Abstract

This study aims to analyze the quality of local democracy in terms of electoral integrity, public trust, and legitimacy through a case study of ballot box tampering in the 2024 regional elections in Sungai Penuh City. This study uses a qualitative approach by utilizing secondary data obtained from official documents of the Sungai Penuh City KPU and Sungai Penuh City Bawaslu, reports, media coverage, and academic literature on local democracy. The results of this study show that the destruction of ballot boxes was triggered by dissatisfaction with the results of the vote count, as well as strategic political motives to force a re-vote (PSU), organized instructions from certain actors driven by the fanaticism of supporters of the candidates for mayor and deputy mayor of Sungai Penuh. Thus, this study provides an overview that strengthening the quality of local democracy is not only at the stage of improving the integrity of the organizers and the logistics security system, but also requires political education, digital literacy, and strict law enforcement in the implementation of regional elections in Sungai Penuh City.

Abstract

The purpose of this study is to provide information related to identity politics not only occurs at the election and election level but also occurs in the nagari wali election or abbreviated as PILWANA in Nagari Silantai Tahun 2019. Italso aims to discuss the main forms of identity politics of candidates or political elites. a way to gain power in a position. Therefore, the study revealed tribal emblems, regional identities (jorong) using the community tokoh network and the winning team that had the same place of birth and raised in the election of wali nagari.

Abstract

Transparency and integrity are two important principles that must be upheld in the implementation of general elections. Cases of fraud that occurred in the 2019 elections such as the practice of money politics in the form of distributing money and goods (cooking oil, rice, sugar, headscarves), distributing umroh coupons such as the case that ensnared Mandala Shoji (DPR-RI candidate from PAN) and Lucky Andriani (DKI DPRD candidate from PAN). The case of voting more than once was carried out by Ridwan Benseh as an KPPS member at TPS 08 Paru Village, Bandar Baru District, Pidie Jaya Regency. Transparency and integrity is one way to prevent fraud and manipulation from occurring in general elections. The research method in this article is to use qualitative methods, qualitative methods are defined as social science research methods that collect and analyze data in the form of words. Efforts made to prevent fraud and manipulation in general elections improve the quality of election management institutions, participatory supervision of the community, the use of information technology to increase transparency.

Abstract

Background: Electoral integrity has emerged as a critical concern in contemporary democratic discourse, particularly amid global democratic backsliding. Indonesia's democratic trajectory shows significant decline, with the 2025 V-Dem report placing it in the 'grey zone', no longer meeting minimum standards of electoral democracy. Public trust in electoral processes fundamentally depends on the organizational governance and neutrality of Election Management Bodies (EMBs).Objective: This study examines how organizational governance and bureaucratic neutrality of election management apparatus influence election quality in Indonesia, employing an integrative framework that connects institutional structures with practical implementation challenges.Method: This qualitative literature review analyzed 32 academic sources from Google Scholar and Scopus databases. Thematic analysis was conducted using a reflexive approach, classifying literature based on institutional structure, bureaucratic behavior, and political interference dynamics.Findings and Implications: The study reveals that election bureaucracy faces structural tensions between procedural rigidity and democratic responsiveness. Bureaucratic politicization, institutional erosion, and inadequate sanction mechanisms significantly compromise electoral integrity. Inter-institutional dynamics between KPU, Bawaslu, and DKPP create coordination challenges that affect election quality.Conclusion: Comprehensive institutional reforms are essential, including restoring independent civil service oversight, strengthening sanction mechanisms, harmonizing fragmented regulations, and enhancing professional capacity of EMBs to restore Indonesia's electoral integrity.

Abstract

The purpose of this research is to see whether the increase in PKB votes comes from the shift in party ideology to the center to get a lot of masses to the phenomenon of politicians moving parties. This research uses a qualitative approach with a type of literature study, namely in-depth data search or observation (observation) with the source of reference books and similar research results. This research shows that the increase in PKB votes to get 4 seats in the Padang City DPRD is related to the strategy of adapting to the political aspirations of the community by applying the catch all party approach, namely by shifting the ideology of the Islamic party to become an open party and absorbing more community support. In addition, the recruitment of legislative candidates who are open to anyone, including politicians from other parties who already have an electoral history, is one of the key factors in increasing PKB votes. The recruitment of politicians who already have electoral history and fame has proven to play a central role in bringing PKB into the legislative arena in Padang City.

Abstract

Digital Public Service Mall is a national bureaucratic reform policy that integrates health worker licensing services through a centralized digital platform, and the City of Bukittinggi was designated as one of ten national pilot project loci and the sole representative of West Sumatra Province. This research aims to analyze the implementation of the pilot project of MPP Digital in Bukittinggi City using the Van Meter and Van Horn (1975) model, which encompasses six indicators: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication and enforcement activities, the disposition of implementers, and economic, social, and political conditions. The research employs a qualitative approach with an intrinsic case study design; data were collected through in-depth interviews with nineteen informants as well as documentary study, and validated through source triangulation. The findings show that the policy's standards and objectives are layered and continuously negotiated; resources display an asymmetric profile, combining strength in technology and authority with weaknesses in financing and data; the characteristics of implementing agencies are marked by heterogeneity in inter-agency work norms; communication occurs across three networks of unequal effectiveness; implementer disposition ranges along a gradient from proactive to compliance-bounded; and economic, social, and political conditions reveal tension between strong political support and constraints of fiscal limitations and digital literacy gaps. The study concludes that the pilot project implementation has been procedurally successful but not yet substantively optimal, with the principal obstacles stemming from weak cross-ministerial institutional interoperability at the central government level rather than from local government capacity. These findings both reinforce and extend the propositions of Van Meter and Van Horn, while also revealing the model's limitations in explaining policies that remain in pilot status and are based on a centralized digital platform.
