Abstract

In implementation of Government in Indonesian, region given a chance and freedom for organize the extensive of region autonomy, which it is included in section 18 and verse 5 of UUD 1945. From awarding the authority, the low level of bureaucrat given a chance for take the initiative and explore them creativity. Therefore the main problem of realization autonomy region is upgrading the quality of human power and agency. We need human power which qualified and professional. Qualified and professional human power depends on process of recruitment bureaucracy elite. Therefore the formulation of problem in this research is “How is the process of recruitment bureaucracy elite in area of Central Java Provincial Secretariat and what is the factor affecting.”            The direction of this research is to detect how is process of recruitment bureaucracy elite in area of Central Java Pronvicial Secretariat and what is the factor affecting of process recruitment. The research method is descriptive qualitative. Primary source data retrieved from interview and secondary data from document, archieve, and the other source which it is still connect with research. Analysis technique using qualitative data with analyst in form essay, depiction, and drawing the conclusion of indication research.            From the result of research, showing that process of recruitment bureaucracy elite in area of Central Java Pronvicial Secretariat using auction of position system or open promotion system. It was first time perfomed in Central Java. The result of this system judged can fixing the situation of our bureaucracy because a few of good governance idea which it is include idea of transpiration, accountability, obey the law, and participation of the citizen. Besides the advantage of open promotion system is recruitment system that puts meritocracy people on front.            This recruitment system have to done truly and full of concistency, so that the result not useless. Also required commitment, courage, and provide a leadership in Indonesian, in particular the leadership of leaders such as, Governor, Regent, or Mayor in order to apply the punishment for all of the agency which make a mistake in the process recruitment.Keywords: recruitmen, Elite, Bureaucracy

Abstract

AbstractThis study analyzes the phenomenon of regional head candidates win elected throughindependent pathways in the election of regional heads in East Lampung District in the year2010, kadidat winner is elected to partner Satono-erwin that in fact they are a couple thatcarried through the non-party or often we call independent in the general election in 2010 alone,in Lampung, as many as 10 districts / cities in sequence hold pilbup / pilwali. The elections in2010 opened new opportunities for players who prefer to use an independent candidate when theimpenetrable political party lines as most political parties already have a candidate. What is thechance that an individual candidate or more popularly called "independents" that?In this study, researchers using a qualitative approach that will generate data descriptif. Thisstudy was conducted in East Lampung district, the data obtained through observation,interviews, the voting public, a successful team of camp Satono, local political observers, customshop seklaigus stores and religion, society, and some data obtained from documents related tothe topic this study.The strategy used in the election heads East Lampung district in 2010 that deliversSatono Erwin re-elected for the second time in the form of the election campaign, jejang career,mass mobilization, social capital, development and empowerment of communities throughprograms that pro-people and communication politics. Success in making the strategy deliver thecouple elected with less of the vote 237.251 or 47.72% of the vote to beat a couple YusranAmirullah Bambang Imam Santoso, S. Sos with the acquisition of 172.869 or 34.77% of the voteand couples Hi. Noverman Subing, SH,. MM and couples Ir. Hj. Abstract

ABSTRAKSIHubungan kemitraan tidak akan berjalan dengan baik tanpa adanya kesetaraan dan kepercayaandari masing-masing pihak. Meski hubungan kemitraan itumelibatkan antar instansi pemerintah,namun jika tidak dilandasi dua hal tersebut, maka akan rawan menimbulkansengketa. Seperti yangterjadi pada kemitraan pengelolaan obyek wisata Telaga Warna Dieng yang dilakukan olehPemerintah Kabupaten (Pemkab) Wonosobo dan Balai Konservasi Sumber Daya Alam (BKSDA)Jawa Tengah. Kedua belah pihak yang awalnya bekerja sama kemudian menjadi bersengketa.Penelitian ini bertujuan untuk mengetahui hubungan kemitraan yang terjalin, mengidentifikasipenyebab dan dampaksengketa, dan terakhir berusaha memberikan rekomendasi penyelesaiansengketa.Metode yang digunakan dalam penelitian ini yaitu deskriptif-kualitatif. Penelitiandilakukan di Kantor Pariwisata Ekonomi Kreatif Kabupaten Wonosobo, BKSDAJawa Tengah,dan BKSDAperwakilan Kabupaten Wonosobo,sertasekitar Telaga Warna Dieng. Teknikpengumpulan data penelitian ini diambil dari wawancara, dokumentasi, dan studi pustaka.Hasil penelitian ini menunjukkan bahwa kemitraan yang terjalin antara Pemkab Wonosobodan BKSDAJawa Tengahtidaklah memenuhi prinsip kesetaraan dan kepercayaan. Mulai darikedudukan yang berbeda tingkatan, perbedaan tugas dan fungsi instansi, hingga pembagiankeuntungan yang timpang. Akibatnya,sengketatidak bisa dihindari dan berakhir denganpemutusan kerjasama. Kerugian yang ditimbulkan tidak hanya bagi pihak yang bersengketasaja,namun meluas ke masyarakat dan para pelaku pariwisata.Hasil penelitian ini diharapkan bisa menjadi acuan dalam upaya resolusisengketaantaraPemkab Wonosobo dan BKSDAJawa Tengahdengan menekankan pada kerjasama yang sesuaidengan prinsip kemitraan, agar di masa mendatang tidak terjadi kembalisengketayang merugikanberbagai pihak ini.Kata kunci: kemitraan,sengketa, pengelolaan, obyek wisata.

