Abstract

Role LRC-KJHAM as an NGO to participate fairly in an effort menguaatkanpolicies that gender background of this study, an attempt LRC-KJHAM is caused bythe high level of violence against women in the city, as we know the productsregulation will confirm the seriousness of the government and place them onprovisions which are more powerful and binding in law enforcement.As for gender equality or gender equity by USAID is an attempt to achieveequal conditions between men and women. This research was conducted usingqualitative descriptive method, research location is the office of LRC-KJHAM, officeBAPERMAS Women and KB Semarang and Village Krobokan, while the method ofrecruitment of informants is through purposive sampling method, the subject of thisstudy is, Chief Operating LRC-KJHAM, Division Head of Women Empowerment ofWomen and Family Planning BAPERMAS the city, and a community representativesample is then taken caretaker Working Group I Sub Krobokan. The type and sourceof the data itself in the form of primary data results of interviews and secondary dataobtained from a number of books, documents and other sources are used and obtainedduring the study. Data collection techniques such as interviews, observationdefinitions and documentation studies. The data analysis technique itself throughData Collection, data Data Reduction, Display Data and Verification and AssertionsConclusions.In findings in the field of policy advocacy efforts LRC-KJHAM realizedthrough efforts to encourage ratification of the draft law on Maternal and Child SafetySemarang. It is obtained from the informant, chairman of Working Group I Krobokanvillage who attended the meeting between the LRC-KJHAM, Member of ParliamentCommission D Semarang and community representatives (women's groups) at theHotel Ibis in Semarang discuss harmonization efforts bylaw Mother and Child Safety.So that we can conclude there is a role-KJHAM LRC to encourage gender-equitablepolicies through the meeting, it was also revealed that there is good coordinationbetween the LRC-KJHAM and stage the existing holder.

Abstract

Indonesia is a country where every law that citizens have rights andobligations which should be protected by law. A right is something that is inherentto the human being, not only a perfect man but also inherent to the human beingless than perfect (disabled). This needed protection which guaranted the rights ofthe disabled to realize equality, independence and disabled priority in KlatenRegency.Regional Regulation of Klaten Regency no. 2 of 2011 on Equality,Independence, and Disabled Prosperity as the basic of law about education,health, employee, social-politics, economy, and culture for the better future ofdisabled in Klaten Regency. This study discuss about the policy study to analyzehow Klaten Regency Government actualize the regional regulation by qualitativedescriptive methode. This study was held in Klaten Regency, Central Java. Bydata collection of interview and documents.Researcher found in Regional Regulation of Klaten Regency no. 2 of 2011on Equality, Independence, and Disabled Prosperity about policy implementationvariabels that influence the implementation performance of Klaten RegencyGovernment effort to create equality and disabled prosperity. At this study,Paguyuban Penyandang Cacat Klaten (PPCK) were been the mediator to regionalregulation implementation. Factors restricting the research is not yet evenlysocialization of local regulations to the disabled and limited budgets in support ofimplementation of the change. Recommendations of the researcher is to saw thefinancial resources and cooperation between the various parties to support theimplementation of local regulations and thorough socialization from Governmentto society in order to identify their contents nor diffable of regional regulationsand created a good relationship between the Government with the disabled.Keywords: Disabled, Implementation, Klaten

Abstract

ABSTRACT This research was conducted with the aim that, to find out how Non -Governmental Organization ( NGO ) Committee of Inquiry Corruption and Collusion Nepotisne Central Java ( Central Java KP2KKN ), as an institution concerned in the eradication of corruption in the roles and functions of supervision, in addition to the also to know what are the factors supporting and inhibiting. This study focused on the period in 2012, the year in which there is something interesting, because an increase in the number of significant cases of corruption is so high in Central Java , when compared with previous years.This study uses qualitative descriptive refer - analitif, with data collection techniques using purposive sampling is taking on a data source with a certain consideration. The subjects in this study were all agency workers KP2KKN Central Java. While the collection and analysis of these data refer to interviews, observation, documentation , and data processing are obtained.These results indicate that KP2KKN Central Java in 2012 had engaged in the prevention of corruption act, monitoring, and to advocate against several alleged cases of corruption and that amounts to 215. While the cause of the significant increase in the number of cases in 2012 were caused by unresolved legal proceedings some cases from the previous year, then the legal process runs in 2012. Meanwhile it in carrying out its role as an anti -corruption NGO, they are have several obstacles, both internal and external organization. But there are several factors supporting the institution to survive.In the fight against corruption requires commitment and cooperation between Central Java KP2KKN with law enforcement agencies, such as police, prosecutors, courts, and correctional institutions in order to obtain optimal results in combating corruption. As they should be implemented in Article 13 of UNCAC, that "the State shall promote the active participation of individuals and groups outside the public sector, such as civil society, non- governmental organizations and community -based organizations, in anti - corruption activities”. Because these institutions are the state institutions should cooperate with NGOs like KP2KKN Central Java.Keywords : NGO, Monitoring, Corruption.

