Abstract

Perumnas Monang Maning, Denpasar – Bali is an example of a state housing project in Indonesia that has gone through an unanticipated rapid development. Apart from retaining its initial function to shelter urban dwellers, this housing has been transformed into a potential commercial area. This phenomenon is clearly exhibited by its Gunung Rinjani Street Corridor, which is also taken as the locus of the study documented in this article. Discussion within the response to the following research questions: 1) what is the pattern of spatial utilization of houses which have dual function as a home and a place to conduct commercial activities; and 2) What are prominent spatial elements that have been adapted in order to accommodate this added function. This research applies qualitative-naturalistic approaches. Its findings demonstrate that the added function has brought changes to the overall layout of homes, both vertically and horizontally. These changes are then followed by the alteration of spatial elements that construct an adapted home to best accommodate the added commercial function and its extended activities.Keywords: pattern of spatial; business space; residential home; housing; Denpasar AbstrakDalam wilayah Kota Denpasar, Provinsi Bali, terdapat banyak perumahan yang dibangun pengembang sebagai upaya pemenuhan kebutuhan perumahan masyarakat kota ini. Salah satu perumahan yang mengalami perkembangan yang sangat pesat adalah Perumnas Monang Maning Denpasar. Perumahan ini telah berubah menjadi suatu area usaha dan bisnis yang sangat prospektif. Salah satu fenomena keruangan yang menarik untuk dijadikan materi penelitian adalah berkenaan dengan terjadinya perubahan pola pemanfaatan ruang pada rumah tinggal menjadi tempat usaha dalam penelitian ini. Berdasarkan latar belakang masalah tersebut, masalah-masalah yang dibahas dapat dirumuskan sebagai berikut: 1) bagaimanakah pola pemanfaatan ruang yang cenderung terjadi pada tempat tinggal yang difungsikan sebagai tempat usaha; dan 2) bagaimana wujud elemen pembentuk ruang usaha di rumah tinggal yang difungsikan sebagai tempat usaha. Penelitian ini bertujuan untuk menemukan pola kecenderungan perubahan keruangan serta wujud elemen pembentuk. Penelitian dilaksanakan dengan menerapkan metode penelitian kualitatif naturalistik. Dipilihnya metode naturalistik pada penelitian ini karena informannya bersifat heterogen, mengingat bahwa subjek penelitian di Perumnas Monang Maning ini terdiri dari beragam latar belakang sosial. Pada penelitian kualitatif ini, pemilihan responden dilakukan secara purposive. Hasil yang diperoleh menunjukkan bahwa adanya pola kecenderungan pemanfatan ruang secara horizontal dan vertikal pada rumah tinggal. Perubahan yang terjadi disertai dengan adanya perubahan elemen-elemen pembentuk ruang pada rumah tinggal yang dijadikan sebagai tempat usaha.Kata kunci: pola pemanfaatan; ruang usaha; rumah tinggal; perumahan; Denpasar

