Abstract

LPD Pecatu Mobile application is an online service innovation that has been implemented since 2019. The application is implemented in order to make customers are able to access information and make transactions by utilizing technology and information. The purpose of implementing the LPD Pecatu Mobile is to provide convenience and bring the LPD of Pecatu Village closer to its customers. There are many service features that customers can use in the application. Applications can be downloaded in the AppStore for iPhone users and in the PlayStore for Android users. The existence of this application will facilitate the work of LPD Pecatu Village employees and customers no longer need to come to the office to receive services. This study aims to find out how the quality of service based on electronic government is on the LPD Pecatu Mobile application in the Pecatu Village, Badung Regency. In this study the author uses a type of qualitative research with descriptive methods. The analysis of this study uses the theory of E-GovQual from Papadomichelaki and Mentzas . The results of the study show that the implementation of the Pecatu Mobile LPD application has been going well but not fully optimal. This is because there are still several problems in the dimensions including socialization that has not run optimally, sometimes there are errors in the application, the application users are still less and are fully active using the application, the iOS users have not been able to transfer between savings accounts. Recommendations that can be given are forming a socialization team on a regular basis so that the socialization schedule is properly scheduled, optimizing door to door socialization and social media, creating an official Instagram account for LPD Desa Adat Pecatu, adding contact persons to the application. Abstract

The Health Office is the implementing unit for health services in Badung Regency, which has a role in dealing with health problems that occur in Badung Regency. One of the phenomena of health problems in Badung Regency is the spread of Human Immunodeficiency Virus (HIV) and Acquired Immune Syndrome (AIDS). This research was conducted at the Badung District Health Office and is comprehensive and continuous in Badung District. The purpose of this study was to describe the performance of the Badung District Health Office in preventing and controlling HIV/AIDS in the people of Badung District. Performance indicators based on Agus Dwiyanto's theory are: Productivity, Service Quality, Responsiveness, Responsibility, Accountability. The method used is qualitative with a descriptive approach. Data collection is done by interviews, observation, documentation. Data analysis techniques through data reduction, data presentation, drawing conclusions. The results showed that the performance of the Badung District Health Office in reducing HIV/AIDS rates was running well but not fully optimal. This is because there are still several obstacles, namely the lack of human resources at health service centers in Badung Regency in carrying out the HIV/AIDS prevention and control program, the lack of stock of drugs and condoms that should be given to the community, the lack of knowledge from the community regarding understanding of prevention and control. HIV/AIDS because the interest of the people who participate in socialization is small. Recommendations that can be given are recruiting new officers for handling HIV/AIDS in all health service centers in Badung Regency, increasing the availability of existing facilities and infrastructure at health service centers in Badung Regency, and also increasing public knowledge regarding HIV/AIDS. Abstract

The aim of aplication online attendance (Face Detector) at the BKPSDM Bali Province is to increase the discipline of employees, both PNS and non-PNS employees. However, in its implementation, there are still some problems, such as application that still often crashes, employee absences that are often rejected, and employee abilities that are not evenly distributed. This study uses indicators of effectiveness based on Duncan in Kharisma (2017) which consist of three indicators of goal achievement, integration, and adaptation. The results of the study show the effectiveness of implementing online attendance (Face Detector) at the BKPSDM Bali Province.

Abstract

Banjar Dinas Apit Yeh kaja where part of the population depends on plantations, especially gardening with coconut, bananas and leaves. The economic downturn during this pandemic has forced mothers to be more creative and innovate by utilizing the plantation products they have, namely by making barren oil made from processed coconuts. Tandusan Oil or Balinese Oil is mostly produced by Home Industries in Bali in general and in particular in Banjar Dinas Apit Yeh Kaja, Manggis Village, Karangasem Regency. The PKK women's group is a forum for improving welfare through the production of barren oil by labeling and marketing the products of the home industry of this wasteful oil to a wider market share. With this Community Service Program, PKK Apit Yeh Village women can increase productivity in producing barren oil with attractive packaging and develop marketing by attracting potential consumers through Digital Marketing.

