Abstract

Kenaikan pangkat Pegawai Negeri Sipil merupakan langkah awal pengembangan karir PNS sebagai penghargaan atas kinerjanya. Perubahan periodisasi kenaikan pangkat memberikan dampak yang signifikan terhadap kesejahteraan dan pengembangan karir. Badan Kepegawaian Daerah Sidoarjo sebagai pelaksana yang menangi proses kenaikan pangkat memberikan pelayanan yang baik. Namun saat pelaksanaan terdapat permasalahan yang ditemukan yakni tidak berkesesuian data dan jaringan yang tidak mendukung. Penelitian ini bertujuan untuk mengetahui efektivitas kebijaka periodisasi kenaikan pangkat PNS di BKD Sidoarjo. Metode yang digunakan dalam penelitian yaitu kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan wawancara dan observasi. Penelitian menggunakan teori Richard Matland dengan empat indikator yaitu: ketepatan kebijakan, ketepatan pelaksanaan, ketepatan target dan ketepatan lingkungan. Hasil penelitian menunjukkan 1) kebijakan penambahan periodisasi membantu PNS melakukan proses kenaikan pangkat 2) dalam pengimplementasiannya terdapat kendala yaitu jaringan dan waktu yang sedikit 3) Lembaga terkait dengan Lembaga pelaksana melakukan evaluasi dan koodrdinasi dalam pelaksanan kebijakan 4) Masyarakat memberikan tanggapan positif terhadap perubahan regulasi.

Abstract

This study analyzes the implementation of the Community Activity Licensing Policy in the East Java Regional Police, which plays an important role in maintaining security and order amidst various community activities, including arts and entertainment. The licensing process involves dispositions from superiors to subordinates, evaluations and final decisions from the director with the aim of ensuring transparency and accountability. Although the policy is running according to the rules, there are obstacles that affect the effectiveness of its implementation, such as communication, human resources, and adequate infrastructure. This study emphasizes the importance of integrating all activities in a responsive police service system to improve the effectiveness of public services. The results of the study show that although there are challenges in licensing, the police strive to provide good service and maintain security during the activities.

Abstract

This research aims to describe and analyze in depth the effectiveness of health services provided to BPJS participants at the Kalirungkut Community Health Center. The research method used was descriptive qualitative with an interview and observation approach to BPJS participants. The research results show that health services at the Kalirungkut Community Health Center have met the effectiveness indicators developed by Sutrisno (2007), namely program understanding, right on target, on time, achievement of goals, and real change. BPJS participants generally have a good understanding of the BPJS program, membership requirements and referral system, although understanding of the program's objectives still needs to be improved. The services at the Kalirungkut Community Health Center were assessed as being on target by participants, with high satisfaction with the facilities and services provided. Timely service processes and achievement of program objectives are reflected in the satisfaction of BPJS participants who experience direct benefits from this program. Apart from that, there have been positive changes in the attitudes and behavior of health workers who are now friendlier and more responsive to patient complaints. Several challenges such as officer delays are still encountered, but overall, the BPJS program at the Kalirungkut Community Health Center has succeeded in having a positive impact and fulfilling its main objective of providing adequate health insurance for the community. To increase the effectiveness of services, it is recommended that the Kalirungkut Community Health Center maximize socialization activities for the BPJS Program through Family Posyandu activities, increasing the function of monitoring and evaluating the performance of employees, especially front office employees.

Abstract

The Viaduct by Gubeng Labor-Intensive Housing Program was initiated by the government as an effort to address the socio-economic impacts following the Covid-19 pandemic, particularly for the poor communities in Surabaya City. This program offers labor-intensive training and employment to improve welfare and reduce dependence on direct assistance. This study aims to evaluate the implementation of the Viaduct by Gubeng program using the CIPP evaluation model, which includes context, input, process, and product dimensions. The method employed is descriptive qualitative with data collection techniques such as interviews, observations, and documentation. The results indicate that the program successfully targets the appropriate groups and effectively reduces unemployment rates. The program has also utilized assets and funds efficiently, however, challenges remain regarding participant work motivation, an inadequate incentive system, and limited evaluation and two-way communication. Overall, Viaduct by Gubeng is considered innovative and worthy of being a model for empowerment programs but still requires improvements in human resource management and worker welfare to ensure the program’s long-term sustainability.

Abstract

Penelitian ini menganalisis implementasi Pemantauan dan Evaluasi Kinerja Penyelenggaraan Pelayanan Publik (PEKPPP) Mandiri di Jawa Timur dengan fokus pada Dinas Kelautan dan Perikanan. Sebagai inisiatif strategis untuk meningkatkan kualitas pelayanan publik, PEKPPP Mandiri dilaksanakan berdasarkan kebijakan pemerintah pusat dan disesuaikan dengan kebutuhan daerah. Program ini berfungsi sebagai mekanisme evaluasi bagi setiap Unit Lokus Evaluasi (ULE), memungkinkan pemerintah daerah untuk memahami kondisi pelayanan publik secara lebih mendalam. Dengan demikian, daerah dapat lebih siap dalam meningkatkan kualitas layanan dan memberikan dampak optimal bagi masyarakat. Menggunakan pendekatan kualitatif dan analisis berbasis teori implementasi Edward III, penelitian ini mengevaluasi empat variabel utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menyoroti pentingnya komunikasi yang jelas, pengelolaan sumber daya yang efektif, sikap kooperatif pelaksana, serta struktur birokrasi yang terorganisasi dalam mendukung keberhasilan kebijakan. Temuan dari studi ini diharapkan dapat memberikan wawasan bagi pemerintah daerah dalam meningkatkan kualitas pelayanan publik serta mengoptimalkan implementasi PEKPPP Mandiri di masa mendatang.

Abstract

Indonesia, as an agricultural country, has a large population whose livelihoods are in the agricultural sector. However, the composition of Indonesian farmers by age is mostly over 40 years old compared to young farmers whose percentage is smaller. The decline in the number of young farmers occurs due to a decrease in interest or desire to have jobs in the agricultural sector. The Youth Entrepreneurship and Employment Support Services (YESS) program seeks to create entrepreneurs and improve the competency of the younger generation of professionals in the agricultural sector. The purpose of this study is to analyze the empowerment of young farmers through the Youth Entrepreneurship and Employment Support Services (YESS) program in Puspo Village, Pasuruan Regency. This study uses a qualitative descriptive approach with data collection techniques in the form of observation, interviews, and documentation. The research results in the enabling stage, as an effort to create potential through training, competitive grants, and certified internships in the YESS program, were optimally implemented, able to encourage and motivate communities to develop their opportunities. Then, in the empowering stage, as an effort to strengthen community potential, it was realized through training for agricultural sector management using a modern approach, through capital assistance from competitive grants, and through certified internships for experience and knowledge in agricultural sector management innovation. Then, in the protecting stage, as an effort to protect and support, it was realized through assistance in managing business permits and the existence of a millennial farmer producer cooperative. However, the operationalization of the millennial farmer producer cooperative did not run optimally due to the lack of sustainability and clarity regarding its function as a place to market agricultural products.
