Abstract

Gerindra is winning again and subvert the incumbent candidate for the second time in order to carrying his candidate in 2017 Local Election of DKI Jakarta. The problem formulation from this research is how Gerindra's political strategy in recruitment, strategic planning, and strategy execution.The purpose of this research is to know what kind of political strategies used by Gerindra in order to carrying its candidate, so they can win for the second time in 2017 Local Election of DKI Jakarta.The answers to the problem and purpose of research are done by using political strategy theory including SWOT Analysis, Campaign Strategy and Political Marketing which analyzed through descriptive qualitative methodology. Gerindra Party became the main object of this research.The result of this research is Gerindra is winning because of effective and right targeted political strategy, has a militant mass base, and assisted by solid coalition and volunteers. Making the carried candidate surpass the votes of its opponents.After winning this political contest, Gerindra recommended to make an evaluation for the party in the future and oversee their carried candidate to fit with his political promises.Keywords: local election, political party, political strategy

Abstract

International assessments on education show that the basic education qualityof Indonesia is still left behind other countries, one of them are Thailand. The success of Thailand education reform is interesting enough to be examined because those twocountries have some mutual backgrounds, but nowadays Thailand comes up and has better quality in basic education than Indonesia. By this research, the writer wants to explain how the basic education inIndonesia and Thailand work, so that it can give different outputs. The writer limits the problem to the scope of structure in basic education, the role of some agencies inbasic education policy and also the role of historical contexts in each country in supporting the success of the policy. Those three questions will be explained in theframe of education decentralization in Indonesia and Thailand. By using interview and documentary study as the data collection method andbased on Giddens though called Structuration Theory, the writer found that some distinctions such as different definition about education decentralization, actors inthe policy formulation process, education resources, and the relevance behavior between policy formulator and policy implementator, will give impact to the basiceducation structure flexibility. Based on the theory and the finding, it can be inferredthat the structure in education policy in Thailand is better than in Indonesia. It can enable the success of basic education in Thailand. It can be shown from the adequate resources to support the implementation of basic education in Thailand which isbetter than Indonesia’s. The historical contexts in Thailand also can be somethingthat will always remain the policy actor, the formulator and the implementator one, to commit to do the best to bring Thailand’s better life by education. While in Indonesia some of the policy implementator behaviors are still irrelevant with the behavior of the formulator which is democratic, flexible, and responsive

Abstract

This research aims to find out potential tourism objects which located in Blora, they are Loco Tour and Geology. Besides having a vacation there, visitors can also learn something new from each object there. Blora local Government doesn’t optimally mange these tourism objects yet, however these can be attraction to get people to come. These tourism objects are not well managed, and people don’t even realize the existence of these objects and. Therefore, this study aims to determine the best strategy in developing Blora local tourism objects, such as Loco Tour and Geological Tour as educational tours in Blora and determine government’s policy in developing tourism objects as educational tour in Blora.In this research, the researcher used qualitative approach to describe the result at the end of the research. The research was conducted in Blora, Central of Java. The data was gathered from recorded interviews and literature review. The head of Department of Transportation Tourism Culture Communication and Information Blora, was interviewed as the key informant. And the others were the employee of Loco Tour and Geology Tour, local people, and also the visitors who came to the objects as well. For the documented data, it was gathered from private documentation which took around the objects.Strategy in developing the Loco Tour and Geology as an educational tourism object in Blora based on the analysis result of SWOT has been formulated in several aspects such as exploiting educational potential on Loco Tour and Geology tourism objects, promoting educational tour, increasing awareness of local people to participate, giving information to local people about educational tourism developing program, optimizing the role of Kelompok Sadar Wisata (POKDARWIS), improving coordination among agencies in the development of educational tours, recruiting the capable employees, creating the local rules of tourism. Whereas Government policies are providing and developing facilities, increasing the human resources, promoting educational tour, and improving inter-institutional performance.

