Abstract

MANAGEMENT OF POTENTIAL NATURE TOURISM  PEKALONGAN REGENCY YEAR 2012-2015 AbstractTourism is a service industry that is used as one of the sectors that can increase revenue domestic income. Pekalongan regency has the potential of tourism, especially eco-tourism. Location Regency Pekalongan near the northern coast line makes it easy to reach at the same time directly adjacent to the Java Sea and the mountain range makes this district has a natural charm of beaches and beautiful mountains. In this regard it is necessary to good tourism management of Youth, Sport and Tourism Pekalongan.This type of research is descriptive qualitative analytical approach, which is intended to present an overview of the situation or phenomenon in the study in detail. Source of data derived from primary data and secondary data. Determination of informants by using purposive sampling relevant Department and several locations of tourist destinations. The collection of data, researchers used three (3) methods, the method of interview, observation and document study. The number of existing attractions strategy requires the development of the tourism potential of all stakeholders such as government, private sector and share of the local community.The study found that Pekalongan has many natural tourism potential in Pekalongan. Barriers are found in tourism management include the limited facilities and infrastructure and the lack of cooperation involving the public and private sector to develop nature tourism potential in Pekalongan Regency. Keywords: Management, Cooperation and Tourism

Abstract

The existence of regional autonomy with decentralization gives more authoritytowards regional to mantain its household business. Head of regional has authority tomanage Human Resources (HR) or managing officialdom through Country CivilApparatus management which is regulated in Law No. 5 of 2014 contained CountryCivil Apparatus one of them is to do Civil Servants’s mutation. In doing mutation, ofcourse it is not surprisingly that it is thick of interest loads as the efforts to supportvision and mission implementation, program and loyalty to leader even sometimesbecomes defensive strategy to win the regional election. This research is to analyzecivil servants’s political mutation in structural position 2nd echelon in SenoSamodro’s leadership as Boyolali Regent whether appropriate with regulation or not.Based on Human Resource management theory or officedom management HasibuanMalayu overwhelms recruitment, selection, inauguration, and placing.Method of this research in answering problrms inthis research is qualitativedescriptive research by type of main data are words and action. Source of data whichwas found were from primary data and secondary data. Technique of data collectionin this research used documents method and interview to program organizer whichwere BKD Boyolali Regency, BAPERJAKAT, Selection Committee and mutatedparty in 2nd echelon. Technique of data analysis by using data reduction, data servingand concluding.Mutation of civil servants in structural position 2nd echelon which was regulated inLaw No. 5 of 2014 was a new and good regulation as a step to do mutationtransparantly by involving external party from academics and public figure.Remembering the strength of Boyolali Regent’s authority and interest as itsdeterminant.Results of this research later hopefully can give benefit for government to mantainand control the mutation implementation in order to produce professional civilservants, and appropriate with their track records and far from interest.

Abstract

Penelitian ini dibuat tujuannya untuk mengetahui kinerja pemerintah Kabupaten Magetan dalam pengelolaan dan pengembangan destinasi wisata berdasarkan Sapta Pesona Pariwisata. Dengan berjalannya Sapta Pesona Pariwisata secara berkelanjutan dan optimal, maka akan memberikan dampak yang positif bagi pemerintah dan masyarakat setempat.Tipe penelitian ini adalah kualitatif deskriptif. Sumber data yang diperoleh untuk penyempurnaan skripsi ini adalah wawancara dengan narasumber terkait dan arsip/dokumen yang diperoleh pada saat penelitian. Teknik pengumpulan data yang penulis gunakan adalah wawancara, dokumentasi, dan telaah data.Berdasarkan hasil penelitian dapat diketahui bahwa memang Kabupaten Magetan memiliki potensi pariwisata yang unggul, terutama objek wisata alamnya. Banyak sekali objek wisata alam seperti Telaga Sarangan, Air Terjun Tirtosari, Mojosemi Forest Park, Air Terjun Ndak Tuwo dan masih banyak lagi yang dimana penerapan Sapta Pesona Pariwisatanya belum berjalan dengan optimal. Potensi-potensi itulah yang harus diperhatikan oleh pemerintah Kabupaten Magetan, khususnya Dinas Pariwisata dan Kebudayaan Kabupaten Magetan. Dalam pengelolaan dan pengembangan objek wisata yang berdasarkan pada Sapta Pesona Pariwisata ini belum semuanya berjalan secara optimal. Fakta di lapangan menjelaskan bahwa memang penerapan Sapta Pesona Pariwisata ini belum berjalan secara sinergis antara satu dengan yang lain, yang dimana Sapta Pesona Pariwisata memiliki 7 aspek yaitu adalah: 1. Aman, 2. Tertib, 3. Bersih, 4. Sejuk, 5. Indah, 6. Ramah, 7. Kenangan. Pemerintah Kabupaten Magetan memiliki beberapa kebijakan, yang dimana kebijakan tersebut berkaitan dengan pengembangan objek wisata yang berdasarkan pada Sapta Pesona Pariwisata. Dalam berjalannya kebijakan-kebijakan tersebut ada beberapa kendala yang membuat kebijakan itu menjadi terhambat, salah satunya kurang kerjasamanya pemerintah dengan masyarakat sekitar dan tentunya kurang sadarnya masyarakat terhadap pentingnya Sapta Pesona Pariwisata. Jika pemerintah dan masyarakat sekitar dapat memahami pentingnya penerapan Sapta Pesona Pariwisata dengan baik, maka akan memberikan dan juga dampak yang baik bagi masyarakat dan pemerintah Kabupaten Magetan.

