Abstract

Indonesia consists of various ethnic groups; the traditions and culture of each are different and have meaning. One of them is the Lulo dance from Southeast Sulawesi, which provides meaning and benefits to its supporters. This study aims to describe the Lulo dance movements’ meaning in the culture of the Tolaki tribe and its use as a traditional communication medium in maintaining harmonious and peaceful relations amid Indonesian society’s situations with so many different. This research used qualitative methods with descriptive analysis. The symbols of dance movements are analyzed with Barthes’s semiotic theory through two stages of signification to get Lulo dance’s meaning. Based on this study’s results, the symbolic messages conveyed in this dance have a meaning that identifies unity, harmony, and mutual respect for differences. The message is packed with movements displayed in dance performance: the hands hold each other, the movements of the hands and feet, and the formation in a circle. Lulo dance, which is also called social dance, can be followed by everyone without exception. Therefore, this dance can strengthen the relationships between every human being. The Lulo dance performance is one of Southeast Sulawesi traditions used to achieve a harmonious and peaceful social life.

Abstract

Penentuan upah minimum tidak dilakukan secara asal-asalan namun berlandasakan pada standar kebutuhan hidup layak buruh, yang disebut sebagai komponen kebutuhan Hidup Layak (KHL). Kelemahannya dari penetapan upah minimum hanya dihitung berdasarkan KHL tiap-tiap buruh  lajang yang  masa kerjanya masih dibawah satu tahun. Perhitungan KHL belum memperhitungkan buruh berkeluarga atau bekerja lebih dari satu tahun. Di Indonesia buruh menanggung kebutuhan hidup selain dirinya adalah wajar. Jika KHL hanya menghitung kebutuhan perindividu buruh lantas bagaimana dengan Ekonomi Rumah Tangga Buruh. Bagaimanakah strategi buruh yang sudah berkeluarga memenuhi kebutuhannya. Dalam penelitian ini berusaha mengungkap dengan upah yang diterima sudah dapat mencukupi kebutuhan ekonomi rumah tangga sesuai dengan KHL atau belum. Dengan metode deskriptif diperoleh hasil dengan upah yang diterimanya, buruh belum mampu mencukupi KHL yang ditetapkan. Dalam penelitian ini ditemukan dua strategi baru yang buruh gunakan untuk mensiasati kebutuhannya yaitu menambah periodesai penggunaan barang-barang jangka panjang dan metode menabung terlebih dahulu “jimpitan”

Abstract

The informality of the money lender business is closely related to transaction costs and risks in carrying out its business. Trust is vital and plays an important role in the sustainability of money lender businesses. Trust serves to reduce transaction costs, mortgage loan risks and the determination of collateral. This study will look at the role of trust dimensions, namely ability, benevolence, and integrity in money lender loan transactions in Semarang Regency. To achieve this goal, the research uses a qualitative approach with case studies, which aims to comprehensively understand the role of the dimensions of trust in lending transactions in money lender businesses. As a result, every dimension of trust plays a role in money lender loan transactions.

Abstract

Penelitian ini merupakan penelitian kuantitatif dengan tujuan untuk mengetahui pengaruh PDRB, inflasi, upah minimum, dan jumlah penduduk terhadap pengangguran. Data yang digunakan berupa data panel 33 Provinsi selama 7 (tujuh) tahun terhitung dari 2011 – 2017. Sumber data berasal dari website resmi Badan Pusat Statistik dan Bank Indonesia. Uji hipotesis dianalisis menggunakan program eviews 9.0.Hasil penelitian  membuktikan bahwa (1) Produk Domestik Regional Bruto berpengaruh negatif signifikan terhadap pengangguran, (2) Inflasi berpengaruh negatif signifikan terhadap pengangguran, (3) Upah Minimum berpengaruh negatif signifikan terhadap pengangguran, sementara (4) Jumlah Penduduk tidak berpengaruh terhadap pengangguran. Berdasarkan hasil kajian kebijakan yang dapat diambil pemerintah untuk menekan angka pengangguran antara lain dengan melakukan penyesuaian upah minimum dan melakukan kajian lebih dalam mengenai faktor yang dapat medorong naiknya PDRB.

Abstract

This paper will describe the problems and challenges in North Halmahera tourism development and describe the coordination, resources, disposition of executor and bureaucratic system in the process of tourism policy implementation by local government. This research used a qualitative method and case study approach. The method used in this research is qualitative with case study approach. This research conducted in Kakara Island, Tagalaya Island, Bobale Island, Kumo Island, Luari Beach, Paca Lake, Duma Lake, and Mamuya Hot Spring as the priority in North Halmahera Tourism Development Program by local government. The results of the evaluation indicate that the bureaucratic system, resources (human resources and sources of funding), the disposition of the commissioning and coordination was instrumental in the process of implementation of the policy on tourism. The implications of the implementation of tourism policy hampered are the lack of participation of the community and damage to facilities and access for tourism which threaten the sustainability of tourism. Thus, it can be noted that the challenges in the development of the leading tourist attraction in North Halmahera Regency are an effort to increase community participation through partnerships to achieve sustainable tourism.Keywords: Bureaucracy System, Coordination, Disposition, Resources, Tourism Policy

Abstract

This paper will discuss specifically the effort of Kupa-Kupa Beach Cottage and Meti Beach Cottage managers to achieve environmental sustainability through the concept of ecotourism. Furthermore, private sector involvement and mixed marketing strategy will be discussed to describe how community empowerment and local community support as an essential factor in regional tourism development, especially in North Halmahera District. The research method used is qualitative with case study approach. This paper shows that the private sector tends to adopt a community-based ecotourism concept to achieve environmental sustainability and tourism sustainability itself. The government will act as a stimulus and catalyst that is synergistic with the needs of the private sector to provide tourism facilities according to tourists' preference. Kupa-Kupa Beach Cottage and Meti Beach Cottage managers seek to provide employment for local communities as part of a marketing strategy so that they are mutually beneficial.Keywords: Community empowerment, ecotourism, environmental sustainability, mixed marketing strategy, private sector involvement.

Abstract

Galela community participation in the implementation of the Festival Tanjung Bongo (FTB) shows the existence of a partnership pattern in accordance with pentahelix elements. This research uses qualitative method with case study approach to describe the level of local community participation in preparation of Festival activities and various dynamics that occur in realizing these activities. An in-depth interviews, observation and document studies were implemented in order to generate data. The triangulation techniques were implemented as data validation techniques to obtain credible information. The results of this study indicate that the local government becomes a stimulus for community participation in the planning and preparation stage of the Tanjung Bongo Festival event, although the activity was postponed due to the refusal from the National League for Democracy (LMND eks) executives related to the readiness of supporting infrastructure. On the other hand, the pentahelix element of government synergy, academic, association, community and media becomes the very essential factors in organizing the festival. Meanwhile, the level of community participation can be categorized to achieve the level of citizen control in accordance with Arnstein (1969).Keywords: Digital Campaign, North Halmahera, Participation, Pentahelix, Tanjung Bongo Festival.
