Abstract

This research aims to find out the process of supervision of alcoholic beverages in Kumelembuai Village, Kumelembuai District, South Minahasa Regency using a qualitative approach, with data collection techniques namely: observation, interviews and documentation. The data sources in this research are: Legal apparatus, local government, sellers of alcoholic beverages in Kumelembuai Village. The results showed that: (1) Lack of Supervision from the Government, 2) the seller does not have a license in the sale of alcoholic beverages. 4) Sellers lack knowledge about policies governing alcoholic beverages. 5) Sanctioning measures are only in the form of appeals to sellers of alcoholic beverages. For this reason, it is recommended that 1) Increase supervision regularly and periodically, not just on certain days or during holidays. 2) The government must also socialize information about making a Trade Business License (SIUP) 3) The government must apply strict and consistent sanctions against violations of the sale of alcoholic beverages.

Abstract

Ethical considerations in the implementation of public services have serious implications for developing public issues, where negligence in complying with moral principles can result in inequality in public policy. This negative impact can involve individuals or groups who become victims of immoral policies. Public services, as an instrument for improving collective welfare, are threatened with being marginalized due to inadequate services, less than optimal implementation of tasks, and the tendency to prioritize personal and certain group interests. This research aims to analyze Public Service Ethics at the North Sulawesi Province Regional Development Planning Agency Office. The research method used is qualitative descriptive research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The research results show that implementation of the concepts of equal rights, justice, loyalty and responsibility is not yet optimal. In terms of equal rights, it appears that awareness of the importance of providing equal services to all citizens is still low among employees. In the aspect of justice in public services, it is also still hampered by limited facilities, lack of emphasis on honesty, and personal interference which creates inequality. In the dimension of employee loyalty to their duties and responsibilities, it has also not reached the optimal level. Factors such as the dynamics of the work environment, lack of time discipline, resistance to criticism, and lack of awareness of responsibility affect employee performance. Therefore, to improve the quality of public services, it is necessary to carry out improvement efforts that focus on increasing employee awareness, discipline and loyalty to their duties and responsibilities. Implementation of strong public service ethics is the key to creating a service environment that is equal, fair and responsive to community needs.

Abstract

This research examines the effectiveness of the implementation of OSS-RBA UMKM Licensing at the North Minahasa Regency Investment and One-Stop Integrated Services Service (DPMPTSP). The research objectives of this study are 1. To describe, analyze and interpret what is done by the One Stop Integrated Service Investment Service Office in implementing the Online Single Submission Risked Based Approach system in North Minahasa Regency, especially in the process of processing UMKM business permits 2. To describe analyzing and interpreting inhibiting factors in implementing the Online Single Submission Risked Based Approach system at the North Minahasa Regency One Stop Integrated Services Investment Service office in the UMKM business licensing process. The first research focus is on the effectiveness and efficiency of permit services through the OSS System and secondly on supporting factors and inhibiting factors for permit services through the OSS System. This research uses a qualitative approach method. The scope of this research is the investment office and one-stop integrated services in the M district. The research results in this study are that permit services through the OSS system are considered effective and efficient compared to the previous system. Where the OSS system offers innovations that solve existing problems in licensing services. About the OSS system, there are also supporting and inhibiting factors that exist and are related to business permit services. These factors support increased use of the OSS System itself and become inhibiting factors which encourage Regional and Central Governments to provide new strategies or improve the OSS System.

