Abstract

Social exchange theory (SET) which explains the terms of the exchange agreement under the psychological contract assumes that what was promised is a key point in explaining individual responses at work. It was climate and support which will be argued as antecedents of individuals' attitudes and behaviors. Along with organizational support, ethical work climate was mostly examined only in relationship with intent-to leave. The purpose of this study was to determine felt obligation as the attitudinal outcome of ethical work climate, perceived organizational support, and affective commitment in terms of social exchange mechanism. This study is explanatory research based on primary data with a survey as the data gathered method. The result shows that one of five hypotheses rejected in this study. Furthermore, ethical work climate and perceived organizational support could affect felt obligation through affective commitment as mediation. Our findings are discussed below by considering the implications and limitations of this study.

Abstract

 Online Single Submission (OSS) is an application that can be used for all business registration and application processes as well as other licensing applications included in the business licensing service. This study aims to examine how the implementation of online single submissions on business licensing services in Bandung city and Bandung Regency. This study used descriptive qualitative approach, with observation, interview, and documentation as its data collection techniques. The research results showed that business licensing services using online single submissions are already good, but these efforts have not been running optimally, there are still obstacles that are often faced by DPMPTSP Bandung City and Bandung Regency, especially regarding supporting facilities and disharmony between central and regional regulations related to the implementation of online single submission.

However, it reveals that local government structure hasbecome more ineffective and inefficient. Having known this, necessities for structuredownsizing should be voiced to meet the real local needs.

Abstract

Tujuan dari penelitian ini adalah ingin menganalisis bagaimana implementasi kebijakan akuntansi berbasis akrual dan kendala yang dihadapi serta menyusun strategi yang akan dilakukan Pemerintah Daerah Provinsi Jawa Barat dengan model implementasi kebijakan yang akan digunakan oleh peneliti adalah model implementasi kebijakan Edward III yang mengedepankan empat faktor implementasi, yaitu: Komunikasi, Sumberdaya, Sikap/Disposisi, dan Struktur Birokrasi. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Teknik pengumpulan data yang digunakan adalah kuesioner, wawancara, observasi dan dokumentasi. Studi ini menggunakan alat analisis SWOT dengan analisis matriks EFAS dan IFAS untuk menentukan strategi yang tepat yang bisa diterapkan oleh pihak berwenang. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Akuntansi Berbasis Akrual pada Pemerintah Daerah Provinsi Jawa Barat belum dilaksanakan secara optimal dengan faktor yang paling berpengaruh dalam implementasi ini yaitu Komunikasi. Menurut perhitungan diagram analisis SWOT maka Pemerintah Provinsi Jawa Barat berada di posisi kuadran III dan dapat menggunakan Strategi Weaknesses- Opportunites (Strategi WO) untuk meminimalisir kelemahan dengan cara memanfaatkan peluang melalui kegiatan peningkatan diklat teknis, penyusunan Standar Operasional Prosedur dan juga penyusunan analisis jabatan penyusun laporan keuangan. Saran dari penelitian ini memaksimalkan outcome kegiatan diklat teknis, serta menyusun peraturan daerah yang mengatur tentang Analisis Jabatan dan juga Standar Operasional Prosedur sebagai dasar kekuatan hukum yang berlaku.

Abstract

This study aims to determine the implementation of the Regulation of the Minister of Health of the Republic of Indonesia Number. 97 of 2014 in the City of Cimahi regarding the class of pregnant women. Qualitative methods are used to answer problems related to the implementation of the policy. Types of data consist of secondary data and primary data collected through interviews, document review and observation. The results of this study indicate that the implementation of the class policy for pregnant women has not been effectively implemented in Cimahi City because the maternal mortality rate is still relatively high. This ineffectiveness is due to the fact that the participation of pregnant women in attending classes for pregnant women is not optimal, with the constraints of not optimal family support. The target class for pregnant women is still lacking. Apart from that, the facilities and infrastructure are still limited as well as the allocated budget. In order to improve the implementation of this policy in the future, it is hoped that the empowerment of cadres and all communities. Puskesmas made innovations in providing class materials for pregnant women.

