Abstract

This research aims to explain how Migrant Workers Care Village works and how the program can strengthen Community Development in Nyerot village, Kec. Jonggat Kab. Lombok Tengah NTB. The method used in this study is a qualitative method with a case study approach, which is an approach to deepen a unique case. The results of the Strengthening of Community Development in the Nyerot village were marked by the increased awareness of the community and the Nyerot village government on PMI issues in the village through their participation in the Desbumi program. In addition, it was also strengthened by joint actions among community members in solving their own problems through the establishment of Nyerot village regulation no. 4 of 2015 concerning the protection of the Nyerot village PMI and the emergence of independence in the community through economic empowerment and the use of local community resources as subjects in the implementation of the Desbumi program.Keywords: Community Development, Desbumi, Indonesia Migrant Worker

Abstract

Family Hope Program is a conditional cash transfer program which has theprimary objective is to break the chains of poverty on very poor family (KSM) bychanging the way of life very poor family (KSM) to be more concerned withhealth and education where education and health are the two aspects that canimprove the quality of Human Resources. The purpose of this study was todetermine the results of the implementation of the Family Hope Program inBrebes, whether the program is in accordance with the theory of policyimplementation by George C. Edward III as well find out if PKH able to reducepoverty in Brebes and see what are the factors that influence in theimplementation of PKH in Brebes.The method used in this research is descriptive qualitative. The study wasconducted in Dinsosnakertrans Kab. Brebes, UPPKH Kab. Brebes, Kec.Bulakamba and Kec. Kersana with sources as many as 13 people coveringDinsosnakertrans Head of Social Assistance, Operator Coordinator PKH,Coordinator Assistants District, Companion PKH, Waiter Education, Healthwaitress and PKH participants. And to techniques of data collection is done byinterviews, documentation and literature.Based on the research results, the implementation of the PKH in Brebes are inaccordance with the theory of policy implementation by George C. Edward III inwhich almost all the variables of implementation have been met. However PKHhas not been able to reduce poverty in Brebes because it was influenced by thelow quality of very poor family (KSM) and the misuse of the aid committed bysome participants PKH.The results of this study are expected to provide benefits both the community andthe parties involved (UPPKH and Government). Based on these results, theauthors propose recommendations are expected in their sustainability programswith empowerment very poor family (KSM) to create a standalone program;increased participation of all parties involved; fulfillment facilities related toUPPKH UPPKH district and sub-district; the use of basic data in accordance witha program that does not happen misplaced.

Abstract

Kuningan District through the local regulations No. 9 of 2014 concerning The Regional Medium Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah /RPJMD) 2014-2018 in the past 2006. Had been declarated as “Conservation District” which is the entire of Kuningan District development concepts was applying conservation principles and the fourth mission in RPJMD of Kuningan district in 2014- 2018 that is “Strengthen the preservation of natural resources and the environment within the framework of a conservation district by applying the principle of sustainable living.” This research has purposed to analysing conservation district policies at Kuningan District in the 2014-2018 period. The method was used in this research is qualitative methods are carried out through in-depths interviews with reserach infomants as primary data totaling 10 people from Bappeda Kuningan Regency, Kuningan Regency Environmental Service, academics, environmental NGO’s and community representatives around the conversation area in Kuningan District. In addition, this study uses secondary data analysis. The results of this research has indicated, there are several objective indicators in the mission of fourth point in the 2014-2018 RPJMD, namely: the increase in the percentage of regional unity green open space, the increase in the ratio of protected areas, making Kuningan District zero critical land and the formation of disaster resilient villages. Based on the analytical study that has been carried out, the Kuningan Regency Government has not met the target achievementsin several of these objective indicator points. Some of the obstacles faced by the Kuningan Regency Government in realizing its area as a conservation district are the lack of budget, the unavailability of a legal framework regarding a conservation district and the utilization of production land for community in Kuningan district is still not optimal

