Abstract

The increasing of society’s consumption as the result of the economic growth and the increasing of population lead to the increasing of waste problems in Kendal. Whereas, the waste management’s capability in Kendal is less effective to create a good environmental governance into the regulation of waste management.The aim of this research is (1) to know what kinds of the good environmental governance’s principle which can be found in Kendal’s Regional Regulation No. 13 years of 2012 about waste management and to know how this principle is implemented. (2) To understand the problems which are faced by the government through the implementation of this principle.This research is the evaluative research with the qualitative approach. The methods of collecting data in this research use interview, observation, and documentation. The data’s analysis uses the descriptive analysis to describe the situation in the research obviously without any manipulation.There are six principles of good environmental governance which can be found in this research. Those principles are integrated in the regional regulation about waste management as follows: the empowerment, the involvement of society and publics access toward information; transparency; decentralization and democracy; the confession of the indigenous people and the local society; recognition of the sustainability and the carrying capacity of ecosystems; and rule of law. Some of the principle above can be implemented well, while some of them cannot be implemented. The problems which had to face come as follows: the poor communication among government board; the uneven communication toward society; the low public awareness; the unexperienced-human resources in waste management (management, innovation, initiative); the lack of waste management infrastructure; the limited budget for waste management; the lack of management’s commitment; the constringency of waste management.Keyword: Good Environmental Governance, Waste Management.

Abstract

The purpose of this study was to determine the evaluation of the implementation ofRegulation No. 2 of 2011 on the implementation of disaster management in all district.Variables are used to seeing the implementation of Regulation No. 2 of 2011 is acommunication variable, resources, disposition, and bureaucratic structures. To evaluate theimplementation using an indicator variable that consists of agenda-setting, policy formulation,adoption or legitimacy of the policy, and the policy assessment or evaluation. These indicatorsare then analyzed qualitatively descriptive phenomenon is happening. By looking at the variousaspects that have been analyzed can be concluded that the law No. 2 of 2011 on theimplementation of disaster management in the district have not been implemented properly andits implementation has not been effective.Keywords: Implementation, Effectiveness, Disaster

Abstract

Semarang is the most affected by HIV (Human Immunodeficiency Virus) and AIDS (Acquired Immuno Deficiency Syndrome) in Central Java Province. High-risk practices is the one of the affect factors to get exposed to HIV and AIDS. The local government has coped the case by establishing Semarang AIDS Prevention Commission. The commission was formed in 2010, whilst during 2010 to 2013 a significant increase of HIV and AIDS number has been found. The improvement is associated with the commission’s work performance since its early years, especially to prevent the society at risk to expose to HIV and AIDS. The research is to observe the role of Semarang AIDS Prevention Commission through out 2010 to 2013 over people who are at risk to get affected by HIV and AIDS, to find out the affect factors during those years, as well as to discover how the commission’s programs relate to the prevention of the prone society. Author uses qualitative method with descriptive approach to collect data by means of observation, interview and document studies. Research is conducted in Semarang AIDS Prevention Commission with supporting interview with the policy-holders and and the parties concerned. To overcome the transmission of HIV and AIDS in Semarang, Semarang AIDS Prevention Commission carry out programs to prevent the society at risk. Programs are delivered by the members and the working groups of the commission, funded by the Regional Government Budgets (APBD) through Health Department (Dinkes) and helped by Global Fund grants. The increasing number of HIV and AIDS when the commission’s first years after being established is a good result, it gives a hint that the commission has done the job well and better by finding more cases, however, member coordinations and funds are the most hampers to running the programs.Enforcement of member coordinations and availability of funds are the key to effective and maximum conduct in preventing sociey at risk to expose to HIV and AIDS. Abstract

Program Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan

Abstract

ABSTRACTJKN program is organized with the aim that participants benefit health care andprotection to meet basic health needs.Basic need of health is the need for health services thatenable a sick person to recover so that he can function normally according to his age andBPJS served as the Executing Agency (Bapel). This study focused on evaluating the conductof management board of National Health Insurance Program (JKN) in UPTD SouthTegalPublic Health Center about people's satisfaction of BPJS participants to SouthTegalPublic Health Center service.The purpose of this study is to describe the satisfaction ofBPJS participant health community to health service at UPTD South TegalPublic HealthCenter Year 2016.This research is a quantitative research with cross sectional approach.Researchlocation at UPTD South TegalPublic Health center, Tegal Municipality.Subjects of researchare Public Heath Center employees and Public Health Center patients as many as 160respondents.Data collection with in-depth interviews, observation and questionnaire.Analysisof data by univariate and bivariate analysis using Chi Square statistical test.Result of research shows that tangible dimension, realibility, assurance,responsiveness and empathy have positive and significant influence to level of satisfaction ofBPJS Health participants to health service in South Tegal Public Health Center. This showsthat Patient of BPJS Health in South Tegal Public Health Center Tegal Municipality haspositive perception about tangible dimension, relibility, responsiveness, guarantee andempathy from service quality.Advised to South Tegal Public Health Center to maintain existing service qualitydimension, and improve some things that are still classified as being medium Which isexpected to become high. In some cases it has been considered to be better maintained andstill classified as moderate should be increased again, in this case there is no such thing aslow in Puskesmas Tegal Selatan. In essence, the service at Puskesmas Tegal Selatan is verygood but there is still to be improved service, so that can serve well.Keywords: public satisfaction, service quality, health services.

