Abstract

Di bawah sosiologi sastra, antar-perspektif teoretis menunjukkan kekhasan pandangan masing-masing. Strukturalisme genetik memandang bahwa karya sastra memiliki struktur tertentu dan lahir dari proses historis tertentu. Kajian sastra dan politik menegaskan bahwa sastrawan dan karyanya hendaknya terlibat aktif dalam seluruh proses politik dan pembangunan masyarakatnya. Teori hegemoni sastra menegaskan perlunya pembongkaran substansi karya sastra sebagai siasat penguasa dalam mencari legitimasi dan dukungan politis dari rakyat. Kritik sastra feminis mengupayakan pembacaan karya sastra dari perspektif pembaca sebagai perempuan untuk membongkar dominasi patriarki. Teori estetika resepsi sastra mengemukakan bahwa perubahan tafsir suatu karya antarperiode dan antarpembaca terjadi karena perbedaan horizon pembaca dan tempat terbuka bagi setiap karya sastra.

Abstract

Pembangunan ekonomi pedesaan merupakan suatu proses dimana pemerintah desa dan masyarakat mengelola sumberdaya yang ada dan membentuk suatu pola kemitraan antara pemerintah desa dengan sektor swasta untuk menciptakan lapangan kerja baru dan merangsang perkembangan kegiatan ekonomi (pertumbuhan ekonomi) di wilayah tersebut. Dimensi ekonomi yang dimaksud meliputi a) pengembangan komoditas unggulan kawasan perdesaan; b) perlibatan masyarakat dan UMKM dalam pengembangan komoditas unggulan; c) peran BUMDes dan/atau BUMDes bersama mengembangkan komoditas unggulan; d) pengembangan jejaring kawasan perdesaan; e) promosi komoditas unggulan; f) sertifikasi/standarisasi produk yang dihasilkan; g) tingkat melek keuangan masyarakat; h) tingkat melek keuangan masyarakat; i) kepemilikan dan/atau penguasaan lahan. Salah satu potensi unggulan yang sedang dikembangkan oleh Desa Kebontunggul adalah produk olahan pangan (kripik) yang dikelola oleh kelompok usaha “Hayam Wuruk” yang terdiri dari 10 orang. Produksi kripik setiap hari adalah sebanyak 12 kg yang dipasarkan disekitar desa hingga ke kota kecamatan. Kelompok “Hayam Wuruk” ini yang selanjutnya disebut Mitra, dikelola langsung oleh Kepala Desa yang mana hasil dari penjualan kripik ini dikelola oleh Mitra dan kelompok UMKM. Pengabdian ini telah mengacu pada roadmap kelompok riset di bidang community empowerment dan sesuai dengan roadmap prodi yaitu Administrasi dan kebijakan Ketahanan Pangan – Pertanian. Tujuan dari kegiatan pengabdian ini adalah untuk membuka peluang kerjasama antara Program Studi Administrasi Negara FISIP Untag Surabaya dengan Desa Kebontunggul, Kecamatan Gondang, Kabupaten Mojokerto. Kegiatan program MBKM ini juga membuka peluang penelitian dan pengabdian dosen dan mahasiswa lain untuk mengaplikasikan ilmu yang dipelajari ke masyarakat.

Abstract

Surabaya known as the City of Heroes, has various historical buildings scattered in strategic areas, one of which is in Kota Lama Surabaya. The existence of these buildings has been designated as cultural heritage that must be preserved in order to maintain the historical value and identity of the city. However, the implementation of preservation still encounters various obstacles, especially in technical and administrative aspects, as well as the lack of public understanding of the importance of preservation. This research aims to describe the implementation of Surabaya City Regional Regulation Number 1 Year 2024 on the Preservation and Management of Cultural Heritage, with a focus on De Javasche Bank Museum as the object of research. Researchers used descriptive qualitative methods with data collection techniques in the form of interviews, field observations, documentation, and review of policy documents. The implementation theory of Ripley and Franklin was used as an analytical knife that includes three indicators, namely the level of compliance with regulations, the smooth routine of functions and coordination between implementers, and the realization of the desired performance and impact. The results show that the implementation of the local regulation has shown progress at the institutional level through coordination across Regional Apparatus Organizations and the implementation of SOPs by museum managers. However, there are still obstacles such as the lack of optimal human resources experts, weak administrative coordination, and the absence of a special management institution. Positive impacts such as increased visitation and community involvement are starting to be seen, but the overall effectiveness of implementation still requires strengthening in various sectors to ensure the sustainability of inclusive preservation.

Abstract

This research aims to evaluate Surabaya City Regional Regulation Number 3 of 2018 concerning Transportation Implementation in an effort to curb illegal parking in Surabaya City. The background of this research is based on the rampant practice of illegal parking even though the policy has been enacted several years ago and various efforts have been made by the City Government. This research uses a descriptive qualitative approach with the CIPP (Context, Input, Process, Product) evaluation model. Data collection techniques were conducted through observation and in-depth interviews with Transportation Department officers, parking attendants, and parking users in the area of Jalan Tunjungan and Kota Lama Surabaya. The results showed that this policy has a strong legal foundation and institutional structure as well as cross-sector coordination efforts. However, its implementation is still constrained by limited human resources, low public participation, weak supervision and enforcement of sanctions, and not optimal periodic policy evaluation. The implication of this finding shows the need for improvement in technical implementation in the field as well as the importance of evaluating and updating policies so that illegal parking control policies can run more effectively and have a real impact on traffic order in Surabaya City.

