objectives that have been set previously. Form of government accountability to the public in the form of financial statements. This research aims to analyze the influence of independent variables (Competence of Human Resources/SDM, Implementation of Government Accounting Standards/SAP, and Utilization of Regional Financial Information System/SIPKD, the dependent variable is quality of Local Government Finance Report/LKPD with intervening variables Implementation of Government Internal Control System/SPIPthrough SEM analysis approach Partial Least Square (PLS) aims analyze effect of independent variables (Competence of Human Resources, Implementation of Government Accounting Standards, and Utilization of Regional Financial Information System) on dependent variables (quality of Local Government Finance Report)with variable intervening (Implementation of Government Internal Control System) by analysis Structural Aquation Modeling (SEM) PLS (partial least square) approach. Type of data uses in this research is primary data. Data used in this research is the primary data. Data collected through questionnaires to Financial Management (User Administration Budget and Finance Officer) on the Work Unit (SKPD) in Tabanan regency government. SKPDs number of 40 with each second respondent in the sector departments so that the total sample of 80 people. Result of Hypothesis testing indicates have an effect positive and significant the competence of Human Resources, Government Accounting Standards Implementation, Utilization of Financial Management Information System and significant positive effect, to the quality of Local Government Finance Report Tabanan either directly or indirectly through intervening variables, namely the adoption of Government Internal Control System.

Tujuan Penelitian ini adalah untuk menganalisis pengaruh langsung luas lahan,tenaga kerja, dan pelatihan terhadap pendapatan petani asparagus di Desa PelagaKecamatan Petang Kabupaten Badung serta menganalisis pengaruh tidak langsung luaslahan, tenaga kerja, dan pelatihan melalui produksi terhadap pendapatan asparagus diDesa Pelaga Kecamatan Petang Kabupaten Badung. Hasil penelitian menunjukan bahwa:luas lahan, dan tenaga kerja secara langsung tidak berpengaruh terhadap pendapatanpetani asparagus. Sementara pelatihan berpengaruh signifikan terhadap pendapatanpetani. Melalui produksi bahwa luas lahan dan pelatihan tidak berpengaruh terhadappendapatan petani asparagus. Luas lahan maupun pelatihan secara langsung tidakberpengaruh terhadap produksi, walaupun produksi berpengaruh signifikan terhadap pendapatan, maka dapat disimpulkankan bahwa produksi tidak memediasi pengaruh luaslahan maupun pelatihan terhadap pendapatan. Tenaga Kerja di mediasi oleh produksidalam pengaruhnya terhadap pendapatan. Hal ini terbukti dari pengaruh tenaga kerja yangsignifikan terhadap produksi dan produksi berpengaruh signifikan terhadap pendapatan.

Research purposes 1) analyze the direct influence of internal factors, and external to credit strategy, 2) analyze the direct influence of internal factors, external factors and crediting strategies to LDR, 3) analyze the indirect influence between internal and external factors on LDR crediting strategies as mediators. The research was conducted in Badung regency, using combination of primary and secondary data. Using sample population techniques, Partial Least Square (PLS) is a data analysis technique used. Research result 1) the direct internal factors and external factors have a significant positive effect on the lending strategy, 2) the internal factors directly and the lending strategy have a positive significant effect while the external factors have positive but not significant effect on the LDR, 3) the internal factors and external factors indirectly affect the LDR through crediting strategy as a significant mediator in rural banks in Badung regency

One of them is the low performance of employees village-owned enterprises. The low performance of employees can be seen from the low level of employee discipline and the work produced is not maximized. Methods of data collection are observation, questionnaire and deep interview. The analysis showed that : 1) the village-owned enterprises were able to absorb manpower; 2) the village-owned enterprises were able to give a role to the original income of the village; 3) work experience, salary, work environment and leadership style positively and significantly impact on work motivation of employees of the village-owned enterprises, and age has negative and significant effect on employee motivation of the village-owned enterprises; 4) Work environment and motivation positively and significant effect on employee performance of the village-owned enterprises. Work experience, salary, age and leadership style does not significantly influence employee performance of the village-owned enterprises; 5) indirectly variables education through work motivation does not significantly influence employee performance BUMDes, while the variables of age, work experience, salary, work environment and leadership style indirectly significant effect on employee performance BUMDes through motivation work.

