Abstract

Regional Regulation No. 12 of 2013 is a regulation that regulates and prohibits all forms of activities related to alcohol and applicable in the district of Batang. Determination of Regulation No. 12 of 2013 to attract successful when the regulation is set after a fairly difficult process, which is used quite a long time, the bergaining of the actors, the pros and cons that occur in the community, as well as the conditions and situations, Batang were bypassed by pantura path. Researchers try to analyze what happened and who the actors that play a role in the regulation-setting process.The purpose of this study to determine the dynamics of the process of the formulation to the determination of the law. This research is a type of qualitative research. The data is taken through the interview process and document Parliament Secretariat, Batang.Based on the results of this research is that executives who initiative emergence of regulation on the prohibition of alcohol at the insistence of some interest groups. In the process of formulating regulations also note the presence of bergaining between actors who support and reject the establishment of legislation on the prohibition of alcohol. Actors supporting the adoption of regulations on alcohol ban propose policy alternatives that reads a total ban. While the actor who refused fixing regulations to control reads the policy alternatives. Research has been done to provide information based on the clarification of that Regulation No. 12 of 2013 should be revised to conform with the Presidential Decree No. 74 of 2013. The actor who played a major role in the regulation-setting process is the initiative of the executive as well as interest groups supporting the adoption of regulations. The model used to analyze the process of determining the author uses a model of the Policy Analysis process in which the authors analyze the various stages in the process of lawmaking No. 12 of 2013. While the process used by the actors in formulating and establishing Regulation No. 12 of 2013 is a model of group which interest groups has a major role in any process.

Abstract

Pertumbuhan penduduk sangat mempengaruhi kebutuhan akan tempat tinggal. Namun, peningkatan tersebut tidak diiringi dengan adanya lahan pemukiman yang memadai dan layak. Hal ini memunculkan adanya pemukiman kumuh (slum) atau yang sering disebut sebagai pemukiman liar (squatter). Pengelolaan kawasan pemukiman kumuh di Desa Kebonharjo RW.05 RT.02, Kelurahan Tanjung Mas, Kecamatan Semarang Utara telah dilaksanakan oleh pemerintah dengan progam Neighborhood Upgrading and Shelter Project (NUSP). Oleh karena itu perlu dilakukan penelitian lebih lanjut terkait program tersebut.Penelitian ini menggunakan metode gabungan (metode campuran) dari kualitatif dan kuantitatif.Teknik probability sampling yang digunakan peneliti adalah cluster. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah dengan wawancara, kuesioner, dan telaah dokumen.Berdasarkan hasil penelitian diketahui bahwa Kelurahan Tanjung Mas merupakan Kelurahan yang terkenal dengan kekumuhannya dan kemiskinannya. Adanya program NUSP dapat menyelesaikan permasalahan pemukiman kumuh di Kelurahan Tanjung Mas. Saat ini, Kelurahan Tanjung Mas telah menjadi kawasan yang lebih layak khususnya di Desa Kebonharjo RW.05 RT.02. Melalui Program NUSP ini keadaan di Kebonharjo RW.05 RT.02 dapat dikatakan bebas dari kekumuhan, dibuktikan dengan peningkatan kualitas kehidupan masyarakat baik dari segi pendidikan maupun kesehatan.

Abstract

Nowadays,the level of citizens health in Indonesia is not good enough, that’shappened because difficulties of the access to get the health services. Thedifficulties of access are influenced by many factors, one of them is not having afinancials capability to pay the health services which are expensive. To cope thatproblem, the central government makes a program to allow the poor citizens toget health services free of charge through Nationals Health Assurance program(JKN). Although the Nationals Health Assurance program (JKN) has run well, inpractical it still has many weaknesses. The main weakness of the data of theprogram’s receiver isn’t precise and up to date, and it makes many region’scitizens who are proved that they don’t have the financial capability but they stillare not on the program receiver’s list. This research talks about the evaluation ofJepara Goverment’s program to cope the weakness of Nationals Health Service(JKN) implemented. Jepara region’s government has been implemented the PoorCitizens Health Service’s program or known as Regional Health Assuranceprogram (Jamkesda) which has a purpose to take care Jepara’s poor citizenswhose has not registered on National Helath Assurance Program (JKN).Therefore, Jepara’s poor citizens still get the health services for free. Thisevaluation used describtive qualitative method with George Edward III as a maintheory which focused on vital variables which have most influences for program’ssuccess, there are Communication, Resources, Dispotition, and BureaucracyStructure, also supported with Triangulation theory to make better data.Obstacles and settlements of the Regional Health Assurance program (Jamkesda)has also been explained. Result of this research shows that the implementation ofRegional Health Assurance (Jamkesda) is running quite well to give the freehealth service for Jepara’s poor citizens, so the purpose to make poor citizens feelsafe through health assurance’s program can be accomplished. The main obstacleof this program is the promotion hasn’t spreaded well through all citizens andbecause of that miss targeting of program’s participants oftenly happened, theweakness of monitoring also makes people who shouln’t get this free chargeservice can use this program. The advices from researcher for the main actor ofthis program Jepara Health Department (DKK) is DKK has to be more explicit inregulations to arrange people who deserve and who don’t get this healthassurance, and coordinate from the bottom to the top in order to that missedtargets never occurred again.