Abstract

There is a policy strategy from the Jepara Regency Government to help solve three classic problems that often hit MSMEs, namely market access, capital, and technology which have often been discussed at seminars or conferences. So that this study aims to analyze the government's strategy in the development of MSMEs and describe government obstacles in the implementation of MSME development strategies in Jepara District. For this reason, the author analyzes using the model theory and dimensions of Muhammad Suwarsono's governance strategy, as well as the theory of the government's role in developing MSMEs by Gede Diva. The results of this study are what are the strategies carried out by the Jepara District Government in developing MSMEs, as well as obstacles in the implementation of MSME development strategies in Jepara Regency.This study used descriptive qualitative method. This type of descriptive research is a problem solving procedure that is examined by describing the subject / object of research in accordance with the facts and about an ongoing process in the field. In obtaining data, researchers conducted interviews with the Office of Cooperative and Small and Medium Enterprises and Transmigration, and MSME actors. The results of the research that has been carried out are that the strategy is incremental (always increasing) aimed at pursuing high economic growth, employment, increasing competitiveness and poverty reduction and including developing environmentally friendly businesses. As well as the obstacles experienced are lack of human resources, budget, facilities and infrastructure.Suggestions from the authors for the Jepara Regency Government especially the UKM Cooperative and Transmigration Office are to increase the budget for the implementation of MSME development strategies and to add personnel or members of the SME Cooperative and Transmigration Cooperative Office field especially in the SME Sector so that the strategy can be maximized.Keywords: Jepara MSMEs, development strategies, business people, strategy implementation

Abstract

ABSTRAKSIAnggaran Pendapatan dan Belanja Daerah (APBD) adalah rencana keuangan tahunan Pemerintah Daerah yang disetujui oleh Dewan Perwakilan Rakyat Daerah. APBD ditetapkan dengan Peraturan Daerah. Keterlambatan dalam penetapan APBD di Kabupaten Blora akan berdampak langsung terhadap pelaksanaan pembangunan di daerah. Keterlambatan Penetapan APBD di Kabupaten Blora Tahun 2014 mengakibatkan program pembangunan infrastruktur dan proyek energi mandiri pedesaan tidak dapat dilaksanakan dan Kabupaten Blora mendapatkan sanksi atas Keterlambatan tersebut. Metode penelitian yang digunakan yaitu penelitian kualitatif dengan mengidentifikasi dan mengevaluasi permasalahan-permasalahan yang mempengaruhi keterlambatan dalam pengesahan APBD. Pengumpulan data dilakukan dengan cara wawancara yang mendalam, dan menganalisis data dari dinas/instansi terkait. Hasil penelitian didapatkan ada 5 faktor yang melatarbelakangi keterlambatan penetapan APBD Kabupaten Blora Pada Tahun Anggaran 2014 yaitu : (1) Faktor Komitmen antara Eksekutif dan Legislatif dalam Mentaati Jadwal Proses Penyusunan dan Penetapan APBD, (2) Faktor Komunikasi dan Koordinasi antara Pemerintah Daerah dan DPRD dalam Penetapan Anggaran Pendapatan dan Belanja Daerah, (3) DPRD dan Pemerintah Daerah dalam menjalankan Fungsi Penganggaran Keuangan Daerah Kurang Maksimal (4) Faktor Sumber Daya Manusia antara Eksekutif dan Legislatif, Sikap serta Adanya Faktor Politik Tertentu dalam Penetapan APBD, (5) Faktor Birokrasi dan masalah teknis Peraturan Perundang-Undangan yang dijadikan Pedoman Penyusunan APBD berubah ubah setiap tahunnya. Solusi Kebijakan dari Keterlambatan dalam Penetapan APBD di Kabupaten Blora untuk Tahun Anggaran 2014 adalah: (1) Membina hubungan yang harmonis antara eksekutif dan legislatif dalam hal penganggaran keuangan daerah serta melakukan koordinasi dan komunikasi yang baik (2) Menginisiasikan suatu perjanjian bersama antara eksekutif dan legislatif dalam mentaati tahapan dan jadwal proses penyusunan APBD, (3) Peningkatan kinerja DPRD dan Pemerintah Daerah dalam Penganggaran Keuangan Daerah, (4) Pemerintah Daerah dan DPRD menyelenggarakan pendidikan dan pelatihan yang terkait dengan penganggaran keuangan daerah, (5) Edukasi Birokrasi Pemerintah Daerah.Kata kunci: Keterlambatan APBD, Pembangunan Daerah, Komunikasi dan Koordinasi

