Abstract

The Gianyar Regency Government has a Health Assistance Program (BK) for the people of Gianyar Regency which has not been funded by health insurance. This study aims to determine how the policy implementation of the Health Assistance Program in Free Health Services Efforts in Gianyar Regency (Case Study: Sanjiwani Regional General Hospital). The method used is descriptive research method with a qualitative approach and data collection techniques in the form of interviews, observation, and documentation. Analysis using policy implementation theory according to George C. Edward III consists of indicators of communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the Health Assistance Program was still not optimal as seen from the lack of socialization, lack of staff procurement, absence of accountability reports to the public and limited budget funds. Abstract

The electronic parking program is an innovation program in the field of road traffic and transportation that aims to maximize local revenue obtained from parking fees. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation. The results of the research were analyzed using three aspects according to Charles O. Jones, namely organization, interpretation, and application / application. Based on the results of the analysis, it shows that the electronic parking program in Tabanan District is still not running optimally, because there are still problems in several aspects such as a lack of competent human resources related to parking coordinators, no systematic schedule for parking attendants, lack of socialization to the community, not yet. there is a special target for electronic parking, and constraints on the budget in renewing and maintaining infrastructure. Abstract

The Sanur Development Foundation is a pillar that maintains and accommodates the community empowerment program for the Sanur Traditional Village. This study aims to determine how the synergy that occurs between the Sanur Development Foundation and the Sanur Traditional Village community itself in realizing empowerment as a form of good governance. This research uses descriptive qualitative research methods with data collection techniques in the form of interviews, observation, and documentation. In conducting this research, the researcher used two indicators of synergy according to Covey, namely communication and coordination which shows that the synergy between the Sanur Development Foundation and the Sanur Traditional Village community itself has gone quite well, but therefore it is hoped that the established synergy will involve the community more from the planning stage to prevent irregularities and be more specific in meeting community needs. Abstract

The Pasuruan Regency Office has a target to increase tourism productivity and cultural arts, but in its realization there are still problems, namely undirected tourism development, marketing strategies that are not optimal, lack of public awareness of the potential of the area owned, building functions that are not used properly, and low human resources. In this case using strategic planning analysis according to John M. Bryson and SWOT analysis techniques according to Freddy Rangkuti. This type of qualitative descriptive research. Sources of data are primary data and secondary data. The technique of determining the informant is snowball. The SWOT matrix produces an alternative strategy of Strength, Opportunities (SO) in the form of eight alternative strategies. Abstract

The increase in the marriage rate is related to the administrative order of ownership of a marriage certificate for the people of Buleleng Regency. This study aims to determine the quality of ownership of a marriage certificate in an orderly population administration at the Population and Civil Registry Office of Buleleng Regency. The research used a qualitative approach with descriptive research. Collecting data in this study using the method of observation, interviews and documentation. The results show that the service quality of marriage certificates in orderly population administration has shown a good increase, seen from the satisfaction of the community in providing services, but there are still obstacles in the process of service delivery for marriage certificates that are carried out offline / online. in the Disdukcapil Office namely on the reliability aspect, the responsivisness aspect, the assurance aspect, then the empathy aspect, finally the tangibles aspect. Abstract

The UPTD Kampung Investasi Hati as a Social Welfare Institution in dealing high number of neglected elderly and people with mental disabilities in Tabanan Regency carries a program, namely Kampung Investasi Hati (Kata Hati). The purpose of this study was to determine performance of UPTD Kampung Investasi Hati in handling neglected elderly and people with mental disabilities in Tabanan Regency. The research method used is descriptive qualitative. The indicators used to analyze performance of the UPTD Kampung Investasi Hati uses the performance measurement theory by Dwiyanto, namely Productivity, Service Quality, Responsiveness, Responsibility and Accountability. The results showed that the performance of the UPTD Kampung Investasi Hati was not running optimally. There are obstacles that cause service delivery not optimal, ranging from less than optimal socialization, limited number of employees and the lack of budget in financing programs and activities. Abstract

The Denpasar City Government through the Denpasar City Community and Village Empowerment Service provides free counseling services to the community in a program called "Mobil Konseling Denpasar Ceria". This service is a place for the community to share their problems and keep their secrets safe. The purpose of this study was to determine the quality of service in the Mobil Konseling Denpasar Ceria Program. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation. The results showed that the service quality of the Mobil Konseling Denpasar Ceria Program is still not running optimally. There are several obstacles in its implementation, such as the unavailability of a forum for community aspirations for online service users, inconvenient use of services via WhatsApp messengers, and not yet optimal socialization of services to the community.

Abstract

Indonesia is one of the countries that is vulnerable to natural disasters, especially in Bali. The regional disaster management system in Bali has an authorized body, namely BPBD which has the task of formulating and determining disaster management policies by acting quickly, precisely, effectively, and efficiently. Regional natural disaster management system in Bali and regulated in Bali Governor Regulation No. 26 of 2012. This study uses a qualitative descriptive research method, and is analyzed based on the policy implementation model proposed by Charles O. Jones which consists of three indicators, Organization, Interpretation, and Application. The results of this research BPBD Bali Province has an SOP which has two types of services, BPBD Bali has conducted socialization to the community, which is mainly done through social media. However, the problem is that the human resources and financial resources owned by the Bali Province BPBD are still quite small.

Abstract

The realization of accountability can also be supported from several factors, the factors that can support it is the culture of an area. Tri Hita Karana is a Hindu religious philosophy that is always present in every aspect of the life of indigenous peoples in Bali. This study aims to describe the accountability of village financial management based on Tri Hita Karana philosophy in Buduk Village. The research approach used is descriptive qualitative research and data collection methods in the form of observation, interviews, and documentation. This study measures how accountability in village financial management based on the Tri Hita Karana philosophy in Buduk Village using the theory of financial accountability which has 3 (three) indicators, transparency, accountability, and the principle of value of money. The results of this study show that the Buduk Village Government has implemented village financial management in accordance with the Tri Hita Karana concept well.

Abstract

Electronic Government is a government governance system based on digitalization supported by information and communication technology. One form of E-Governemnt is through the Kelan Mobile Village Credit Institution application. The Kelan Mobile Village Credit Institution application is a digitalization baes financial service transaction application in order to be able to provide convenient service only via smartphone, so that services provided by village Credit Institutions can be carried out anywhere without having to perform conventional services which take up more time. the application of the Kelan Mobile Village Credit Institution as an embodiment of the EGovernment concept still has several obstacles, namely that socialization has not been optimal, community adaptation from conventional to digital is still minimal, and application performance is not optimal. The purpose of this research is to find out how Electronic Government is implemented through the application of the Kelan Mobile Village Credit Institution at the Kelan Traditional Village Credit Institution, Badung Regency. Through the theory of e-government success elements according to Indrajit. The result in this study are that the application of the Kelan Mobile Village Credit Instituton at the Kelan Traditional Village Credit Institution has achieved good results on capacity and valueindicators. However, it is still not optimal, namely the support indicator. It is necessary to maximize socialization, conduct application usage assessment surveys, carry out application development, synergize with related parties, and the need for traditional villages to be involved in optimizing theKelan Mobile Village Credit Institution application.