Abstract

Work quality is about doing the work and results of the work. Likewise with the government's  work quality, success or failure the government to solve the existing problems in the region will influence the public perceptions of work quality of local governments, especially in the work quality of walikota. This research is analysed public perception toward work quality of Walikota Semarang Hendrar Prihadi year period 2010 – 2015. The method used in this research is quantitative. The research location in Semarang by taking five districts, namely Semarang Selatan, Semarang Tengah, Genuk, Gunungpati and Ngaliyan. The sampling technique in this research is propability Sampling Area. Teknic analysis used kuantitatif method for distribute answer in frequency from responden and described perception from research responden.             The research results show that the public perception of government work quality of  Semarang City led by Walikota Hendrar Prihadi has gone well, the aspect of public service, law, infrastructure development, and the environment already been good. Yet people still expect an increase in the development of public facilities more equitable, as well as the handling of floods that still occur in some areas of the City of Semarang. Suggestions in this research was the Walikota Semarang is expected to improve the quality of work through the achievement of targets and objectives to be achieved and is expected to pay more attention to the public and can accept criticism about the quality of the work to improve the social welfare on the City of Semarang.

Abstract

The increasing of society’s consumption as the result of the economic growth and the increasing of population lead to the increasing of waste problems in Kendal. Whereas, the waste management’s capability in Kendal is less effective to create a good environmental governance into the regulation of waste management.The aim of this research is (1) to know what kinds of the good environmental governance’s principle which can be found in Kendal’s Regional Regulation No. 13 years of 2012 about waste management and to know how this principle is implemented. (2) To understand the problems which are faced by the government through the implementation of this principle.This research is the evaluative research with the qualitative approach. The methods of collecting data in this research use interview, observation, and documentation. The data’s analysis uses the descriptive analysis to describe the situation in the research obviously without any manipulation.There are six principles of good environmental governance which can be found in this research. Those principles are integrated in the regional regulation about waste management as follows: the empowerment, the involvement of society and publics access toward information; transparency; decentralization and democracy; the confession of the indigenous people and the local society; recognition of the sustainability and the carrying capacity of ecosystems; and rule of law. Some of the principle above can be implemented well, while some of them cannot be implemented. The problems which had to face come as follows: the poor communication among government board; the uneven communication toward society; the low public awareness; the unexperienced-human resources in waste management (management, innovation, initiative); the lack of waste management infrastructure; the limited budget for waste management; the lack of management’s commitment; the constringency of waste management.Keyword: Good Environmental Governance, Waste Management.

Abstract

Indonesian Workers pregnant and having childs problems continues to occur each year, along with sending Indonesian workers to destination countries. Worker’s child who takes home are vulnerable to human trafficking issues, many irresponsible people take advantage from the problem, because workers are embarassed to bring the child back to their hometown and it will be a disgrace for them. Sometimes the child is lefted when they just arrived at Soekarno-Hatta International Airport or killed by his own mother. In addition, many of the children who suffer from disorders, mental and physical disabilities. The government is considered less responsive and have not been up to handle the problem or create a policy to prevent migrant workers affected by these problems, marked by continuing reccurence of similar cases every year. Children Care Home for Indonesian Workers or RPATKI is an NGO which is presented in the community to help Indonesian Workers and worker’s child labor. As the shelter and helping the whole process until workers and worker’s child issue is resolved. Uniquely in Indonesia, RPATKI is the only NGO that takes care of and concerned about migrant woekres and child labor migrants. The author takes research on RPATKI because problems of labor migrants and having a child is a real problem and always repeated every year. Along with sending workers abroad and not many people care about the issue when Indonesian workers is one of the heroes of foreign exchange and the marginalized. The research used qualitative research method by using descriptive analytical type. The object of this research is a NGO which is RPATKI and Indonesian workers who are pregnant and have children. The results showed that RPATKI has a role of protection and empowerment role. RPATKI driving factor is the amount of public support both moreal and material, and fill the void role of the state and keep continue to assist migran workers and caring these children to be independent. However, RPATKI also have factors that inhibit them is the closure of Selapajang Return Hall of Indonesian Workers at Soekarno-Hatta International Airport it makes the workers who returned to Indonesia with pregnant and having a child condition is difficult to be monitored because not all of migrant workers have the insight and sufficient information regarding of RPATKI or institution that can help the problems of migrant workers, and lack of coordination, support and good cooperation between NGOs and relevant government authorities. RPATKI have a relationship with the government agency which is BNP2TKI as manifested by the memorandum of understanding entered into between both institutions in supporting RPATKI programs. Abstract

