Abstract

Various facts indicate that the capacity building program for Village Owned Enterprises (BUM Desa) is not yet optimal. The existence of BUM Desa which is spread in almost all villages in Indonesia, it turns out that only about 10% are active. Even though the Indonesian Government really hopes that the existence of Bum Desa will be able to accelerate the economic recovery of village communities after the Covid-19 pandemic. Therefore this study aims to find alternative strategies for more effective capacity building programs. The research method used is qualitative. This study took samples from three villages in East Java. Data collection through in-depth interviews, observation, FGD and documentation. The results of the study show that the three BUM Desa have not implemented modern and professional management. This indicates that the capacity building program that has been implemented has not been running effectively, so it is necessary to look for alternative strategies that can increase the effectiveness of the capacity building program. The results of the study identified village local wisdom values that could be synergized in the management of BUM Desa and received support from all stakeholders, especially the community. Finally, this research recommends that the implementation of capacity building programs for village governments be synergized with local wisdom values.

Abstract

In the age of the COVID-19 pandemic, the practice of corporate social responsibility (CSR) as a form of corporate focus on the corporate environment is necessary to reduce the financial burden on communities. Pelindo III, one of Indonesia's state-owned enterprises, implements its corporate social responsibility through a community empowerment program for hydroponic farmers in Surabaya. The assistance provided is not only in the form of funds for the procurement of hydroponics infrastructure and facilities, but also for administrative and financial management training, marketing and packaging. This study aims to describe how Pelindo III can implement CSR concepts and models in sustainable community empowerment, and to disseminate the CSR implementation model so that it can be replicated in other community empowerment programs. This study uses a descriptive qualitative approach and presents a case study of Pelindo III implementing CSR in a hydroponic farming community in Surabaya. The results of this study show that Pelindo III applies the principles of balancing and normative truth: sustainability, accountability and transparency, marked by a commitment to upholding the social contract. through this community development program. Pelindo III uses business ethics as a guide to its conduct in business competition in accordance with the normative norms and rules. Along the way, Pelindo III is faced with not just single bottom line (SBL) or only economic (financial)-based corporate value responsibilities, but more triple bottom line (TBL) responsibilities. Synergize three elements, including economy, society and environment, or better known as the 3Ps (profit, people and planet).

Abstract

This study sought to analyze the exercise of bureaucratic discretionary space in the areas of employee affairs in Surabaya Municipality and Situbondo Regency with regards to types of policy underlying the fulfillment of bureaucratic task, consideration underlying the decisions made at those bureaucratic levels, and acceptability of their outcomes. Conformity of discretion types with the types of public policy would promote attainment of policy goals in order for those policies to run effectively. However, capability of bureaucratic official officials in exercising their discretion in accordance with legal, ethical, professional, knowledge, and public interest parameters normatively acceptable was considered low. The available discretionary space was to a considerable extent exercised for "granting" access to other considerations beyond those normative ones, resulting in less acceptable decisions.

Abstract

This study aims to analyze village-owned enterprises innovation management in improving the economy of the people of Binor Village, Probolinggo Regency and to identify and analyze factors that support village-owned enterprises innovation management in improving the economy of the people of Binor Village, Probolinggo Regency using qualitative analysis methods, The results of the study show that village-owned enterprises innovation management simultaneously has a positive impact and is able to improve the economy of the people of Binor Village, Paiton District, Probolinggo Regency. In addition, the factors driving the innovation management of village-owned enterprises of Binor Village, Paiton District, Probolinggo Regency include competent village-owned enterprises human resources, the application of technology in promoting business for the Binor Village community, and strengthening the synergy of the government, the private sector, and the community.

Abstract

The development of online markets in Indonesia that sell imported goods at low prices has caused many MSMEs to go collapse. To accelerate the Sustainable Development Goals, especially achieving the goal of "a country with no poverty, no hunger, creating decent jobs and economic growth as well as a healthy and prosperous country," MSMEs need to be protected from these problems. This study aims to analyze the prospects for the development of online shopping and its impact on MSMEs and propose improvements to marketplace governance. Method research includes interviews, secondary data studies, literature reviews, and meta-analyses. Research results show that online shopping is a need for future society; the marketplace is increasing in terms of numbers, consumers, and transaction value. The number of MSMEs experiencing collapse has increased due to the inability to compete with marketplace players. It is necessary to improve marketplace governance through regulations to protect MSMEs. Current laws only protect consumers, not yet protect MSMEs. Through marketplace governance, it can empower MSMEs to overcome and prevent poverty and hunger, create decent jobs and economic growth, have a healthy and prosperous life, and accelerate the achievement of the SDGs.

