Abstract

The purpose of this study was to determine the leadership of the Head of Social Services in increasing work motivation and performance of Social Service employees in Maros Regency. This study used an online survey (in the network) with a descriptive research type. This type was chosen in order to provide an overview and explanation of the relationship between the leadership of the Head of Social Services and the motivation of employee performance in Social Service agencies. All employees of the Maros District Social Service constitute the population in this study, while the sample is the Head of Social Services and the Secretary of Social Services. Purposive sampling is the sampling technique chosen in this study. Research shows that the Leadership Pattern used in the Head of Social Services in increasing employee motivation and performance in Social Services in Maros Regency can be seen from employee involvement in program planning, the level of communication between the Head of Social Services and employees is still classified as medium, the Head of Social Services often gives awards to employees, the level of punishment / punishment to employees is classified as low, and the level of supervision of employee activities is classified as moderate

Abstract

Since the reform process began in 1998, there has been a previously centralistic change of the system towards decentralization. With this principle, the authority of the central government partly began to be handed over to the local government with the principle of regional autonomy. The region has the authority to organize its own household with the aim to be able to develop the potential of the area owned. This principle opens the need for the region to expand the region by dismantling the New Autonomous Region (DOB). However, after the formation of DOB began to arise problems related to the affirmation of unfinished regional boundaries. In its rules 5 years after the Regional Formation Law was established, the regional boundaries must be completed immediately, but in reality many exceed more than 5 years. This is due to the conflict of interest from each region so that a coordination is needed between the central and regional governments in the efforts of the boundary affirmation process in Indonesia. One example that can be raised is the Boundary Between Merauke Regency and Boven Digoel district of Papua Province. The success of this coordination process requires a firm commitment from the stakeholders involved in it. In addition, the Central Government (Minister of Home Affairs) who applies as a leader (leader) must also be able to influence others; motivating others; provide accurate information; And be able to make wise decisions

Abstract

This study aims to find out the role of the Social Departement through the disability welfare component of the Family Hope Program (PKH) in alleviating poverty in Bengkulu based on the role theory of Jim Ife and Frank Tesoriero which includes four main roles. facilitative role, educational role, representative role, and technical role. The research method used in this research is qualitative, with a descriptive approach. Data collection techniques were carried out by means of interviews, literature studies, and documentation. The technique of determining informants with purposive sampling technique. The findings of this study demonstrate that the Bengkulu City Social Department, in its capacity as an organization tasked with addressing poverty in Bengkulu, has effectively fulfilled its responsibilities in executing the program through facilitation, education, representation, and technical expertise. The Social Department has a significant role in providing welfare for beneficiaries of the Family Hope Program (PKH) in Bengkulu, particularly in the context of disability support. The PKH program demonstrates efficacy in its objective of poverty reduction and enhancement of human well-being in Bengkulu City. This study aims to explore the availability of services specifically designed to support those facing extreme poverty, with a particular focus on those who are beneficiaries of the disability component. The efficacy of this program is contingent upon not only its provision of financial aid, but also the multifarious involvement of the Social Department in fostering comprehensive well-being for these households.

Abstract

The Depok City One-Stop Integrated and Investment Service (DPMPTSP) has an important role in providing public services in Depok City, especially in licensing services. During the last four years, the trend of investment realization in Depok City showed a positive trend in 2017 and 2018. During the pandemic, investment realization decreased due to the Covid-19 pandemic, but public demand for business permits is still quite high. Of the 77 types of licensing services, during the year 2021, 29,491 licenses have been issued. This shows that DPMPTSP has an important role in providing licensing services in Depok City. During the pandemic, the DPMPTSP requires strengthening licensing services related to increasing investment. The objectives of this research are; How is the strategy for strengthening licensing and non-licensing services at the DPMPTSP through an analysis of the organization's internal and external environmental factors. This study uses a post-positivism approach, which deductively uses the operationalization of the SWOT concept to find IFAS (Internal Factor Analysis Strategies) and EFAS (External Factor Analysis Strategies) scores. The analysis results show that DPMPTSP Depok City has the capital of strengths and opportunities with a convincing score. Thus, it is possible to do an expansion. However, on the other hand, it also has weaknesses and threats that are quite severe, so empowerment is needed in the field of excellent service, cooperation/networking, and increasing digitalization capacity. The recommendation given is that the strengthening of the Depok City DPMPTSP must be directed to minimize weaknesses and threats.