Abstract

Sektor pariwisata merupakan sektor penting dalam pembangunan ekonomi. Adanya pengaruh globalisasi akibat perkembangan teknologi informasi jadi lebih mudah untuk dapat di perkenalkan kepada calon wisatawan. Dalam penelitian ini berkaitan dengan strategi yang di lakukan oleh Pemerintah KabupatenSemarang dalam menangkap fenomena tersebut yang kemudian disusunlah serangkaian strategi yang digunakan untuk mengembangkan potensi pariwisata yang ada khususnya pengembangan Metode Penelitian yang penulis gunakan adalah Kualitatif deskiptif dengan teknik pengumpulan data berupaObservasi, Wawancara dan Dokumentasi. Dasar peneliti menggunakan pendekatan kualitatif adalah penelitiingin mengetahui secara mendalam tentang strategi Pemerintah Kabupaten Semarang dalam pengembanganpotensi pariwisata di Desa Candi. Strategi yang dilakukan oleh Pemerintah Kabupaten Semarang dalam pengembangan potensi pariwisata di Desa Candi terbagi ke dalam beberapa tahapan yaitu Pertama, tahap perencanaan pengembangan. Kedua,tahap penganggaran. Ketiga, tahap pelaksanaan dan Keempat, tahap evaluasi pengembangan pariwisata.Faktor pendukung pengembangan pariwisata di Kabupaten Semarang adalah yaitu adanya Legal Standingyang jelas, dukungan Anggaran dari Pemerntah Pusat, Tingkat Partisipasi atau antusiasme Masyarakat DesaCandi yang cukup Tinggi. Faktor penghambat pengembangan potensi pariwisata di Desa Candi adalah LegalStanding yang belum berjalan maksimal dan Infrastuktur yang belum memadai. Terdapat tantangan dalampengembangan potensi pariwisata di Desa Candi yaitu belum adanya bentuk kerjasama tertulis antaraPemerintah Kabupaten Semarang dengan Investor/pengelola objek wisata di sekitar Candi Gedong Songo, Peningkatan sarana prasarana/ infrastuktur, Memperhatikan Kesejahteraan masyarakat, Penyerapan Tenaga Kerja, Peningkatan Promosipariwisata.

Abstract

Bureaucratic reform is an important thing in order to reach national development. The realization of bureaucratic reform in Indonesian government is the implementation of Open Biding which focuses to filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province. In organizing the auction policy positions, there is some evaluation on every implementation of its selection process. Therefore the formulation of problem in this research is “How the realization of open biding is implemented in Department of Highways and the Department of Youth and Sports of Central Java province in order to fill the positions of echelon III and IV, what is the problem happened in the process of open biding, and how is the process of open biding evaluation implemented. The direction of this research is to obtain some information detailly about the mechanisms of implementation of the open biding that focuses on filling the post of echelon III and IV in the Department of Highways and the Department of Youth and Sports of Central Java and knowing the problems that happen in the implementation of the open biding selection. The research method is descriptive qualitative. Primary source data retrieved from interview and secondary data from document, archieve, and the other source which it is still connect with research. Analysis technique using qualitative data with analyst in form essay, depiction, and drawing the conclusion of indication research. From the result of research, showing that implementation of open biding that focuses on filling the positions of echelon III and IV in Department of Highways and the Department of Youth and Sports of Central Java province uses the concept of talent scouting to find talent pool who is worthy occupying some structural positions in the Government of Central Java Province.. In addition, the concept of talent scouting that is used in the post auction also impact on effectiveness and appropriate of the necessary of provincial government officials will be able to occupy technical positions are supported by the specification of skills and capabilities. The Regional Employment Board as the organizer of this policy should be able to monitor the performance of assessment center team more objective in doing the assessment of managerial competence. In addition, the Regional Employment Board should be more transparent in disseminating the results of the assessment to every department in Central Java in order to provide explanation detailly related to how the results of the selection which is followed by the entire of government employees from each SKPD and any indicator about criteria of participants who qualify and do not qualify to be will be an evaluation for all employe of government. Abstract

ABSTRACTThis research is motivated from local regulation policy (Government) Tegal DistrictNo. 10 of 2006 on the allocation of village funds (ADD), especially in the planning process,use, accountability and ADD are held in the District Adiwerna. ADD implementationcommenced in 2007 after the promulgation of the previous year. However, theimplementation of the ADD in 2010 to 2012 cases of acts of corruption, accountability hasnot carried out and planning the use of which has not been fully focused on the TegalRegulation No. 10 2006. The purpose of this study is to describe and analyze the planningprocess, the use and accountability of ADD, the role of the community in theimplementation, and the reasons of failure of accountability ADD in the villages located inthe District Adiwerna.This study is a qualitative research, data collection techniques by means ofinterviews, documentation, as well as literature. Results of the study was to determine theplanning process, use, accountability and results from the presence of ADD which isdirected by the District government through the preparation of technical guidelines, the roleof rural communities in the implementation of ADD every year and know the reasons offailure of ADD in District Adiwerna liability due to human resources (HR ) villagegovernment is still low.Keywords: Evaluation, Policy, Rural Fund Allocation, Regional Regulation