Abstract

Peran Kelompok Sadar Wisata (Pokdarwis) sangat strategis dalam pengembangan pariwisata desa, dan peningkatan perannya dapat memberikan dampak yang lebih besar terhadap keberlanjutan dan kualitas destinasi. Dengan peningkatan peran ini, Pokdarwis tidak hanya menjadi pelaku wisata pasif, tetapi juga motor penggerak utama yang berperan aktif dalam pengelolaan dan pengembangan pariwisata yang lebih profesional, berkelanjutan, dan berbasis pada pemberdayaan masyarakat lokal. Demikian pula dengan pengembangan wisata di desa beton, kabupaten Gresik yang memiliki potensi cukup baik, namun pokdarwis disana masih perlu ditingkatkan kapasitasnya melalui pelatihan, pembinaan dan pendampingan agar dapat mendorong realisasi edu wisata yang telah direncanakan. Permasalahan lain yang dihadapi Pokdarwis Dewi Kolaga sebagai mitra pkm antara lain belum adanya rencana yang matang dalam pengembangan edu wisata. Adapun program intervensi yang dilakukan oleh tim PKM adalah dengan memberikan pelatihan manajemen pariwisata berbasis eduwisata dengan mengembangkan kebun hidroponik sebagai pelengkap kolam pancing yang sudah dibangun sebelumnya. Selain itu untuk mempromosikan keberadaan eduwisata di desa Beton tersebut juga diberikan pelatihan pemasaran wisata dengan menggunakan media sosial. Hasil dari intervensi yang dilakukan menunjukkan perkembangan positif dengan adanya dukungan dari perangkat desa dan pokdarwis yang antusias dalam membangun kebun hidroponik dan mengikuti berbagai pelatihan dalam rangka penguatan kapasitas. Pendampingan akan dilakukan untuk menjamin keberlanjutan program.

Abstract

This research explains the results of the analysis of the application of the pentahelix collaboration concept in an effort to develop educational tourism destinations in Hendrosari Village and the impact after the activities of Stakeholders in the development of the welfare conditions of the Hendrosari Village community. The approach used in this research uses descriptive qualitative method. The pentahelix actors involved in the collaborative development process have carried out their roles and functions optimally, but for actors private has not been involved in the collaboration process. In the aspect of development benchmarks, it is known that the focus of educational tourism development is concentrated on ecological-based empowerment and local community empowerment and economic development, so that for the dimensions of social and cultural development there has been no effort made by pentahelix stakeholders. The condition of the welfare of the people of Hendrosari Village after the development and construction of the Lontar Sewu Educational Tourism carried out by the pentahelix actor could not be categorized as ideally prosperous, this is because in the observations of the researchers found inequality in the provision of wages or salaries of employees which incidentally the Hendrosari village community are different and not proportionally and the lack of allocation of the original income of Hendrosari Village which is used for village community empowerment programs.

Abstract

This study evaluates the impact of the Unconditional Cash Transfer (UCT) policy in preventing stunting in Jember, East Java. Stunting, a result of chronic malnutrition, remains a significant public health challenge in Indonesia, with Jember exhibiting higher prevalence rates than the national average. The UCT policy aims to improve the welfare of low-income families by providing direct financial assistance, allowing them to meet basic needs, including nutrition. This research utilizes a qualitative approach through case studies and interviews with relevant stakeholders to assess the effectiveness of UCT in enhancing children's nutrition and health. The findings indicate that while UCT has a positive short-term impact on improving family income and child nutrition, challenges persist regarding the sustainability of these outcomes post-assistance. The study highlights the necessity for integrating UCT with nutrition education and access to quality health services to ensure long-term benefits. These results suggest that a holistic approach, combining financial aid with educational interventions, is crucial for effective stunting prevention. The implications of this study extend to policymakers, emphasizing the importance of a multifaceted strategy for combating malnutrition and fostering sustainable development.

Abstract

The Women and Child Friendly Village Programme (KRPPA) is a government initiative introduced by the Ministry of Women’s Empowerment and Child Protection to strengthen gender mainstreaming and child protection at the local level. This study aims to analyse the effectiveness of KRPPA in Babat Jerawat Urban Village, Surabaya. A qualitative descriptive method was employed, involving five key informants consisting of DP3APPKB staff, village officials, KSH cadres, community leaders, and female residents. Data were collected through in-depth interviews, observations, and documentation, and were analysed based on seven dimensions of programme effectiveness: clarity of objectives, resources, participation, coordination, programme quality, evaluation, and impact. The results indicate that KRPPA in Babat Jerawat is “fairly effective”. Activities such as family health posts, parenting classes, and premarital courses support the programme’s indicators, but implementation remains limited to health and social aspects. The main obstacles are the lack of continuous training, weak cross-agency coordination, and the absence of participatory evaluation. These findings suggest that the effectiveness of KRPPA at the local level requires further strengthening in terms of socialisation, cadre capacity building, and inter-agency synergy to achieve its objectives more optimally.
