Abstract

This study analyzes the implementation of the Bedas Digital Service (BDS) policy system at the Population and Civil Registration Office (Disdukcapil) of Bandung Regency using the Van Meter and Van Horn (1975) model. BDS was launched as a response to weaknesses in the manual system for monitoring and supervising population administration services. This qualitative research, employing a single case study design, utilized in-depth interviews, participatory observation, and document analysis. Data were analyzed using Miles and Huberman’s interactive model, along with source and method triangulation. The findings show that BDS implementation achieved 75% of its target. Based on the six variables of the Van Meter and Van Horn model: the policy standards are clear, emphasizing efficiency, monitoring, and transparency; resources are supported by the regional budget (APBD) and free WiFi in 280 locations, although human resources remain limited (only 10 IT operators); vertical and horizontal communication runs effectively; Disdukcapil possesses adequate competence; the environmental conditions show strong political support but digital gaps persist among adult and elderly groups; and implementers’ dispositions are positive. Supporting factors include political backing, competent human resources, WiFi infrastructure, inter-agency coordination, and adoption by younger generations. Inhibiting factors involve server instability, limited personnel, digital divides, dependence on central systems, geographical blank spots, and cautious behavior among staff. BDS has successfully reduced illegal intermediaries, improved transparency (trust index rising from 65% to 88%), and increased time efficiency (from several months to 2–3 days). The one-day service target has not been fully achieved due to technical and operational challenges. Overall, BDS implementation shows significant progress but still requires infrastructure strengthening, additional personnel, and digital literacy programs for optimal outcomes.

Abstract

Digital transformation in public services is a crucial phenomenon in the modern era of governance, which demands efficiency, transparency, and accountability. One effort undertaken by the Ministry of Religious Affairs of the Republic of Indonesia is the implementation of the Marriage Management Information System (SIMKAH), which is expected to improve the quality of marriage registration services across all Religious Affairs Offices (KUA). This study aims to analyze the implementation of SIMKAH at the KUA in Ciparay District, Bandung Regency, by examining supporting factors, obstacles, and its impact on public services. A qualitative case study approach was used, collecting data through interviews, observations, and documentation studies. The data were then analyzed using George C. Edwards III's policy implementation model, which encompasses aspects of communication, resources, disposition, and bureaucratic structure, and is supported by theories of good governance and e-government. The results indicate that the implementation of SIMKAH has brought positive changes in terms of service efficiency, data accuracy, and transparency in administrative processes. However, it faces challenges such as limited digital infrastructure, technological literacy, and resistance from some members of the public to the use of new technologies. This study recommends increasing human resource capacity, strengthening technological infrastructure, and implementing a more intensive outreach strategy to maximize SIMKAH's future use.

Abstract

One of the obstacles faced by the government in socializing policies or conveying performance is information and technology problems. IT is an important thing that must be considered in services during the current pandemic. Wangunjaya Village is one of the villages in Naringgul District, Cianjur Regency which is considered ready to face the digital era. One of the achievements obtained by Wangunjaya Village is the ownership of an informative website. The process involved is certainly long and involves many parties. However, there is no guarantee that the success achieved by Wangunjaya Village will continue continuously. There is a need to develop competence in the services of village officials. The aim is to increase the competence of service activities during the pandemic in digital-based services, village administration management must be managed well and increase competence, implementation and supervision when handling a pandemic outbreak requires a special service and is followed by health protocols, even services are carried out using mobile center which is carried out using digital services online and even receiving services via telephone. Development of Digital-Based Village Service Competency in Wangunjaya Village, Naringgul District, Cianjur Regency is able to improve the quality of village apparatus resources and service competency in providing services to the community during the current pandemic. Especially services related to village administration and health services to the community during the Covid-19 pandemic.

Abstract

This study is aimed to understand the challenges of the Indonesia’s local governments in the era where technology has transformed the public service system from a manual method to an all-digital application method. A series of efforts are made to discuss and find the solutions to the problem of the study. The data is searched electronically from literature sources including various publications such as journals, and other papers that are used as the data sources of this research. After a series of selection and searching for relevant data, the required data is finally collected. The data is examined through a phenomenological approach, referring to an effort in obtaining resilience from some existing data to get the answers for the discussed phenomenon, the challenges and roles of local government. The analysis process involves several techniques, including coding, verifying, evaluating, synthesizing, organizing, and carrying out in-depth interpretations that make it easier for the author to draw conclusions to answer the research problem with a good validity. The results of the data and discussion conclude that the challenges and roles given to the local governments in this reform era include the inconsistency of Bureaucratic Reform in the government and the challenges in adapting various dynamics such as pandemics and other crises, including the abuse of authority and indiscipline of the apparatus, especially the officials in carrying out their duties and functions as public servants. Thus, this research provides important results that complements and enlightens similar researches in the future.

