Abstract

In the Minister of Transportation Regulation No.13/2012. The purpose of this study was to determine the supervision carried out by Benoa Class II Port Authority and Port Authority Office. The analysis of this research unit is to see the Supervision of the Feasibility of Fishing Vessels carried out by the Benoa Class II Port Authority and Port Authority Office. In this study, it explains the observed criteria put forward by Siagian in the Silalahi, namely process, implementation, organization and planning. The informants in this study used purposive sampling. The results of this study indicate that the implementation of the Fishing Vessel Feasibility Monitoring carried out by the Harbormaster Office has not been going well. Obstacles in the implementation of supervision are also one of the causes so that the supervision carried out by the Benoa Class II Port Authority is not optimal. This research is expected to be able to provide new ideas and input from the Benoa Class II Port Authorityand Port Authority Offices. Keywords: Supervision, Feasibility of Fishing Vessels

Abstract

Indonesia has the problem about the low quality of education at every level in the education unit so that, the government issued Undang-Undang No.20 / 2003. School-based management is a form of management autonomy within the education unit. The background of the problem is how to improve the quality of education in the perspective of school-based management. The theory used in this study is Strategic Management according to Fred R. David, namely strategy formulation, strategy implementation, and strategy evaluation. This research uses descriptive qualitative and the technique of determining the informants is included in the purposive sampling technique. This study found that the quality of education at SMP Negeri 5 Denpasar was quite good in the academic and non-academic fields with the Education Quality Improvement Strategy in School-Based Management Perspective at SMP Negeri 5 Denpasar being implemented by the school in order to get a good quality education. Abstract

The existence of streetvendors in Tanah Abang area is considered a cause of congestion, disturbing pedestrians, and creating chaos. To overcome this problem, the DKI Jakarta Government nade one strategyor policy to organize Tanah Abang area, namely the construction of the Tanah Abang Multipurpose Crossing Bridge (JPM). Data obtained from observation, interviews , and documentation. The theory used is the theory of strategic management from Wheelen and Hunger with 4 indicators, namely environmental observation, strategy formulation, strategy implementation, evaluation and control. As well as using SWOT analysis techniques. Tanah Abang Multipurpose Crossing Bridge has not been fully maximized in overcoming the arrangement and empowerment of street vendors, low human resources, lack of awareness of traders ad the public. Abstract

Desa saat ini menjadi komponen penting dalam pembangunan nasional. Desa tidak lagi menjadi sasaran pembangunan tetapi menjadi subjek dari pembangunan tersebut. Melalui otonomi desa, pemerintah desa dituntut untuk mampu merespon problematika di desa dengan sebuah kebijakan atau program. Penelitian ini dilakukan dengan tujuan, pertama untuk mengetahui proses perencanaan dan penyusunan APBDes di beberapa desa tertinggal di Kecamatan Kintamani yaitu Desa Binyan, Mengani, Ulian, Langgahan, dan Abuan. Kedua, untuk menganalisis tantangan dan hambatan dalam perencanaan dan penyusunan APBDes. Ketiga, untuk menganalisis relevansi APBDes dengan arah tujuan pembangunan desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dan pengumpulan data diperoleh dari dari hasil wawancara, dokumen serta studi kepustakaan. Hasil penelitian menunjukan bahwa dari sisi analisis struktur Anggaran Pendapatan Belanja Desa (APBDes) di beberapa Desa Kategori tertinggal di Kecamatan Kintamani Kabupaten Bangli belum mencerminkan Anggaran Pendapatan dan Belanja Desa (APBDes) yang berbasis kinerja yang dituangkan dalam kegiatan-kegiatan dengan keluaran dan hasil yang diharapkan. Efisiensi dalam pencapaian hasil dan keluaran yang disusun dengan pendekatan kinerja tersebut, mengutamakan outcome dan output. Prinsip-prinsip anggaran juga tidak dikesampingkan yakni transparansi, akuntabilitas anggaran, efisiensi, efektifitas anggaran, disiplin anggaran dan keadilan anggaran sesuai dengan salah satu asas yaitu value for money.

Abstract

Birokrasi pada sektor pemerintahan mencakup bidang tugas yang sangat luas, kompleks dan melibatkan bentuk organisasi yang bersekala besar dengan jumlah personil yang banyak untuk melaksanakan penyelenggaraan negara, pemerintahan, termasuk pelayanan umum dan pembangunan. maka dibutuhkan kemampuan aparatur yang  profesional dalam memberikan pelayanan yang baik, adil dan memiliki tanggung jawab sesuai dengan tugas dan fungsinya sebagai penyelenggara pemerintahan, abdi negara dan abdi masyarakat. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis profesionalisme aparat birokrasi dilihat dari aspek responsivitas, akuntabilitas, inovasi, kompetensi dan ketrampilan serta faktor – faktor pendukung dan penghambat profesionalisme aparat birokrasi di Kecamatan Kintamani, Kabupaten Bangli. Metode analisis penelitian kualitatif ini, memakai model analisis interaktif Miles dan Hiberman. Dengan tahapan – tahapan : (a). Reduksi Data; (b). Penyajian Data; dan Penarikan Kesimpulan/verifikasi. Hasil pembahasan penelitian ini, menunjukan bahwa profesionalisme aparat birokrasi di Kecamatan Kintamani, Kabupaten Bangli relatif masih rendah dan perlu ditingkatkan. Belum semua jenis pelayanan yang diberikan dapat dilakukan secara profesional dan dapat memuaskan masyarakat sebagai pengguna jasa layanan, masih sebagian dari pelayanan publik yang mampu diselenggarakan secara profesional, responsif, akuntabel, inovatif, sesuai dengan kompetensi dan ketrampilan. Kata Kunci : Profesionalisme Birokrasi,Responsifitas, AkuntabilitaS,  Inovasi, kompetensi dan ketrampilan.

