Abstract

This study aims to analyze the form of legal protection for the public if an error occurs in checking electronic certificates, as well as to examine the responsibility of PPAT in providing legal certainty. The research method used is normative legal research with a statute approach and a conceptual approach. Data sources were obtained through a literature review covering legislation, agrarian law literature, and legal doctrines related to legal protection and the authority of PPATs. The research results show that errors in checking electronic certificates can hinder the deed creation process and cause losses to the parties. In this case, legal protection can be provided in the form of preventive protection, namely through improving regulations and issuing technical instructions by the Ministry of ATR/BPN, as well as repressive protection through civil lawsuit mechanisms and administrative complaints against negligent PPAT. PPAT is obliged to act carefully, cautiously, and prioritize the principle of legal certainty in every deed creation. Therefore, the electronic land registration system requires comprehensive regulatory support, strict supervision, and increased PPAT competence to ensure legal protection for service users is truly guaranteed.

Abstract

A notary is a public official authorized to create authentic deeds containing any legal actions, agreements, or provisions desired by the parties. In carrying out his/her duties, a notary has the right to take leave in accordance with statutory regulations. When taking leave, a notary must appoint a substitute notary to serve the public. The purpose of this study is to determine the status and authority of a substitute notary who receives a protocol from a notary taking leave and the form of legal responsibility of the substitute notary for the deeds he/she creates. The research method used in this study is normative law, which is conducted through the analysis of library materials or secondary data. This type of research is also known as research that focuses on the study of legal principles, legislation, and relevant legal literature. The research results show that a substitute notary has the same status and authority as a notary when carrying out his duties. The substitute notary also has full legal power over the deeds he makes, in accordance with applicable laws and regulations. Responsibility for notarial deeds occurs when the deed is signed and this falls under the authority of the official in office at the time of signing the deed. If the deed is made and signed before the notary's leave period, it will be the responsibility of the notary himself. Meanwhile, if the deed is signed after the notary has taken leave and the substitute notary has carried out his duties, it will be the responsibility of the substitute notary himself.

Abstract

Background: Kesehatan mental anak merupakan aspek penting dalam tumbuh kembang yang optimal, namun masih sering diabaikan oleh orang tua dan tenaga pendidik. Gangguan belajar dan emosional yang tidak terdeteksi sejak dini dapat berdampak negatif terhadap prestasi akademik, hubungan sosial, dan perkembangan kepribadian anak. Kegiatan pengabdian masyarakat ini dilaksanakan di MI Al-Hidayah Karawaci dengan tujuan meningkatkan pengetahuan guru dan orang tua mengenai edukasi serta deteksi dini gangguan belajar dan emosional anak. Metode: Metode kegiatan meliputi ceramah interaktif, diskusi kelompok, dan simulasi penggunaan instrumen skrining sederhana. Kegiatan diikuti oleh 20 peserta. Hasil: Hasil menunjukkan peningkatan pemahaman peserta sebesar 40% terhadap tanda-tanda awal gangguan belajar dan emosional. Peserta juga mampu menggunakan alat skrining sederhana (SDQ dan ACTRS) secara mandiri. Kesimpulan: Kegiatan ini memberikan dampak positif dalam memperkuat peran sekolah sebagai lingkungan pendukung kesehatan mental anak, serta mendorong terbentuknya kolaborasi berkelanjutan antara sekolah dan tenaga kesehatan.

Abstract

Abstract. The development of the management of the Regional General Hospital is an effort by the government to overcome various problems that always arise in the management of government hospitals, namely the difficulty of predicting the service needs of the community and the need for resources to support them. The purpose of this study is to analyze and describe the authority of the regional government in the management of regional general hospitals with the status of Regional Public Service Agency (BLUD) from the perspective of state administrative law. To analyze and describe the weaknesses of the regional government in the management of regional general hospitals with the status of Regional Public Service Agency (BLUD) from the perspective of state administrative law. To analyze and describe efforts to overcome the weaknesses of the regional government in the management of regional general hospitals with the status of Regional Public Service Agency (BLUD) from the perspective of state administrative law. The method used by the researcher is a normative juridical research method, with the approaches used being a legislative approach and a conceptual approach. This research is prescriptive research. The data sources and types used in this study are secondary data obtained from literature studies. The data were analyzed qualitatively using welfare state theory, legal effectiveness theory, and authority theory. Based on the results of the study, the authority of regional governments in managing Regional General Hospitals (RSUD) with the status of Regional Public Service Agencies (BLUD) is rooted in the principle of regional autonomy, where regional governments have the right to organize government affairs, including health affairs. From the perspective of state administrative law, this authority includes planning, implementation, guidance, and supervision that are more flexible than ordinary SKPD, with the aim of improving the professionalism and quality of public services. This flexibility is especially in financial management, where BLUD RSUD is given leeway to implement healthy business practices for the sake of efficiency and effectiveness of services. The weaknesses of regional governments in managing RSUD with BLUD status, from the perspective of state administrative law, include the weakness of incompetent human resources, the lack of understanding of the regional bureaucracy regarding the essence of BLUD, the dynamics of official turnover that hinders sustainability, and limited internal control that can lead to the risk of opportunistic behavior. In addition, there are also obstacles beyond the direct control of regional governments such as the mistaken view that BLUD aims to seek commercial profits. Efforts to address regional government weaknesses in managing regional public hospitals (RSUD) and hospitals (BLUD) from a state administrative law perspective include increasing human resource capacity and understanding of BLUD regulations, improving financial governance and optimal use of information systems, and strengthening communication synergies between regional governments and hospitals. Furthermore, it is necessary to prepare supporting instruments such as operational guidelines, promote transparency and accountability, and implement principles of efficiency and entrepreneurship.

Abstract

Low nutritional intake and knowledge among mothers during pregnancy are important factors that influence the occurrence of KEK and the risk of stunting. Efforts to increase knowledge are usually carried out through posyandu counseling or information media. This study aims to determine the effectiveness of e-booklets on pregnant women's knowledge of balanced nutrition. The research method included a pre-experimental pre-test and post-test (single-group pretest-posttest design) with 21 pregnant women selected via incidental sampling from a population of 31. The measurement tool used a questionnaire consisting of 35 questions, with a calculated r value of 0.369-0.784 and a Cronbach's Alpha of 0.91. The data were analyzed using the Wilcoxon test because they were not normally distributed. The test results showed a p-value of 0.001, indicating that the e-booklet was effective in improving pregnant women's knowledge of balanced nutrition. Future researchers should conduct further randomized controlled trials (RCTs) to test the effectiveness of e-booklets, using a control group and a larger sample size, or to evaluate their impact on nutritional behavior/practices.