Bali Provincial Government has been providing public transport Trans Sarbagita which aims to reduce the use of private vehicles, congestion and facilitate economic activities. This study aimed to analyze the influence of the dimensions of the vehicle, the attitude of the vehicle crews and freight rates to transport performance Trans Sarbagita, to analyze the influence of the dimensions of the vehicle, the attitude of the vehicle crew, transport fares and freight performance Trans Sarbagita against public interest, and to analyze the dimensions of the vehicle, the attitude of the vehicle crews and freight rates affect the interest of the public transport users through the performance Trans Sarbagita. The analysis technique used is path analysis with SPSS. The results showed that the dimensions of the vehicle, the attitude of the vehicle crews and transport fares positive and significant impact on the performance of transport Trans Sarbagita. The dimensions of the vehicle, vehicle crews attitude, the freight rates and the performance of transport Trans Sarbagita positive and significant impact on the public interest. The dimensions of the vehicle, the attitude of the vehicle crews and freight rates affect the interest of the public transport users through the performance Trans Sarbagita.

Factors of low quality of human resources that have an impact on the management of organization and business; members of the cooperate are generally small people, so it's pretty hard to empower them; the low participation of members that is visible from the small amount of paid-up capital of members and Member utilization of services business cooperate; the location of the cooperation tend to be less/no strategic for business; as well as the culture of the Organization cooperate that is less conducive to developing the business. This research aims to analyze the influence of cooperate knowledge, the ability of administrators, service cooperatives, cooperate interest and participation of the members of the cooperative in the cooperate against the welfare of society in Jembrana Regency, analyzed with partial least square (PLS). The location of the research done in Jembrana Regency. Types of data used in this research is quantitative and qualitative. The source of the data used in this research is the primary data from the results of the questionnaire to respondents. The results of the analysis showed that n knowledge, the ability of administrators, service quality of cooperation and interest in cooperate on the positive and significant participation of influential members of the village Jembrana Regency. Cooperate knowledge, the ability of the Executive Board, and the Ministry of cooperatives was not significant effect against the welfare of society, while the interest and participation of the members of the cooperative in the village of positive and significant effect against community welfare in Jembrana Regency. The participation of members of the cooperative in the village mediated significantly influences the ability of the Executive Board, the Ministry of cooperation and interest in cooperate against the welfare of the community, but the influence of perkoperasian knowledge against the welfare of society mediated by the insignificant participation of members of the cooperative in the village Jembrana Regency.

The purpose of the study was to analyze the effectiveness of the National Program for Community Empowerment-Mandiri Rural in District of North Denpasar, to analyze the differences in income, employment opportunities for poor households before and after attending the National Community Empowerment Program-Mandiri Rural in District of North Denpasar and to identify the weaknesses of the National Program for Community Empowerment in Rural Self- District of North Denpasar. Results of hypothesis testing carried out showed that the effectiveness of the implementation of the National Program for Community Empowerment - Mandiri in Rural Areas (PNPM-MP) in District of North Denpasar as very effective in terms of four indicators namely: the program objectives, program objectives, funding programs, and allocation of funds program. Judging from the impact of PNPM Mandiri to improve household incomes in District of North Denpasar conducted showed that the implementation of the Program PNPM Rural in North Denpasar District had enough impact on increasing incomes of the poor and increase employment opportunities for the poor. Job opportunities after the poor households get help National Community Empowerment Program-Independent Rural (PNPM-MP) in the District of North Denpasar positive effect increasing employment opportunities of poor households.
