Abstract

Penelitian ini bertujuan (1) mengetahui dan menganalisis program pembangunan pedesaan melalui dana desa terhadap pengembangan wilayah pedesaan Di Desa Batu Bulerang Kecamatan Sinjai Borong Kabupaten Sinjai (2) mengetahui dan menganalisis manfaat program Nasional Dana Desa bagi pembangunan ekonomi masyarakat Di Desa Batu Bulerang Kecamatan Sinjai Borong Kabupaten Sinjai. Metode penelitian yang digunakan pada penelitian ini metode kualitatif dengan jenis penelitian deksriptif. Penelitian dilaksanakan di Desa Batu Bulerang Kecamatan Sinjai Borong Kabupaten Sinjai. Informan yang peneliti wawancarai diambil berdasarkan purposive sampling atau berdasarkan keahlian, secara keseluruhan total informan pada penelitian ini adalah 6 orang. Jenis dan sumber data pada penelitian ini adalah Data Primer dan Sekunder, dengan menggunakan teknik pengumpulan data yaitu observasi, wawancara, dan Dokumentasi. Berdasarkan hasil penelitian mengenai Implementasi Kebijakan Membangun Indonesia Melalui Program Nasional Dana Desa (Studi Kasus Desa Batu Bulerang Kecamatan Sinjai Borong Kabupaten Sinjai) dapat disimpulkan sebagai berikut : (1) Pengelolaan Dana Desa untuk program Pembangunan dan pengembangan wilayah pedesaan terdapat dua aspek yang diperhatikan yaitu pemenuhan kebutuhan dasar dan penggunaan sarana dan prasarana desa, (2) Manfaat Program Nasional bagi Pembangunan Masyarakat yaitu pengembangan potensi ekonomi lokal, pelestarian Sumber Daya Alam dan lingkungan secara berkelanjutan, dan peningkatan kapasitas warga. This research aims (1) To find out and analyze the rural development program through village funds for the development of rural areas in Batu Bulerang Village, Sinjai Borong District, Sinjai Regency (2) To find out and analyze the benefits of the National Village Fund program for community economic development in Batu Bulerang Village, District Sinjai Wholesale Sinjai Regency. The research method used in this research is a qualitative method with a descriptive research type. The research was carried out in Batu Bulerang Village, Sinjai Borong District, Sinjai Regency. The informants that researchers interviewed were taken based on purposive sampling or based on expertise. Overall, the total number of informants in this study was 6 people. The types and sources of data in this research are Primary and Secondary Data, using data collection techniques, namely observation, interviews and documentation. Based on the results of research regarding the Implementation of Indonesia's Development Policy through the National Village Fund Program (Case Study of Batu Bulerang Village, Sinjai Borong District, Sinjai Regency) it can be concluded as follows: (1) In the management of Village Funds for development and development programs in rural areas, there are two aspects to pay attention to, namely fulfillment basic needs and use of village facilities and infrastructure, (2) Benefits of the National Program for Community Development, namely development of local economic potential, sustainable preservation of natural resources and the environment, and increasing the capacity of residents.

Abstract

Public policy serves as a framework to address public needs and interests, including the regulation of community services. Recognizing the critical importance of public services, governments are motivated to improve service quality through effective public policy implementation. This study aims to analyze the role of public policies in enhancing specific aspects of service quality, such as transparency, accountability, and professionalism. Using qualitative research methods, this study employs a literature study approach with a systematic selection of relevant sources, including peer-reviewed journals, government reports, and policy documents. Data analysis follows three stages: data reduction, data presentation, and conclusion drawing, ensuring a comprehensive understanding of the subject.  The findings indicate that public policies are instrumental in setting minimum service standards, promoting accountability and transparency, empowering communities, enhancing the professionalism of service apparatus, integrating technology into services, and enforcing compliance through penalties for providers failing to meet standards. These measures collectively contribute to significant improvements in service delivery. This research highlights the importance of policy design and implementation in fostering a responsive and efficient public service system. The findings provide actionable insights for policymakers to optimize public service frameworks and ensure community satisfaction.