Abstract

The objective of this study is to examine the effect of accountability and transparency on the financial performance of the Manado City Government. This research employs a quantitative approach, utilizing primary data collected through questionnaires distributed to regional apparatuses with budget implementation documents (DPA) of the Regional Budget (APBD) in the Manado City Government. The analysis used in this study involves inferential statistical analysis using Smart Partial Least Square (PLS). Based on the analysis results, it can be concluded that accountability has a positive partial effect on the financial performance of the Manado City Government, meaning that the higher the accountability variable, the better the financial performance. Similarly, transparency has a positive effect on financial performance, indicating that the higher the transparency variable, the better the financial performance of the Manado City Government. Accountability and transparency, collectively (simultaneously), have a positive and significant effect on the financial performance of the Manado City Government.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi pengaruh kecerdasan emosional dan kinerja pegawai terhadap kualitas pelayanan publik di Dinas Pendidikan Daerah Provinsi Sulawesi Utara. Kualitas pelayanan publik merupakan aspek fundamental dalam penyelenggaraan pemerintahan yang berorientasi pada kesejahteraan masyarakat. Kecerdasan emosional, yang mencakup kesadaran diri, pengelolaan diri, motivasi, empati, dan keterampilan sosial, dianggap sebagai kompetensi kunci yang mempengaruhi kinerja pegawai dan kualitas pelayanan publik. Metode penelitian yang digunakan adalah kuantitatif dengan teknik analisis regresi berganda. Populasi penelitian ini adalah seluruh pegawai di Dinas Pendidikan Daerah Provinsi Sulawesi Utara, dengan sampel sebanyak 148 orang yang dipilih secara acak. Data dikumpulkan melalui kuesioner yang telah diuji validitas dan reliabilitasnya. Hasil penelitian menunjukkan bahwa kecerdasan emosional dan kinerja pegawai berpengaruh positif dan signifikan terhadap kualitas pelayanan publik. Kecerdasan emosional berkontribusi dalam meningkatkan kemampuan pegawai untuk mengelola emosi dan interaksi dengan publik, sehingga pelayanan yang diberikan lebih efisien dan empatik. Kinerja pegawai yang tinggi juga berhubungan dengan peningkatan kualitas pelayanan publik, yang mencakup aspek-aspek seperti keandalan, ketanggapan, jaminan, dan empati. Kesimpulan dari penelitian ini adalah bahwa peningkatan kecerdasan emosional dan kinerja pegawai secara simultan dapat meningkatkan kualitas pelayanan publik di Dinas Pendidikan Daerah Provinsi Sulawesi Utara. Penelitian ini memberikan implikasi praktis bagi pengembangan program pelatihan kecerdasan emosional dan peningkatan kinerja pegawai untuk mencapai pelayanan publik yang lebih baik.

Abstract

Penelitian ini bertujuan untuk menganalisis Manajemen Satu Data pada Dinas Komunikasi dan Informatika Kota Kotamobagu, dengan fokus pada implementasi e-Walidata dalam menyediakan informasi publik. Latar belakang penelitian ini adalah pentingnya keterbukaan informasi dan efisiensi pengelolaan data publik dalam mendukung perencanaan dan pengambilan kebijakan berbasis data. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif, dengan pengumpulan data melalui wawancara mendalam, studi literatur, dan observasi langsung di lapangan. Penelitian ini berfokus pada evaluasi kualitas data yang dihasilkan oleh perangkat daerah, meliputi aspek kelengkapan, akurasi, konsistensi, dan ketepatan waktu data.Hasil penelitian menunjukkan bahwa penerapan e-Walidata di Kota Kotamobagu telah meningkatkan aksesibilitas dan keterbukaan informasi publik. Namun, terdapat beberapa kendala seperti keterlambatan input data dan keterbatasan sumber daya manusia yang menghambat optimalisasi sistem. Kesimpulan penelitian ini adalah bahwa meskipun terdapat tantangan, penerapan Manajemen Satu Data di Kota Kotamobagu memberikan kontribusi signifikan terhadap peningkatan transparansi dan akuntabilitas publik.