Abstract

Abstract BPMPPT of Jepara Regency is element of public service in the field of licensing of standing under and responsible to the Regents by a District Secretary. Licensing service that serviced by the other BPMPPT of Jepara Regency is public transport route permit service. In issue the route permit and supervision of public transport card, BPMPPT of Jepara Regency need to improve the quality service because most owners of public transport vehicles considered route permit service of process and control card takes a long time. So they are difficult to transport to the vehicle immediately. It would make them lose. And than they have the burden to be paid to the Bank, because most vehicle are purchased on credit. Purpose of this study is discover the underlying causes of less than optimal service in BPMPPT of Jepara Regency, and aware of the perceived impact of public transport owners as a result of less than optimal sevices. To learn the service factor blokers use Rusli theory about several factors that become obstacles in providing good service, among others : less responsive, less informative, less accessible, less coordination, bureaucratic, less willing to hear complain or recommendation from public, inefficiency. This study by descriptive analysis. Object study is public transport route permit service. The result showed that the length of permetting public transport route in BPMPPT of Jepara Regency occurs because BPMPPT chief factors as provider signature on the publik transit route permit card is frequent tasks outside the office. So file should be legalized on schedule to be delayed because of BPMPPT chief in outside office and longer settlement time. Key words : Public Transport Route Permit, Inhibiting Factors, Impact

Abstract

AbstractThe coastal flood in Semarang City needs to get special attention from the city government. In Semarang City this problem has occurred long enough and getting worse. Semarang city especially in the north side or often called Semarang Bottom extremely vulnerable to high potential. The resultof the occurrence of coastal flood is certainly quite disruptive social activities, such as the access road, the center of trade and service cause the economy of the community was disrupted. This problems needs complex handling. The role of the Governments and participation is the key to solve the coastal flood.The methods used in this studi using descriptive qualitative research design, by doing data collection techniques such as interview, observation, and documentation. The informant in this research are The Head of The Panggung Lor Village, The Head Of the Paguyuban Penannggulangan dan Pengendalian Air Pasang Panggung Lor (P5L), and the community of the Panggung Lor Village.The results of this research show that the participation of the community Stage keluarahan Lor has managed to overcome the problem of flooding in the village of rob. The participation of the community in the form of participation of the Lor Village Stage money, property, effort, time, and thought.One of the recommendations that can be given to addressing that problem is, the Government should focus more against coastal flood problem considering that this issue already happened long enough, in tackling the coastal flood problem the Government can also invite the public to participate.Keywords: Social Engagement, Coastal Flood, Rob, P5L

Abstract

ABSTRACT Early Childhood Education (ECD) is currently quite got the attention of the government since early childhood have a positive impact on the state of the future generation. Therefore, all regions in Indonesia strive for early childhood services to the public in the area including Semarang City. Researchers conducted this study in order to determine the implementation of early childhood programs in the city of Semarang.The  approach  used  in  this  research  is  descriptive  qualitative  with interviews data collection methods and document study. Researchers will look at how the relationship between the parties involved in the implementation process of early childhood in the Semarang City, namely the relationship between the Government and the people of Semarang. Researchers used the concept of public private partnership to analyze the cooperation between the Government of Semarang with society in the implementation of early childhood in the city of Semarang. Abstract

Abstract. Land is the most important matter in human’s life. Regardless of the activities, humans always need their land. Development, in every aspect, is paramount for society, and in accordance to development, our government has contributed in building public road, markets, dam, and many other in order to fulfill our public concerns. This public development requires vast area to occupy, and considering the requirement, either a land acquisition or retribution by the government should be done under the patronage of our Constitution of 1945. Acquiring available land for public concerns is prior to development process in order to improve prosperity by securing law and rights of the rightful ones. Nevertheless, some negations are still emerging, which means some people might accept and the rest might refuse the governmental proposal.This research uses qualitative approach by collecting some information through interview and documents review. The interviewees are Kepala Dinas Cipta Karya dan Tata Ruang Kabupaten Kudus, Tim Panitia Pengadaan Tanah, Kepala Desa Kandangmas, Ketua Koordinator Forum Komunikasi Masyarakat Korban Embung Logung (Forkomakembung), and Masyarakat Desa Kadangmas Kecamatan Dawe Kabupaten Kudus.The following results show that there are steps of process of Waduk Logung building plan, which are planning and its execution. The process as follows: locating and measuring the target area, establishing committee of area acquirement, funding the building plan, establishing committee of fund appraisal, socializing and holding a conference, acquiring the target area and funding for compensation. The reason behind the public refusal is that there is massive anxiety in the land acquirement and its retribution, communication error, and also the absence of public relation, which all of these cause social, political and economical problems. Our government has tried to overcome this public refusal by applying the theory of conflict and its resolution, which are negotiation, mediation, reconciliation, and arbitration approach, by Marc Galanter. These approaches have been held by our government to console the massive anxiety, yet it did not work as it should be. Thus, our government is reaching for a resolution through adjudication and has been through in consignment.There is a better recommendation for Pemerintah Kabupaten Kudus. Its government, in acquiring land, should be, first of all, socializing the regulations in acquiring land so that its society understands the roles of land in social development, especially in Waduk Logung case. There should be an improved communication between the government and its society, and voices should be heard and be given fast responses in order to avoid unnecessary conflict. Considering the retribution, the committee should let people give their opinions so that there would be a good relation between the government and its society.Key words: Land Procurement, Resistance, Land Acquisition and Indemnification

