Abstract

ABSTRACT: The purpose of this study was to determine the effectiveness of the supervision of theHead of administration of the village in the district Talawaan North Minahasa regency. Research usingqualitative methods. The informants were 12 people consisting of: Head, Head of Governments of theDistrict, 3 Village Head, 3 administrators BPD, and 3 administrators LPMD.Collecting data with interview techniques; while the data were analyzed using qualitative analysistechniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded: (1) Control Head of the administration of thevillage in the district of North Minahasa Regency Talawaan effective enough views of things: thesupervision of the preparation and implementation of regulations and rules village head; supervisionorderly implementation of village administration; Supervising the management of village finances;supervising the implementation of the tasks and performance of the village head and village; supervision ofthe implementation of the tasks and functions of BPD; supervision of the implementation of tasks andfunctions LPMD; means / measures to evaluate the administration of the village; means / measurescorrecting irregularities in the administration of the village administration. (2) Control Head can realizeEffectiveness village governance.Based on the conclusion of the study suggested: (1) Head should be more exercise directsupervision that is down to the villages to monitor and evaluate the direct administration of the village. Abstract

The purpose of the research is to find out the effectiveness of the procedure for the implementation of the supervisory function in the Insperktorat area of North Sulawesi province. This research uses qualitative approach method. Research Informant was the person the Inspector, 2 person head of Sub-Division, 2 person Irban Region 5 Office/Bureau of Associated, in total as many as 10 informants. Data collection using the guidelines of the interview, while the analysis techniques used are interactive model analysis from Miles and Hubernan. Based on the results of the data analysis is drawn the conclusion: (1) organizational Productivity or output in this case regarding the work of the regional Inspectorates North Sulawesi province in the exercise of supervisory functions in eithercase showed where the work given that ability is in compliance with the employees of the Inspectorate and owned the purpose of supervision. So as a result it works or output is also satisfying for the Bureau/Office/field as an objects of supervision. (2) the effectiveness of the Organization in the form of his success adapting to changes inside and outside the Organization has been very good. This is evident from the adaptability of the inspector’s staff with work and organization environments that is very good as well as in carryng out the supervision procedures in accordance with the tupoksi and existing standard operating procedures. (3) the absence of tension within the organization or obstacles to conflict among parts of the organization. In this case it can be seen that the relationship between the imployee of the inspectorat and his superiors as well as colleagues/co-works is well established as well as the attitudes and relationships shown to the agency/bureau/field of supervision of the inspekto’s staff.Keywords: Effectiveness , Implementation, Supervision

Abstract

The UN is a direct tax collected by the Central Government, but the results of its receipt are aimed at the interests of the community in the area concerned with the location of the tax object. However, there is a tendency towards the reluctance of the people of Buha Sub-District to pay the tax seen from various matters concerning the awareness of the community itself. Given the importance of the role of the community in bearing state funding, it is necessary to influence the leadership of the village head to be able to utilize the potential of land and building tax in his area and motivate his officials and the community to carry out their obligations in paying taxes. Therefore this study aims to determine the effect of village leadership on increasing public awareness in paying land and building taxes. Correlation of 0.284 (positive correlation) and from the results of testing the coefficient table for Lurah leadership variables of 0.307 with constants 29.007 can be seen hypothetically which states that there is an influence of Village Leadership on Public Awareness at a significant level of 1%.Keywords: Leadership, Public Awareness in Paying PBB

Abstract

abstract:The quality of human resources of the State Civil Apparatus in government agencies is one of thefactors to improve the productivity of an organization’s performance or organization, therefore, it is necessaryhuman resources who have high competence professionalism as this will be able to support the improvement fcivil servant performance. Professionalism in accordance with the competence,work rules and rank levelsassigned to the position and other objective conditions without distinction of sex, race, race, race or class. Theimplementation of stff coaching can be a process of change from untrained employees transformed intoemployees-employees can now be developed to assume new responsibilities. To measure the success or failureof the program implemented then required the assessment and evaluation systematically. To measureperformance, multiple performance measures can be used. Which cover; quantity of work, quality of work,knowledge of work, creativity, cooperation, work inevitability, initiative and personal qualities. This researchuses data collection technique that is descriptive qualitative research through data collection technique that isdata reduction, data presentation, and conclusion. Performance is a manifestation of the ability and success ofan organization in carrying out its duties and functions. Abstract