Abstract

Model manajemen bencana dewasa ini berfokus pada upaya pengurangan resiko bencana (mitigasi bencana) bukan sekedar pada usaha tanggap darurat. Kabupaten Magelang merupakan wilayah yang sangat rawan bencana, terutama bencana erupsi Merapi. Perlu sebuah penanganan khusus karena Merapi selalu aktif dan akan memenuhi janjinya. Berkaca pada erupsi Merapi pada tahun 2010 yang sangat kacau, dimana pada waktu para pengungsi tidak tahu harus mengungsi kemana. Sehingga yang mereka lakukan adalah lari sejauh mungkin dari zona rawan bencana. Beberapa bahkan sampai lari mengungsi di luar kota hingga ke Sleman dan Semarang. Keadaan pada waktu sangat tidak terorganisir, warga Desa Ngargomulyo merasa tidak ada yang mengayomi sedangkan dari pemerintah Desa Ngargomulyo tidak tahu kemana saja warganya mengungsi. Bahkan beberapa posko pengungsian melebihi kapasitas penampungan karena jumlah pengungsi yang berdatangan diluar perkiraan yang berimbas pula pada ketidakmampuan relawan menyediakan fasilitas dan logistik. Belajar dari kekacauan tersebut maka dibentuk model penanganan bencana dengan model sister village yaitu satu desa rawan bencana akan diarahkan mengungsi pada satu atau beberapa desa yang menjadi penyangga mereka. Dalam model ini Desa Ngargomulyo menjalin sister village dengan Desa Tamanagung. Sehingga pada waktu simulasi penanganan bencana erupsi Merapi, warga Desa Ngargomulyo memiliki arah yang pasti dalam mengungsi. Pengungsian lebih terorganisir, bahkan penyediaan fasilitas serta logistik dapat disipakan secara akurat melalui sistem pendataan kedua desa. Warga akan merasa aman dan nyaman karena mereka bersama-sama mengungsi pada tempat yang jelas sudah disiapkan bagi mereka. Bahkan aktivitas pemerintahan Desa Ngargomulyo dapat tetap aktif di Desa Tamanagung. Sehingga sistem sister village merupakan model penanganan bencana yang tepat dilakukan di Kabupaten Magelang.Kata Kunci : Sister village, manajemen bencana, erupsi Merapi, Kabupaten Magelang

Abstract

Legislative elections are at stake for every candidate who takes part in the contestation. Competition for seats is followed by incumbent candidates or candidates as well as newcomers. This research is about how the incumbent's strategy to retain seats and newcomers to win seats. What is the difference in their strategy. Qualitative research methods, research informants are two incumbents and two newcomers who won seats in the Kendal Regency DPRD in the 2019 Election. Data collection uses interviews and documentation studies, and data analysis goes through the stages of data display, data reduction, and drawing conclusions. The results showed that there was no significant difference between incumbent and newcomer strategies. However, newcomers find it more difficult to campaign because segmentation and targeting only depend on the proximity of their background, while the incumbents are facilitated by the presence of a successful team that has been with them for a long time. In terms of the use of campaign media and their approach, there was no difference, namely they both used direct communication

Abstract

The segregation of the regions is an effort to improve the quality of public services with the aim of making public welfare. South Tangerang is an autonomous region of the results of Tangerang segregation. In the end of the segregation, change and development done by the South Tangerang Government to provide good health services, at least better than the services provided before the segregation of Tangerang. Public satisfaction is a way to measure the success of service implementation. The purpose of the study is to understand the public perceptionsof health services quality before and after the segregation of South Tangerang in terms of public satisfaction index. Based on the research results, it can be seen that 10 (ten) of 14 (fourteen) service elements have increased from not good before the segregation and are considered better after the segregation based on Public Satisfaction Index. Therefore, it can concluded that public perceptions give a positive response to the quality of health service.Key Words : Public Services; Segregation; Perception; Public Satisfaction Index
Bantar Gebang TPST as a garbage processing facility in Bekasi which is now owned by DKI Jakarta has positive and negative effect for social change in Bantar Gebang area. So this study aims to analyze what are the social impacts negatively and positively felt by residents living in the TPST area. Abstract

