Abstract

Public comm  unication is the activity of understanding, designing, implementing, and evaluating communication campaigns in the public interest. Over Dimension Over Load (ODOL) is a logistics vehicle that transports goods excessively. The government is serious about curbing ODOL trucks, including revising vehicle weighing regulations. However, there are still problems in the implementation of the zero ODOL policy, such as ODOL practices that still often occur and vehicles with dimensions that do not comply with regulations. This research focuses on the effectiveness of public communication management in socializing the zero ODOL policy on the Bogor-Ciawi-Sukabumi (Bocimi) toll road. Using survey, observation, and questionnaire methods, this study explores how effective the socialization of this policy is on the toll road. The results show that the effectiveness of public communication in socializing the zero ODOL policy on the Bocimi toll road is quite effective, but still at the low limit. Factors that make socialization less effective include inadequate human resource conditions, low awareness and legal understanding of freight transportation entrepreneurs towards the zero ODOL policy.

Abstract

The ineffectiveness of the communication process has led to the public misconception that the Kampung Sedekah program is an initiative established by Susukan Village, in fact it is a program run by the Ngider Indonesia Charity Foundation. This study aims to identify and analyze the communication strategy used in the Kampung Sedekah program, employing the persuasive communication strategy theory proposed by Melvin L. DeFleur and Sandra J. Ball-Rokeach, which includes psychodynamic strategies, sociocultural persuasion, and meaning construction. This research uses a descriptive qualitative approach, utilizingin-depth interviews, observation, and document analysis for data collection. The findings show that the Ngider Indonesia Charity Foundation implements three communication strategies aligned with the persuasive communicationtheory. Challenges in the persuasive communication and socialization processes are primarily due to the lack of trust from local officials in the Kampung Sedekah program and the absence of direct community engagement by the foundation. To address these issues, the foundation should engage directly with the community, carefully considering the appropriate timing and venue for socialization efforts, and facilitate regular meetings between the foundation and the community to foster good relations and establish effective communication.

Abstract

The Rohingya conflict in Myanmar is one of the conflicts that has attracted global attention and triggered responses from various countries, including Indonesia. As a country with the largest Muslim population and a high commitment to humanitarian principles, Indonesia has a strategic position in responding to the Rohingya conflict in Myanmar. This study aims to analyze vernacular cosmopolitanism in understanding the reality of the conflict that occurred in Southeast Asia, especially in how Indonesia responded to the Rohingya ethnic conflict in Myanmar. This study uses qualitative methods with literature analysis and case studies to analyze how vernacular cosmopolitanism, which includes universal Islamic values, can be interpreted locally to ground peace, tolerance, and justice in resolving complex conflicts. This study uses the concept of vernacular cosmopolitanism from Pnina Werbner to analyze Indonesia's response to the Rohingya conflict in Myanmar. This study produces the fact that the concept of vernacular cosmopolitanism is practiced by Indonesia in responding to the Rohingya conflict in Myanmar. The values of openness, tolerance and responsibility towards fellow human beings are manifested in the provision of humanitarian assistance and acceptance of Rohingya refugees. In addition, Indonesia also acts as a mediator and facilitator in resolving conflicts using regional diplomacy based on consensus. Indonesia also uses religious diplomacy by facilitating interfaith dialogue to promote tolerance and peace. All that Indonesia does is solely out of concern for fellow human beings and to realize world peace.

Abstract

Sekarmadji Maridjan Kartosuwiryo, familiarly called Kartosuwiryo, was the proclamator of the Islamic State of Indonesia. Kartosuwiryo believed Islam had a significant influence on every aspect of human life. The idea he wanted to realize was establishing the Islamic State of Indonesia, and hijrah politics was one of Kartosuwiryo's efforts toward the Islamic State of Indonesia. This article will analyze the basic concept of the hijrah political thought of Sekarmadji Maridjan Kartosuwiryo in establishing the Islamic State of Indonesia. The method used is qualitative, with literature studies such as books, journals, articles, and others. In addition, the author uses a historical approach and the construction of a day approach to explore information about Kartosuwiryo's hijrah politics. The results showed that Kartosuwiryo's hijrah politics was an Islamic-based struggle to build a state with laws and order based on the Qur'an. This concept remains relevant to address modern global challenges, such as migration, religious identity, and cross-cultural solidarity. In addition, this article also shows that the politics of hijrah is not only a strategy of resistance against colonialism but also has relevance in the modern era. Hijrah can be translated as an effort to create social transformation, such as community empowerment, cross-cultural solidarity, and humane management of global migration. By adapting to digital technology, the concept of hijrah can also encourage interfaith dialogue and spread social justice values in an increasingly connected world.

Abstract

Education policy in Indonesia has long been a battleground between populist promises and the constraints of the state budget. One of the latest policies, the free meal program for students, requires a substantial financial allocation. However, this comes at a time when the education sector is facing budget cuts, raising concerns about the sustainability and impact of such policies. This study aims to analyze the effects of populist education policies on budget allocation and the overall quality of education services in Indonesia. Using a qualitative approach based on policy analysis, this research examines how budget reductions affect educator welfare, learning facilities, and equitable access to education. While the free meal program is intended to enhance student well-being, the findings suggest that cuts in education funding could undermine efforts to improve teaching quality and exacerbate disparities in learning opportunities, particularly in underprivileged regions. The study highlights the trade-offs involved in implementing populist policies. While such initiatives can generate short-term political gains and address immediate concerns, they may compromise long-term educational development if not supported by a well-structured budget plan. A balanced approach is necessary—one that accommodates student welfare initiatives without sacrificing investments in teacher development, infrastructure, and curriculum enhancement. This study recommends that policymakers adopt a sustainable budget planning strategy that aligns with both populist goals and the long-term needs of the education sector. Only through careful financial management and evidence-based policy decisions can Indonesia ensure both student welfare and quality education services in the future.