Abstract

Penelitian ini dilakukan untuk membahas kerjasama antara Pemerintah Kota Semarang dengan PT. Telkom, mengkaji realisasi implementasi kerjasama tersebut dalam menghasilkan program-program terkait pembangunan Semarang smart city.Serta untuk mengetahui faktor-faktor yang mempengaruhi implementasi pelaksanaan kerjasama tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data primer melalaui wawancara, yang dilakukan dengan informan atau key person, sedangkan pengumpulan data sekunder dilakukan melalui studi dokumen, arsip, atau sumber lain yang berhubungan dengan penelitian. Data yang telah dikumpulkan dianalisis dengan teknik analisis data deskriptif-kualitatif, yang dilakukan dengan memahami data yang diperoleh dari informan dan menarik pernyataan yang relevan, kemudian dianalisis untuk menghasilkan kesimpulan atas hasil data penelitian berupa kata-kata dan kalimat.Hasil penelitian menunjukan bahwa dalam implementasi kerjasama antara Pemerintah Kota Semarang dan PT. Telkom dalam membangun Semarang smat city, berjalan dengan baik dan telah mampu menghasilkan program-program yang berdayaguna dan inovatif dalam pemenuhan kebutuhan peningkatan kualitas pelayanan publik. Dalam melaksanakan program-program tersebut keterlibatan birokrat tidak dapat dipisahkan, namun belum seluruh birokrat Kota Semarang mampu mengoperasionalkan teknologi dengan baik, diharapkan pemerintah dapat menyelenggarakan pelatihan atau program-program pembekalan bagi para birkorat sehingga dapat menunjang efektifitas pelaksanaan program yang telah dibangun.Kata Kunci: Implementasi, Kerjasama, Smart City, pelayanan public

Abstract

Public services are now things that can not be separated from society's lives. One of public service organized by Jakarta Capital City Government is the public service in Flats Management Unit on Department for Housing and Building of Jakarta Capital City Government. Through Flats Management Unit of Special Capital Region of Jakarta, Jakarta Capital City Government has implemented the public service to the society in the form of implementation of residential management or the use of flats.One of its objectives is the achievement of public satisfaction. The service activities provided by Flats Management Unit of Special Capital Region of Jakarta will be assessed based on the level of public satisfaction. Therefore, through this study, author wanted to measure and know the Index of Public Satisfaction of Flats Management Unit of Special Capital Region of Jakarta based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform No. 16 of 2014 about the Guidelines of Public Satisfaction Surveys on Public Service Delivery with reference to 9 (nine) indicators used to measure public satisfaction index.Researcher used descriptive quantitative method by spreading questionnaires to 150 respondents. From the result of data analysis, the researcher got the Cumulative Value of Public Satisfaction Index of 75.15 therefore the performance of the Flats Management Unit of Special Capital Region of Jakarta can be categorized as well. Currently, there are still deficiencies in the implementation of flats service at Flats Management Unit of Special Capital Region of Jakarta in terms of service procedures and infrastructure facilities.Recommendations that can be given is such as Flats Management Unit of Special Capital Region of Jakarta can improve the shortcomings based on complaints submitted by the society, and can maintain or expected to improve the quality of existing services in order to achieve the objectives of the public services implementation.Keywords: Flats, Public Satisfaction Index, Public Services, Special Capital Region of Jakarta.

