Abstract

Government leadership in a government area is largely determined by the capabilities of each leader. The capability referred to is the ability to carry out government tasks in accordance with the needs and interests of its people as well as the demands of the global community. It takes a leader's ability to understand the aspirations of his people and read the trends of the changing times. Contemporary public policies need to be studied carefully so that strategic issues can be selected from among the issues faced to be raised as policy problems and subsequently can be determined as a policy agenda (agenda setting). A careful study through these stages will greatly assist the government in formulating policies in the form of legislation that can be used as leverage in solving various problems faced by the government. Starting from the determination of policy issues to the right policy formulation, various programs and activities that are right on target can be operationalized. Through this stage, an accountable government administration will also be able to achieve a significant impact on improving the welfare of the community.

Abstract

Land and Building Acquisition Tax (BPHTB) is an important component of local government revenue in Indonesia, designed to regulate the transfer of land and property rights. This study aims to examine the implementation of the BPHTB policy in Bandung, focusing on the operational framework established under Law No. 20 of 2000, which uses a self-assessment system to empower taxpayers to manage their tax obligations independently. Although intended to be efficient, its implementation faces several challenges, including reliance on intermediaries such as notaries, inaccuracies in reported data, and issues of public awareness regarding tax responsibilities. Using a qualitative approach, this study analyzes the roles of key stakeholders, including the Regional Revenue Agency (BPPD) and land deed officials (PPAT), in implementing the policy. The study highlights the importance of inter-agency collaboration and effective communication with the public to improve compliance and accuracy in tax collection. The results show that improving taxpayer education and simplifying regulations can significantly improve the self-assessment process, leading to increased revenue and better public service delivery. This study contributes to a broader understanding of tax administration in Indonesia and offers practical recommendations to improve the implementation of BPHTB.

Abstract

The implementation of the policy on granting permits for the establishment of minimarkets in the city of Bandung has not been fully implemented effectively. The theory used as a reference for analysis is policy implementation theory according to Mazmanian and Sabatier. According to Mazmanian and Sabatier, the success of implementing the policy of granting permits for the establishment of minimarkets in Bandung City is influenced by, whether problems are easy to control, the ability of wisdom to structure the implementation process, aspects outside the policy implementation process, the stages of the implementation process. This study was designed based on a qualitative approach with descriptive methods. Data collection techniques include interviews, observation, literature study/documentation. The informants were all interested parties, both from government officials and other stakeholders. Through a qualitative approach. Analysis is used by collecting, processing, analyzing, interpreting and drawing conclusions. This research results that, policy implementation which includes whether problems are easy to control, the ability of wisdom to structure the implementation process, aspects outside the policy implementation process, the stages of the implementation process, do not fully describe the implementation of the policy for granting permits for the establishment of minimarkets in Bandung City, thus From the findings, that Mazmanian and Sabatier's theory strengthens this research, however, because the implementation of the policy on granting permits to establish minimarkets is not yet in accordance with applicable regulations because the factor that most contributes to the implementation of the policy on granting permits to establish minimarkets is "The importance of feedback from the community in granting permits to establish Mini Market".

Abstract

Local wisdom in each region is very important in strengthening national identity. This is especially when associated with the challenges and problems of the nation in the current global era. Higher education institutions with their resources play a strategic role in strengthening this national identity. Decree of the Director General of Higher Education Number 84/E/KPT/2020 and several other state and government regulations are public policies related to this. This study aims to analyze the profile, context, and substance of government policies regarding Citizenship courses in relation to the existence of local wisdom to strengthen national identity.This study uses normative juridical methods, and literature studies, by examining the substance of government regulations and analyzing various relevant documents. The results of the study show that there are government regulations which are public policies related to local wisdom which are very important for strengthening national identity. The integration of local wisdom themes into Citizenship courses is very strategic so that students avoid being uprooted from the roots of the nation's culture. Government officials at the Ministry of Education, Culture, Research and Technology (Kemendikbudristek), university leaders, lecturers in charge of Citizenship courses, cultural activists and local wisdom, and other education stakeholders are policy actors. The threat of the erosion of identity as a nation among students is a policy issue. Kemendikbudristek, universities and institutions outside the government that care about the issue of strengthening national identity are policy institutions. The public's hope that students as part of the young generation with a strong national identity is the policy environment. Abstract

This study aims to analyze the implementation of Agile Governance in building Integrity Zone at UPTD Health Training of West Java Province. The research approach used is qualitative with a case study method, and data collection techniques include field observations, interviews, documentation, and in-depth document analysis. The theoretical foundation of this research refers to the concept of Agile Governance from Luna et al. (2015), which includes six main principles: Good Enough Governance, Business-driven, Human-focused, Systematic and Adaptive Approach, and Simple Design and Continuous Refinement. These principles are used to evaluate the extent to which organizational flexibility and responsiveness can be applied in bureaucratic reform and service quality improvement. The results show that the implementation of Agile Governance at UPTD Health Training has been quite optimal, especially in terms of technology integration, human resource capacity building, and internal policy simplification. However, there are still some challenges such as digitalization expansion, increased employee engagement, and more flexible procedure adjustments.

