Abstract

Penelitian ini mendeskripsikan efektivitas pengelolaan dana desa di desa MekoKecamatan Pamona Barat Kabupaten poso. Metode kajian yang dilakukan yaitu kajianpustaka dengan menganalisis sumber data primer dan sekunder. Data yang diperoleh dianalisismelalui pengelompokkan data, interpretasi data dan penarikan kesimpulan. Efektivitas daripengelolaan dana desa yang ada dapat dilihat melalui hubungan antara hasil yang diperolehdilapangan dengan perencanaan atau apa yang diharapkan sebelumnya. Dalam melihat efektivitasdari pengelolaan dana desa, ada lima indikator yaitu tujuan yang berkaitan dengan efektivitaspengelolaan yaitu perencanaan (planning), pengorganisasian (organizing), pelaksanaan (actuating)dan pengawasan ( controlling). Hasil penelitian menunjukkan bahwa pada perencanaan pengelolaandana desa di desa Meko sudah maksimal namun belum semua tokoh masyarakat berperandidalamnya, kemudian pada pengoraganisasian sudah efektif dapat dilihat dari sistem pembagiantugas yang melibatkan seluruh warga desa Meko baik pemerintah maupun masyarakat dilibatkansecara langsung, pada sisi pelaksanaan berdasarkan fakta dilapangan sudah dilaksanakan denganbaik, namun ada beberapa kendala yang sering dihadapi salah satunya yaitu kehabisan materialyang mengakibatkan pelaksanaan program yang disepakati dalam musrenbang desa terhambat danterakhir yaitu tahap pengawasan yang sudah silakukan dengan baik, namun pada sisi pelaporan danpertanggungjawaban masih belum dilaksanakan secara terbuka dari pihak yang berperan dalampengelolaan dana desa.Kata kunci : Efektivitas, Pengelolaan, Dana Desa

Abstract

Penelitian ini bertujuan untuk mengetahui Pengembangan Sumber daya manusia AparaturPemerintah di kecamatan Sario , Kota Manado. Penelitian ini menggunakan metode penelitiankualitatif. Dengan kedudukan sebagai unsur penyelenggaraan pemerintah kota, diperlukan peranaktif aparatur kecamatan Sario dalam rangka untuk mencapai tujuan secara efektif dan efisien.Kinerja aparatur kecamatan Sario sangat menentukan bagaimana tujuan dari instansi tersebut dapattercapai. pengembangan potensi pada aparatur pemerintah seperti pendidikan dan pelatihan sangatberdampak besar bagi kemajuan kecamatan. Namun, diterangkan bahwa terdapat beberapa kendaladalam pelaksanaan. Seperti, adanya wabah penyakit Coronavirus Disease 2019 (Covid-19), sehinggapendidikan dan pelatihan belum bisa diadakan. Pegawai kecamatan Sario terakhir mengikutipendidikan dan pelatihan 2019. Selain itu, juga terdapat bebrapa kendala dalam upayapengembangan potensi yang dilaksanakan oleh pimpinan kecamatan, seperti kurangnya partisipasidari pegawai dalam mengukuti program olahraga dan kurangnya sikap yang kreatif dari pegawaiyang ada di Kecamatan Sario. Selain itu juga, beberapa faktor yang menghambat pengembanganpotensi pada ASN yaitu dengan kesadaran dari pegwai ASN yang ada di kecamatan Sario, yang masihkurang berpartisipasi untuk mengikuti pengembangan SDM.Kata kunci: Pengembangan SDM, Aparatur Sipil Negara.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui bagaiman partisipasi masyarakat desa pada masa pandemicCovid-19 ini. Penelitian ini menggunakan metode pendekatan kualitatif. Partisipasi dapat dilihat dari 4indikator partisipasi yang dikemukakn oleh Huraerah 2008:102-103 Yaitu: Partisipasi Buah Pikiran, PartisipasiTenaga, Partisipasi Partisipasi Keterampilan dan Kemahiran, Partisipasi Sosial.Partispasi yang telah dilakukanoleh masyarakat yang Desa Kanonang 1 Kecamatan Kawangkoan Barat Kabupaten Masyarakat sudah berjalandengan baik. Partisipasi Buah Pikiran yang dilakukan masyarakat desa yaitu dengan memberikan ide-ide ataugagasan kepada pemerintah seperti membuat kelompok-kelompok tani guna untuk menunjang kebutuhanpanggan selama pendemi covid-19 ini berlangsung. Partisipasi Tenaga yang dilakukan oleh masyarakatkhsusnya kepada pemuda-pemuda desa yang turut serta berperan aktif seperti melakukan penjagaan poskopengawasan covid-19, serta sebagian masyarakat ada yang menjadi satgas covid-19 yang bertugas meelakukanpenyemprotan disinfektan disetiap rumah-rumah masyarakat dengan menggunakan alat pelindung diri (APD)yang lengkap. Partisipasi Kemahiran dan Keteranpilan yang dilakukan masyarakat yaitu seperti pembuatammasker dari kain yang dijahit kemudian dibagikan kepada masyarakat desa yang tidak memiliki masker.Partisipais Sosial yang dilakukan maysarakat yaitu masyarakat secara bersma-sama menaati protkol kesehatanyang telah diberlakukan oleh pemerintah guna untuk mencega penyebaran virus covid-19 yang ada di DesaKanonang 1.Kata Kunci : Partisipasi, Masyarakat , Covid-19 Pandemi

