Abstract

This type of research is descriptive research with a qualitative approach. This study aims to obtain and know an overview of the Education and Training Improvement Policy (PIM-4) for State Civil Apparatus at the Education and Culture Office of North Bolaang Mongondow Regency. The results of this study indicate that the synchronization of employee placement has not run optimally and has not complied with standard operating procedures, there is a problem of lack of coordination from the leadership and the agency in terms of placement, the budget for education and training activities is very lacking, so the participant quota must be reduced because it adjusts the budget available at SKPD, poor coordination carried out by each employee is limited and there is a lack of coordination because in making decisions on placement and training policies it is not in accordance with the scientific field. Suggestions need to be improved regarding data synchronization, budget additions, and coordination so that the Improvement of Education and Training (PIM-4) for State Civil Servants at the Education and Culture Office of North Bolaang Mongondow Regency can run optimally

Abstract

This study aims to understand the factors hindering the settlement of BPJS receivables and their impact on the financial performance of RS Multazam Gorontalo. This research adopts a qualitative descriptive approach. The findings reveal several inhibiting factors, such as a shortage of skilled coding personnel, a low rate of document returns by BPJS, a budget deficit in BPJS Health due to unpaid premium contributions, and delayed disbursement of BPJS patient claim funds. RS Multazam has utilized the SCF program to address cash flow issues. Recommendations include recruiting more coding personnel, providing training for BPJS patient document verification, minimizing document return issues, utilizing integrated applications, and efficiently utilizing government SCF programs. All of these actions are aimed at improving cash flow and hospital operations

Abstract

Penelitian ini bertujuan untuk mengetahui hubungan antara sistem reward dengan prestasi kerja pegawai di Kantor Dinas Pendidikan Pemuda dan Olahraga Kabupaten Bolaang Mongondow Utara. Populasi penelitian ini adalah seluruh karyawan di Kantor Dinas Pendidikan Pemuda dan Olahraga Kabupaten Bolaang Mongondow Utara, yang berjumlah 89 orang dengan menggunakan teknik pengambilan sampel jenuh (Sugiono, 2002), di mana seluruh populasi sekaligus menjadi sampel sebanyak 89 orang. Hasil penelitian menunjukkan bahwa hubungan antara sistem reward dan prestasi kerja pegawai ditunjukkan oleh hasil analisis regresi, korelasi, dan determinasi. Dari ketiga analisis tersebut menunjukkan bahwa terdapat hubungan antara sistem reward melalui variabel intrinsik dan ekstrinsik dengan prestasi kerja pegawai melalui variabel organisasi dan personal. Selanjutnya, hasil uji hipotesis melalui uji t, dengan tingkat kesalahan 5% (0,05) dan jumlah data sebanyak 89, maka pengujian dilakukan dengan derajat kebebasan, yaitu df = 89 - 2 df = 87, diperoleh nilai ttabel adalah (0,05; 87) = 1,66. Berdasarkan hasil perhitungan uji t, nilai t hitung untuk setiap pasang hipotesis diperoleh angka yang lebih besar dari nilai ttabel sehingga H0 ditolak dan Ha diterima, yang berarti ada hubungan antara sistem reward (intrinsik dan ekstrinsik) dengan prestasi kerja pegawai (organisasi dan personal). Dengan demikian, keempat hipotesis yang diajukan terbukti dapat diterima.

Abstract

Importance of UMKM For the development of the region, the village agreed to provide guidance to the community so that they are optimistic about doing business and do not give up easily when faced with failure. . You need to keep your marketing strategy in place. This non-profit service aims to provide the community with the knowledge to increase their income through their MSME business. The method used by this service is socialization. With regards to implementation outcomes, the community understands what is given by resource personnel: innovating and enhancing business leadership to increase profits. Governments can make efforts to facilitate access to capital for implementers of communities, especially MSMEs, and to provide technical guidance for the establishment of new MSMEs within subdistrict governments.

Abstract

This study aims to analyze the policy to accelerate stunting prevention and control in Bone Bolango Regency and its implications for regional health independence in Gorontalo Province. The focus of this research is the implementation of policies to accelerate stunting prevention and the implications of policies on health independence. The population is determined by purposive sampling and purposive sampling. The data analysis used is a qualitative descriptive method, namely identifying related to the implementation of policies to accelerate stunting prevention and the implications of policies for health independence. In general, the implementation of stunting prevention social policies in Bone Bolango Regency has been going well. The stunting prevention and control policy emphasizes aspects of commitment and responsibility of local governments and community participation as the main issues. The Bone Bolango district government is expected to maintain its commitment to overcome stunting problems by improving coordination in all regional apparatuses related to stunting. Public education is needed about the importance of eating nutritious foods with a balanced nutritional pattern. Improvement from the downstream side, namely by increasing agricultural production through intensification and extensification of agricultural cultivation, as well as providing decent jobs for the community, so as to increase people's purchasing power.