Abstract

The Narcotics Rehabilitation Information System (SIRENA) belonging to the National Narcotics Agency (BNN) managed by the Deputy for Rehabilitation provides narcotics rehabilitation data needed to support decision making. Given the important role of SIRENA BNN, analysis is needed to identify and evaluate existing problems and potential future developments. This study aims to analyze in order to gain an understanding and to study more deeply the BNN SIRENA using the HOT FIT method in terms of human, organizational, technological, and net benefits components. This study uses a descriptive analytical qualitative approach with data collection techniques through in-depth interviews, observation and documentation. The informants in this study were 10 (ten) people who were users of the BNN SIRENA benefits, namely the BNN Rehabilitation Deputy, Rehabilitation Person in Charge and Operator at the BNN IPWL Clinic in the DKI Jakarta area. The results showed that from the human component, the frequency of use was adjusted to data needs, there was good training and knowledge for users, there was hope for future development, good acceptance, good perception and satisfaction from users. Abstract

The high consumption and demand for soybeans without an increase in production has forced the Indonesian government always to import soybeans. Import policy must be given special attention to suppress price increases and make the rate of MSMEs continue to grow well. It's important to formulate policy designs to accelerate the fulfilment of domestic soybean supply in Indonesia. Method research uses a qualitative method with a literature review from many literature and data sources, which is then used to make a policy-making model based on incremental theory. The results indicate that self-sufficiency in soybeans may be realized if long-term arrangements are made for several things, namely expanding the area, subsidising soybean prices, import regulations and setting fair soybean import tariffs, developing the soybean jabalsim subsystem with innovation, controlling the rate of population, and the improvisation with technology innovation. Steps to recommend policies by setting import tariffs using an open and closed system following domestic production conditions, forming small analysis teams that observe, assist and work directly on the sub-section of the soybean issue, synergy and harmony of legal products within the central government-related to excise tariffs imports according to WTO standards and rigid subsidised pricing below import prices. BULOG must regulate the trade system with digital public service innovations based on the E-Agriculture Government. In addition, the government needs to partner with the private sector to increase domestic production, provide social health insurance protection and crop insurance to soybean farmers and assist with implementing smart farming agriculture.

Abstract

This study aims to investigate the governance of subsidized liquid petroleum gas (LPG) distribution on a global scale by conducting a systematic review of the existing literature. It is meant to find the major determinants of effective LPG subsidy programs and bring out difficulties and prospects that face equitable accessibility to clean cooking fuel. The researchers carried out a systematic literature review, according to the PRISMA guidelines, to collect and assess empirical studies regarding LPG subsidy programs. It consist of 58 publications that were released from 2009 to 2024 and were chosen for their importance in collaborative governance. Starting conditions and institutional design were found to be essential for the success of LPG subsidy programs. The conclusion is that power imbalances and trust problems among stakeholders must be addressed to foster the collaboration effectiveness. Leadership also plays a key role in navigating the complex stakeholder dynamics and ensuring the sustainability of these programs. This study provide a better understanding of the factors that improve or hinder the effectiveness of LPG subsidy programs. This study also provides valuable guidance to policymakers and stakeholders involved in energy subsidies by synthesizing global findings.

Abstract

Collaborative governance has been widely recognized as an effective strategy to address complex public challenges, particularly in managing urban green spaces. This research examines systemic leadership in promoting cross sectoral collaboration for sustainable urban green space management. Specifically, it explores the role of systemic leadership in fostering cross-sectoral collaboration for sustainable urban green space management in Surabaya during Mayor Tri Rismaharini’s administration (2010-2020). A qualitative case study approach was employed, involving in-depth interviews with 15 informants from various sectors, document analysis, and observations. The findings reveal that systemic leadership ensures alignment between private sector contributions and public goals. Additionally, the integration of multifunctional green infrastructure, such as pedestrian pathways and stormwater management systems, contributes to environmental sustainability and urban resilience. This study reinforces existing collaborative governance theory and highlights the importance of long-term leadership in nurturing sustainable urban green space partnerships. It concludes that systemic leadership acts as a balancing force among stakeholder interests, facilitating compromise and institutional interactions crucial to achieving collaborative goals. This research contributes to the literature by emphasizing the significance of systemic leadership in promoting sustainable urban governance and offers practical insights for policymakers and urban planners to enhance collaborative processes in similar contexts.