Abstract

Sosialisasi politik adalah suatu proses penanaman orientasi politik melalui agen-agen sosialisasi politik kepada seorang individu. Dalam penelitian kali ini, agen-agen sosialisasi tersebut adalah variabel independen (X) yaitu, Keluarga (X1), Sekolah (X2) dan Media Sosial (X3) yang memiliki hubungan terhadap orientasi politik yang merupakan variabel dependen (Y).Tujuan penelitian ini adalah untuk mengetahui bagaimana pengaruh Keluarga, Sekolah dan Media Sosial terhadap pembentukan orientasi politik pelajar SMA di kota Semarang. Penelitian ini menggunakan pendekatan kuantitatif dengan tipe penelitian eksplanatori. Prosedur pengambilan sampel menggunakan probability sampling. Data diperoleh melalui kuesioner berisi 25 pertanyaan yang disebarkan pada responden dimana populasinya adalah pelajar Sekolah Menengah Atas (SMA) di kota Semarang, dengan N= 191 siswa . Skala yang digunakan adalah skala ordinal. Selanjutnya dalam analisis data dilakukan dengan program komputer SPSS 16.0.Hasil penelitian ini adalah Keluarga, Sekolah dan Media Sosial memiliki pengaruh terhadap pembentukan orientasi politik pelajar SMA di kota Semarang. Keluarga (X1) dengan orientasi politik (Y) memiliki hubungan yang cukup kuat dengan koefisien korelasi 0.490; Sekolah (X2) dengan orientasi politik (Y) memiliki hubungan yang cukup kuat dengan koefisien korelasi 0.594; Media Sosial (X3) dengan orientasi politik (Y) memiliki hubungan yang juga cukup kuat dengan koefisien korelasi 0.467; dan keluarga, sekolah, dan media sosial secara bersama-sama memiliki pengaruh yang signifikan terhadap pembentukan orientasi politik.Kata kunci: Agen sosialisasi politik, Orientasi politik

Abstract

AbstractTobacco product industries have been contributing to the development of thecountry in form of excise deposit that reaches 95 percent in state budget of APBN.The existence of cigarette industries in Indonesia become the source of nationalincome from excise that have been assigned on the type of tobacco product which isregulated in the excise laws number 39 year 2007. Cigarettes as goods have positiveand negative impact, it is important to have control in consumption and monitor of itsdistribution. Customs supervision and service office of medium type kudus’ exciseoffice under the general directorate of customs and excise become one part thatreceive the most abundance excise from other customs supervision and service office.Customs supervision and service office has role in controlling and analyzing thecountry acceptance potency because there are still many violation happening aroundthe customs supervision and service office.This research is aimed to understand the kind of effort that can be done bycustoms supervision and service office in controlling the excise wisdoms, role andfunction of customs supervision and service office and the obstacle that may beexperienced by customs supervision and service office in the implementation ofmonitoring of the excise wisdom. Research methods used is descriptive qualitative.The primary data sources were taken from interview, information from document,archives, and other relevant source to this research.Result of the research show that customs supervision and service office medium type of Kudus’ excise has efforts in monitoring and giving service to the service users through the preventive effort in form of administration monitoring and socializing to the service users and societies that involve in the cigarette industries. Repressive effort is one way to save the country disadvantage and decrease the excise violation. The repressive effort is being done by the physical monitoring and examination to the companies, regular market checking, and treating the violation with criminal and administration sanctions.The suggested recommendation is to increase the monitoring ability within the five working areas of customs supervision and service office of medium type Kudus’ excise by optimizing more performance of customs supervision and service office of medium type Kudus’ excise workers cooperate with local government and give the appeal to society about the danger it may cause because of violation in the cigarette production activities.Keywords:Role of Customs Supervision and Service Office of Medium Type Kudus’ Excise, Wisdom of Cigarettes Excise
