Abstract

Peningkatan jumlah anak disabilitas di Surabaya dari 2.466 pada tahun 2022 menjadi 2.759 pada tahun 2023 menyoroti kebutuhan mendesak akan program pemberdayaan untuk mendukung perkembangan mereka. Rumah Anak Prestasi (RAP) Surabaya memperkenalkan kelas musik sebagai program unggulan yang bertujuan meningkatkan keterampilan, kemandirian, dan partisipasi sosial anak-anak disabilitas. Penelitian ini mengevaluasi efektivitas program tersebut dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Penelitian dilakukan dengan pendekatan kualitatif deskriptif, melibatkan observasi partisipatif, wawancara mendalam dengan peserta, orang tua, pengajar, dan pengelola, serta analisis dokumentasi. Hasil penelitian menunjukkan bahwa kelas musik berhasil meningkatkan keterampilan bermusik, kepercayaan diri, dan kestabilan emosional peserta. Namun, kendala seperti keterbatasan alat musik, jumlah pengajar yang tidak memadai, dan rendahnya partisipasi anak disabilitas di RAP menjadi tantangan yang harus diatasi. Pendekatan pengajaran yang adaptif dan keterlibatan aktif orang tua merupakan faktor kunci keberhasilan program. Penelitian ini menyimpulkan bahwa program kelas musik di RAP efektif dalam memberdayakan anak-anak disabilitas dan merekomendasikan peningkatan fasilitas, pelatihan mentor, serta perluasan jangkauan untuk mencapai dampak yang lebih luas dan berkelanjutan.Kata Kunci: disabilitas; pemberdayaan; kelas musik; evaluasi CIPP; inklusi sosial

Abstract

The purpose of the Minister of Home Affairs regulations Number 45 of 2016 is to create an orderly village government administration, provide clarity and legal certainty on village boundaries that meet technical and juridical aspects. Data shows that regional administration management, especially the affirmation of village boundaries in Indonesia, is still not optimal, where only 1,479 villages out of 74,962 villages have determined village boundaries. North Sulawesi Province, which consists of 1,507 villages, so far, only the Sangihe Regency Government has drafted 6 regional regulations related to the affirmation of village boundaries. The unclarity of village boundaries will automatically affect village development planning and the amount of village fund budget because the amount of village funds is adjusted and divided based on population, area, poverty rate, and geographical difficulty. With this condition, there are indications that the determination of the amount of village funds that are the government's flagship program is currently implemented not following valid village boundary rules and data. This research uses qualitative methods with a case study approach to explain the management of regional administration, especially boundary affirmation carried out in Sangihe Islands Regency, and factors that influence the implementation of village boundary affirmation

Abstract

Penyediaan data identitas kependudukan yang akurat merupakan tanggung jawab penting pemerintah Indonesia dalam memenuhi hak warga negara. Kartu Identitas Anak (KIA) sebagai inovasi dalam administrasi kependudukan bertujuan untuk memberikan akses layanan publik bagi anak-anak di bawah 17 tahun. Penelitian ini menganalisis inovasi Program Katepay yang memperluas fungsi KIA sebagai alat pembayaran non-tunai di sekolah-sekolah di Kota Surabaya. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui observasi, wawancara, dan dokumentasi, dengan fokus pada lima atribut inovasi menurut Rogers (2003): keunggulan relatif, kesesuaian, kerumitan, kemampuan dicoba, dan kemampuan diamati. Hasil penelitian menunjukkan bahwa Katepay menawarkan kemudahan dan keamanan dalam transaksi, serta memberikan kontrol lebih kepada orang tua dalam memantau pengeluaran anak. Meskipun demikian, adopsi Katepay di kalangan siswa masih menghadapi kendala, seperti kerumitan penggunaan, kesenjangan aksesibilitas perangkat, dan masalah teknis. Program ini menunjukkan kesesuaian yang baik dengan regulasi yang ada, namun observabilitas hasilnya masih perlu ditingkatkan. Penelitian ini merekomendasikan pengembangan lebih lanjut dalam fitur aplikasi dan peningkatan literasi digital untuk mempercepat adopsi Katepay di masa mendatang. Secara keseluruhan, Katepay berpotensi menjadi solusi yang relevan dan menguntungkan dalam mendukung transformasi digital layanan publik di Surabaya.