Abstract

Tujuan penelitian ini adalah mengetahui dan menganalisis kinerja PNS dalam memberikan pelayanan pada Kantor Camat Tallo Kota Makassar dan untuk mengetahui dan menganalisis faktor-faktor apa saja yang mempengaruhi kinerja PNS pelayanan dalam memberikan pelayanan pada Kantor Camat Tallo Kota Makassar. Penelitian ini berlokasi di Kantor Kecamatan Tallo yang dilaksanakan selama dua bulan, dengan menggunakan metode kualitatif. Informan yang dipilih berdasarkan teknik purposive sampling yaitu sebanyak 7 orang. Sumber data yang diambil adalah data primer dan data skunder. Ada 3 cara yang ditempuh dalam mengumpulkan data agar diperoleh hasil yang sesuai yaitu: wawancara mendalam (indepth interview), observasi/pengamatan, dan dokumentasi. Hasil penelitian yang ditemukan adalah Orientasi terhadap perubahan yang dilakukan oleh pegawai dengan mengikuti pendidikan, pelatihan, dan studi banding, memiliki kategori baik. Pegawai memiliki motivasi mengikuti kegiatan tersebut untuk menambah wawasan  pengetahuan dan mengembangkan diri, etika pelayanan yang ditunjukkan oleh aparatur pelayanan Kecamatan Tallo memiliki kategori tidak baik karena masih terdapat diskriminasi terhadap masyarakat, pegawai mendahulukan kerabat atau kenalannya dalam proses pengurusan, Sistem insentif yang diberikan kepada pegawai memiliki kategori tidak baik karena sistem insentif ini tidak menghasilkan   peningkatan yang signifikan terhadap prestasi kerja pegawai, dan Semangat kerjasama antar pegawai dan atasan mempunyai kategori tidak baik, karena masing–masing lebih cenderung bekerja individu dan tidak menunjukkan saling kerjasama sehingga terkadang menghambat proses pelayanan. The purpose of this study was to identify and analyze the performance of civil servants in providing services to the Tallo sub-district office, Makassar City and to identify and analyze the factors that influence the performance of civil servants in providing services at the Tallo sub-district office, Makassar city. This research is located in the Tallo District Office which was carried out for two months, using qualitative methods. Informants selected based on purposive sampling technique, namely as many as 7 people. Sources of data taken are primary data and secondary data. There are 3 methods used in collecting data in order to obtain appropriate results, namely: in-depth interviews, observation/observation, and documentation. The results of the study found that the orientation towards changes made by employees by participating in education, training, and comparative studies, has a good category. Employees are motivated to participate in these activities to broaden their knowledge and develop themselves, the service ethic shown by the Tallo District service apparatus is in a bad category because there is still discrimination against society, employees prioritize their relatives or acquaintances in the management process, the incentive system given to employees has the category is not good because this incentive system does not produce a significant increase in employee performance, and the spirit of cooperation between employees and superiors is in a bad category, because each tends to work individually and does not show mutual cooperation so that sometimes it hinders the service process.