Abstract

Global development contains a major paradox. On the one hand it tends towards a uniformity in capitalist economics (state neo-corporatism, increasing commodification of public assets, informational monopolies etc), but on the other to a diversity of social forms that rise above traditional cultures and practices. Globalisation therefore has its own culture and communities generated by production and diffusion of electronic information (Facebook, Linkedin, Twitter, WhatsApp, professional and educational networks etc). While this context exists across space it is not fundamentally place based like local communities where people raise their children, create social networks based on material needs and worship their gods. There exists an uneasy tension between these two events, the space based electronic culture and the place based communal culture. Hence the question arises as to whether resistance is either necessary or possible against globalisation which appears to constitute an enduring and irresistible force. Is it possible to guarantee both cultural forms, or is one (the global) destined to exterminate the other? If so how can this be prevented? Local cultures are also faced with their own internal dynamics, usually tending towards stasis, e.g Ajeg Bali movement taking place in Bali Island. But cultures that do not adapt and develop are threatened with extinction. The fundamental difference between the global and the local lies in their structure. Globalisation is fundamentally an economic form that derives its organisation from the ideological tenets of capitalism. Local cultures derive theirs from tradition, religion, social relations, and language. There are clearly a plethora of responses to these questions. For example is a third culture possible, one that merges the best of both systems, the space based and the place based urban life? Other questions follow. ‘Can there ever be “the best of both worlds”? in which case what is to be sacrificed from each social form? Given that capitalism as a system is largely out of control and has no moral core, no bargain seems likely or reasonable, at least from the local to the global. In addition, arguing logically against the seduction of the capitalist system seems pointless – we all want new cars, jobs, clothes and more significantly, our desires fulfilled in a world where needs have largely been transcended. Contextualizing its fifth volume of publication within this context, Journal Ruang-Space offers eight articles. The first one is by Dwi Ely Wardani and M. Sani Roychansyah entitled Inklusivitas Jalur Pedestrian Di Sekitar Kampus Universitas Muhammadiyah Surakarta, Studi Kasus Penggal Jln. A.Yani, Jln. Garuda Mas dan Jln.Menco Raya Kartasura, Jawa Tengah (The Inclusivity of Pedestrian Paths surrounding the University of Muhammadiyah Surakarta, Case Study of A. Yani Road, Garuda Mas Road and Menco Raya Kartasura Road, Centre of Java Island). The second writing is authored by Cynthia E.V. Wuisang, Frits O.P. Siregar, and Faizah Mastuti. The title of this joint publication is Eksistensi Bangunan dan Kawasan Bersejarah di Kota Manado dan Peranannya sebagai Urban Heritage (The Existence of Historical Buildings and Zones in Manado City and Their Roles as Urban Heritages). The third publication is written by Ariani Mandala and Vania Sheila, entitled Kontribusi Pencahayaan Buatan terhadap Kualitas Visual Bangunan pada Malam Hari: StudiKasus Bangunan Bersejarah di Sekitar Kawasan Simpang Lima, Semarang (The Contributions of Man Made Lightings towards the Visual Quality of Buildings in the Evening: Case Study of Historical Buildings Situated around Simpang Lima Zone in Semarang City). The fourth article is composed by Hafid Setiadi with a title of Perubahan Identitas Tempat dan Konflik Ruang di Pinggiran: Studi Awal Tentang Urban Habitus dalam Transformasi Ruang di Kota Depok, Jawa Barat (Change in Identity of a Place and Spatial Conflict in a Peripheral Area: A Preliminary Studi of Urban Habitus and Spatial Transpormation of Depok City, West of Java Island). The fifth article is by Edi Subagijo and Tonny Suhartono with a given title of Model Pengembangan Kriteria Desain Rusunawa Berdasarkan Kepuasan Penghuni: Studi Kasus, Rumah Susun Sederhana Sewa Kutobedah di Kota Malang (Development Model for Design Criteria of Rental High-rise Housing Unit Based on Occupants' Satisfaction: Case Study of Kutubedah Rental High-rise Housing Unit in Malang City). The sixth paper is by Angela Upitya Paramitasari, Witanti Nur Utami, and Aria Adrian. The tittle of this paper is Identifikasi Kriteria Perancangan ‘Eks Palaguna’ di CBD Kota Bandung Berdasarkan Identitas Kota melalui Sense of Place (The Identification of Design Criteria for Ex Palaguna in Bandung Central Business District based on Urban Identity and Sense of Place). The seventh article is authored by Ema Yunita Titisari, Antariksa, Lisa Dwi Wulandari, and Surjono, entittled Sumber Air dalam Ruang Budaya Masyarakat Desa Toyomerto Singosari, Malang (Water Sources in Cultural Space of the Toyomerta Community in Singosari, Malang). The last one is written by Ni Ketut Ayu Intan Putri Mentari Indriani, entitled The Formation of Territoriality within a Crowded Settlement of Kampung Jawa, in Denpasar City (Proses Terbentuknya Teritorialitas pada Permukiman Padat Penghuni di Kampung Jawa, Denpasar).

Abstract

This article aims at analyzing determining aspects that must be incorporated in to the process of developing a strategy to control land development. It converses this objective by taking the increasing rate of agricultural land conversion in Mangupura urban area, of Badung Regency-Bali, as its case study. The study was carried out using a qualitative approach. The findings demonstrate the driving factors behind such a conversion are classified into four categories, including social, economical, environmental and regulatory forces. Learning from the dynamic of land development of Mangupura area, the study subsequently comes out with a conclusion that for efficiency and success, the strategy to control land use changes has to embrace two basic aspects of: (i) identification and clarification of instruments to regulate spatial changes, and (ii) the allocation of agency/s assigned to carry out the controlling roles. It is further emphasized that attempts to rule spatial development should take both of the aforementioned determining forces and basic aspects influencing the success of the control strategy, into account. Abstract