Abstract

The implementation of the Simak Dihati attendance system is one of the applications applied by the South Denpasar Sub-district Office with the aim of improving employee discipline, especially in terms of punctuality. During its implementation at the South Denpasar Sub-district Office since 2022, the Simak Dihati attendance system has encountered several issues such as frequent application errors, rejections when employees take selfies and submit their location points, and uneven employee capabilities. The purpose of this research is to determine the effectiveness of the implementation of the Simak Dihati attendance system in improving employee discipline at the South Denpasar Sub-district Office. This research uses a qualitative method with data collection techniques including observation, interviews, and documentation. The research results based on effectiveness indicators according to Tangkilisan (2005), which consist of Target Achievement, Adaptation Ability, Job Satisfaction, and Responsibility, show that the implementation of online attendance (Simak Dihati) at the South Denpasar Sub-district Office has been effective in terms of target achievement, job satisfaction, and responsibility indicators. However, it has not fully met the Adaptation Ability indicator because many employees are still unable to use the Simak Dihati attendance system, especially older or senior employees, and the devices used often experience issues, thus hindering the implementation of the Simak Dihati attendance system.

Abstract

The SIAP QRIS program is a Bank Indonesia program to standardize a QR code-based payment system, which originally came from different QR codes. The SIAP QRIS program aims to encourage transaction efficiency, accelerate digital financial inclusion, advance MSMEs which can ultimately drive economic growth for developed Indonesia. The researcher limited this research to Pasar Badung, Denpasar City. In its implementation, there are still problems originating from program subjects, namely Bank Indonesia, the government, Perumda Pasar Sewakadarma Pasar Badung Unit, and BPD. As well as program objects, namely market traders who have not and have used QRIS and the public (consumers). The purpose of this research is to obtain empirical evidence regarding the effectiveness of the SIAP QRIS program so as to be able to improve or enhance strategies and programs in deploying QRIS. This study uses descriptive qualitative methods with data collection techniques in the form of observation, interviews, and documentation. The results of related research were analyzed using five aspects according to Sutrisno, namely program understanding, right on target, on time, goal achievement, and real changes which show that the SIAP QRIS program in Pasar Badung is not optimal because its application is not in accordance with the original purpose, there is no courage to oblige traders using QRIS, merchants who are not aware of the existence of the program, the public (consumers) continue to use cash payments, not all merchants use QRIS, many perceived obstacles/obstacles, no merchant achievement targets, no blueprints, and no program to increase interest or motivation

Abstract

Licensing is one of the most important components for running a business in each region.  The licensing process itself has been carried out online since the enactment of PP No. 24 of 2018 concerning electronically integrated business licensing or Online Single Submission (OSS).  The establishment of the OSS system aims to make it easier for the business community to apply for permits.  Indicators of effectiveness based on Cambell J P's theory are: Program Success, Target Success, Program Satisfaction, Input and Output Levels, Overall Goal Achievement.  The method used is qualitative with a descriptive approach.  Data collection was carried out by interviews, observation, documentation of the selection of informants deliberately chosen by researchers in order to obtain data, information and facts in the field accurately.  Data analysis techniques through data reduction, data presentation, drawing conclusions.  Based on the research results from interviews and observation data for each indicator, it can be said that the effectiveness of the OSS system at DPMPTSP Badung Regency is still not optimal due to several obstacles.  This is because the website still has frequent errors, there are still many business people who still don't understand technology, the community is still not very familiar with the OSS program, and there is still no online consultation service.  Recommendations that can be given are conducting socialization regularly and consistently, providing online consulting services to people who need assistance, and also improving public service technology so that people are more accustomed to using technology.