Abstract

Komunikasi yang efektif butuh keterampilan khusus di dalamnya, karena tidak semua manusia dapat melakukan komunikasi secara efektif dengan baik dan benar. Kemampuan mengembangkan komunikasi merupakan salah satu keterampilan yang amat diperlukan untuk pengembangan diri kita baik sebagai pemimpin maupun sebagai anggota sebuah tim. Penelitian ini bertujuan untuk mengidentifikasi gaya komunikasi yang dilakukan oleh pimpinan di Bidang Komunikasi Pimpinan dan Protokol Sekretariat Daerah Kabupaten Mamuju dan untuk menganalisis pengaruh komunikasi pemimpin dalam peningkatan kinerja ASN di Bidang Komunikasi Pimpinan dan Protokol Sekretariat Daerah Kabupaten Mamuju. Jenis penelitian ini merupakan pendekatan kuantitatif yaitu menekankan teori-teori melalui pengukuran variabel-variabel penelitian dengan angka dan melakukan analisis data dengan prosesdur statistik. Metode pengumpulan data yang digunakan dalam penelitian ini adalah studi lapangan dan kuesioner. Teknik analisis data menggunakan deskriptif kuantitatif dan analisis regresi berganda. Hasil penelitian menunjukan bahwa gaya komunikasi pimpinan cenderung belum menemukan formulasi yang tepat. Lebih lanjut gaya komunikasi pimpinan menunjukkan kecenderungan di mana dalam berkomunikasi memiliki sifat yang terkesan kurang berimprovisasi dalam menyesuaikan dengan situasi dan kondisi yang cenderung mengarah ke gaya the structuring style namun kurang situasional. Terdapat pengaruh positif antara variabel bebas dan terikat pada penelitian ini yang terproyeksikan melalui aspek komunikasi pimpinan terhadap kinerja jajaran Pegawai Bidang Komunikasi Pimpinan dan Protokol Sekretariat Daerah Kabupaten Mamuju. Sehingga disimpulkan dari asumsi tersebut bahwa terdapat pengaruh antara variabel bebas (X) terhadap variabel terikat (Y). Effective communication requires special skills in it, because not all humans can communicate effectively properly and correctly. The ability to develop communication is one of the skills that is very necessary for our self-development both as a leader and as a member of a team. This study aims to identify the style of communication used by leaders in the Mamuju Regency Leadership Communication and Regional Secretariat Protocol and to analyze the influence of leader communication in improving ASN performance in the Mamuju Regency Leadership Communication and Regional Secretariat Protocol. This type of research is a quantitative approach, emphasizing theories through measuring research variables with numbers and conducting data analysis using statistical procedures. Data collection methods used in this study were field studies and questionnaires. Data analysis technique using quantitative descriptive and multiple regression analysis. The results of the study show that the leadership communication style tends not to find the right formulation. Furthermore, the leader's communication style shows a tendency in which communication has a characteristic that seems less improvisational in adapting to situations and conditions that tend to lead to the structuring style but is less situational. There is a positive influence between the independent and dependent variables in this study which is projected through the leadership communication aspect on the performance of the staff in the Leadership Communications and Protocol Regional Secretariat of Mamuju Regency. so it can be concluded from these assumptions that there is influence between the independent variable (X) on the dependent variable (Y).

Abstract

Penelitian bertujuan untuk menganalisis kinerja pegawai dalam meningkatkan mutu pelayanan kesehatan di Puskesmas Jumpandang Baru Kecamatan Tallo Makassar. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan observasi dan wawancara terhadap informan yang terdiri dari kepala puskesmas, staf administrasi, dinas kesehatan, masyarakat, dan pasien. Hasil penelitian menunjukkan bahwa kinerja pegawai belum optimal, terutama dalam hal kecepatan layanan pendaftaran dan pengambilan obat, meskipun telah mengikuti Standar Operasional Prosedur (SOP). Kendala utama meliputi manajemen waktu yang kurang efektif akibat tingginya jumlah pasien, birokrasi yang rumit, serta lokasi puskesmas yang rawan banjir. Upaya efisiensi seperti konseling obat yang cepat dan sistem shift telah dilakukan, namun keterbatasan tenaga medis dan dualisme sistem (digital dan manual) tetap menjadi tantangan. Penelitian ini merekomendasikan penambahan pegawai, peningkatan kapasitas layanan, dan modernisasi sistem administrasi untuk memperbaiki mutu pelayanan. Temuan ini memberikan implikasi penting bagi perencanaan kebijakan kesehatan dan peningkatan kepuasan masyarakat. This study examines employee performance in improving the quality of healthcare services at Jumpandang Baru Community Health Center in Tallo District, Makassar. The research employs a qualitative descriptive method, utilizing observation and interviews with informants, including the health center head, administrative staff, health department officials, community members, and patients. The findings reveal that employee performance remains suboptimal, particularly in the speed of registration and medicine dispensing services, despite adherence to Standard Operating Procedures (SOP). Key challenges include ineffective time management due to high patient volumes, complex bureaucracy, and the health center’s flood-prone location. Efficiency measures such as rapid drug counseling and shift systems have been implemented, but limitations in medical personnel and dual-system (digital and manual) operations persist. The study recommends increasing staff, enhancing service capacity, and modernizing administrative systems to improve service quality. These findings hold significant implications for health policy planning and community satisfaction.