Abstract

ABSTRACT With the introduction of technology and information systems, this also has an impact on public institutions, especially the General Election Commission (KPU), which utilizes digital media as a means of carrying out communication and outreach strategies to increase people's political participation in the participation of community members in the 2024 General Election (Pemilu). In order to achieve successful community involvement, implementing a well-structured plan such as a management strategy is necessary. The role of the General Election Commission (KPU), especially the East Java Province KPU is guided by KPU Decree Number 10 of 2018 concerning Socialization, Voter Education, Community Participation in the Implementation of General Elections. The aim of this research is to analyze the strategy of the East Java General Election Commission (KPU) to increase public participation in facing the 2024 elections. The methodology used in this research is a qualitative research method with a descriptive method where the data collection process is in the form of interviews, observation, documentation and literature study obtained through articles, books, information and so on related to the topic being discussed. Based on the research findings, it can be seen that the strategy implemented by the East Java KPU can be said to have worked well, as evidenced by the existence of several agendas of socialization activities that have been carried out such as the Election Carnival, showing the film "Kejarlah Janji" and receiving visits from external parties. Abstract

The Regional Government Information System (SIPD) is an e-government system with a program or network that is used to harmonize coordination between the central government and regional governments. The Regional Government Information System (SIPD) has been regulated in Minister of Home Affairs Regulation Number 70 of 2019 where the system is designed to be more responsive, adaptive, innovative, dynamic and accountable. SIPD was designed by the Ministry of Home Affairs to harmonize the flow of stages in structuring regional plan documents based on statutory regulations. The aim of this research is to determine the implementation of SIPD in facilitating housekeeping at the General Bureau of the Regional Secretariat of East Java Province. The research method used is a qualitative descriptive approach. Data collection techniques were carried out through observation, interviews, literature study and documentation. The findings in this research use the concept of policy implementation according to Edwards III by reviewing several aspects such as communication, resources, disposition and bureaucratic structure. In general, the implementation of SIPD has gone quite well and effectively. However, there are still several obstacles in its implementation which have not been carried out optimally. Some of these obstacles are a lack of time efficiency in carrying out tasks and a lack of information in solving problems due to a lack of socialization and information related to SIPD. Therefore, there needs to be clarity regarding support and coordination with other agencies so that the implementation process runs well. This is related to increasing the quantity of human resources to support effectiveness and time efficiency in completing tasks.   Keywords: General Bureau; Implementation; SIPD

Abstract

Current technological advances have begun to give rise to many new media trends, one of which is podcasts. Banjarsari Village, Probolinggo Regency is one of the villages that has a podcast program managed by PIK-R Banjarsari Youth. This program is one example of the information media and public services in the current era of digitalization. However, the problem is, that Banjarsari Village does not utilize existing facilities, and the podcast made has not reached most of the people of Banjarsari Village. Therefore, this study aims to formulate a podcast development strategy to build a digital society and provide digital-based public services in Banjarsari Village. This research uses a descriptive research method with a qualitative approach. Data collection is used through primary data, namely interviews, observations, documentation, and secondary data such as journal articles, reference books, websites, and also previous research. Through the perspective of Robbins and Coulter's strategy theory, it was found that there are three levels of strategy. First, corporate strategy, adding a YouTube channel as a differentiator of discussion topics and being active in social media as a consulting room. Second, competitive strategies, there needs to be consistency in uploading content and podcast administrators must be good at choosing content concepts and themes that can attract the attention of the audience. Third, functional strategy, the formation of a production team in creating podcast content as well as mentoring and training to Banjarsari Village youth.   Keywords: Strategy; Podcast; Public Information; Public Service