Abstract This article questions the idea that multi-storey housing is an appropriate solution to the demand for affordable houses in urban areas, including Indonesian cities. It holds that problems pertaining to urban settlements cannot be separated from a high and uncontrolled flow of people into the city for economic reasons. In addition, it also promotes the idea that development of housing units does not merely address the problem of shelter. More importantly is the principle of constructing a flourishing community. Thus, the instigation of appropriate policies and strategies in handling a need for low income homes should be approached holistically. Following from this, consideration of political, legal-judicial, economic, technological, health, socio-cultural aspects should be included. Other items might include personal security, sustainability, and the provision of basic infrastructure. The basic principle here is the idea of constructing 'homes' not 'housing.' This article is structured into four sections. The first part lays out the context. The second section outlines practices involved in the provision of public housing in Indonesia including multi-storey development. The third section discusses the pros and cons of this process, using relevant experiences and case studies worldwide. The final section summarises prior discussions towards appropriate policy making in low income housing provision. The article concludes with a suggestion that the development of high-rise housing units should be thoroughly examined before adopting it as a general policy. Keywords: Urbanisation, urban density, multi-storey housing unit, policies and strategies in housing provision AbstrakArtikel ini mempertanyakan ide tentang pembangunan perumahan multi-lantai sebagai solusi yang tepat dalam menangani kebutuhan perumahan yang layak di daerah perkotaan, termasuk kota-kota di Indonesia. Tulisan ini memandang bahwa, permasalahan perumahan di perkotaan berkaitan erat dengan terjadinya perpindahan penduduk yang tidak terkontrol menuju ke kota, untuk alasan ekonomi. Selain itu, paper ini mempromosikan ide bahwa pembangunan perumahan tidak hanya menangani masalah perumahan. Tetapi prinsip yang lebih penting disini adalah proses membangun sebuah komunitas serta mengakomodasi perkembangannya. Sehingga, instigasi kebijakan dan strategi berkenaan penanganan kebutuhan akan perumahan untuk golongan kurang mampu di daerah perkotaan harus didekati secara holistik. Beranjak dari ide ini, maka prosesnya harus melibatkan pertimbangan atas aspek politik, legal-judisial, ekonomi, teknologi, kesehatan, dan sosial-budaya. Elemen lain yang juga penting untuk diperhatikan disini adalah pertimbangan akan keamanan, sustanabilitas, dan ketersediaan infrastruktur pokok permukiman. Satu lagi prinsip dasar yang diusung disini adalah usaha untuk membangun 'rumah,' bukan 'tempat tinggal.' Artikel ini distrukturisasi menjadi empat bagian. Bagian pertama memaparkan konteks diskusi. Bagian kedua menjelaskan praktek-praktek yang terlibat dalam pengadaan perumahan untuk publik di Indonesia, termasuk pembangunan multi-lantai. Bagian ketiga mendiskusikan potensi dan hambatan dalam pembangunan perumahan multi-lantai, dengan memakai pengalaman serta beberapa kasus dari beberapa negara di dunia. Bagian terakhir menyimpulkan diskusi-diskusi sebelumnya menuju pembangunan kebijakan yang tepat berkenaan pengadaan perumahan untuk kelompok berpendapatan rendah di kota. Artikel ini menyarankan bahwa pebangunan unit perumahan bertingkat tinggi harus secara seksama dikaji sebelum mengadopsinya sebagai sebuah kebijakan yang umum. Abstract

This study examines interferences brought by the placement of advertising elements on a public sphere. Since areas surrounding major road intersections are the most favored venues for advertisers and their advertisements, the study selects such areas exist across Denpasar City (Bali) as case studies. This research is designed to meet three goals. First is to pinpoint as to how intersections have been utilized as venues for advertising purposes. Second is to analyze various predicaments following the employment of a public spheres as a settings for advertisements. This analysis focuses on functional and regulatory concerns. Third is to develop alternative methods for future accommodation of advertisements, thus they will caused the least interruptions to the quality of spaces, the wider functions and roles of the public spheres, as well as having the slightest likelihood to ruin the image of a city as a whole. The study implements qualitative research approaches, supported by 22 sets of thorough photographic documentation recording advertisements surveyed at five different road intersections. The study construes that the consented acts to use intersections for advertising related purposes does not go in line with the formation of culturally friendly city, the image that Denpasar intends to be associated with. This message becomes the main consideration in instigating alternative methods for future accommodation of advertisements in an urban area, such as Denpasar. Abstract

