Abstract

ABSTRACT Human resources are the most important part of the department of communication and informatics in achieving its strategic goals. Employees must have high work motivation. However, it was found that disciplinary violations were still found by employees both with PNS and contracts, which showed that there was still a lack of employee motivation. So, this study aimed to find out how PNS motivation and contracts from the Communication and Information Office were reviewed through Two Motivation Factors by Hezberg. This study uses descriptive qualitative research. The conclusion of this study is that between civil servants and contracts have different work motivation. Motivational factors are factors that motivate employees. It's just that there is still a lack of attention to achievements and awards that distinguish two employment statuses with limited basic tasks and functions provided so that employees, especially contract employees, do not have the space to better show their advantage. Abstract

Mixed marriages under Article 57 of Law No. 1 of 1974 on marriage is a marriage between two people in Indonesia are subject to different law because of differences in nationality and one foreign national party and the other party of Indonesian nationality. The purpose of this study was to determine the administrative system of marriage different from the State under the laws of marriage and according to Law No. 24 of 2013 concerning the administration of residence and constraints encountered in meeting the administrative procedure. The research method used is descriptive qualitative research method. Results from this study that there are obstacles in the fulfillment of administrative procedures related to the requirements of mixed marriages validity of a marriage is determined by the respective law and religion so difficult for offenders considered a mixed marriage who have no religion (atheists) as well as omissions in the registration of marriages.  Keywords: Mixed Marriage, Administrative Procedures, the Population Administration, Administration La

Abstract

ABSTRACT Tourism in Bali can be the center of tourism in Indonesia, this is due to the many tourism potentials that are owned, such as the potential of nature, culture and customs which are increasingly developing to attract tourists. Tourism Village is one of the efforts tourism development that was managed by the local government, in this case the Buleleng Regency The purpose of this study is determine the role of government in managing local wisdom-based on tourism villages in Sudaji Tourism Village, Sawan District, Buleleng Regency. The unit of analysis of this study is the Tourism Office of the Buleleng Regency and this study used descriptive qualitative methods. The results of this study indicated that in the management of the Tourism Village Sudaji the role of the government is quite good and is still experiencing some obstacles, both in its management and implementation in the field. Abstract

ABSTRACT The birth of Constitution No. 6 of 2014 leads to villages having their own autonomy. This then makes every program run in the village self-administered by participatory village governance including the implementation of the Gerbang Sadu Mandara program. Result of the analysis shows that the Gerbang Sadu Mandara program has been running well. Communication programs already supported by transmission, clarity, and consistency of policy makers. Variables of resources there are staff, the authority, information, and facilities have been formulated and provided by the Government of the village. Disposition of the commissioning program has been formulated in the deliberation of the village whom the appointment of bureaucrats who have the ability and willingness, and supported with incentives given to executing programs. Bureaucratic structure in the form of Standard Operating Procedures (SOPs) of the policy makers supported by SOPs created and implemented by implementing policies. Abstract

ABSTRACT E-procurement system in the procurement of government goods / services is essential to improve the efficiency of the procurement process, this is the purpose and principles of procurement process government goods / services, including the Public Works Department of Bali Province as one SKPD Bali Province who have used the e-procurement system in the procurement process. The purpose of this study was to determine the efficiency as well as the constraints of e-procurement system in the procurement of government goods / services performed particularly of Public Works Department of Bali Province. This type of research is using descriptive qualitative approach. Source data used are primary data and secondary data. The results of the analysis of the findings and conclusions of research are e-procurement system in the procurement of goods / services conducted by the Public Works Department of Bali Province has been run in full and more efficient than the conventional way. This is evidenced by the results of the field survey and data procurement conducted by the Public Works Department of Bali Province in particular prone years. But it need to increase the use of electronic systems in other procurement methods, as well as the development of the server to operate the system that are not easily hacked or suffer other server error, given the e-procurement system based online. So that in the future, e-procurement system will be more efficient and transparent in accordance with the principles and objectives.   Keywords: E-procurement, procurement of goods / services, efficiency