Abstract

Abstract. Land is the most important matter in human’s life. Regardless of the activities, humans always need their land. Development, in every aspect, is paramount for society, and in accordance to development, our government has contributed in building public road, markets, dam, and many other in order to fulfill our public concerns. This public development requires vast area to occupy, and considering the requirement, either a land acquisition or retribution by the government should be done under the patronage of our Constitution of 1945. Acquiring available land for public concerns is prior to development process in order to improve prosperity by securing law and rights of the rightful ones. Nevertheless, some negations are still emerging, which means some people might accept and the rest might refuse the governmental proposal.This research uses qualitative approach by collecting some information through interview and documents review. The interviewees are Kepala Dinas Cipta Karya dan Tata Ruang Kabupaten Kudus, Tim Panitia Pengadaan Tanah, Kepala Desa Kandangmas, Ketua Koordinator Forum Komunikasi Masyarakat Korban Embung Logung (Forkomakembung), and Masyarakat Desa Kadangmas Kecamatan Dawe Kabupaten Kudus.The following results show that there are steps of process of Waduk Logung building plan, which are planning and its execution. The process as follows: locating and measuring the target area, establishing committee of area acquirement, funding the building plan, establishing committee of fund appraisal, socializing and holding a conference, acquiring the target area and funding for compensation. The reason behind the public refusal is that there is massive anxiety in the land acquirement and its retribution, communication error, and also the absence of public relation, which all of these cause social, political and economical problems. Our government has tried to overcome this public refusal by applying the theory of conflict and its resolution, which are negotiation, mediation, reconciliation, and arbitration approach, by Marc Galanter. These approaches have been held by our government to console the massive anxiety, yet it did not work as it should be. Thus, our government is reaching for a resolution through adjudication and has been through in consignment.There is a better recommendation for Pemerintah Kabupaten Kudus. Its government, in acquiring land, should be, first of all, socializing the regulations in acquiring land so that its society understands the roles of land in social development, especially in Waduk Logung case. There should be an improved communication between the government and its society, and voices should be heard and be given fast responses in order to avoid unnecessary conflict. Considering the retribution, the committee should let people give their opinions so that there would be a good relation between the government and its society.Key words: Land Procurement, Resistance, Land Acquisition and Indemnification

Health insurance is a government health services program. Tujuan adanyajaminan kesehatan adalah sebagai upaya menjaga diri demi kondisi kesehatan.Because Jaminan Kesehatan Nasional (JKN) Part of the Sistem Jaminan SosialNasional (SJSN) Conducted by the use of mandatory social health insurancemechanisms. Have a programme policy UHC (Univeral Health Coverage) The healthprogram implemented by the central government to improve public health, Becauseof the difficult coverage is known by the central government, local governments asrepresentatives of the central government can continue to reach the scope ofmembership to the regional level. This is the case in the city of Semarang, SemarangCity government initiating a program as a form of health insurance for the citizens ofthe Community, For the purpose of obtaining free medication services known asProgram UHC (Universal Health Coverage) By registering the residents ofSemarang as Penerima Bantuan Iuran (PBI) BPJS Kesehatan For residentswho have not been registered as a health insurance participant, unable to pay dues,delinquent.The research method that the authors use is qualitative deskiptif using thetheory of George C Edward III which focuses on the important variables on thesuccess of the program implementation, Communication, resources, disposition,bureaucratic structure and supported with triangulation theory to strengthen data.And identifying the driving factor and barriers of society in implementing theprogram.The results of this research show that the progress of the UHC (UniversalHealth Coverage) program in Semarang has been good in providing free services forresidents of Semarang. So that the goal for the welfare of society through health canbe achieved. The most profound obstacles are often mistargeted because thesocialization of the program gives less community awareness. Abstract

Performance evaluation is one of the main functions of the management system,particularly management. The evaluation relates to individual performance and managementfor career development and organizational growth. Performance evaluation associated withPDAM is benchmark to observe the regional company's contribution particularly that thecompany performance indicated how far it goes. The way is through the establishment ofBUMD or Perusda. It becomes a trend in various regions. Some of them apply the name, andothers use other similar name. Perusda establishment or BUMD refers to the constitutionnumber 32 of 2004 about regional autonomy along with the based local regulation.Notice that the performance of BUMD for the economy in the area is very interestingdiscourse to be studied more deeply, especially in regional autonomy era presently whichdemands enhancement performance of local government in order to be able to sustain theindependence of the region and to improve the welfare of society without depending supportfrom central government. The existence of BUMD at this time whether they can be expectedto notice at the empirical data on prevalent development. Because of relying on equitybudget, moreover PDAM in a particular area especially in Jepara should be matched on profitorientation, however it should be more oriented on quality service, and it is able to providehigh quality water that meets health requirements.The research uses a qualitative descriptive approach, to describe a phenomenon thatoccurs, and is intended to describe in detail the findings in the field. In collecting the data, thewriter applies qualitative method through indepth-interview. There is a way how to chooseinformants by using purposive or intentionally chosen for requesting information on peoplewho have been interviewed or contacted before, and so on until the information consideredenough.So basically the performance evaluation and the performance appraisal indeed havecriteria in the evaluation or assessment of an activity, as proposed by William N Dunn:observing to the indicators including: all the indicators are intended to discover a descriptionof the performance evaluation.