Abstract

Sebagai lembaga pemerintahan, Pada Dinas Perindustrian Dan Perdagangan Kabupaten Karawang juga perlu staf pendukung profesional untuk mencapai lembaga produktivitas yang tinggi. Pemanfaatan sumber daya manusia entah bagaimana bisa disamakan dengan sumber daya lainnya. Hal ini karena manusia sebagai pekerja, memiliki kepentingan yang berbeda dan keinginan, sehingga harus diperhatikan dan diperlakukan sesuai dengan harkat dan martabat manusia. Masalah utama dalam penelitian ini adalah bagaimana mempengaruhi pelaksanaan dan pengelolaan efektivitas komunikasi vertikal karyawan bekerja baik sebagian atau masing-masing variabel secara simultan bersama-sama pegawai Pada Dinas Perindustrian Dan Perdagangan Kabupaten Karawang. Metode yang digunakan dalam penelitian ini adalah metode penelitian yang bersifat asosiatif. Tujuan dari penelitian ini adalah pencarian penelitian asosiatif untuk hubungan antara satu variabel dengan variabel lain. Penelitian dilakukan di Pada Dinas Perindustrian Dan Perdagangan Kabupaten Karawang. Dapat disimpulkan bahwa pengaruh pelaksanaan manajemen dan komunikasi vertikal pada Dinas Perindustrian Dan Perdagangan Kabupaten Karawang secara garis besar seperti yang diharapkan dan telah berjalan secara optimal. Dari program analisis regresi linier melali SPSS.25 diperoleh bahwa persamaan regresi adalah Y = 11,242 + 0,574 X1. 0,528 X2 dari analisis dengan kesalahan alpha 5% dari tingkat manajemen dengan tujuan secara signifikan mempengaruhi Efektivitas Kerja Pegawai.

Abstract

Public service is one of the main indicators of local government performance in realizing effective governance that is responsive to public needs. However, the quality of public services at the sub-district level still faces several problems, such as complicated procedures, delays in service delivery, and low empathy among civil servants. This study aims to analyze the influence of transformational leadership on improving the quality of public services in Cisarua District, Sumedang Regency. This research method uses a quantitative approach with a descriptive-verifiable approach. Data were collected through questionnaires distributed to 55 respondents consisting of leaders, employees, and public service users in Cisarua District. The data were analyzed using validity and reliability tests, as well as simple linear regression to examine the relationship between transformational leadership (X) and public service quality (Y). The results of this study confirm that the implementation of transformational leadership in Cisarua District encourages civil servants to work more professionally, innovatively, and with a strong focus on public satisfaction. Therefore, it is recommended that the local government strengthen leadership training and development programs that emphasize transformational characteristics to continuously improve the quality of public services.

Abstract

Along with the progress and development of the business world in Indonesia, especially the city of Bandung, the more advanced the establishment of billboards both isidentil and permanent. The installation of billboards is currently increasing in number and piling up without paying attention to the predetermined procedures for organizing billboards. So it is necessary to carry out supervision or control, this regulation is an obligation of the Bandung City Civil Service Police Unit (Satpol PP) as stated in the Bandung City Regional Regulation Number 02 of 2017 in Article 19 paragraph (1) Challenge the implementation of the regulation of the implementation of advertising. However, in reality, in the implementation of billboards, there are still many people who do not follow the installation procedure and not all violations of billboard organizers can be put in order by satpol PP Bandung City. The purpose of this study is to determine the performance of Satpol PP Bandung City employees in the Regulation of Billboards 2020 and  to find out the supporting and inhibiting factors in the control of violations of billboard organizers in Satpol PP Bandung City.  The method used in this study is a descriptive method with a qualitative type of research. This is done in the context of collecting primary data by means of observation, interviews and documentation. In addition, data collection was carried out using several book references with research themes to support previous data. The results showed that the performance of Satpol PP Bandung City Employees in the Implementation of Billboard Control has not been optimal, this is evidenced by the many violations of billboard organizers in the city of Bandung. This is due to the lack of personnel and facilities and infrastructure. Abstract

Criminal acts in drug abuse that are already dependent are very difficult to escape from narcotics. Therefore, the problem of narcotics crimes must be handled by holding correctional client rehabilitation guidance carried out by the Bandung Class I Correctional Centre . Rehabilitation guidance carried out by the Bandung Class I Correctional Center is the process of treating and freeing addicts from dependence, a form of social protection that integrates drug addicts into social order so that they no longer abuse narcotics, and protects the community from the disturbance of crime and at the same time protects prisoners and provides provisions for a better life.  This type of research is qualitative research with a descriptive approach.  The subject of the study was the Head of General Affairs and Employees of the Bandung Class I Community Center  . The subject was taken by purposive sampling. Data collection techniques were carried out by observation, interviews and questionnaires conducted to the Head of General Affairs, Employees of the Bandung Class I Community Center and Correctional Clients for the Rehabilitation of Narcotics Crimes.