Abstract

This study aims to determine how the implementation of collaborative governance in the development of Pinge Village, Marga District, Tabanan Regency. In this study, the author used a type of qualitative research with a descriptive method. The analysis uses the theory of collaborative governance success measures from Deseve in Sudarmo (2011). The research findings show that collaboration between the government, private sector and the community has been going quite well, but there are several problems such as dominance from the community, there is still collaboration without written cooperation documents, and inadequate financial and human resources. The recommendations that’s possible are that the government more routinely conducts direct observations, expanding collaboration networks and the community’s more enthusiastic about contributing to the development of tourism villages. Abstrak Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan collaborative governance dalam pengembangan Desa Wisata Pinge, Kecamatan Marga, Kabupaten Tabanan. Pada penelitian ini penulis menggunakan jenis penelitian kualitatif dengan metode deskriptif. Analisis menggunakan teori ukuran keberhasilan collaborative governance dari Deseve dalam Sudarmo (2011). Hasil temuan penelitian menunjukkan bahwa kolaborasi antara pemerintah, swasta dan masyarakat sudah berjalan cukup baik, namun terdapat beberapa permasalahan seperti adanya dominasi dari pihak masyarakat, masih terdapat kolaborasi tanpa dokumen kerja sama tertulis, dan sumber daya keuangan dan SDM yang belum memadai. Adapun rekomendasi yang dapat diberikan yaitu pemerintah lebih rutin melakukan pengamatan langsung, swasta lebih intens melakukan promosi, pengelola meningkatkan kapasitas pelayanan wisata, memperluas jaringan kolaborasi, membuat aturan yang mengikat antar stakeholder dan masyarakat lebih semangat berkontribusi dalam pengembangan desa wisata. Abstract

Pada zaman modern seperti sekarang banyak persoalan moralitas akibat kritis karakter kerap terjadi dikalangan anak-anak dan pelajar seperti tawuran antar siswa, bullying, kekerasan terhadap guru dan orang tua, pornografi dan sebagainya. Untuk membentuk karakter peserta didik, sekolah memiliki peran penting dalam segala hal usaha membangun pendidikan karakter. Sekolah merupakan salah satu tempat atau institusi pendidikan yang bertanggung jawab dalam mengembangkan pengetahuan, keterampilan serta karakter peserta didik. Orang tua peserta didik sangat berharap dan percaya kepada sekolah untuk menjadi pusat pendidikan akademik dan pendidikan karakter.

Abstract

This research aims to determine the development of electronic government through the management of an integrated dynamic archival information system (SRIKANDI): Case Study of the Bali Province KPU. The method used in this research is a descriptive qualitative method with a case study approach model. Data collection in this research was carried out by means of observation, interviews and documentation. The results obtained are based on the elements of successful e-government development proposed by Indrajit (2004), it was found that the support indicators for the implementation of e-government SRIKANDI have been supported by the highest leaders. The Capacity indicator shows that adequate human resources, financial resources and technological infrastructure are available. However, the obstacles faced in the capacity indicator are the availability of technological infrastructure networks. This is due to frequent errors in accessing the SRIKANDI application. Then in the value indicator, the benefits felt are only from the government, this is because the SRIKANDI application cannot be accessed by the general public. Abstrak Penelitian ini bertujuan untuk mengetahui pengembangan electronic government melalui pengelolaan sistem informasi kearsipan dinamis terintegrasi (SRIKANDI): Studi Kasus KPU Provinsi Bali. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif dengan model pendekatan studi kasus. Pengumpulan data dalam penelitian ini dilakukan dengan cara observasi, wawancara, dan dokumentasi. Hasil yang diperoleh berdasarkan elemen sukses pengembangan e-government yang dikemukakan oleh Indrajit (2004), diperoleh bahwa dalam indikator support penerapan e-government SRIKANDI telah didukung oleh para pemimpin tertinggi. Dalam indikator Capacity menunjukan bahwa telah tersedianya sumber daya manusia, sumber daya finansial serta infrastruktur teknologi yang memadai. Namun kendala yang dihadapi dalam indikator capacity ketersediaan jaringan infrastruktur teknologi. hal ini dikarenakan seringnya error dalam mengakses aplikasi SRIKANDI. Kemudian dalam indikator value, manfaat yang dirasakan hanya dari pihak pemerintah, hal ini dikarenakan aplikasi SRIKANDI tidak dapat diakses oleh masyarakat umum.