Abstract

Philosophy, science, knowledge, and administrative science are interrelated concepts and are the basis for the development of public administration science. This relationship reflects how philosophical foundations influence the development of science in general and public administration in particular. In this context, philosophy provides an epistemological, ontological, and axiological foundation for science. Science, as a result of the development of philosophy, uses a systematic approach to understanding phenomena in the universe. Knowledge, as a product of human interaction with the environment, becomes the raw material for science. Meanwhile, the science of public administration, which is in the realm of applied social sciences, integrates philosophical and knowledge approaches to understand and solve problems of government and public service. In this context, the development of a philosophy of public administration that is oriented towards universal values, such as justice, efficiency, and accountability, becomes very important. This will not only strengthen the theoretical foundation of public administration science, but also increase its relevance and effectiveness in facing practical challenges in society. Thus, a comprehensive understanding of the relationship between philosophy, science, knowledge, administrative science, and the philosophy of public administration is not only relevant for the development of this science, but also for the improvement of the quality of public policy and governance as a whole.This research emphasizes the relationship between philosophy, science, knowledge, administrative science, and the philosophy of public administration science has significant relevance in answering contemporary challenges. In an era characterized by rapid change, a philosophy-rooted approach allows public administration to remain relevant, responsive, and oriented to the interests of society. By integrating philosophical, empirical, and practical approaches, public administration science can contribute to the creation of fair, efficient, and inclusive policies, thereby improving the quality of people's lives in the midst of the complexity of the modern world.

Abstract

This study aims to determine the Inhibiting Factors for Entering Personnel Data at the Toto Kabila Regional General Hospital, Bone Bolango Regency. With a research focus, namely competence, supporting facilities, and data accuracy. This research uses descriptive qualitative research. Data collection techniques used are: Observation, Interview and secondary data recording. In accordance with the type of research used, the data analysis technique used is a qualitative analysis technique. The results showed that: Overall the research inhibiting factors for entering personnel data at the Toto Kabila Regional General Hospital, Bone Bolango Regency, which was seen from the three aspects studied such as competence, supporting facilities, and data accuracy that the most dominant inhibiting factor was supporting facilities. The things that are suggested in this study are the need for the leadership of the Toto Kabila Hospital in the implementation of employee data input to pay attention to the competence of the officers, the supporting facilities used, and the accuracy of the data used, so that the tasks are more effective in their implementation, and can be accounted for.

Abstract

This study aims to determine the Utilization of Traditional Sea Transportation in supporting community activities in Ponelo Kepulauan District, North Gorontalo Regency. With a focus on research namely availability, affordability, and security. This research method uses a qualitative descriptive research type. Data collection techniques used are: observation techniques, interviews and recording of secondary data. The results of the study show that seen from the aspect of availability, it is still lacking or not yet supportive. Because the number of traditional sea transportation owned by the community is still limited, and there are still many traditional sea transportation that do not use engines as a propulsion device. Judging from the affordability aspect, it is still lacking or not yet supportive. Because there are still some people who use traditional sea transportation complain about the amount of payment set by boat owners or traditional sea transportation. Because the costs or tariffs are very high and burdensome for users of traditional sea transportation. Judging from the security aspect, it is still lacking or not yet supported. Due to the condition of the boat used for traditional sea transportation in the Ponelo Islands, it is less comfortable and very worrying for the user community. So it can be concluded that sea transportation in supporting community activities is not sufficient so that an increase in the transportation fleet becomes the security and safety of the community. Therefore, the government's attention is also needed to assist the community in procuring adequate means of transportation.

Abstract

This study aims to determine the sales strategy for building materials at the Rahma Gedung Store, Taluditi District, Pohuwato Regency. The research method uses a descriptive type with a qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that prices at Toko Rahma Bangunan varied and tended to be expensive. This is a weakness as well as a threat because prices in other stores are cheaper. Promotions at Toko Rahma Gedung have not yet been carried out. This is a weakness as well as a threat because other stores are very aggressive in promoting their goods. The location at Toko Rahma Gedung is less strategic. This is a weakness as well as a threat if you look at other store locations which are much more strategic with easier access to the wider community. Products at Toko Rahma Gedung have advantages because other stores do not have them, namely self-produced bricks. However, other products are a weakness because the variants of the product are incomplete and are old items. Meanwhile, the presence of other stores with products that are newer and have many variants can be a threat. For this reason, it is suggested that it is necessary to establish a more consistent pricing policy so that prices can be more competitive with their competitors. Continue to improve promotional activities through promotions through advertisements, in electronic media, so that product results are better known by the wider community. The need to review the trading business location by considering the profit and loss aspects in the present and in the future. The need to increase the quantity and quality of goods with a more varied type and further develop superior products that are not owned by other trading businesses.