Puri is one of the traditional Balinesearchitecture, which is a palace. The form is a complex ofbuildings that function as the center of government and theresidence of the king and his family. Like other palaces, puriin Bali has unique and distinctive features, making itinteresting to study.As time passes, Balinese traditionalarchitecture undergoes development and change, puri-puri inBali are also not free from that, in line with the developmentof Balinese socioculture. Changes in the puri in Bali basicallycaused by two main factors, namely external factors, as wellas internal factors. The research is aimed to intended toidentify factors causing changes in the puri, both in terms offunction and spatial. The study will be conducted with asocial-historical approach, an approach in the field ofarchitecture that has not been done. The proposition beginswith a description of the socio-cultural background of thecommunity and proceeds with a study of the physical changesthat occur. The results of the study are expected to be used toanticipate and control more worrying changes in the future

Abstract

Western religious and intellectual traditions came together in Monastic life. The production of new knowledge was independent to the time it took for creation. Quality was all that mattered. Today, a bizarre reversal has taken place. Quality has been sacrificed to time. Given the neoliberal state and right-wing politics, the business model itself, lacking any moral core, has been applied to universities. Today, every aspect of academic life must be analyzed, tested, and quantified. Whereas previously, the highest academic accolade was given to a single-authored refereed publication, today, it is the number of citations that matter. Hence articles with ten authors are now frequent, where each contributes close to zero in work, and one’s inclusion is frequently paid for. Overall, the very fabric of intellectual life is being eroded. Far from improving quality, individuals are encouraged to ‘play the system’. Undeniable is the fact that academics themselves are forced to encompass a fundamentally corrupt system of practices to negotiate their interests. Hence ethical behaviour becomes negotiable, and collegiality is undermined. This promotes an increase in plagiarism, deceit, fraud at a global level, and the trading of favours for credit. The following short paper summarises how this takes place. It demands that academics report corrupt practices. It also calls on university bureaucracies to review the critically flawed system they have created. Pembangunan pengetahuan yang baru tidak tergantung pada waktu yang dibutuhkan untuk penciptaannya, namun sebuah proses yang mengedepankan kualitas. Yang terjadi belakangan ini adalah sebaliknya. Kualitas telah dikorbankan untuk waktu. Praktek neoliberal, politik sayap kanan dan model bisnis, yang kurang menaruh perhatian terhadap tata moralitas, telah juga merambah ke roda operasional universitas. Saat ini, setiap aspek kehidupan akademik harus dianalisis, diuji, dan diukur. Sedangkan sebelumnya, penghargaan akademik tertinggi diberikan kepada publikasi yang telah melalui proses review yang seksama, dan ditulis oleh seorang penulis tunggal. Sementara yang terjadi belakangan ini, yang dominan adalah kuantitas, termasuk jumlah publikasi dan banyaknya sitasi. Oleh karenanya, artikel dengan sepuluh penulis atau lebih sangat sering ditemukan, di mana sebagian penulis berkontribusi pada level yang mendekati nol. Penyertaan seorang penulis sering kali karena kesediaan yang bersangkutan untuk membayar. Secara keseluruhan, jalinan kehidupan intelektual sedang terkikis, jauh dari upaya-upaya yang ditujukan untuk meningkatkan kualitas, dan pihak-pihak yang terlibat didorong untuk 'bermain dengan sistem’. Tidak bisa disangkal jika dalam kenyataannya, para akademisi dipaksa untuk melakoni sistem yang pada dasarnya ‘korup’ dalam rangka menegosiasikan kepentingan mereka. Dalam konteks ini, perilaku yang beretika menjadi sesuatu yang bisa dinegosiasikan, dan hubungan kolegialitas menjadi teremehkan. Kondisi ini telah mendorong peningkatan praktek plagiat, penipuan, pemalsuan di tingkat global, dan terjadi pula proses memberi bantuan dengan harapan pihak yang dibantu akan melakukan hal yang sama dikemudian hari. Tulisan singkat berikut ini merangkum bagaimana hal ini terjadi. Artikel ini menuntut agar para akademisi melaporkan praktik-praktek keakademikan yang tidak genah dan juga memohon birokrasi di level universitas untuk meninjau ulang sistem yang telah mereka buat dan menyebabkan terjadinya kondisi-kondisi yang dipaparkan di dalam tulisan ini. Abstract