Abstract

Penelitian ini bertujuan untuk menganalisis mekanisme dan prosedur pengawasan serta pengendalian mutu Aparatur Sipil Negara (ASN) di Inspektorat Daerah Kota Makassar. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa mekanisme pengawasan ASN telah dilaksanakan secara sistematis, transparan, dan akuntabel, meliputi pengukuran kinerja berbasis indikator objektif, penetapan target terukur, evaluasi berkala, dan tindakan perbaikan yang didukung teknologi serta kepemimpinan. Pengendalian mutu ASN dilakukan melalui penetapan standar pengawasan yang jelas, evaluasi hasil kerja, dan tindakan korektif berbasis regulasi. Faktor pendukung meliputi komitmen pimpinan, penerapan sistem reward and punishment, pemanfaatan teknologi, dan Standar Operasional Prosedur (SOP) yang jelas. Sementara itu, faktor penghambat mencakup rendahnya integritas, keterbatasan sarana prasarana, lemahnya koordinasi antarinstansi, dan tekanan eksternal. Penelitian ini merekomendasikan peningkatan pemanfaatan teknologi, pembinaan integritas, dan penguatan koordinasi untuk optimalisasi pengawasan guna mendukung tata kelola pemerintahan yang bersih dan bebas dari korupsi, kolusi, dan nepotisme (KKN). This study aims to analyze the mechanisms and procedures of supervision and quality control of State Civil Apparatus (ASN) at the Regional Inspectorate of Makassar City. The research employs a qualitative method with data collection techniques through interviews, observation, and documentation studies. The results indicate that the supervision mechanism of ASN has been implemented systematically, transparently, and accountably, encompassing performance measurement based on objective indicators, setting measurable targets, periodic evaluations, and corrective actions supported by technology and leadership. Quality control of ASN is conducted through establishing clear supervision standards, evaluating work results, and regulatory-based corrective actions. Supporting factors include leadership commitment, the implementation of a reward and punishment system, technology utilization, and clear Standard Operating Procedures (SOP). Meanwhile, inhibiting factors involve low integrity, limited infrastructure, weak inter-agency coordination, and external pressures. This study recommends enhancing technology utilization, integrity training, and strengthening coordination to optimize supervision in support of clean and corruption-free governance.