Penelitian ini dilatarbelakangi oleh munculnya salah satu Program Pemerintah Kota Semarang yaituKampung Tematik. Tujuannya adalah untuk mengangkat potensi sekaligus menyelesaikan masalahyang timbul di masyarakat. Dalam rangka meningkatkan kesejahteraan masyarakat, pemerintahdidaerah perlu melakukan suatu perubahan berupa upaya-upaya untuk mengatasi masalah-masalahsosial yang ada dan berkembang di masyarakat.Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif denganteknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan karakteristik masyarakat, keikutsertaan dalam perencanaan, pengetahuan aktor-aktor atau stakeholders yang terlibat dalam Program Kampung Tematik KotaSemarang serta partisipasi masyarakat dalam kegiatan pemberdayaan stakeholders. Oleh karena itu,pentingnya melibatkan masyarakat dalam kegiatan, sehingga program yang dibuat oleh Pemerintahdapat berjalan dengan lancar.

Abstract

This research will discuss about the existing public service in government agencies, particularly the SAMSAT Office of Grobogan. In this context see if the service provided by SAMSAT Office of Grobogan Regency has been of good quality or not. Quality public services that will be studied based on the principle of public service by Peraturan Menpan No. 36 Tahun 2012 and refers to the components the standards of public service in accordance with UU No. 25 Tahun 2009 tentang Pelayanan Publik. The end result of this research is the perception of the community as a respondent to the study of public service quality in SAMSAT Office of Grobogan Regency, which then can provide feedback suggestions to the promotion of quality public services in SAMSAT Office of Grobogan Regency particularly in the service of payment the PKB and BBNKB.            Based on research results this, public service which exist in the SAMSAT Office of Grobogan Regency already good, indicated by the high level of public satisfaction with services and payment agreements PKB and BBNKB by existing services officer. The services provided are in accordance with the standards established service operations and service complaints are rarely found by the taxpayer, if there is a direct complaint could be resolved in accordance with the duties and functions of each official. Keywords: Public Service, Quality Service, Taxpayer Perception

Abstract

AbstractPathology of a bureaucracy that spread now were already be a hindrancewhich remarkable massive to create Indonesia bureaucracy according to the goodgovernance concept. PP no.8 year 2003 is an effort from the government for themissions trimming bureaucracy in Indonesia from year to year to make it moreefficient . Massive bureaucratic will not be worth if not accompanied by sufficientcapacity of civil servants. The capacity of a bureaucrat own can be seen from thebackground of their education and performed periodically test. BKD is agovernment agency who served as the coordinator and accommodate SKPD forcivil servants developement problems with making efforts and formulatingstrategies to face capacity building civil servants problems in the neighborhood ofgovernment of the Central Java Province.This research is using qualitative descriptive methods. Data collection techniquesthrough documentation and interview. The purpose of this research is to find outBKD’s strategy to realizing capacity building program and mechanism of capacitybuilding strategy which applied to Biro Humas and Dinas PSDA of Central JavaProvince which will be used to formulate recommendations as a form of input inthe sustainability of the implementation capacity building program.In realization of his strategy BKD of Central Java Province having six programswhich are included in the capacity building strategy of regional civil servants.Capacity building strategy formulated by BKD of Central Java Province wasfound on the planning process of human resources, procurement CPNS,Placement of civil servants, civil servants assessment centre, education andtraining program also finally the program of study task and a permit learning (formal education ). The mechanism of the capacity building strategy BKD CentralJava Province still need to more optimal effort from actors of implementingcapacity building. BKD so far is considered by civil servants in Biro Humas danDinas PSDA Central Java Province still just a socialization through circulars onlyhad not been the facilitator to the whole strategyIn an effort to run the strategy capacity building program that can berecommended to BKD among other is individual capacity building programbefore entering to capacity building in the level of institutional .Increasing thequality of training so that existing material in training and BINTEK has to bespecific and more substantial according it takes civil servants in each SKPD. Themechanism for own assessment centre shall be imposed on all of the civil servantswho are in the government of central java province especially in Biro Humas danDinas PSDA of Central Java Province. Abstract

Administration of population is one form of public service that must be held by the Local Government related to basic services of life. Subdistrict as government agencies, are required to provide excellent service (one of which is the settlement administration services) to the public. Good public services can be achieved if accompanied by an excellent resource officers. The aim of research to find out the perception of public perceptions of public services, especially in the field of population administration at the district office Ungaran Barat, Semarang regency in 2017. Efforts to address concerns and objectives of research carried out using public service indicators that have been developed by Zeithemal, Parasuraman & Berry consisting of tangibles, relibility, responsiveness, competence, courtesy, credibility, security, access, communication, and understanding the costumers. This research uses descriptive quantitative research methods, which dianalisisa and presented in tabular form and processed using SPSS program for the data to be valid.The population in this study is the community sub-district of West Ungaran. While the sample is most people who use the District of West Ungaran public services in the field of population administration drawn at random (accident sampling) and numbered as many as 100 people. The results showed that the public service field of population administration at the district office Ungaran Barat largely rated by the community. People are already satisfied with the performance Ungaran Barat district office employees. But the need to improve services so that excellent service can always be realized.