Abstract

Realizing a just prosperous and prosperous society is the government's goal which continues tobe pursued to this day. This can be seen clearly from the authority given to villages in the formation ofVillage-Owned Enterprises to improve the village economy, increase village income, improve villagepotential management according to community needs and become the backbone of rural economic growthand equity. The purpose of this study is to find out how the Management of Village-Owned Enterprises inWarisa Village, Kampung Baru, Talawaan District, North Minahasa Regency. The research method usedis qualitative research. Informants in research are people who can provide information about research.The research focus is seen from indicators according to Ahmad Nur Ihsan and Budi Setiono focused onavailable resources, community participation and empowerment, government support and collaborationwith third parties. Data collection techniques through observation, interviews and documentation. Theresults of the study show that in practice it appears that the businesses managed by the BERSEHATIVillage-Owned Enterprises in the Village have not been able to achieve their vision and mission, especiallyin developing community economic enterprises. As a result, the management of BERSEHATI Village-Owned Enterprises looks like it is running in place and is only used as a complement to the requirementsfor receiving Village Funds as a condition for villages that will receive Village Fund assistance.Keywords : Management, Village Owned Enterprises

Abstract

The purpose of this study was to determine and describe the effectiveness of the Family Planning Village(KB) Program in Temboan Village, Maesaan District, South Minahasa Regency. This research isdescriptive with a qualitative research approach. The data collection technique used is by observation orgoing directly to the field, interviews with research informants, and documentation of existing research.The theory used is the theory of Richard M. Steers regarding the measure of effectiveness and theindicators that influence effectiveness, namely goal achievement, integration, and adaptation. Based onthe results of existing research, it shows that the effectiveness of the Kampung KB Program in TemboanVillage, Maesaan District, South Minahasa Regency can be said to have been effective. However, thereare still some obstacles in the implementation of the Kampung KB program, namely Human Resources(HR) from some communities which are still lacking, resulting in a misunderstanding of the Kampung KBprogram, the socialization process is not yet mature in its preparation and implementation, and there arestill facilities. and infrastructure to be added. The suggestion from the researcher is to pay more attentionto the existing socialization process for more mature preparation and implementation so that thecommunity can understand correctly the KB Village program. As well as for the facilities andinfrastructure, it must be equipped so that the existing data can be pasted in the right place, namely MyData House.Keywords: Effectiveness, Family Planning Village Program, Community

Abstract

This study aims to determine the effect of work discipline and motivation on employee performance at the Tourism Office of North Sulawesi Province. This research was conducted from October to November 2021. The research method used was a quantitative method with an explanatory approach. Samples were taken as many as 63 respondents. This study uses multiple linear regression analysis and uses questionnaire data sourced from respondents and documentation. The results of this study indicate that the variables of work discipline and motivation have a positive and significant influence on employee performance. The percentage value of the independent variable on the dependent variable has a coefficient of determination of the stimulus (R Squere) of 0.743. This means that the rise and fall of the dependent variable, namely employee performance (Y) at the Regional Tourism Office of North Sulawesi Province is influenced by the independent variable, namely work discipline (X1) and motivation (X2) by 73.4% while the remaining 26.6 is influenced by factors others that were not investigated in this study.

