Abstract

This research aims to know, describe, and analyze the quality of human resources in the Nendali Village Office, East Sentani District, Jayapura. In this study, the researcher uses the Human Resource Quality Theory that has been adjusted and modified to meet the needs of the research. The researcher applies a qualitative approach because the object of this research involves the activities or actions of individuals or several office officers in carrying out their duties as public servants. Qualitative research methods are used to study the condition of objects naturally, in contrast to experiments, where the researcher plays the role of the main instrument. The data collection technique is carried out through triangulation (method combination), data analysis is inductive/qualitative, and the research results focus on interpretation. Based on the analysis of theories and findings in the field, it can be concluded that the quality of human resources at the Nendali Village Office, East Sentani District, has not fully met the expectations of the community, so improvements are still needed in the future.

Abstract

The problems that will be faced by the HR Bureau, namely the globalization of technology, competence, and human resources and bureaucratic reform, greatly affect the performance of government institutions in Indonesia. This problem must be answered by increasing the role of the HR bureau in carrying out its duties and functions in HR management. Human Resource Management is very fundamental for a government agency, because it is needed and must be managed properly so that it becomes superior and competent HR and has a commitment to the organization. The method used in this research uses descriptive analysis method by collecting data through literature study from various sources. From this research it can be concluded that HR has its own role and duties, and the development of HR quality is needed in global developments, and HR competencies must be improved through the process of education, training, and coaching.

Abstract

The Family Hope Program (PKH) is a conditional cash transfer initiative in Indonesia aimed at reducing poverty and improving access to education, health, and welfare services among Beneficiary Families (KPM). Despite its success, ensuring that KPM achieve independence and prosperity remains a key challenge. This study examines the strategic management practices of the Ministry of Social Affairs in promoting self-reliance among KPM. Using a qualitative descriptive approach, data were collected through literature and documentation studies. The analysis focused on the Ministry's planning, implementation, and evaluation processes, alongside the integration of the PENA (Nusantara Economic Hero) empowerment program. Findings reveal that the Ministry employs strategic management from data collection and program distribution to monitoring and evaluation. The PENA program, targeting entrepreneurial development, has enhanced the capacity of KPM to achieve economic independence. However, gaps in resource accessibility and program coverage persist. The study concludes that while strategic management significantly contributes to the effectiveness of PKH, expanding empowerment initiatives and fostering inter-agency collaboration are crucial for achieving broader impacts. Recommendations include extending the PENA program and conducting comprehensive evaluations to guide future policy enhancements.

Abstract

Pemanfaatan Teknologi Informasi merupakan salah satu hal yang tidak dapat dihindarkan dalam setiap instansi pendidikan. Kemajuan teknologi seharusnya dapat memberikan dampak positif terhadap proses pelayanan di setiap instansi pendidikan. Tujuan dari adanya PKM ini adalah memberikan pengetahuan dan keterampilan kepada guru dan staf manajemen tentang penggunaan aplikasi PPDB online di sekolah. Adapun metode yang digunakan adalah dengan melakukan sosialisasi dan pelatihan langsung kepada seluruh guru dan staf manajemen sekolah. Hasil dari PKM ini adalah sekolah telah memiliki portal PPDB online yang dapat diakses oleh siapapun, kapanpun dan dimanapun. Ini juga memudahkan calon peserta didik baru untuk melakukan pendaftaran dan memudahkan proses upload dokumen persyaratan. Seluruh guru, staf dan peserta lainnya sangat antusias mengikuti pelatihan ini. Diharapkan kedepannya kegiatan serupa bisa diselenggarakan kembali guna meningkatkan kualitas sekolah swasta di Kabupaten Serang.

Abstract

The limitation of land and its expensive cost in urban areas led to the invasion of commercial functions into the settlement area. The transformation of housing into business buildings is due to population growth within the city and increased activity, where land remains constant so that it cannot accommodate the needs of urban communities. Among these phenomena is the doubled use of housing – for housing and business – to secure additional income/economic boost for the family. As a result, space layout patterns are uncontrolled, and the functions set in the space plan are not achieved. This, in turn, has interfered with the activity and comfort of the environmental functions of the Hunian as a decent Huni. This research aims to produce a formula for the control of the movement of housing functions into business buildings, where the change of the housing function to business building has taken place since 2008 when Law No. 51 of 2008 on the Establishment of the City of Southern Tangerang as an Autonomous District. The method used is a qualitative and quantitative approach with overlay analysis, descriptive analysis, policy analysis and monitoring and control analysis relevant to the intensity of space utilization. (karakteristik nilai tanah, kelengkapan utilitas, aksesibilitas tanah, karakteristik pribadi pemilik tanah, aturan penggunaan tanah, inisiatif bangunan komersial). The uncontrolled change in the function of the residential house into the building of the business building caused a lack of spatial arrangement along the main street corridors in the housing area as a residential place in the urban area caused by the presence of the factors.