Abstract

Minimum Service Standards (MSS) are specific provisions that must be fulfilled by local governments as a concurrent obligation targeted to reach 100% every year. However, as of 2023, Bekasi City has not achieved the set targets. The MSS Service Quality Achievement Index in Bekasi City is still relatively low, with all 6 MSS falling under the "Unfinished" category. This indicates problems in MSS implementation, including issues related to policy, planning, budgeting, and execution involving policymakers, implementers, and service recipients. This study aims to map the challenges in implementing MSS in Bekasi using Soft System Methodology (SSM) analysis and provide recommendations for addressing the identified issues. This research adopts a qualitative approach with action research methodology. Data collection techniques include analyzing relevant documents to understand the problem situation and conducting SSM's seven stages of analysis. This study contributes to the literature by applying SSM to understand and enhance policy implementation at the local level, which can be adapted to similar contexts in neighboring Malaysia and Singapore. The findings serve as a reference for improving MSS implementation and enhancing public service quality.Keywords: Minimum Service Standards, Soft System Methodology, policy implementation, Bekasi City AbstrakStandar Pelayanan Minimal (SPM) merupakan ketentuan khusus yang harus dipenuhi oleh pemerintah daerah sebagai kewajiban bersama yang ditargetkan mencapai 100% setiap tahun. Namun, hingga tahun 2023, Kota Bekasi belum mencapai target yang ditetapkan. Indeks Pencapaian Kualitas Layanan SPM di Kota Bekasi masih tergolong rendah, di mana dari 6 SPM, semuanya berada dalam kategori belum tercapai. Hal ini menunjukkan adanya permasalahan dalam implementasi SPM, baik dari aspek kebijakan, perencanaan, penganggaran, hingga pelaksanaan yang melibatkan aktor-aktor kebijakan, pelaksana, dan penerima layanan. Penelitian ini bertujuan untuk memetakan permasalahan dalam penerapan SPM di Kota Bekasi menggunakan analisis Soft System Methodology (SSM) serta memberikan rekomendasi untuk tindak lanjut dari permasalahan yang telah dipetakan. Penelitian ini menggunakan pendekatan kualitatif dengan metode action research. Teknik pengumpulan data dilakukan dengan memahami dokumen-dokumen terkait untuk memberikan gambaran situasi masalah dan melakukan analisis dengan menerapkan tujuh tahapan SSM. Hasil penelitian ini berkontribusi pada literatur dengan menerapkan SSM untuk memahami dan meningkatkan implementasi kebijakan di tingkat lokal, yang dapat diadaptasi di sistem serupa seperti Malaysia dan Singapura. Abstract

The controversy surrounding Minister of Education, Culture, Research, and Technology Regulation (Indonesian abbreviation: Permendikbudristek) No. 30 of 2021 on the Prevention and Handling of Sexual Violence (PHSV) in campus environment has become a heated topic of discussion at present. When the PHSV regulation was issued, some religious figures interpreted the phrase “without the victim’s consent” in Article 5 as having multiple meanings. This particular phrase sparked controversy among the public and religious figures who argued that it could be perceived as the government legalizing promiscuous behavior. Consequently, it divided people into two groups: those in favor of the PHSV regulation and those against it. To gauge public response to the PHSV regulation, this study was conducted as a benchmark for evaluating its implementation. The study employed SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) as a reference for data collection and examination. SWOT analysis considers both internal factors and external factors to determine the weight of each factor, leading to conclusions regarding the issues at hand. Based on the conducted analysis, the PHSV regulation received a positive response from the public, with people expressing their support for the regulation. The PHSV regulation possesses strengths and opportunities that make it feasible as an instrument to minimize instances of sexual violence occurring within campus environments.