Abstract

Insurance comes from the word insurance that has the meaning of insurance. Insurance is an agreement between the insured or the customer with the insurer or the insurance company. The insurer is willing to bear the amount of losses that may arise in the future after the insured agreed on the payment of money called the premium. Premium is the money spent by the insured in return for the insurer. Formally, within the law, insurance is defined as an agreement between two or more parties, in which the insurer binds itself to the insured by accepting the insurance premium to provide reimbursement to the insured due to loss, damage or even loss of expected profit.In this research, the Rice Farmers Insurance (AUTP) program, which is a gold program from the central government, is a mainstay for farmers throughout Indonesia. The problems faced by rice farmers are very complex and diverse from the arrival of floods, to pests and plant-eating organisms (OPT) which resulted in farmers experiencing crop failure. Thus thegovernment provides a facility in the form of agricultural insurance in the hope that it can be utilized properly.This research was conducted in 3 regencies of Kudus, Pati and Rembang districts where in each region have different characteristics and various problems. Therefore, the government in cooperation with State Owned Enterprises (SOEs), namely PT.Jasa Indonesia (JASINDO) as the insurance party in charge. In implementing the Rural Farmer Insurance Business program is needed a regular socialization so that farmers in each region can understand and know that this program is very useful for them. Therefore the government is aggressively and actively in disseminating this program with the hope that farmers in the country especially in the 3 districts can contribute in the success of government programs together.Keywords: Insurance, Farming

Abstract

The issue of Street Vendors often appear in town big city, not to mention the city of Semarang. In this case the street vendors who are in Simpang Lima area, where the area has been constructed walkways used to organize street vendors in the area to make it more organized and do not disrupt public order. Semarang City Government through the Office Market has the initiative to organize a food court area to invite the private sector to cooperate. The purpose of this study is to investigate the implementation of the cooperation between the government and the private sector in an effort to make the existing arrangement of street vendors in the city of Semarang Simpang Lima area. And identify issues and impacts arising from the implementation of such cooperation. To address concerns and objectives of this study, the authors used a qualitative descriptive approach. The results showed that co-operation does not go smoothly, traders feel aggrieved because private sector demand to sell drinks at the shelter. Government can not be a mediator in the resolution of the issue between the traders and the private sectors. About the sustainability of cooperation for the future, the Government, the private sector and the traders should periodically evaluate the operation of the partnership to identify the weaknesses and shortcomings in the operation of the shelter Simpang Lima cooperation arrangement that could be beneficial to both parties and the general public. Abstract

AbstractThis research exemines the fiscal gap of the Revenue-Sharing on oil andgas resources exploitation in Block Cepu which located between two provinces ofCentral Java and East Java. The asessment used in this research is juridicalnormative method where using the law of Undang-Undang Nomor 33 Tahun2004 Tentang Tentang Perimbangan Keuangan Antara Pemerintah Pusat danPemerintah daerah and Peraturan Pemerintah Nomor 55 Tahun 2005 TentangDana Perimbangan as an approach. Regional Autonomy grants an opportunity forLocal Government to flourish each area. Because of this growth, can not beavoided, the resources generated by Local Government have different quantityand quality. The same thing occured in Block Cepu where the oil and gasresources is located between two provinces of Central Java and East java. Thefiscal gap arises when Blora regency, Central Java does not obtain the Revenue-Sharing because of the exploitation is located in Banyu Urip, Bojonegoro, EastJava but Blora has 34,66% of the oil and gas resources.Based on the research results, Blora regency does not abtain theRevenue-Sharing because of clash with the law Undang-Undang Nomor 33 Tahun2004 which states that the beneficiary of Revenue-Sharing is producing areaswhere the oil and gas are exploited and another regency are located in oneprovince.Keywords: Fiscal Gap, Revenue-Sharing

Abstract

Public services is a service which provided by the government to all the community without exception. The effort to enhance public services is done with this regional cooperation, one of them in the health sector. Local governments creating a health care program called on regional health insurance ( JAMKESDA ) is guarantee for the payment of health services provided by the government. The purpose of this research is to know the implementation of cooperation between Semarang district and Salatiga city and knowing factors that hampers in JAMKESDA service performance in the city of Salatiga.As the material for know as well of the implementation of factors that hampers JAMKESDA services in the city of Salatiga then collection of data using a technique interview to interviews speakers and people who controlled the implementation of JAMKESDA services as well as the documents in the form of writing, a picture, the note, a transcript of that and so on. The qualitative descriptive analysis of type data analysis is chosen to examine the available data from many sources. From the outcome of research known that the implementation of cooperation in health JAMKESDA services between the government of the Semarang district and Salatiga City not running smoothly. There are several factors that block, among of them are JAMKESDA system which somewhat complicated, the limit budget and deficient of the coordination among employers who involved in the JAMKESDA service.