Penelitian ini beranjak dari hasil pengamatan awal bahwa peranan kepala desa pembangunanmasyarakat desa di Desa Kumulume Kecamatan Makki belum benjalan sesuai harapan masyarakat.Dengan demikian, penelitian ini bertujuan untuk mengetahui bagimana peranan kepala desa dalampembangunan masyarakat desa di Desa Kumulume Kecamatan Makki Kabupaten Lanny Jaya.Dengan menerapkan metode deskriptif dan pendekatan kualitatif, informan diambil sebanyak 10orang dari unsur aparat desa dan anggota BPD, kemudian dilakukan wawancara mendalam danhasilnya dianalisis dengan menerapkan teknik interakti.Adapun hasil penelitian dapat disajikan sebagai berikut : (1) Bahwa secara umum peranan kepaladesa dalam urusan pemerintahan, pembangunan dan pembinaan masyarakat desa di Desa Kumulumeberjalan cukup baik, walaupun belum mencapai hasil yang optimal. (2) Bahwa masih terdapatbeberapa program/rencana pembangunan desa yang belum dapat terealisir. Hal ini disebabkan olehtingkat kecukupan anggaran pembangunan yang masih rendah, serta hambatan birokrasi, rentangkendali dan kondisi geografis wilayah desa yang sulit terjangkau sehingga ADD dan Dana Otsussering mengalami keterlambatan pencairannya.Saran yang dapat diberikan, antara lain : untuk mengoptimalkan peranan kepala desa dalampelaksanaan pembangunan masyarakat desa, maka disarankan agar pemerintah daerah, khusunyapemerintah Kabupaten Lanny Jaya perlu menganggarkan dana kompensasi dalam bentuk tunjangankinerja bagi Kepala Desa yang berprestasi untuk setiap bulan; dan untuk menjamin terealisasinyasemua rencana/program pembangunan desa, khususnya di Desa Kumulume, maka disarankan agardalam penyusunan dan penetapan program/rencana pembangunan desa perlu mempertimbangkankemampuan keuangan desa dalam membiayai program/rencana pembangunan desa tersebut.Kata kunci : Peranan Kepala Desa, Pembangunan masyarakat desa

Abstract

The purpose of this study to find out how the implementation of quality human resources management inimproving the development of Tingilbet Village District Beoga District Peak Papua Province. The method usedin this study using descriptive qualitative methods. to understand a phenomenon in a social context naturallyby promoting a deep process of interaction and communication between researchers with the phenomenastudied. As for the results of research shows that the implementation of quality human resources managementin improving the development of employee recruitment, staffing and staff development is still minimal in thegovernment environment of Tinggilbet Village Beoga District is not fully done objectively and in accordancewith the needs and expertise of the employees themselves, the implementation of recruitment employee,employee placement and employee development, according to the result of research that has not been done well.KEYWORDS: quality of human resources, village develop

Abstract

The purpose of the research is to explain the level of community participation in the development of Nagavillage, Ibu Tenggah, West Halmahera Regency. The study uses qualitative approach methods. Theinformant is one person as the head of the village, two people as a village officer/device, two as the head ofthe ward, and five people as the whole society as many as ten Informans. Based on the results of the studyshowed (1) community participation in decision making related to the development of Naga village, IbuTenggah, West Halmahera Regency may still be lacking, some people prefer to give authority Decisionmaking is done by the village apparatus although basically the village head and its ranks to take decisionsrelated to the development of the village adapted to the wishes of the village community related to thedevelopment of the village itself however. (2) Community participation in the construction of Naga village,Ibu Tenggah, West Halmahera Regency has been very good, where both people and village governmentswant to cooperate and mutual cooperation in the implementation of Village development Especially in thedevelopment and provision of facilities and infrastructure as well as village Infrastructuretus. In theimplementation of government programs also people always participate in it as evidence of theirparticipation both physically and nonphysically. (3) Community participation in the development results ofNaga Village, Ibu Tenggah, West Halmahera Regency has been very good. The awareness and sense ofresponsibility instilled by the village government to the community is extraordinary so that people are ableto utilize the results very well to be managed to become potential that can increase the resources People andnatural resources around them. People here care deeply and keep the results of their hard work and mutualassistance in development. Each development program and outcome is allocated evenly. (4) Communityparticipation in the evaluation related to the development of Naga village, Ibu Tenggah, West HalmaheraRegency has been quite good from the village government to have a meeting every month and each yearwith the community to listen to the input and of community-related developments.Keywords: Community Participation, Developmen,Village

