Abstract

ABSTRACTThe purpose of this research is to investigate the implementation of Regulation No. 6 of 2011 on the eradication of prostitution in the district of Batang and see its effectiveness. Variables used to see the implementation of Regulation No. 6 of 2011 are communication, resources, disposition, and bureaucratic structures and to evaluate their effectiveness using indicators of goal achievement, productivity, and efficiency are analyzed qualitatively descriptive look at the phenomenon that is occurred. Looking at the various aspects that have been analyzed can be concluded that the law No. 6 of 2011 on the eradication of prostitution in the district of Batang is not implemented properly and its implementation has not been effective.

Abstract

The change of formation that occurs in candidate pair number 3 in the 2018 regionalhead election in Tegal Regency is a form of necessity. This change of formation occurredafter the incumbent candidate Entus Susmono died 47 days before polling day. Thereplacement has been regulated in KPU regulation No. 3 of 2017 so that one of the effortsmade by the bearer party then is to recruit a replacement candidate with a maximum timelimit of 7x24 hours or 7 days from the death of one of the candidates. This is interesting tostudy because cases of permanent absence due to death are very rare, so it is necessary tolook at how the bearer party chooses to replace the candidate. The purpose of this study is toprovide recommendations in the form of political studies to political parties regarding localelections.This study uses a qualitative method. This method aims to explore and understand thesituation that occurs so as to get an answer and produce descriptive data accurately. Datacollection techniques used were interviews and document review. Informants in this studywere the Chairperson of the Tegal Regency DPC PKB, the Chairperson of the Tegal RegencyDPC PKB Shura Council, the Chairperson of the candidate pair winning team number 3, theelected Vice Regent Sabilillah Ardie, the Chairperson of the Tegal Regency KPU, and theChairperson of the Tegal Regency PCNU.The results of this study indicate that the election of Sabilillah Ardie as a candidatefor Vice Regent after the death of Entus Susmono was carried out by the bearer party bylooking at various considerations, including political considerations, economicconsiderations and social considerations. The recruitment process carried out by the bearerparty in this case the PKB party in selecting candidates for vice regent candidates is to use aclosed model through rational choice of these considerations.The recommendation given is in the form of advice to the supporting party, namelyPKB in the future is expected to be able to expand supporters from various elements ofsociety, bearing in mind that currently the strong supporters of the Tegal Regency PKB areconsidered to only come from Nahdiyin which is sheltered by the Tegal Regency PCNU, andthen the role of political parties in party cadre, it is expected to be able to produce the bestcadre members so that in the future the party will no longer find it difficult to find areplacement candidate if unable to keep up.Keywords: Substitution of Candidates for Deputy Regent, PKB, Election of Regional Head

Abstract

This research aims to understand role of Jepara Regency Government on resolve mining conflict, which was taking place between residents with Modin Zulfa of Tunggulpandean village. The underlying causes of the conflict is when the Land asset of Modin Zulfa Tunggulpandean was made as mine rock. Mining companies had no official permission and had potentially damaging surrounding environment. This study also explains the steps taken by the Government on preventing similar conflicts that took place in the Tunggulpandean village.This research using descriptive qualitative on data collection. The subject this research is the actors involved in conflict mining rocks in land of Tunggulpandean Village asset, representatives of the Tunggulpandean residents, Modin Zulfa land owner, The Government of Tunggulpandean Village, The Government of Jepara Regency, and Lakpesdam NU Jepara as LSM. Technical data collection relied on interviews, documentation, and literature, analyzed through reduction data, editing and conclusion.Research concluded that the District Jepara does not perform their functions optimally. This can be seen from time needed in solving the conflict. In the future, The Government of Jepara regency have to intensively and optimize their function, especially the role of  mining agencies related like Bina Marga, Pengairan & ESDM, BPMPPT, BLH, and Satpol PP. So at a time will come there is no longer conflicts such as happened in Tunggulpandean village.

