Abstract

In an effort to improve the quality of public service, the Jombang district is one of the most Indonesia areas to participate in the development of a digitisation of service. The latest innovation developed by the Jombang district administration is the e-office sabdopalon Jombang, which is the system for deso data news administration and online services that an android user can access through www.sabdopalon. Jomkakab. go.id. Researchers use qualitative research methods through a descriptive analysis approach, as with researchers' descriptive analysis it can easily get information and views on the research object. In research implementation of the e-office sabdopalon jombang as a step to the digital government, researchers use Charles Jones' theory of organization, the cooperation of the Jombang district government with communications and information services, and the public can access the 24-hour sabdopalon Jombang e-office with the support of Internet network and other electronics. In interpretation, some villages in the Jombang county have yet to include call center in information delivery. For application, it has been effective because people can easily access the features of the e-office sabdopalon Jombang, only Internet networks that haven't reached the far reaches of villages in the Jombang district are a problem in implementing it.

Abstract

The implementation of public services in the Indonesian government often experiences obstacles in transparency, timeliness, and effectiveness in public services. So that technology-based public service innovation is needed to support this progress. The purpose of this paper is to analyze and identify the integration of E-KTP and SIM in realizing SIN to improve public service accessibility. In addition to discussing the integration of the two identities, this paper also explains the benefits received by the community from the development of these technologies. The benefits obtained if the integration of E-KTP and SIM can be realized: efficiency and simplicity, easy access to services, increased mobility, and cost savings. This research was conducted using a qualitative approach with descriptive qualitative methods by collecting data and making comparisons with other countries. Based on the results of the research that has been conducted, it shows that the application of E-KTP and SIM into SIN is very helpful and beneficial for the community because it can increase public trust, efficiency and effectiveness in public services in Indonesia.

Abstract

Autonomous vehicles are now a unique and modern new trend in the development of public transport. Its application in various countries such as China, South Korea, Germany, and the United States is interesting to study from policy to implementation. Indonesia also has a great opportunity to develop autonomous vehicles to reach level 3 to 5, considering that the New Capital City (IKN) also has plans to use Integrated Transport System (ITS) and autonomous vehicles as public transport in the future. However, challenges and obstacles such as road facilities, cybersecurity threats, and public indiscipline can be a barrier to the implementation of autonomous vehicles in Indonesia. Therefore, this article aims to take a deeper look into the needs that Indonesia needs to make a policy on autonomous vehicles as public transport in the future.

Abstract

This research aims to explains the method used to analyze the implementation of the United Nations (Department of Economic and Social Sustainable Development) program in achieving the Sustainable Development Goals (SDGs), which is the global development agenda agreed upon by 193 UN member countries in 2015. The research method used is Systematic Literature Review (SLR), which involves the systematic identification, evaluation, and interpretation of evidence contained in scientific literature to answer specific research questions. The results of this research will help Indonesia achieve the SDGs in the fields of peace, justice and strong institutions, which is goal number 16 of the 17 SDGs goals. UNDP programs in Indonesia have an important role in supporting the achievement of the SDGs in the areas of peace, justice and institutions through various initiatives and projects that are in line with national and regional priorities. However, as the implementation of its programs is faced with various challenges and obstacles, such as the complexity of problems in the fields of peace, justice and institutions, lack of resources and uncertainty in funding. Efforts continue to be made to find innovative solutions and obtain further support from relevant parties

Abstract

This research highlights how leaders act as agents of change, planning, organizing, and mobilizing resources to achieve effective change. This research strategy uses a phenomenological method with a qualitative approach. This research also refers to the literature review method as the primary approach. Literature reviews aim to solve problems through in-depth and critical analysis of relevant library sources. The library analysis process involves techniques for collecting information data from various library references that are considered important sources of ideas. This research shows successful change leaders can create an environment where people feel motivated to change, work together, and innovate. The role of leadership is very important to success in managing organizational change. Leadership that is adaptive, innovative, and able to lead through uncertainty will lead organizations toward a more resilient future. Conclusion Change leaders must have strategic intelligence, interpersonal skills, and a deep understanding of organizational dynamics. Abstract

Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Jajar merupakan inisiatif kolaboratif antara pemerintah pusat, pemerintah daerah, dan Bank Dunia yang bertujuan meningkatkan akses masyarakat terhadap air bersih dan sanitasi layak melalui pendekatan partisipatif. Sebelum program ini dilaksanakan, Desa Jajar menghadapi permasalahan keterbatasan akses air bersih, praktik buang air besar sembarangan, serta tingginya angka stunting. PAMSIMAS dijalankan dengan melibatkan organisasi lokal seperti KKM, KP-SPAMS, dan SATLAK, berdasarkan Keputusan Kepala Desa Jajar No. 35 Tahun 2020. Infrastruktur dibangun pada tahun 2019–2020 dengan dana APBN sebesar Rp245.000.000 dan kontribusi swadaya masyarakat Rp14.000.000. Partisipasi warga terlihat dalam seluruh tahapan, mulai dari perencanaan hingga pembangunan sarana. Namun, dari total 1.083 rumah, baru 70 rumah (6,5%) yang terlayani jaringan PAMSIMAS. Faktor pendukung mencakup keterlibatan masyarakat dan ketersediaan sumber air, sedangkan hambatan mencakup perubahan kepemimpinan desa, keterbatasan pemeliharaan, dan kendala teknis distribusi. Meskipun program menunjukkan dampak positif, tantangan keberlanjutan masih menjadi fokus, terutama dalam hal perawatan sarana dan perluasan layanan. Program ini menegaskan pentingnya pendekatan berbasis masyarakat dalam mengatasi persoalan air dan sanitasi di tingkat desa.

Abstract

Rapid urban growth in mid-sized cities within developing countries has increased challenges in municipal solid waste management, especially in urban areas known for their concentration of educational institutions and dense populations. This study aims to evaluate the effectiveness of these policies through the framework of Good Environmental Governance, identifying critical gaps in policy implementation and proposing sustainable solutions. This study employs Soft Systems Methodology, a participatory approach for exploring complex, ill-structured problems. The key steps included rich picture creation, root definition, conceptual modeling, and comparison with real-world practices. This allowed for the integration of stakeholder perspectives and the identification of feasible, context-specific interventions that were gathered from key stakeholders through in-depth interviews. The findings show substantial disparities between regulatory frameworks (de jure) and their practical application (de facto), evidenced by low compliance rates in household waste separation, limited institutional coordination, underdeveloped 3R (reduce, reuse, and recycle) infrastructure, and deeply rooted community habits that hinder effective waste management. This study proposes a conceptual model for integrating community-based recycling systems, strengthening the 3R infrastructure at the grassroots level, and fostering sectoral collaboration. Moreover, this study aims to promote the establishment of a City Waste Governance Task Force co-led by universities, local governments, and community groups to strengthen cross-sectoral coordination; implement performance-based incentives for neighborhood associations that achieve waste separation and recycling targets; and develop a municipal waste data dashboard managed jointly by student research centers and the Environmental Agency to enhance transparency and real-time tracking.