Abstract : Vision and Mission of the realization of Bitung Bitung City as an international port city, industry, trade,services and tourism environmentally sound and superior in the era of globalization. Furthermore, the missionoutlined in Bitung City Government namely Panca Bina where one of them is the Human Development. Oneprogram in Human Development's mission is determined Bitung City Government and seeks to prepare peoplequalified and highly skilled so that they can compete in the era of globalization while preserving the ethical values,moral and religious norms. But until now the Government's attention to the development of the tourism industryBitung is still very minimal. Less successful development of tourism in the city of Bitung not be separated from theimplementation of policies that are still using the top-down approach is the approach of the party from top to bottom.In the process of implementation of the government's role is very big, in this approach is the assumption that occursdecision makers is a key actor in the success of implementation, while the other parties involved in theimplementation process hampered, so that the decision makers underestimate the strategic initiatives coming fromthe level of bureaucracy Low and subsystems wisdom another. And the non-involvement of the public in policymaking from planning, organizing, implementation and supervision. This research uses qualitative research isresearch that is used to examine the Role of the Government in which the researcher is a key instrument. Researchers carrying out research in the Department of Tourism andCulture City of Bitung by using the techniques of data collection guidelines the Department of Tourism.Based on the results of the study: The role of the department of tourism is very important for the developmentof tourism industry strongly support the economy of the town Bitung. And to attract tourists and the infestor engagedin tourism. The role of the tourism department is very influential on the development of the tourism industry in thecity of Bitung. Role of department of tourism is very important because tourism agencies provide recommendationsand input for monitoring the development of the tourism industry. Suggestions for Bitung City Tourism Office is aneed for dissemination to the public of the importance of tourism development. The government should be moreactive in implementing tourism development, both in terms of promoting the attraction - attraction to the local leveland also to the level of long-distance, in order to make it more widely known by the public tourist or foreigncountries about tourism in the city of Bitung. Abstract

Summary : Poverty is a problem that cannot be postponed to overcome and must be a top priority in theimplementation of social welfare development based on the background of the problem, so this study aimsto find out what the performance of the Social Welfare Service on the Implementation of RegionalOperations Programs to Resolve Poverty in Bitung City. The type of research used in this research is aqualitative approach. This research aims to understand the needs of the poor. The informants in the studywere obtained from field visits to the research location by the researcher, namely in the Social ServiceOffice, the method of determining informants was by selecting sources who really knew about problemsthat occur on the spot so that they will provide information precisely as needed by researchers. The resultsshowed that the preparation of program plans, strategic plans and operational / implementation plans forthe ODSK program by the Social Service of Bitung City. The goal is that the planning of the ODKprogram and its implementation do not overlap but the program runs one way and in harmony startingfrom the provincial central level to the District and Village levels.

Abstract

Empowerment of managers is an effort to emphasize the provision of strength, ability and authoritythrough training and education, counseling, socialization and assistance to managers in managing eachtype of business being managed. Village Owned Enterprise (BUMDes) is one of the governmentprograms based on empowerment and decentralization, with this program the government has thespirit to rebuild trust with the community to work together to create an economically independentvillage community. This study uses a qualitative research type where research is descriptive in nature,namely the collection of primary and secondary data is carried out by interview which is thenprocessed and obtained the results. Research results show that the problem that hinders theempowerment of BUMDes managers in Batlale Village is the provision of work programs in the formof savings and loans, business in the marine and plantation sectors. providing infrastructure andbusiness capital which in fact do not have progress and even have not been running due to the level ofability or knowledge of the managers who have not been able to develop their own programs. Thetraining provided by the government on how to manage and develop a business as well its potentialonly happened 4 years ago. apart from that, there are several obstacles, such as the lack of attention,concern and encouragement from the community and the government in assisting managers inrunning and developing business programs. The lack of these trainings means that the governmentonly provides outreach on the performance improvement of BumDes managers in Batlale Village.Keywords : Empowerment, Management, program