Abstract

The purpose of this research is to 1) know the role of the district government Jepara in facilitate for entrepreneurs furniture in Jepara after agreement ACFTA; and 2) know what factors to becoming an obstacle in facilitate entrepreneurs furniture in Jepara. This research inclined to descriptive qualitative, so that excavation data obtained off the subject research through technique interview deep, among others with the Head of Disperindag Jepara regency, Head Of Industry Disperindag Jepara regency. The results of the study shows the role of the district government Jepara in facilitate for entrepreneurs furniture in Jepara after agreement ACFTA done through a strategic approach, both through regulations and institutionalization. Approach regulations done to issue by law of Jepara regency number 2/ 2014 on the protection, empowerment, guidance industry furniture. While institutionalization and empowerment available resources be conducted by: a) an increase in quality of human resources , activities through training upon related government agencies; b ) the district government Jepara do specialised training for skilled craftsmen furniture , in which this institution specializes in handling about furniture designs .Factors that becomes obstacle to facilitate entrepreneurs furniture in Jepara among other: a )Limited raw materials. Needs raw materials wood to work a small scale and micro in Jepara regency is less than 99,27 m3 per year; b) Overall the the facility of the local government is help industry furniture, but in the facility in the form of capital there are certain conditions who makes IKM more choose not to take or receive capital assistance given by the government regional because they are considered convoluted; c) The appearance of competitors new: springing competitors, good in the domestic market and global; d) Certification And HaKI: provisions relating to the raw materials that environmentally friendly from certification institution international and lack of protection bar, resulting in a few items products furniture rejected some countries; e) Regeneration Human Resources, In terms of improving the quality of human resources skilled is very weak; and f) Marketing: access marketing both through products exhibition as well as through online media is very weak .Keywords: role of the government , facilitation industry furniture and free trade

Abstract

Simpanglima function as a public space in accordance with Regulation No. 14 Year 2012Article 4 Paragraph 4 ( a) that menyebutan " means the environment " is a support facility, whichserves to maintain and develop the economic, social and cultural. Billboard itself is the object,instrument, deed and or media that shape and style manifold for introducing commercialpurposes, advocate, promote, or to draw public attention to goods, services can be seen, read orenjoyed by the public. Billboards are also a source of revenue. Simpanglima violates the rules,based on the Regulation No. 8 of 2006 on the implementation of the Mayor 's Decree No.billboards and on the determination of the layout 510.1/145 billboards in the city of Semarang.This study aims to provide Simpanglima the assumption that public space should be able torealize the convenience and aesthetic installation of billboards based on existing regulations.Government through the Department of Street Lighting and Advertising Management ( PJPR )should be able to reduce the number of billboards in the area of Simpanglima, both the CityGovernment land or private land . The government should be able to push boundaries by creatinga billboard point of reference standard and are looking for other ideas for local revenues byraising taxes Simpanglima billboards in the area .And the need for supervision reklmae ketegasain Supervision by field supervision over the administration of the Department PJPR warningletter. Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh dari peningkatan produksi udang (Penaeus spp) pada hasil tangkapan jaring arad terhadap pendapatan dan prospek peningkatan produksi udang di Kabupaten Batang. Metode Penelitian ini menggunakan metode deskriptif analisis dengan penelitian asosiatif bertujuan untuk mengetahui apakah ada hubungan antara peningkatan produksi udang hasil tangkapan jaring arad terhadap total pendapatan nelayan di Kabupaten Batang. Data produksi udang (udang jerbung dan udang putih) dan total pendapatan merupakan data sekunder yang ada di TPI Roban, TPI Celong, dan TPI Siklayu Kabupaten Batang, data yang diperoleh kemudian dianalisis dengan menggunakan analisis regresi linier sederhana, analisis korelasi, analisis determinasi dan uji F. Hasil penelitian menunjukkan bahwa selama 10 tahun terakhir (2002-2011), peningkatan produksi udang dapat mempengaruhi total pendapatan nelayan di Kabupaten Batang (uji F sig 0,05), ada hubungan erat dan positif antara produksi udang dengan tingkat pendapatan nelayan koefisien korelasi r = 0,997 atau 99,7%, tingkat produksi udang telah memberikan kontribusi atau berkontribusi 99,7% dari pendapatan bagi nelayan dan sisanya 0,3% dipengaruhi faktor lain. Kata kunci: peningkatan, produksi, pendapatan, nelayan.