Abstract

 This research is made to explain the result of evaluation study on Collaborative Forest Management (CBFM) in Pemalang Regency in the years 2012-2014. The purposes of this policy are (1) increase prosperity, quality of life, economic capacity, and society’s social, (2) increase the role and responsibility of PT Perhutani (Persero), society of forest village, and the interested parties to forest resource management, (3) increase quality of forest resource, productivity, and forest’s security, (4) encourage and harmonize forest resource management that appropriate with regional development activity, also suitable with social dynamic condition of forest village society, and (5) create employment, increase chance of have a business, and also increase both society and state income.To explain the evaluation of implementation and the result of Collaborative Forest Management (CBFM) this research used qualitative method which focused on purposive sampling technique and snowball sampling method. The data was obtained from primary and secondary data. The methods of collecting data used were interview, documentation, and literature study.The result showed that the implementation of Collaborative Forest Management (CBFM) in Surajaya Village, Pemalang Regency, in the years 2012-2014 has worked well. The aim of this policy has achieved that proved by the high participation of farmer following PHBM’s activity, the security of forest is decrease, and maintaned ability of farmer to forest resource management. The policy has given benefit to target, for example economic needs’s farmer can be fulfilled in daily life, society can utilize land freely, capability to increase prosperity and absorption of labor. In the other hand, the implementation of this policy has obstacle in its target and the implementation. However, the government, executor institute or Perhutani, and target want to this policy to be still defended. The expectation is this policy still be continued and improved, for example in funding for PHBM activity.Keyword: policy evaluation, Collaborative Forest Management, forest conservation and empowerment

Abstract

 ABSTRACTMuseum Ronggowarsito Central Java is one of the oldest museums in Semarang, Central Java. However, high potential that the museum has not obtained tourist attraction. The current number of visitors Museum Ronggowarsito Central Java has decreased continuously especially during the years 2010 - 2012. This makes the need for programs in Museum Ronggowarsito Central Java in order to raise their visit and find out what programs are carried out by the government to increase visits.This study is a qualitative research. The data source for this study is primary data obtained from interviews with sources and informants. Data analysis was performed with the interactive model analysis.Based on the results of research, Museum Ronggowarsito Central Java programs currently are not able to increase the number of tourists visiting Museum Ronggowarsito Central Java, system collection demonstration at Museum Ronggowarsito Central Java is still less representative, and Museum Ronggowarsito Central Java should increase promotional programs to increase tourist visits to the Museum of Central Java Ronggowarsito.  Keywords: years of visits, visits, program

Abstract

This research has a purpose to find out success factors for economic progress of the fisherman in Bendar Village, Juwana District, Pati Regency by observing the current economic progress in the village.The study uses the theory of social change of the fishermen in Bendar Village, Community Development and Social Capital. This study also use a qualitative descriptive research method. Research data were collected by interview and observation by involving informants from the Municipal Office of Maritime Affairs and Fisheries of Pati Regency and Fishermen in Bendar Village.The results of this research obtained from the factors that determine the ecomonic progress of the fishermen in Bendar Village. Some forms of economic progress of fishermen in Bendar Village look by traditional fishermen transtution into a modern fishermen since 1995, the increase in the income of fishermen, the changes in power consumption and some benefits for infrastructure development in Bendar Village and social development of community in Bendar Village.The factors that affecting the economic progress of fishermen in Bendar Village comes from the social capital of community in Bendar Village that divide to social capital in cultural, social and economic. Then the government policy that licensing certificates vessel can be used as additional collateral to the Bank and the  dab blood relations of mutually shared by many fishermen community in Bendar Village.Economic progress in Bendar Village didn’t have an impact on all aspects. In the aspect of education of fishermen community in Bendar Village still considered not important for improve welfare in the future. The most important factor in the economic progress of fishermen is the intervention from government that happens by a suggestion of the one of fishermen in Bendar Village.

Abstract

AbstractRecall is one of institutionalization forms of political party as an existence, supervision and control from a party to its members. The implementation will be executed by a political party against its member for violating the provisions of law and dismissal by the political party. Sunarwi in carrying out his duty has clearly been against his political party instructions. His resistance was performed when his political party mandate wasn’t handed to him in the election process of Regent and Vice Regent of Pati region 2011. PDI Perjuangan as his party has suspended the management of DPC PDI PerjuanganPati and has recalling Sunarwi trough the PDI Perjuangan fraction in DPRD Pati. This research holds a purpose to describe and analyze the recall process that has been performed by PDI Perjuangan to Sunarwi as a member of DPRD Pati 2009-2014. The method used in this research is qualitative which is descriptive analytics kind of research. The main source of the data will be obtained through interview with respondents and another data will be obtained from reports and books. Data that has been earned will be analyzed so does the field-gathered information, they will be evaluated and deduced to attain the Sunarwi recall process. Basically every Parliament members in carrying out their duties will be using the representation principle while Sunarwi is the representative of the people who use the delegate principle on legislative elections. But when he became a Member of Parliament, he is using the trustee principle. It can be seen when the recall process is carried out by the political parties supporting him. The clear mechanism is; political party will send a letter to the Chairman of Parliament. But once in Parliament, the Parliament Leader as the actor who supposed to do follow up with Bamus and Paripurna to approve the recall as the next step never conduct the action instead. It makes the Commission (KPU) as the subsequent party is unable to submit and verify the replacement name in the recall process. Not far different from the Regent (Bupati) who is supposed to submit and approve such recall to the Governor; he is unable to do his duty either, even though the role of Chairman of Parliament and the Regent in this recall process is only a procedural formality. It means political party which is the element of the people who had elected him formally through elections has been ignored in the recall process. So it reinforces the reason that Sunarwi is representative of the people who use trustee principle and he is different with the other representatives who use the delegate principle. Abstract