Abstract

This study aims to examine the effectiveness of e-performance implementation on the performance of the State Civil Apparatus (ASN) at the Surabaya City Transportation Agency. The focus of the problem lies in the effectiveness of e-performance and ASN performance at the Surabaya City Transportation Agency. This quantitative research employs the Effectiveness variable (X) as an independent variable, referring to Duncan's theory (1973). The employee performance variable (Y), as the dependent variable, refers to the theoretical approach of Bernardin (2012). This study employed a quantitative methodology, collecting data via questionnaires and documentation. The population comprised 236 State Civil Apparatus from the Surabaya City Transportation Agency, with a sample of 142 respondents determined based on the Issac and Michael table. The results show that the effectiveness of the application of e-performance has a positive and significant influence on the performance of ASN at the Surabaya City Transportation Agency. The results of the t-test show that the significance value is 0.000 (p < 0.05), and the t-count is 14.565 (t-count> t-table 1.977). The coefficient of determination test yields an R-squared value of 0.602. That indicates that the variable effectiveness of e-performance implementation can explain and contribute an influence of 60.2% to the ASN performance variable.

Abstract

Kata Kunci:Karang TarunaKepedulian SosialPemudaPeran Karang Taruna tidak hanya untuk membina generasi muda tetapi juga berusaha untuk membawa perubahan dan kemajuan sosial. Perkembangan zaman membuat nilai-nilai kepedulian sosial semakin terdegradasi di masyarakat era globalisasi. Kepedulian terhadap orang lain berkurang. Terlihat bahwa yang ingin dicapai oleh Karang Taruna adalah fokus pada kesadaran dan tanggung jawab sosial, sehingga seluruh masyarakat dapat menikmati manfaat sosial. Tujuan dari pengabdian ini adalah untuk mengembangkan potensi generasi muda dan meningkatkan kepedulian sosial di Kelurahan Rungkut Tengah Kota Surabaya. Metode yang digunakan dalam pengabdian ini adalah survei, koordinasi, persiapan materi, dan penyerahan bakti sosial. Hasil pengabdian ini menunjukkan bahwa pemuda Karang Taruna sudah berperan aktif dalam menyelenggarakan kegiatan sosial, seperti mengadakan bakti sosial bersama Mahasiswa KKNT MBKM UPN "Veteran" Jawa Timur yaitu Acara Bakti Amal.

Abstract

One of the problems that often arises in implementing new government policies is resistance from the community. This also happens to the parking payment policy via the QRIS (Quick Response Code Indonesian Standard) system at Taman Bungkul Surabaya. Although basically this policy aims to simplify and modernize the payment system, its implementation has actually triggered rejection from some people involved, including parking officers. This research aims to analyze how the conflict between the Transportation Service and parking officers is resolved in the parking payment policy via QRIS in Taman Bungkul, Surabaya City. The research method used is descriptive qualitative with interviews, documentation and data collection, and uses conflict resolution theory according to Ralf Dahrendorf which states that conflict resolution can be resolved in three ways, namely Arbitration, Mediation and Arbitration. The results of this research are to explain parking fees that have not reached the target, the application of QRIS for parking payments, conflicts of interest and policy evaluation, as well as digital transformation and socio-economic impacts.

Abstract

A person in need of Social Welfare Services (PPKS) is someone who cannot carry out their social functions properly because they are experiencing disorders, so that their living needs are not met physically or spiritually. The large number of PMKS in the city of Surabaya has created discomfort among the community. This research is to describe and analyze the implementation of the PPKS Program in improving Social Welfare for homeless people and ODGJ at UPTD LIPONSOS Keputih, Surabaya City. The research method is a descriptive qualitative approach using literature study. The results and discussion are that the implementation of the PPKS Program at UPTD LIPONSOS Keputih, which is based on Perwali Number 118 of 2021, has not run optimally. This is due to the lack of patient support staff (HR) and the amount of budget to manage UPTD LIPONSOS Keputih. The number of staff is not proportional to the number of patients resulting in staff being overwhelmed. Apart from that, the insufficient budget means that the provision of facilities for patients is also inadequate. So, the factors that influence the implementation of the PPKS Program at UPTD LIPONSOS Keputih must be considered for the success of the implementation, especially the human resource and budget factors for managing UPTD LIPONSOS Keputih.
