Abstract

In recent years, the Tanah Datar district government has focused more on the physical implementation of irrigation area development and has not prioritized the budget for operating and maintenance costs so that there are still many Irrigation Areas (DI) whose irrigation infrastructure is not functioning properly with a high level of network damage that requires high costs. In addition, low awareness of the provision of operational and maintenance (OP) funds, limited human resources for OP staff, and the participation of groups of farmers using water (P3A) or a combination of groups of farmers using water (GP3A) is also not optimal. In order to function optimally and can be used for a long time, the irrigation that has been built needs to be maintained and managed systemically and to develop an optimal operating and maintenance management framework. The purpose of this study was to identify the dominant factors and factors that influence the operation and maintenance of irrigation networks in Tanah Datar District, as well as to optimize the operation and maintenance of the network. This study used a quantitative method by distributing questionnaires to respondents. The results of the research conducted revealed that there were 2 factors that influenced the operation and maintenance of irrigation networks in Tanah Datar Regency, namely the condition of physical infrastructure and supporting facilities and P3A Personnel Organization and Institutions..

Abstract

Government infrastructure projects in water resources projects generally apply a unit price contract system. This is because implementing a unit price contract system is not difficult and is balanced in terms of sharing risks from contract changes between providers and users of construction services. In the unit price contract system, it is very possible for contract changes to occur on construction projects. Changes in the implementation of construction projects can occur repeatedly and are difficult to avoid. The aim of the research is to identify the factors that cause Contract Change Orders and the dominant factors that cause them during the implementation phase of construction projects in the water resources sector. The research was carried out by distributing questionnaires to respondents involved in water resources construction project work at the Padang Pariaman PUPR Service for the 2019 to 2021 budget year and then carrying out factor analysis. In research on the factors that cause Contract Change Orders to occur during the implementation phase of water resources construction projects in Padang Pariaman Regency, there are 4 factors that cause Contract Change Orders during the implementation phase of water resources construction projects, namely managerial factors, regulatory factors. from parties who have the authority to make decisions, planning factors, design change factors. The dominant factor that causes the Contract Change Order to occur during the implementation stage of a water resources construction project is the managerial factor.

Abstract

From the results of initial observations, it was found that the irrigation network management system in irrigation areas in Dharmasraya district was not managed properly and optimally, so that the impact was that many irrigation channels were found that were damaged and not well maintained. The purpose of this study was to identify the dominant factors and factors that influence the performance of the irrigation system in the three irrigation areas in Dharmasraya Regency, as well as to optimize the operation and maintenance of the network. This study used a quantitative method by distributing questionnaires to respondents. Abstract

Flooding is a natural phenomenon that frequently occurs in Indonesia, especially during the rainy season. In Sungai Penuh City, drainage blockage due to poor maintenance is also one of the causes of flooding. Drainage systems are often not well-maintained due to the government's budget constraints. Community participation in drainage maintenance activities is expected to serve as an alternative solution to minimize flood risks. Therefore, this study was conducted to examine the drainage management and maintenance system, the level of community participation in drainage maintenance activities, and recommended solutions to optimize community involvement in drainage maintenance. The study was conducted on JL. M. H. Thamrin, Simpang Tiga Rawang Village. The assessment indicators for community participation levels were based on the Indonesian Ministry of Public Works Regulation No. 12/Prt/M/2014 concerning the Implementation of Urban Drainage Systems. This research employed a combination of quantitative and qualitative methods. The qualitative method involved interviews with informants, while the quantitative method utilized a Likert-scale questionnaire assessment for 90 households. The results indicate that out of six assessment indicators, four show that community participation in drainage maintenance remains low (below 40%). However, two indicators demonstrate active community participation, namely the prevention of building construction over drainage channels (76.67%) and reporting information to the government (57.70%). The recommended alternative solutions to enhance community participation include increasing public education through socialization, enforcing regulations and sanctions, and encouraging local communities to actively mobilize residents in self-sustained drainage maintenance efforts.