Abstract

Masyarakat Ekonomi ASEAN atau yang sering disebut dengan MEA merupakan bentuk kerjasama yang dilakukan antar Negara ASEAN. Kerjasama yaitu berupa pengembangan pada sumber daya manusia dan adanya peningkatan kapasitas, pengakuan terkait kualifikasi profesional, konsultasi yang lebih dekat terhadap kebijakan makro keuangan dan ekonomi, memilik langkah-langkah dalam pembiayaan perdagangan, meningkatkan infrastruktur, melakukan pengembangan pada transaksi elektronik lewat e-ASEAN, memperpadukan segala industri yang ada diseluruh wilayah untuk dapat mempromosikan sumber daerah, meningkatkan peran dari sektor swasta untuk dapat membangun MEA atau Masyarakat Ekonomi ASEAN. Negara kita ini memiliki tanah yang cukup subur, 70% mayoritas pekerjaan masyarakat Indonesia ialah Petani. Melihat hal yang demikian tentunya usaha apapun di bidang pertanian memiliki prospek yang cukup menjanjikan. Contoh UKM bidang pertanian cukup banyak seperti usaha pertanian padi, jagung, sayuran, buah-buahan, tanaman hias dan lain sebagainya. UKM adalah usaha kerakyatan yang saat ini mendapat perhatian dan keistimewaan yang diamanatkan oleh undang-undang, antara lain bantuan kredit usaha dengan bunga rendah, kemudahan persyaratan izin usaha, bantuan pengembangan usaha dari lembaga pemerintah, serta beberapa kemudahan lainnya. Kota Denpasar merupakan suatu kota di Indonesia dimana warganya banyak berkecimpung dalam dunia bisnis UKM dari data yang diperoleh di Dinas Koperasi, UKM dan Perisdustrian Kota Denpasar terdapat 31.685 unit industri UKM. Banyaknya pelaku Usaha Kecil, dan Menengah (UKM) di Kota Denpasar merupakan asset tersendiri yang akan memperkuat pondasi perekonomian daerah, intinya dapat menjadi sumber pendapatan bagi pemerintah daerah, selain itu peran serta UKM dapat mewujudkan pertumbuhan ekonomi, pemerataan, dan peningkatan pendapatan masyarakat, penciptaan lapangan kerja, dan pengentasan kemiskinan. UKM perlu disediakannya sarana untuk mengembangkan diri melalui berbagai macam fasilitas di berbagai sector yang sudah barang tentu sejalan dengan nilai masukan diatas, maka pemberdayaan Usaha Kecil dan Menengah, perlu diselenggarakan secara menyeluruh, optimal dan kesenambungan melalui pengembangan iklim yang kondusif, pemberian kesempatan berusaha, dukungan, perlindungan, dan pengembangan usaha seluas-luasnya, sehingga mampu meningkatkan kedudukan,peran, dan potensi udaha kecil dan menengah.

Abstract

Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.

Abstract

The Secretariat of the Regional Representatives Council of Badung Regency or known as Badung Regency Secretariat is an institution within the Badung Regency administration which has the duties and functions of providing administrative services and assisting the DPRD in helping out its functions and duties. The purpose of this study is to find out how the role and leadership style of the board secretary in improving the competence of employees at the Badung Regency DPRD Secretariat. This study uses a qualitative descriptive method with data collection techniques, namely interviews, observation, and documentation. Based on the data collection methods and techniques used, the authors obtained data that the role of the Board Secretary as a leader, Liason Manager, and figurehead has been going well. This can be seen from the leadership style used by the Board Secretary, namely an employee-oriented leadership style, where through and focus on how to motivate employees rather than control them. Through the leadership style of the Board Secretary, there are several ways to improve the competence of employees. Among them is by providing good training through seminars, training, mentoring, and working visits outside the region so that employees can increase competence both theoretically and creatively in developing innovations at work.

Abstract

Electronic Government is a government governance system based on digitalization supported by information and communication technology. One form of E-Governemnt is through the Kelan Mobile Village Credit Institution application. The Kelan Mobile Village Credit Institution application is a digitalization baes financial service transaction application in order to be able to provide convenient service only via smartphone, so that services provided by village Credit Institutions can be carried out anywhere without having to perform conventional services which take up more time. the application of the Kelan Mobile Village Credit Institution as an embodiment of the EGovernment concept still has several obstacles, namely that socialization has not been optimal, community adaptation from conventional to digital is still minimal, and application performance is not optimal. The purpose of this research is to find out how Electronic Government is implemented through the application of the Kelan Mobile Village Credit Institution at the Kelan Traditional Village Credit Institution, Badung Regency. Through the theory of e-government success elements according to Indrajit. The result in this study are that the application of the Kelan Mobile Village Credit Instituton at the Kelan Traditional Village Credit Institution has achieved good results on capacity and valueindicators. However, it is still not optimal, namely the support indicator. It is necessary to maximize socialization, conduct application usage assessment surveys, carry out application development, synergize with related parties, and the need for traditional villages to be involved in optimizing theKelan Mobile Village Credit Institution application. Abstract

Badung as one of the regencies with a dense population in the Province of Bali, has a quite complex of waste problem. Badung Regency has a waste problem which is causing Badung Regency as one of the highest waste contributor in Bali. The waste problem is one of the priorities of the Badung Regency Government to overcome. Realizing the Badung Zero Waste Concept is one of the efforts made by the Badung Regency Government to deal with waste problems, by pursuing a resource-based waste management program through the Garbage Bank.