Candi bentar is a gate or the main door to enter a specific area, such as temple and palace in Bali. However, in the current situation, it can be found in many entries points to various premises, including a border between areas, a house, and public facilities. Puru Sada Temple, one of Kahyangan Jagat Temples located in Badung Regency of Bali Province, has a candi bentar, which at first glance similar to that of the Wringin Lawang Temple - a legacy of the Majapahit Kingdom of East Java. In terms of scale, however, the size of the Puru Sada Temple’s candi bentar is smaller. The purpose of this study is to discuss the visual characters of candi bentar in places that functioned for worship by taking Puru Sada Temple as its case study. The study used a descriptive qualitative approach. Its analysis is supported by relevant views offered by both Yudoseputro (2008) and Ching (1991). This study finds that intimacy has been a dominant visual character supported by the existence of sacred ornaments that are considered as guarding figures. Namun saat ini candi bentar dapat ditemukan di berbagai tempat seperti perbatasan daerah, rumah tinggal, dan fasilitas umum. Pura Puru Sada termasuk dalam Pura Kahyangan Jagat berlokasi di Badung memiliki candi bentar yang sekilas mirip dengan Gapura Wringin Lawang peninggalan Kerajaan Majapahit di Jawa Timur. Namun ukuran candi bentar Pura Puru Sada lebih kecil. Tujuan penelitian ini adalah membahas karakter visual candi bentar di tempat suci dengan mengambil Pura Puru Sada sebagai studi kasus. Penelitian ini menggunakan pedekatan kualitatif deskriptif. Dianalisa dengan teori relevan yang ditawarkan oleh Yudoseputro (2008) dan Ching (1991). Abstract

Eco-architecture is a concept that places architectural designs in harmony with nature. This study explores a broad application of this concept in a traditional settlement of Lasaen Village, Malaka Regency, East Nusa Tenggara. In doing so, it correlates customs, norms, communal lifestyle, and spatial tradition with the eco concept. This study uses a qualitative research method with an ethnographic approach. Analysis within is underlined by a view proposed by Dinur that outlines three parameters in measuring the accommodation of eco-architectural concepts in building design. These include fluctuation, stratification, and interdependence, which in this study are respectively used to measure eco-architectural practices in eleven uma (home) of the Lasaen Village. Building design elements that are examined in this context embrace: building form and structure, the use of natural energy, the use of local building materials, the inclusion of openings and natural lights, impermeable walls and floors, pitch and hollow roofs, and detailed construction. This study demonstrates that the architecture of Lasaen Village, especially its homes, has applied the eco-architecture concept. Keywords: ecology; architecture; vernacular; sustainability; settlement Abstrak Eko-arsitektur adalah konsep yang menempatkan desain arsitektur pada posisi harmoni dengan alam. Penelitian ini mengeksplorasi penerapan konsep in pada permukiman Adat Desa Lasaen, di Kabupaten Malaka, Nusa Tenggara Timur. Studi ini mengkorelasikan adat istiadat, norma-norma, pola kehidupan masyarakat, dan pola ruang permukiman adat dengan konsep eko-arsitektur ini. Pelaksanaannya menerapkan metode penelitian kualitataif dengan pendekatan etnografi. Analisis yang dilakukan didasari pada pandangan yang diajukan oleh Dinur yang menyatakan tiga parameter dalam mengukur tingkat penerapan konsep eko-arsitektur dalam rancang bangun. Ini termasuk fluctuation, stratification, interdependence yang pada konteks studi ini diterapkan dalam mengevaluasi praktek-praktek terkait yang diterapkan oleh sebelas rumah traditional di Desa Lasaen. Ragam elemen desain yang distudi termasuk: bentuk dan struktur, pemanfaatkan sumber energi alami, penggunanan material lokal, bukaan dan pencahayaan, dinding dan lantai berpori, atap miring dan berongga, dan detil konstruksi. Hasil penelitian menunjukan bahwa arsitektur Desa Lasaen telah menerapkan konsep eko-arsitektur. Kata kunci: ekologi; arsitektur; vernakular; keberlanjutan; permukiman