Abstract

Tujuan dari penelitian ini adalah untuk menjelaskan hasil dari implementasi kebijakan revitalisasi Kota Lama Semarang yang terdaftar sebagai Situs Warisan Dunia UNESCO. Untuk menganalisis hal tersebut, penelitian ini menggunakan variabel-variabel seperti komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teori yang digunakan dalam penelitian ini yaitu implementasi kebijakan publik dari George C. Edwards III dan menggunakan indikator-indikator sebagai tolak ukur pencapaian dalam situs warisan dunia UNESCO. Penelitian ini menggunakan metode deskriptif kualitatif disertai dengan metode pengumpulan data yang dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil survei menunjukkan bahwa renovasi berkelanjutan di Kota Lama Semarang telah menghasilkan banyak perubahan baik pada lingkungan maupun pada bangunannya. Menurut prakiraan, pada tahun 2020 silam Kota Lama Semarang akan masuk dalam Daftar Warisan Dunia UNESCO, namun pada kenyataannya baru selesai di pertengahan tahun 2021. Revitalisasi Kota Lama Semarang dilakukan dalam dua tahap pada tahun 2017 dan 2020. Tidak ada kendala besar dalam revitalisasi Kota Lama, semuanya berjalan dengan lancar

Abstract

Suitable house is the basic needs of all human beings. However, there are alot of indonesian people has not been able to meet those needs. Based on the PBDT (Integrated Data Base Update) in 2015 carried out by BPS (Central Bureau of Statistics). The number of unsuitable house in Semarang District totaled 39,984 housing units with a priority totalling 30,731 housing units is unsuitable located in the red area (Poverty Area). Based on the data, Semarang District Government conduct the rehabilitation programs of unsuitable house to overcome these problems. The purpose of this study is to describe the implementation of rehabilitation programs for unsuitable house, supporting and restricting factors, and provide an alternative policy or program to increase rehabilitaion programs for unsuitable house.This research used qualitative descriptive method. Descriptive research is problem-solving procedure that examined illustrate a subject or object of research in accordance with the facts as well as about an ongoing process in the field. In obtaining the data, researchers conduct interviews toward Community Empowerment Agency (Bapermades), Development Planning Agency at Sub-National Level (BPPD), and Village Government (Bringin, Nyemoh, Gogodalem, and Sambirejo).The results of this study explain that implementation of rehabilitation programs for unsuitable house in Semarang District has been running well enough. The implementation of the program is compliance with regulation and able to improve the house quality that previously unsuitable to become suitable. The program also encourage low-income communities to build their own suitable homes in accordance with the intent and purpose of the program. In the implementation of the program, there are supporting factors from the recipient or the community in the form of “gotong royong” and also the commitment from stakeholder. In addition there are also obstacle factors in the implementation of the program such as social jealousy, resources, data, infrastructure, natural RTLH, trust, and synergy programs.The suggested recommendations for this study are including the toilets as a component criteria for the rehabilitation, examine the return on the implementation system requires the existence of non-governmental aid receiver, make the database specified and ratified RTLH also updated periodically, invite private party and commercial bank to contribute in overcoming problems RTLH in Semarang, making digital application system for the verification process, networking and data updates, and perform RTLH synergy programs.Keywords: Implementation, Rehabilitation, House

Abstract

Penelitian ini memiliki tujuan untuk mengidentifikasi strategi pemberdayaan yang dilakukan oleh masyarakat di Desa Cempaka dalam mengembangkan potensi wilayahnya menjadi sebuah desa wisata. Pemberdayaan yang dilakukan merupakan upaya masyarakat dalam mencapai kesejahteraan di daerahnya sendiri.Tipe penelitian yang dijalankan adalah analisis depkriptif dengan pendekatan kualitatif. Sumber data yang diperoleh dari penelitian ini merupakan hasil dari wawancara dengan narasumber serta mengumpulkan dokumen yang berkaitan dengan penelitian. Teknik penarikan sampel yang digunakan adalah puposive sampling. Teknik pengumpulan data yang digunakan alam penelitian ini ialah dengan wawancara, telaah dokumen dan observasi.Berdasarkan penelitian yang telah dilakukan, pemerintah desa Cempaka melakukan pemberdayaan yang bermanfaat bagi masyarakatnya. Pendapatan ekonomi dan lapangan pekerjaan yang meningkat merupakan hasil yang didapat dari pemberdayaan ini. Terdapat delapan strategi yang dilakukan oleh desa Cempaka dalam mengembangkan desanya, dimulai dari membangun kesadaran, pemetaan potensi, studi banding, pelatihan mandiri, pemberdayaan dari luar, pembangunan infrastruktur, pengemasan wisata, pemasaran serta peran media cetak dan elektronik. Keberhasilan ini didukung oleh aktor dan perannya yang menjadi kunci sukses pemberdayaan masyarakat yang ada di desa Cempaka. Perkembangan desa akan lebih pesat dengan dukungan pemerintah daerah baik dalam bentuk pelatihan dan sosialisasi yang masif, infrastuktur maupun dalam bentuk anggaran.Kata kunci: pemberdayaan masyarakat, desa wisata, strategi