Abstract

This study explores the stakeholder synergy in the development of urban farming programs in Surabaya. Using qualitative descriptive methods, data was collected through interviews, documentation, and observation involving the DKPP, agricultural extension officers, farmer groups, and the local community. The findings indicate that strong commitment, competence, awareness, and continuity are the driving factors behind successful urban farming implementation. However, challenges such as declining active farmer groups and limited facilities must be addressed. This research contributes to the understanding of sustainable food security policies in urban settings.

Abstract

The involvement of various actors shows the importance of collaborative governance in dealing with complex and cross-sectoral environmental problems. Collaborative governance is needed as a response to the complexity of public problems that cannot be resolved effectively by a single actor. This approach aims to synergize the roles and contributions of various stakeholders through a participatory process, in order to optimize the program collectively. This multi-stakeholder involvement is directed at building synergy in encouraging collective motivation, increasing active participation, and strengthening the role of each actor in efforts to increase food crop production. Through a collaborative approach, it is hoped that an adaptive and inclusive governance mechanism will be created in facing the challenges of agricultural productivity amidst the threat of climate change. This study uses the Collaborative Governance theory developed by Stephan Balogh (2012) as an analytical framework to measure the effectiveness of collaboration in implementing the pumping and expansion of planting areas program in Tuban Regency. Balogh identified three main indicators in assessing the success of collaborative governance, namely: (1) collaboration dynamics, which include aspects of communication, trust, commitment, and resource availability; (2) collaborative actions, which include facilitation efforts and advancing the collaboration process; and (3) the impact and adaptation of collaboration, which focuses on the results of implementation and adaptive capacity to change. The research method uses a descriptive qualitative type with data sources taken by the author from the results of observations, interviews, and documentation supported by other secondary data. The collaboration process has not run optimally due to ego-sectoral, coordination gaps, and resource limitations. This shows that the prerequisites for effective collaboration have not been met.

Abstract

Implementasi kebijakan pupuk bersubsidi di Kabupaten Nganjuk secara umum telah berjalan baik dalam aspek distribusi fisik dan penyaluran kepada petani sasaran. Namun, studi ini menemukan bahwa tantangan utama  timbul dari sisi teknis, khususnya dalam pemanfaatan sistem digital e-RDKK yang digunakan untuk pendataan dan pengajuan alokasi pupuk. Banyak petani belum memiliki kemampuan atau akses untuk mengoperasikan sistem ini secara mandiri, sehingga sangat bergantung pada petugas dinas pertanian. Ketika sistem mengalami gangguan teknis, seperti error pada website, proses input data dan penyaluran pupuk menjadi terhambat. Menurut teori implementasi kebijakan dari Mazmanian dan Sabatier, keberhasilan implementasi ditentukan oleh (1) Tractability Of The Problem And Clarity Of Abjective, (2) Ability Of Policy Descision To Structure Implementation, (3) Non – Statuory Variables affecting Implementation.

Abstract

Surabaya Old Town has significant potential as a heritage tourism destination that can support local economic growth and cultural preservation. This study analyzes the application of Community-Based Tourism (CBT) in the area, focusing on five dimensions proposed by Suansri (2003) economic, social, cultural, environmental, and political. Using a descriptive qualitative approach, data was collected through interviews, observations, and document studies. The results show that despite revitalization efforts, community involvement in tourism development remains limited. Key challenges include insufficient training, inadequate infrastructure, and limited coordination among stakeholders. Nevertheless, more than 50 SMEs and informal job opportunities have emerged, although sustaining this economic growth remains a challenge. This study emphasizes the importance of community capacity building and the establishment of community forums as policy partners. Recommendations include cross-sector collaboration to make Surabaya Old Town an inclusive and sustainable heritage tourism destination.

Abstract

With increasing product and consumption patterns, more and more garbage is being produced every day. Reducing the amount of waste at its source by empowering communities is one of the strategies for tackling increased waste production. One of the underlying elements of the law applicable to the management of garbage in RT.01 Kelurahan Kedung Baruk is the participation of the public in the waste management. Data collection techniques include interviews and observations using qualitative descriptive techniques. The objective of this research is to describe and implement forms of public participation in the management of garbage in Kelurahan Kedung Baruk, how to deal with the accumulation of waste as a form of caring for the environment as well as to provide socialization of the importance of keeping the environment and managing the trash well and correctly for common well-being.

Abstract

Violence in children is a problem that often occurs in units of education. To solve this problem, the government made new policies, namely the Children's Friendly School policy. The policy aims to protect all the rights of children in Indonesia created by the Ministry of Women's Empowerment and Child Protection of the Republic of Indonesia. This study aims to analyze the implementation of the Child-Friendly School Program (SRA) at SDN Kedungdoro V Surabaya by focusing on the creation of a free school environment from physical violence and bullying. In the context of Indonesia's education, SRA implementation is considered important to ensure children's rights that are guaranteed and protected, and are protected from the discriminatory situation of violence and treatment. This research uses a qualitative descriptive approach with primary data from interviews and observation results. The results suggested that the SDN Kedungdoro V Surabaya had implemented SRA with reference to the Minister of PPPA Regulation Number 8 of 2014. However, obstacles arise regarding resources, especially in terms of financial resources and time. Although there is a positive increase in the behavior of teachers and students, the incidence of bullying is still happening. The results of this study indicate that resource variables still need improvement in their management. In the coordination variables between the implementing agency have been running well, but it is necessary to improve in terms of optimal time allocation. However, the SRA program in the school has had a positive impact on the school environment and student active participation.