Abstract

This study aims to analyze the influence of the work environment and work discipline on employee job satisfaction at the Regional Education Office of North Sulawesi Province. The research employed a quantitative approach, utilizing primary data collected through questionnaires. The findings indicate that the work environment has a significant partial effect on employee job satisfaction. Additionally, work discipline also significantly influences job satisfaction. Simultaneously, the work environment and work discipline collectively have a significant impact on employee job satisfaction at the office. These findings highlight that fostering a conducive work environment and enforcing effective work discipline can enhance employee satisfaction. This research provides valuable insights into human resource management, particularly in creating a positive workplace atmosphere and improving employee discipline levels to achieve optimal job satisfaction

Abstract

This study is motivated by the suboptimal quality of population administration services in Bitung City. The aim of this research is to examine the implementation of the Ministry of Home Affairs Regulation Number 19 of 2018 on Improving the Quality of Population Administration Services in Bitung City and the factors influencing it. This research employs a qualitative descriptive method. Data sources were obtained through observation, interviews, and documentation. The data analysis techniques used include data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the Ministry of Home Affairs Regulation Number 19 of 2018 on improving population administration services in Bitung City has been carried out but has not been effective and optimal. Factors influencing the quality of population administration services in Bitung City include inter-departmental coordination, supporting infrastructure, and budget availability.

Abstract

Penelitian ini bertujuan untuk menganalisis menganalisis koordinasi dalam pelaksanaan pelayanan administrasi kependudukan pada bidang pencatatan sipil di Dinas Kependudukan dan Pencatatan Sipil Kota Tomohon. Pendekatanan penelitian ini menggunakan pendekatan kualitaif deskriptifdengan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi dengan teknik analisis data melalui reduksi data, penyajian data dan penarikan kesimpulan verifikasi. Hasil penelitian menunjukkan bahwa meskipun koordinasi dalam pelayanan sudah berjalan cukup baik dan memberikan dampak positif bagi masyarakat, efektivitasnya masih belum optimal. ditemukan beberapa kendala yang signifikan. Pertama, komunikasi dalam pelaksanaan pelayanan masih mengalami hambatan, termasuk kurangnya informasi yang jelas dan konsisten, serta mekanisme umpan balik masyarakat yang tidak terkelola dengan baik. Kedua, kesadaran pentingnya koordinasi masih rendah akibat minimnya pemahaman pegawai terhadap regulasi, keterbatasan pelatihan, dan resistensi terhadap perubahan, yang menyebabkan ketidakteraturan dalam pelayanan. Ketiga, rendahnya pemahaman terhadap regulasi, keterbatasan pelatihan, dan kurangnya koordinasi antar pegawai, yang berdampak negatif pada efisiensi pelayanan.

Abstract

Tujuan Penelitian Ini untuk mengetahui, mendekskripsikan dan menganalisis objektifitas penilaian kinerja Pegawai Negeri Sipil Dinas Pemuda dan Olahraga. Penelitian ini berlokasi di Kabupaten Minahasa Selatan menggunakan penelitian kualitatif. Adapun Teknik pengumpulan data dalam penelitian ini menggunakan teknik dokumentasi, observasi dan wawancara kepada informan yakni PNS di Dinas Pemuda dan Olahraga Kabupaten Minahasa Selatan. Serta teknik analisis data dalam penelitian ini yaitu pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini Pertama, Orientasi Pelayanan kepada masyarakat menunjukkan sebagian besar pegawai masih kesulitan dalam menerapkan prinsip pelayanan yang maksimal. Meskipun ada pemahaman mengenai pentingnya memberikan pelayanan yang baik,banyak pegawai yang belum sepenuhnya mengintegrasikan orientasi pelayanan dalam tugas. Kedua, Komitmen Aparatur terhadap tugas dan tanggung jawabnya menunjukkan bahwa adanya ketidaksesuaian antara pengakuan dan penerapan komitmen dalam pekerjaan sehari-hari. Ketiga, Inisiatif kerja PNS sering kali menunjukkan sikap pasif dalam melaksanakan tugas-tugas mereka, lebih banyak mengikuti instruksi daripada mencari cara baru atau lebih efisien dalam menyelesaikan pekerjaan. Meskipun beberapa pegawai berusaha keras untuk menunjukkan inisiatif, mereka merasa terbatas oleh struktur organisasi yang kaku atau birokrasi yang memperlambat pengambilan keputusan. Budaya kerja yang ada belum sepenuhnya mencerminkan nilai-nilai profesionalisme dan kerja sama yang baik.