Abstract

Usaha pengolahan gula aren yang dilaksanakan oleh kelompok mitra di desa Tri Rukun masih menggunakan peralatan yang sederhana dan usaha ini berkembang hingga sekarang. Usaha gula aren ini dikembangkan oleh masyarakat Desa Trirukun sebagai sumber pendapatan ekonomi masyarakat namun tingkat kesejahteran usaha gula aren belum meningkat dimana penduduk di desa ini masih berpenghasilan rendah, hal ini di sebabkan oleh minimnya modal yang dimiliki, kurangnya pengelolaan usaha, serta kurang memahami strategi pemasaran. Tujuan umum yang ingin dicapai dalam kegiatan ini adalah untuk mendukung optimalisasi implementasi dan pelaksanaan UU No. 6 tahun 2014 tentang Desa. Sedangkan tujuan khususnya yang ingin dicapai adalah mendukung program pemerintah pusat yang membangun daerah dari pinggiran (desa) serta pemerintah daerah Kabupaten Boalemo untuk meningkatkan kesejahteraan ekonomi masyarakat. Adapun permasalahan yang dihadapi mitra adalah jumlah produksi gula masih minim, Pengolahan gula dari air nira yang masih tradisional, kurangnya inovasi dalam menciptakan produk, jangkauan pasar sebatas lokal. Sehingga solusi yang ditawarkan melakukan inovasi produk yakni pembuatan gula semut, dengan kemasan yang lebih menarik, memiliki manajemen usaha yang handal. Selain itu, untuk menciptakan pangsa pasar yang luas tanpa dibatasi oleh ruang dan waktu akan dibuatkan website sebagai etalase sekaligus promosi sehingga program ini juga bersinergi dengan era industri 4.0. Luaran yang diharapkan yakni (1) Mitra Memiliki keterampilan dalam memproduksi produk olahan air nira yang sudah dikembangkan, (2) Terdapat Manajemen Keuangan melalui pembukuan yang baik dan terukur Sehingga mitra akan lebih termotivasi dalam mengembangkan usaha dan varians produk untuk mencapai profit yang maksimal, (3) Adanya strategi produksi yang diterapkan sehingga produk yang diproduksi bersifat kontinyu dan dapat melayani permintaan dengan jumlah besar yang datang sewaktu-waktu, (4) Produk yang dapat dipasarkan secara online dan tahan lama, (5) Mitra memiliki jaringan yang luas dalam memasarkan produk baik secara online dengan menggunakan website maupun secara konvensional dengan jaringan kelembagaan kelompok masyarakat yang ada, (6) Mitra memiliki kemasan produk yang khas dan menarik serta ramah lingkungan. Metode pendekatan yang dilakukan pada pelaksanaan PKMS adalah pendekatan Kooperatif, dimana Tim PKMS memberikan penjelasan secara kooperatif kepada mitra, sehingga mitra lebih terbuka dan dapat bekerjasama dalam Program Pengabdian Masyarakat ini. Hal ini bertujuan agar nantinya transfer ilmu yang dilakukan betul-betul dapat bermanfaat (problem solving) dan meningkatkan produktifitas mitra. Metode pelaksanaan berupa Sosialisasi, Pendampingan, bimbingan teknis atau pelatihan diversifikasi olahan air nira aren, pembuatan desain kemasan dan pengelolaan manajemen usaha sehingga mitra yang bekerjasama dapat menjadi UMKM yang lebih produktif. Pengabdian ini dilaksanakan oleh 3 orang dosen (2 orang dosen dari Sekolah Tinggi Ilmu Administrasi Bina Taruna Gorontalo dan 1 orang dosen dari Universitas Negeri Gorontalo. Adapun hasil pengabdian akan dipublikasikan pada jurnal nasional terakreditasi, artikel dirilis di surat kabar cetak atau elektronik, prosidding seminar nasional dan video kegiatan akan dipublikasikan di youtube sehingga bisa diakses oleh publik.