Abstract

Every implementation of autonomy affairs is expected to achieve effective and efficient use of resources. His desire to create an image that local governments can use resources, both in the form of human resources, regional revenue budgets, equipment and work procedures in carrying out their main duties effectively and efficiently in good governance. This study aims to analyze the influence of leadership, the role of local government, the role of the Jayapura City DPRD and local revenues together to partially compile the effectiveness of business license in Jayapura City. To obtain a comprehensive and in-depth picture, a descriptive method with a quantitative approach is used to analyze existing empirical data and correlate with concepts related to special autonomy policies. First, leadership has a partial significant effect on the effectiveness of business licensing in Jayapura City.  Second, the role of local governments partially has a significant effect on the effectiveness of business license in Jayapura City. Third, the role of the DPRD partially has a significant effect on the effectiveness of nusaha license in Jayapura City.  Fourth, the original regional income partially affects the effectiveness of business licensing in Jayapura City. Fifth, leadership, the role of local governments, the role of the DPRD and local revenue simultaneously have a significant effect on the effectiveness of business license in Jayapura City.

Abstract

Digital transformation in public services refers to changing the way governments serve citizens through the use of technology, making processes faster, easier, and more transparent. Integrating data and processes across various agencies not only enhances efficiency but also strengthens accountability and public trust in government services. The traditional bureaucratic model often faces obstacles such as lengthy procedures, excessive document collection, and manual interventions that lead to non-transparency and opportunities for corruption. Public service is considered a crucial element for society in accordance with Law No. 25 of 2009. Its purpose is to support the fulfillment of diverse public needs and to emphasize the necessity for government institutions to operate optimally. The quality of governance can be measured by its ability to safeguard democracy, protect human rights, improve the public’s economic welfare, and wisely protect and manage the nation’s resources. Efforts to improve the quality of public services are crucial to strengthening public trust in the government. There is a significant need to enhance public services, as reflected by the low level of public satisfaction. Many complaints concern complex procedures, slow processes, high costs, and the unprofessional attitudes of officers that fail to reflect excellent service. Over time, however, public services have become increasingly important in streamlining bureaucratic systems. This study aims to determine how the implementation of employee human resource transformation responds to the digital information system at the Class I Immigration Office TPI Malang. The research uses a qualitative method, with data and information collected through interviews, observations, and literature or document studies. Informants in this study were selected using the snowball sampling technique. The digital skills of employees at the Class I Immigration Office TPI Malang are already good. These digital skills significantly increase productivity and efficiency through process automation, allowing employees to focus on higher-value tasks. There remains a need to improve digital literacy skills. Employee training and development at the Class I Immigration Office TPI Malang are well-implemented. Applying digital training effectively ensures that human resources are better prepared to face the challenges of digital information system transformation, adapt quickly to changes, and contribute significantly to achieving strategic goals. The implementation of digital services at the Class I Immigration Office TPI Malang is also good. Digital infrastructure is already evenly distributed but still needs improvement, along with human resources who are technologically competent.

Abstract

To determine the optimality of implementing a Result-Oriented Role Matrix (RORM) task allocation in achieving an organization's vision and mission, transformational leadership style and employee behavior are essential for the effectiveness of such implementation. A transformational leader, with the ability to provide inspiration, motivation, and intellectual stimulation, can create a conducive work environment for a matrix system that demands high collaboration and accountability. Aspects of employee behavior, such as initiative, adaptability, and commitment to team goals, are also examined as supporting factors in implementing RORM-based task allocation in a measurable manner. The RORM concept is an approach in a matrix format that allocates tasks based on specific roles and maps responsibilities to avoid overlap. This research employs a quantitative approach with a causal-associative method. This approach was chosen to test the cause-and-effect relationship between independent and dependent variables. The research design is explanatory, aiming to explain the extent to which Transformational Leadership Style and Employee Behavior influence the success of the Implementation of Role-Based Output Matrix Task Division. The results indicate that transformational leadership and positive employee behavior significantly support the effectiveness of task division within a matrix structure, particularly in enhancing coordination and achieving investment objectives. This study affirms the importance of developing inspirational leadership and proactive employee behavior to optimize organizational performance within a matrix context. The practical implication is the necessity for leadership training and the enhancement of a collaborative work culture to support the implementation of matrix structures in government agency environments.