Abstract

This study aims to determine the quality of library services at the Regional Archives and Libraries Office of Tomohon City. The research was carried out at the Regional Archives and Library Office of Tomohon City from October to December 2021. The method used in this study was a qualitative method with informants taken using purposive sampling technique with a focus on research using service quality aspects consisting of reliability, assurance, responsiveness and tangibles. The data used are sourced from primary data and secondary data collected through interview, observation and documentation techniques. Data analysis used steps of data reduction, data presentation, and drawing conclusions. The results showed that the overall service quality of the Tomohon City regional library was very lacking, this was caused by the unavailability of competent librarians in the library so that at the time of a visit no one could explain for sure about the library or the information needed and the services provided in terms of infrastructure. namely the need for renewable books not available in the library.

Abstract

This study aims to analyze the policy implementation of waste management current (while do) in the City of Manado, namely the R`egulation of the Mayor of the City of Manado, the Number 33 in 2018, about the Reduction and Handling of Waste-Based District of the City of Manado. This research uses a qualitative method. The results showed that the Implementation of the Policy Rule Mayor of the City of Manado, the Number 33 in 2018, about the Reduction and Handling of Waste-Based District of the City of Manado has not been well can be seen the delivery of socialization is not a row as well as explain the procedure and stages of waste management to the community and is still limited to ceremonial activities that could not yet reach out to the community as a whole furthermore resource in the implementation of policies for handling and waste reduction already exist however between the amount of the janitor and the available infrastructure is still not enough when compared with the work load this is also related to the lack of the number of the budget for waste management in the City of Manado. In conclusion the process of handling and waste reduction should not be limited by the time of the bureaucratic work, need to be revised Regulations Mayor of the City of Manado NO.The 33-Year 2018 on the reduction and handling of waste-based district, relating to the authority or delegation of tasks that has been given to the district should have pulled back and formed a special body responsible for waste management in the City of Manado also including human resources, budget and infrastructure needed to be managed a specialized agency of the.

Abstract

This study aims to determine and analyze the performance of state civil servants in obtaining land certificates through the Complete Systematic Land Registration Program (PTSL) at the Minahasa Regency Land Office. This research method uses a qualitative descriptive method, with research indicators consisting of quality, quantity, use of time and work commitment. Data analysis uses steps, namely data reduction, data presentation, levers or withdrawals, and data conclusions. The results showed that the performance of the state civil apparatus who took care of the land through the Complete Systematic Land Registration Program (PTSL) at the Minahasa Regency Land Office, in carrying out their duties and functions on the number of employees where employees who run PTSL were the same employees in carrying out management work. with independent and cross-sector categories, so that it can be said to be included in the unfavorable criteria.

Abstract

This research aims to analyze and describe the performance of regional property managers in the Minahasa Regency local government. This research was conducted from October to December 2021. This research used descriptive qualitative methods to describe aspects related to the object of research in depth. The types of data used in this research are primary data and secondary data. The results of the research indicate that the quality of employees is still very lacking, especially in the field of Information and Technology with the constraints that occur are the sources of funding that are still lacking and have an impact on the limitations of existing equipment and resource capacity is still very lacking because they have not maximally understood the basic management of regional property and have not mastering Information and Technology. the quantity of work is good enough but not maximized because understanding of the duties and abilities of employees is still lacking so that in carrying out tasks there are still delays and still need direction from superiors. In Aspects of time use at work, employee attendance using a fingerprint system and monitored on time. Relations between fellow employees and superiors are well established and a conducive atmosphere is created. The initiative in carrying out the duties of employees is still waiting for orders/directions from superiors and still lacks initiative in doing things without prior instructions.