Abstract

UMKM di Indonesia mempunyai kontribusi yang penting sebagai penopang perekonomian. Penggerak utama perekonomian di Indonesia selama ini pada dasarnya adalah sektor UMKM. Berdasarkan hasil-hasil penelitian sebagai mana di kemukakan sebelumnya, maka dapat di tarik kesimpulan pertama Bantuan Produktif Bagi Pelaku Usaha Mikro (BPUM), Dalam pelaksanaan sosialisasi tersebut yang dilaksanakan di aula Dinas Koperasi dan UKM Kota Palopo Dalam Penerimaan bantuan modal usaha tersebut ada yang menerima dua kali bantuan modal usaha dan adapula hanya menerima satu kali bantuan modal tersebut.  Kedua Dukungan Fasilitas Pemasaran ini telah berlangsung pada tahun 2021 di kantor KPKNL. Dengan adanya fasilitas pemasaran ini bertujuan mempromosikan atau memperkenalkan produk UMKM kepada Masyarakat luas sehingga dapat memperluas jangkau pemasarannya. Dan ketiga Bantuan Program Pendidikan dan Pelatihan (Diklat) Kewirausahaan, Pelatihan terkait Peningkatan Kapasitas Koperasi dan UKM-PK2UKM pada Kegiatan Pemahaman dan Pengetahuan Perkoperasian DAK Non Fisik Tahun Anggaran 2022 yang dilaksanakan di Aula Dinas Koperasi. Diberikannya bimbingan dan pendampingan dalam bentuk pelatihan desain kemasan agar nantinya para pelaku usaha mikro khususnya produk makanan dan minuman dapat mengetahui standar kemasan yang baik dan menarik untuk sebuah produk agar memiliki nilai jual yang lebih untuk di pasarkan. UMKM in Indonesia have an important contribution as supporting the economy. The main driver of the economy in Indonesia so far has basically been the UMKM sector. Based on the research results as stated previously, the first conclusion can be drawn: Productive Assistance for Micro Business Actors (BPUM). twice the business capital assistance and some only received the capital assistance once. These two Marketing Facility Supports took place in 2021 at the KPKNL office. With this marketing facility, the aim is to promote/introduce UMKM products to the wider community so that they can expand their marketing reach. And thirdly, Assistance for the Entrepreneurship Education and Training Program (Diklat), Training related to Increasing the Capacity of Cooperatives and UKM-PK2UKM in the Non-Physical DAK Cooperative Understanding and Knowledge Activities for the 2022 Fiscal Year which was carried out in the Cooperative Service Hall. Guidance and assistance is provided in the form of packaging design training so that micro business actors, especially food and beverage products, can find out good and attractive packaging standards for a product so that it has more selling value for marketing.

Abstract

Abstrak: Program pengabdian ini merespons permasalahan kelompok tani Bulurinring, yang terdiri dari 11 anggota, terkait kurangnya fasilitas penyimpanan hasil panen yang efisien dan ramah lingkungan. Tujuan kegiatan ini adalah meningkatkan kapasitas kelompok tani melalui sosialisasi, pelatihan, dan pendampingan dalam pengembangan rumah panggung tradisional Suku Makassar yang terintegrasi dengan teknologi energi terbarukan sebagai solusi penyimpanan hasil panen yang berkelanjutan. Rumah panggung ini tidak hanya berfungsi sebagai tempat istirahat petani di kebun, tetapi juga sebagai gudang hasil panen yang dilengkapi teknologi modern. Desain rumah mengadopsi nilai-nilai lokal dan kearifan budaya setempat, diperkuat dengan teknologi Internet of Things (IoT) dan algoritma kecerdasan buatan berbasis Convolutional Neural Network (CNN) untuk memantau kondisi panen secara real-time. Metode kegiatan meliputi sosialisasi, pelatihan, penerapan teknologi, pendampingan, evaluasi, dan perencanaan keberlanjutan. Evaluasi dilakukan melalui observasi, wawancara, dan kuesioner pre-post. Hasil menunjukkan peningkatan softskill 70%, hardskill 60%, serta peningkatan nilai ekonomis sebesar 40%. Program ini meningkatkan kemandirian petani dan berpotensi untuk direplikasi di wilayah lain.Abstract: This community service program responds to the problems of the Bulurinring farmer group, which consists of 11 members, related to the lack of efficient and environmentally friendly harvest storage facilities. The purpose of this activity is to increase the capacity of farmer groups through socialization, training, and mentoring in the development of traditional Makassar tribe stilt houses integrated with renewable energy technology as a solution for sustainable harvest storage. This stilt house not only functions as a resting place for farmers in the garden, but also as a harvest warehouse equipped with modern technology. The design of the house adopts local values and local cultural wisdom, strengthened by Internet of Things (IoT) technology and artificial intelligence algorithms based on Convolutional Neural Network (CNN) to monitor harvest conditions in real-time. The activity methods include socialization, training, technology application, mentoring, evaluation, and sustainability planning. Evaluation is carried out through observation, interviews, and pre-post questionnaires. The results show a 70% increase in soft skills, 60% in hard skills, and a 40% increase in economic value. This program increases farmer independence and has the potential to be replicated in other areas.