Abstract

Election is one manifestation of democracy, where the principle of democracy itself is giving a voice to the people. Reality is happening in Indonesia is very much different, the results of the elections that have been held so far have not reaped considerable positive impact for the people. Indonesia is a country that is fairly consistent in holding elections, the electoral system used is proportional system, where the system is the number of seats obtained by a political party or group in accordance with the number of votes obtained from the public. Voting behavior of people in Indonesia can be categorized into several approaches, namely structural, sociological, ecological, social psychology, and rational choice. But the Indonesian people from voting as a psychological pride, such as fulfilling the obligation as citizens, confirms the identity of the group, and showed loyalty to the party. Most residents also use their voting rights based on the information that is incomplete and inaccurate, as tradition, ideology, and the image of the party. Voting behavior can be sized to describe how people make choices in elections and also can show how much the political participation of the people who do. Kelurahan Kranggan which became one of the region's economy in Semarang which cause the majority of the work was hailed by the people as a trader. In this Kranggan village also found the results of legislative elections in 2014 are unique, political party PDIP almost absolute win in this village. Based on this phenomenon the authors are interested in doing research on the behavior of selecting Kranggan community, and classify the types of voters in this Kranggan village. Research is carried out by distributing questionnaires to 100 respondents consisting of voters who have registered as voters for the legislative elections of 2014. The analysis technique used in this research is descriptive analysis, analysis and crosstab analysis frequencies.Keywords: Voting Behavior, legislative elections, political parties, candidates, Criteria, Political Participation.

ABSTRACTThis thesis entitled "Political Recruitment Analyse: Studies on New MemberRecruitment of DPC PDI Perjuangan Semarang Year 2012-2013". Compiled byMuhammad Agam Ashari, NIM: 14010110130113, Social Science Program andPolitical Science under the guidance of Setiyono Budi, S. Sos, M.Pol.Admin, Ph.D.,and Dra. Rina Martini, M.Sc.Political parties play an important role in the future leaders prints. It can besaid that good or bad depending on the quality of the party's leader in conducting therecruitment and education of members. PDI-Perjuangan is a big party and have abroad mass base. Greatness name PDI-Perjuangan penetrating through to areas suchas in Central Java, including in the city of Semarang. This is the background forresearchers to determine how the PDI-Perjuangan is able to obtain a high level ofelectability and also has many members.This study uses qualitative research methods with case studies. The studydesign used is the descriptive type of analytical data collection through interviewswith a number of informants that functionaries of PDI-Perjuangan cadres Semarangand examine any documents.Researchers analyzed all the phenomena of the background in the recruitmentprocess of the PDI-Perjuangan, including Sukarno heritages are attached to theChairman of the PDI-Perjuangan. PDI-Perjuangan does not implement a particularstrategy in recruiting members, that's a fact. Through this study the authors alsodescribe any factors supporting and inhibiting PDI perjuangan in recruit newmembers. Both of these factors would greatly affect the recruitment and imaging ofthe party as the “wong cilik” party's.PDI-Perjuangan should be more selective in recruiting members because ofperceived recruitment process is very important for future leaders prints. PDI-P isalso necessary to change the paradigm of the concept of leadership has MegawatiSoekarno breeds. Cadre too dependent on their leaders so that the leader decision isan absolute.