Abstract

Today's public service has become an increasingly strategic issue because the quality of the performance of the bureaucracy in providing public services has broad implications in social life. Changes in understanding that position the local government as a public servant, should be followed by the revitalization of the District through the implementation of the District Integrated Administration Service (PATEN) with the aim of improving community welfare and increasing the effectiveness of the District organization in public services. Based on the Regulation of the Minister of Home Affairs Number 4 of 2010, the District Integrated Administration Service (PATEN) is an effort to improve service quality in the context of bringing closer, easier and faster services to the community as well as making the sub-district a community service center and service node for integrated licensing service office/agencies in the district. Pidie Jaya Regency in implementing PATEN refers to the delegation of part of the Regent's authority to the sub-district head in the field of licensing and non-licensing which is regulated through Pidie Jaya Regent Regulation Number 15 of 2010 and Pidie Jaya Regent Regulation Number 19 of 2018 Concerning Service Standards and Job Descriptions of Inner District Personnel Implementation of Integrated Administrative Services in Inner District Pidie Jaya Regency. This study aims to formulate a model for the implementation of the PATEN implementation in Pidie Jaya Regency. The results showed that the implementation of the PATEN policy in Pidie Jaya Regency has not run optimally. To solve the problem of implementing the PATEN policy in Pidie Jaya Regency, researchers formulated a model for implementing transformation performance efforts that affect policy performance which includes strengthening sub-district institutions as PATEN implementation organizations, increasing human resource capacity, fulfilling facilities and infrastructure for supporting policies and implementing monitoring and evaluation of policies.

Abstract

Kelurahan Pasirjati berdasarkan indeks kepuasan masyarakat dan Elektronik Kepuasan Masyarakat Pemerintah Kota Bandung. Dalam upaya peningkatan kualitas pelayanan administrasi umum tersebut di perlukan strategi berdasar atas analisis internal dan eksternal lingkungan sebagai acuan. Penelitian ini menggunakan pendekatan kualitatif deskriptif analitik. Oleh Fred R. David digunakan perumusan strategi yang tepat melalui pendekatan dengan tahapan menganalisis matriks IFE dan EFE, kuadran IFE dan EFE, dan Quantitative Strategic Planning Matrix (QSPM). Dari hasil analisis rating dan bobot IFE-EFE, kuadran SWOT, matriks SWOT dan Quantitative Strategy Planning Matrix (QSPM) yang sudah dilakukan, hasilnya strategi yang dilakukan adalah Strategi Agresif (SO) peningkatan kualitas pelayanan administrasi umum di Kelurahan Pasirjati yaitu perluasan akses distribusi pelayanan dan pelayanan mobile.

Abstract

Tujuan penelitian ini adalah untuk melakukan analisis pelayanan keprotokolan pada masa adaptasi kebiasan baru, yang selanjutnya merancang model pelayanan keprotokolan berbasis teknologi informasi di pemerintah daerah provinsi Jawa Barat. Metode yang digunakan dalam penelitian ini menggunakan pendekatan deskriftif kualitatif. Teknik pengumpulan data dilakukan untuk mendapatkan data primer dan data sekunder yaitu wawancara, observasi, dan studi dokumentasi. Analisis data dalam penelitian ini menggunakan pendekatan system dengan soft system methodology (SSM), dengan analisis CATWOE dan peran. Berdasarkan hasil  penelitian dengan menggunakan konsep/teori kualitas pelayanan dengan 5 aspeknya, aspek yang telah dilaksanakan dengan baik adalah aspek Keandalan, Empati dan Jaminan dan yang perlu dilakukan penguatan pada aspek Ketanggapan, Berwujud. Terdapat kendala-kendala dalam pelayanan keprotokolan pada masa adaptasi kebiasaan baru di Pemerintah Daerah Provinsi Jawa Barat, yaitu belum maksimalnya pelayanan pada respon atau sikap aparatur, keterbatasan SDM, penggunaan data fasilitasi ruangan yang masih manual. Pengembangan model pelayanan keprotokolan pada masa adaptasi kebiasaan baru  sebagai solusi dan inovasi bagi Pemerintah Daerah dalam rangka peningkatan pelayanan di Bagian Protokol di Provinsi Jawa Barat. Adapun rekomendasi dalam rangka peningkatan pelayanan keprotokolan diantaranya: meningkatkan penggunaan teknologi dalam proses pelayanan keprotokolan, penguatan SDM melalui pelatihan keprotokolan secara terjadwal, dukungan fasilitasi sarana dan prasarana mengingat pelayanan keprotokolan.