Birokrasi yang telah dibangun oleh pemerintah sebelum era reformasi telah membangun budaya birokrasi yang kental dengan korupsi, kolusi, dan nepotisme (KKN) serta lambatnya layanan umum  pada masyarakat yang membutuhkan segala aspek layanan. Politeknik Negeri Ujung Pandang sebagai perguruan tinggi Vokasi, dibawah Kementerian Pendidikan dan kebudayaan. Riset dan teknologi pasca reformasi pun tidak menjamin keberlangsungan reformasi birokrasi terealisasi dengan baik sesuai dengan 8 (delapan) agenda reformasi disebabkan dengan Kurangnya pemahaman tenaga kependidikan tentang reformasi birokrasi terhadap reformasi birokrasi ini cenderung berbanding lurus dengan kurangnya komitmen untuk mengubah cara berpikir sebagai Aparat Sipil Negara Agar tenaga kependidikan Politeknik Negeri Ujung Pandang tidak semakin terpuruk  perlu melakukan mengimplematasikan program reformasi birokrasi yang efektif dan efisien, pemahaman  tentang reformasi birokrasi itu sesungguhnya harus dilihat dalam kerangka teoritik dan empirik yang luas, mencakup didalamnya penguatan masyarakat sipil (civil society), supremasi hukum, strategi pembangunan ekonomi dan pembangunan politik yang saling terkait dan mempengaruhi. Dengan demikian, reformasi birokrasi juga merupakan bagian tak terpisahkan dalam buruknya birokrasi saat ini. Recently, in all aspects related to government service, bureaucratic is very strong central issue to be realized. The bureaucratic that had been built by the government before the reform era  had build a thick bureaucratic culture with corruption, collusion, and nepotism (KKN) and the slow pace of public service to the people who need all aspect of service.  Ujung Pandang State Polytechnic as a vocational University under the Ministry of Education and Culture. Post-reform research and technology also do not guarantee the sustainability of bureaucratic reform well realized in accordance with 8 reform agendas due to the fact that lack of understanding of education personnel about bureaucratic reform of this bureaucratic reform tends to be directly proportional to the lack of commitment to change they of thinking as state civil apparatus in order to making the education personnel of Ujung Pandang State Polytechnic is not getting worse, it is necessary  to implement an effective and efficient bureaucratic reform program, the understanding of bureaucratic reform must be seen within a broad theoretical and empirical framework, these include civil society strengthening, rule of law, economic development and political development strategy that is interrelated and influence each other. Thus, bureaucratic reform is also an integral part in the poor operation of the current.

Abstract

Public policy serves as a framework to address public needs and interests, including the regulation of community services. Recognizing the critical importance of public services, governments are motivated to improve service quality through effective public policy implementation. This study aims to analyze the role of public policies in enhancing specific aspects of service quality, such as transparency, accountability, and professionalism. Using qualitative research methods, this study employs a literature study approach with a systematic selection of relevant sources, including peer-reviewed journals, government reports, and policy documents. Data analysis follows three stages: data reduction, data presentation, and conclusion drawing, ensuring a comprehensive understanding of the subject.  The findings indicate that public policies are instrumental in setting minimum service standards, promoting accountability and transparency, empowering communities, enhancing the professionalism of service apparatus, integrating technology into services, and enforcing compliance through penalties for providers failing to meet standards. These measures collectively contribute to significant improvements in service delivery. This research highlights the importance of policy design and implementation in fostering a responsive and efficient public service system. The findings provide actionable insights for policymakers to optimize public service frameworks and ensure community satisfaction.