Abstract

This study aims to determine how the digital era education system in the West Bandung district education office through dynamic governance study through aspects of the study of responsiveness, adaptivity, increasing capacities, multisectoral collaboration, policy evaluation, reflection and recommendations, This research uses research design descriptive qualitative with methods interviews, observation, and documentation studies where the results of the research will be processed until saturated and find the results of the research. The results show that the digital divide and limited access in remote areas are still obstacles that need to be overcome. Co-operation between the government, private sector and communities is essential to create an inclusive and adaptive education ecosystem. Thus this research is expected to help in providing an understanding of the education system in the digital era at the Education Office in West Bandung Regency.

Abstract

This study aims to design a collaborative model between teachers and librarians in literacy learning aligned with the principles of the Merdeka Curriculum at Mutiara Bunda Elementary School in Bandung. The urgency of this research stems from the ongoing gap between curriculum demands and the limited collaboration among key stakeholders in literacy instruction. A qualitative approach with a case study design was employed to explore in depth the collaborative practices within an elementary school that has implemented the Merdeka Curriculum since 2022. Participants comprising teachers, the librarian, the principal, and students were selected through purposive sampling based on their active involvement in literacy activities. Data were gathered through interviews, participatory observations, and document analysis, and analyzed using thematic techniques. The findings reveal that teacher–librarian collaboration occurs through joint planning, project-based literacy implementation, and regular evaluations. Librarians take on expanded roles as facilitators and co-educators. The resulting model repositions the school library as a learning commons, enhancing students’ engagement, reading interest, and critical thinking. Despite challenges such as limited coordination time and insufficient thematic materials, the collaboration demonstrates positive impacts. The study recommends collaborative training programs and institutional policies to support cross-professional integration. The model is adaptable for other schools aiming to strengthen literacy learning under the Merdeka Curriculum framework.

Abstract

This study is motivated by the educational challenges in disadvantaged, frontier, and outermost (3T) regions, particularly Mappi Regency, South Papua, where limited infrastructure, low teacher discipline, and weak supervision demand transformational leadership from school principals to enhance teacher performance. The study aims to analyze the transformational leadership style of the school principal and its influence on teacher performance at SD Inpres Dagimon. A qualitative approach with a single case study design was employed. Data were collected through in-depth interviews, participatory observation, and document analysis, with validation conducted via source triangulation. The findings reveal that teachers’ perceptions of transformational leadership encompass four key dimensions: idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration. Such leadership positively impacts work motivation, discipline, instructional innovation, and teacher collaboration. The implication is that the application of transformational leadership constitutes a key strategy in addressing educational challenges in 3T regions and in enhancing sustainable learning quality.

Abstract

ABSTRACT Problem Statement/Background (GAP): Disciplinary violations such as tardiness, early departures, and unexcused absences remain frequent at the Social and Community Empowerment Office of Manado City, despite the enactment of Government Regulation No. 94 of 2021 concerning Civil Servant Discipline. Purpose: This study aims to examine of discipline among civil servants at the Social and Community Empowerment Office of Manado City, North Sulawesi Province. Method: This research employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation. The data analysis process includes data reduction, data presentation, and drawing conclusions, using a theoretical framework based on the three dimensions of discipline proposed by Sutrisno in Hamali (2018:214): behavior, rewards, and punishment. Result: The findings show that the implementation of discipline, when viewed through these three dimensions, generally aligns with existing regulations. However, violations persist due to internal factors such as personal habits and lack of awareness of regulations, as well as external factors such as fieldwork locations and insufficient supervision. Disciplinary enforcement is carried out through allowance deductions, persuasive approaches, and routine socialization led by the leadership. Conclusion: The study concludes that disciplinary enforcement must be consistent and continuous, supported by improved regulatory understanding and a work environment conducive to building a professional and disciplined work culture.