Suitable house is the basic needs of all human beings. However, there are alot of indonesian people has not been able to meet those needs. Based on the PBDT (Integrated Data Base Update) in 2015 carried out by BPS (Central Bureau of Statistics). The number of unsuitable house in Semarang District totaled 39,984 housing units with a priority totalling 30,731 housing units is unsuitable located in the red area (Poverty Area). Based on the data, Semarang District Government conduct the rehabilitation programs of unsuitable house to overcome these problems. The purpose of this study is to describe the implementation of rehabilitation programs for unsuitable house, supporting and restricting factors, and provide an alternative policy or program to increase rehabilitaion programs for unsuitable house.This research used qualitative descriptive method. Descriptive research is problem-solving procedure that examined illustrate a subject or object of research in accordance with the facts as well as about an ongoing process in the field. In obtaining the data, researchers conduct interviews toward Community Empowerment Agency (Bapermades), Development Planning Agency at Sub-National Level (BPPD), and Village Government (Bringin, Nyemoh, Gogodalem, and Sambirejo).The results of this study explain that implementation of rehabilitation programs for unsuitable house in Semarang District has been running well enough. The implementation of the program is compliance with regulation and able to improve the house quality that previously unsuitable to become suitable. The program also encourage low-income communities to build their own suitable homes in accordance with the intent and purpose of the program. In the implementation of the program, there are supporting factors from the recipient or the community in the form of “gotong royong” and also the commitment from stakeholder. In addition there are also obstacle factors in the implementation of the program such as social jealousy, resources, data, infrastructure, natural RTLH, trust, and synergy programs.The suggested recommendations for this study are including the toilets as a component criteria for the rehabilitation, examine the return on the implementation system requires the existence of non-governmental aid receiver, make the database specified and ratified RTLH also updated periodically, invite private party and commercial bank to contribute in overcoming problems RTLH in Semarang, making digital application system for the verification process, networking and data updates, and perform RTLH synergy programs.Keywords: Implementation, Rehabilitation, House

Abstract

Poverty in Indonesia, one of them comes from fishery sector because the fishermen are minimal in the fulfillment of clothes, foods, shelters, health and education altough Indonesia has a total sea area of about 3.544 million km2 and has a huge potential for fisheries. The Ministry of Maritime Affairs may overcome the poverty in fishery sector through the developing of Program Usaha Mina Perdesaan (PUMP). Therefore, the formulation of the problem in this research is "How does the evaluation of PUMP Bendar Village, Juwana Sub- district, District of Pati, in alleviating the poverty of fishermen communitiy?".This study aimed to describe the evaluation of the program implementation of PUMP in Bendar Village, Juwana Sub- district, District of Pati and problems that occur in the field with its solutions, thus it can be known how far PUMP program can alleviate poverty of fishermen community in Bendar village. The method used is descriptive qualitative. The primary data source is obtained through interviews with a purposive sampling and secondary data from documents, archives, internet, and other sources associated with the research. Analysis techniques are qualitative data analysis with data reduction, data presentation and drawing conclusion or verification .Based on results of the research, it is known that PUMP program (Program Usaha Mina Perdesaan) is implemented in Bendar village in 2011. This PUMP program overcomes poverty in the form of cash money assistance amount to 100 million rupiahs that must be spent in the form of fishing gear, repair nets, purchasing of machinery or repair the engine, so this program is expected to create prosperity. PUMP program had been implemented in Bendar Village, but the level of prosperity of its citizen has not changed significantly since its members had lacking awareness to develop KUB.Advises that can be given are increased quality of human resources involved, socialization to Bendar Village communities about PUMP program that should be enhanced and maximized. The improving of cooperation in all elements both leader and member of fishermen groups in Bender Village is aimed to lessen negative perspective of bureaucracy in fishery bureau, so the citizen ready to develop KUB which may bring prosperity for them.Keywords: PUMP Program, Poverty, Bendar Village

Abstract

Recess as one vertically upward aspirations of the people to the government , through the Central Java Provincial Parliament visits to selected areas (constituencies) . Mechanisms are rarely recess in the publication , as well as the rationality of the implementation and budgeting are less accommodate the aspirations of society , it will be a problem of political accountability as well as the development and welfare of the people of Central Java . Communication patterns that do board members when the recess is also not clear , so it was less than the maximum aspiration .Based on these problems the research is intended to determine the mechanism of the Central Java Provincial Parliament recess actual , political accountability and review . The method used in this study is a qualitative research method . With the primary data source through in-depth interviews with relevant parties , such as the Central Java Provincial Parliament and their constituents . Then the kinds of observations , and collect the documents necessary to be able to assess the problem.The results of this study , namely , the method recess DPRD members in part of Central Java province varied enough to be able to capture the aspirations constituents , be it to do with the budget , social issues , Government policy , as well as other problems . Then the initiative of the board members to continue and fight for these aspirations to be accommodated is still minimal , only a few members who can realize it . Overall conclusion is that political accountability activities Recess Central Java Provincial Parliament still less when viewed from several aspects of public accountability of Parliament to the public administration.Keywords : Political Accountability , Recess , Rationality