Abstract

The aim of this research is to know how much is the socio-economic impacts relocation of street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. This research used inferensial analysis and deskriptif percentase. To know the socio-economic impacts, it was done by interviewing and questionairring some street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. The result of this research showed that the social impact of the relocation of street vendors at the intersection of Simpang Lima and a Pahlawan streets of Semarang City a positive impact in terms of the social economy that is improve social relationships among traders, feasibility and convenience of business and can increase the income of street vendors. Still a constraint in terms of infrastructure and facilities

Abstract

ABSTRACTAnalysis of government policies Purbalingga it on the plasma industry hair and falseeyelashes Purbalingga case studies Subdistrict Pengadegan in 2005-2015 has the aim to find outwhy the selected pattern hair industry plasma and false eyelashes in Purbalingga, knowing howto develop the plasma industry and knowing how the plasma acts as a forum for communityempowerment.Methods in this research use qualitative research with the main data types are the wordsand actions. Sources of data obtained derived from primary and secondary data. To search forinformants in this study is conducted with a purposive sample (making intentional) and snowballsampling (sampling through the help of key informants to identify the source of the nextinformant who is still involved in the research). Techniques for collecting data later usinginterviews, observation and documents.Interim findings in this study is nothing law that regulates the implementation of industrialplasma hair and false eyelashes. The condition causes there are two patterns in theimplementation of plasma in the Subdistrict Pengadegan. The second pattern is the pattern ofsuch branches and collector pattern. There is a loss and the benefits derived from the twopatterns.The results of this study are expected later can be beneficial for the government as a policyevaluation, for the people especially those plasma workers to be motivated establish industrialenterprises hair and false eyelashes.Keywords: Government Policy, Plasma Hair and Eyelashes

Abstract

The Regional Budget Revenue and Expenditure (APBD) is a concrete form of local government’s work plans that is expressed in the form of money to achieve the goals or targets in one fiscal year that are discussed and approved jointly by local government and legislative, then adjusted in the form of local regulations. One of the component in the APBD is regional financing, which encompasses all of the financial transactions of local government, including earnings and expenditures, which need to be paid or be received back. It is mainly intended by the local government budgeting to cover the deficits and surplus or to make use of. On 2013 Semarang Regency’s financing budget has increases by 600% from assignment budget to adjustment budget. The aims of this research is to find out the cause of the high nominal progression in Semarang Regency’s financing budget in 2013 fiscal year. In addition, the writer wants to explain the source and allocation of financing budget on APBD in 2013.            The method uses in this research is a qualitative method, which focuses on descriptive research. In this research the writer studied and reviewed the data in the form of numbers, doing cross-examining with Regional Development Planning Board (BAPPEDA), Department of Finance Income and Assets Management Area (DPPKAD), and stakeholders that are involved in the budget process arrangement. In this study the writer examines data from Semarang Regency’s APBD, particular in 2013, as well as other supporting data which support this research.            Through several interviews and analysis of related data, the writer discovers that the increase of Semarang Regency’s financing budget is occurred due to the increase of rest of the more budget calculation (SILPA) from assignment budget to adjustment budget, particularly in the located-SILPA. Moreover, the writer also discovers that the high level progression in financing budget are caused by financing mechanisms and the lack of time in the budget implementation, thus it causes a build up of funds in the adjustment budget.            To minimize the build up in adjustment budget, Semarang Regency Government is expected to have courage to allocate the located-SILPA, particularly on assignment-budget, so the budget implementation have a longer period, and the budget expenditures will be more effective. Keywords : The Regional Budget Revenue and Expenditure (APBD), Financing Budget, Rest of the More Budget Calculation (SILPA)

Abstract

ABSTRACTIONPhysical developments is one manifestation of the demands of the region. In the process of physical development to note is the order of the building.it is intended that the area remain well ordered in accordance with the spatial plan. one of the districts that are interesting to study is Tembalang. development in Tembalang occurs quite rapidly from year to year, indications of violations order development seen many point desentyand construction of building is irregular and breaking the rules. Therefore, the formulation of the problem in this research is how urgent inclusion IMB in construction of building, why still violations of IMB in Tembalang and how to optimize surveillance the violation. The use method in this research is descriptive qualitative. the primary data from interview, observation, and documentationand secondary data from archives, journals, other sources were associated with this research.this research using data analysis techniques with analysis in the form description, data reduction, and conclusion on the symptoms studied.The research shows IMB is important to spatial planning. Licensing of IMB useful as controller development and do not damage the environment.The factor of violation development in Tembalang is lack of public awareness to IMB, lack of socialization, and less rigorous supervision. optimization of supervision still constrained by lack of personnel issues and weakness in enforcing the rule. Advice among others can be given to improve BPPT and DTKP to increase quality of service, give sosialization to other people and overall supervision and obey the rules. So that people obey the rules spatial existing as well as supporting the physical development order.Keyword: Orderly Building, Building Permit