ABSTARCT The Government has launched the Regulation of the Minister of Home Affairs No.4 of 2010 on the existence of PATEN guidance to improve a potential on service, especially to the service is administrative. Gianyar District Government together with District is very pro active in supporting the mandate of the Act by doing Technical, Substantive and Administrative preparation to prepare and support the implementation of District Integrated Administration Service (PATEN). Factors supporting success in the Implementation of District Integrated Administration Service (PATEN) in Payangan District Gianyar Regency that is due to government support, employee support and support from the community. Abstract

ABSTRACT Culture organization become an important role in the success of an organization to accomplish a purpose, good long term and also short term, culture organization can be interpreted as typical of an organization, good or bad organization seen from culture used the leader of the to set members. Baladika Bali using a system of one command, in which the decision highest is at the highest leaders, the highest leaders have a important role in bringing where the direction organization, so that it would not have sort of gone off AD/ART and mutually agreed upon which it is set, so that Baladika Bali become an organization that of societies based in his totality. This research use method of descriptive qualitative. Where to get data, researcher conduct observation with a direct view phenomenon that occurs field and conducted interviews with the speakers that is concerned, with research that researchers do, the study researchers documentary also do to get information on this research. A conclusion that obtained in this research was, Baladika Bali known loyalty among members very high because in Baladika preference suka duka so that the role of each member in activities which was built by any member of both in activity suka or duka, so that the brotherhood among members is becoming stronger. But a great organization must have internal problems that can undermine culture that would be good so as not to be broken, so that the leader of the must continue to embrace all member of order all want to create baladika be organization community completely. Abstract

ABSTRACT The implementation of public services based on information technology in Bogor City Licensing Agency aimed to see if the problems that exist in licensing services to be better or not using technology equipment. This research was conducted also to look at the benefits and obstacles to their implementation of information technology in the public service based on information technology. To look at a complex problem and requires in-depth understanding, this research method using descriptive qualitative. For the result of that, it is necessary to do the interview, observation and documentation study to be able to get valid data. This research was held in the Integrated Licensing Services and Investment Coordinating Board in the city of Bogor. Based on the results of this study concluded that the quality of public services based on information technology has been dissatisfactory. The indicators of public policy implementation are seen through communication, resources, dispotition and bureaucratic structure with the consideration of transparency, participation and efficiency aspect. Public services based on information technology has not been able to provide accurate information for the public, community participation has not been good and the employees of Integrated Licensing Services and Investment Coordinating Board in the city of Bogor are lack utilizing the existing technology. The public services that is fast, easy, and appropriate in the presence of information technology has not been implemented due to the lack of use on online systems in the community. Abstract

ABSTARCT TVRI Bali as the only state-owned TV station in Bali has gone through various changes such as recruitment, planning, management and supervision of civil servants and the development of personnel management from TVRI that has not been maximized when the status of PT. Therefore, the purpose of this study to see whether the development of management from PT to LPP affect the quality improvement performance of civil servants in TVRI, whether the development of personnel management in TVRI has been running according to its function and whether management development in TVRI can improve the performance of employees. The highest variable on employee development The mutation policy does not interfere with the smoothness of the task is the implementation of formal education and structural training and technical training. Abstract

ABSTRACT Consumer protection policies have not been carried out optimally, such as the lack of socialization and the absence of BPSK to resolve consumer problems outside the court. Therefore the researcher wants to evaluate the UUPK related to consumer protection policies in Bali Province. This research was conducted using descriptive qualitative, data collection techniques such as in-depth interview, observation and documentation. The indicator that used in this research is effectiveness, responsiveness, efficiency, and accuracy. The conclusions of this study are measured based on these four indicators, namely that the function of Law Number 8 of 1999 has not been maximized in terms of protecting consumers.