Electronic Government is the use of information and communicationtechnology that is applied and developed by the government to provide services to thecommunity. The purpose of Electronic Government is to increase the effectiveness, efficiencyand quality of government services by utilizing technology. The purpose of this study is toillustrate how the application of E-Service in an effort to improve effectively and efficientlyand to identify the driving and inhibiting factors for the implementation of E-Service in theInvestment and Integrated Services Office of One Door Kendal RegencyThe research method used uses the type of qualitative methods with a datatriangulation approach that is observation, interviews and written or archived data. Informantsin this study were the Head of Licensing and Non-Licensing Services Section and the Head ofData and Information System of the One Stop Kendal Regency Investment and IntegratedServices Office and the applicants who performed licensing services.The results showed that the electronic-based licensing service at the Office ofInvestment and Integrated Services One Door Kendal Regency is still classified in theIntegration stage. Where the Department of Investment and Integrated Services One DoorKendal Regency has used a variety of digitizing services to support services, but this has notbeen done optimally. There are 4 out of 5 types of transformation points that have not yetbeen fulfilled, including service to the community towards service by the community,traditional society towards online society, digital divide towards digital democracy anddocument-based manuals towards online governance. There are 3 factors that hinder theimplementation of E-Service in the Office of Investment and Integrated Services One DoorKendal Regency including bureaucratic structure, resources and disposition. Abstract

This study aims to determine the problem of handling the Brebes Regency Government for homeless and beggars regarding the stigma of Grinting Village as a Beggar Village. This research use desrciptive qualitative approach. The research locations in the Social Service of Brebes Regency and Grinting Village in Bulakamba District, Brebes Regency, Central Java Province, with the consideration of many people in this area became beggars by vandalizing in Jakarta and surrounding areas.The subject of this study was determined purposively based on certain criteria, namely overcoming the stigma of begging villages embedded in Grinting Village. Data collection in this study uses interviews and in-depth document review. The collected data were analyzed using qualitative descriptive analysis techniques.This study revealed that homeless people and beggars in Grinting Village became a profession for some citizens, because they got money instantly and economic factors or poverty. Countermeasures are carried out by the government through assistance from the government and development and empowerment of village potential. Assistance provided from the Social Service is Rp. 2,000,000 per person. The development of village potential through a creative economy that has economic selling points.Keywords: The Role of the Government, Persons with Social Welfare Problems, Homelessness and Beggars, Grinting Village.

Abstract

Tourism is one of the sector that has an important role to succeedregional autonomy, where development and resource utilization and tourism potential isneeded. The high tourism potential of Semarang City with 64 tourist attractions should beable to make Semarang City as the tourism destination city and not just a transit city.Department of Culture and Tourism of Semarang City as regional device organization hasduties and responsibilities to carry out government affairs particularly tourism affairs.Therefore, the purpose of this research was to describe the phenomenon or the actualcircumstances which occured about how the strategy of Department of Culture andTourism of Semarang City in an effort to develop tourism in Semarang City. The researchwas using descriptive qualitative research method with documentation and interview asthe data collection technique. Targets of the research were government, private, andcommunity who participated in tourism development management in Semarang City. Themain focus of this research was the context of the strategy implementation of Departmentof Culture and Tourism of Semarang City in an effort to develop tourism in SemarangCity, tourism marketing of Semarang City, including the role of society as well as the roleof private sector in tourism development of Semarang City.Keywords : Management, Tourism, Development, Strategy
