Abstract

This study aims to evaluate the implementation of the First 1000 Days of Life (HPK) Movement Program as a key strategy for reducing stunting in Sumberasih District, Probolinggo Regency. The program, established under Regent Regulation No. 15 of 2019 concerning the Acceleration of Integrated Stunting Prevention, was assessed using the public policy implementation model proposed by Randall B. Ripley and Grace A. Franklin, which focuses on three dimensions: compliance with regulations, smooth execution of routine functions, and achievement of intended outcomes. The study employed a qualitative descriptive method, with data collected through interviews, observation, and documentation involving local government officials, health center staff, and community health cadres. The findings reveal that, while most policy implementers demonstrate compliance with established procedures, challenges remain in program execution and outcomes. Several activities—such as nutritional supplementation, exclusive breastfeeding, and immunization—faced irregular participation and limited adherence among target groups. Consequently, the program has yet to achieve significant reductions in stunting prevalence in Sumberasih District. Strengthening inter-sectoral coordination, enhancing community engagement, and ensuring adequate resource allocation are essential to improving the program’s effectiveness in achieving sustainable stunting reduction.

Abstract

Pemilihan Kepala Daerah atau yang sering kita dengar dengan sebutan Pilkada Serentak Tahun 2024 ialah peristiwa yang penting untuk jalannya demokrasi yang ada di Indonesia, termasuk di Kota Surabaya ini. Oleh karena itu untuk menjamin pelaksanaan Pilkada ini berjalan lancar, aman, dan sukses Pemerintah Kota Surabaya membuat strategi salah satunya adalah membentuk sebuah tim yaitu Tim Desk Pilkada. Tim ini dibentuk untuk mengawal pelaksanaan pemilu serta menentukan hal apa yang akan diambil untuk menghadapi tantangan dalam Pilkada. Artikel ini bertujuan untuk menganalisis strategi yang diimplementasikan oleh Pemerintah Kota Surabaya dalam melaksanakan Pilkada serentak melalui Tim Desk. Pembuatan Tim Desk Pilkada merupakan salah satu strategi utama untuk memastikan setiap tahapan pemilihan ini berjalan dengan lancar.

Abstract

This research aims to describe the linguistic characteristics of Javanese women in Capciptop short film from the perspective of logical atomism. This research includes qualitative research with a sociolinguistic approach. The data of this research is the speech of female characters with the data source comes from the short film Capciptop found on the youtube channel Ravacana Films. The data collection was conducted using the technique of simak catatat by referring to Lakoff's linguistic theory and Russel's logical atomism. The results showed that there are three dominant characteristics of women's language in Capciptop short film, namely (1) intensifier (women often use intensifying words in their speech); (2) avoidance of strong swear words (women tend to avoid harsh swear words and prefer to express annoyance with a more subtle version), and (3) tag question (women often give emphasis at the end of a sentence to emphasize, ask for approval, or confirm something). From the view of logical atomism, these three linguistic characteristics reflect the social reality that develops in society about the character of womanhood, including (1) women like to exaggerate speech; (2) women as marginalized people who are guided to speak politely; and (3) women like to gossip.

Abstract

This study aims to analyze the needs of teaching materials for writing exposition based on Toulmin's argumentation pattern. Through observations, interviews, and document studies, it was found that students' argumentation skills still tend to be low. The existing teaching materials are considered inadequate in providing clear and systematic guidance to build strong arguments. The results of the analysis show that students predominantly use basic argumentation patterns and have difficulty in developing complex argumentation. This can also be seen from the learning outcomes of students who are at an average score of 61.37 in the poor category. This illustrates that most learners still need significant improvement in writing expositions. Then, the standard deviation of 12.854 shows the diversity of learners' abilities in writing expositions. This is in line with the results of interviews with teachers that students' abilities in writing expositions vary; most are still in the basic stage, but there are also students who show good potential, although they still need further guidance. Therefore, the development of teaching materials that integrate Toulmin's argumentation pattern is considered very relevant to improve students' exposition writing skills.

Abstract

The purpose of this study is to describe in depth the Strategy of the Surabaya City Government in Managing Waste into Electrical Energy. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The focus of this study is based on Geoff Mulgan's Government Strategy theory (Mulgan, 2009): Objectives, Environment, Direction, Action, Learning. The results of the study state that 1) Objectives, to reduce the amount of waste generated at the Benowo Surabaya TPA. 2) Environment, which influences the implementation of this strategy, namely external factors from the private sector PT Sumber Organik as the manager of the TPA and the internal environment, the Surabaya City Government which prepares and regulates the implementation of waste management into electrical energy. 3) Direction, there is a direction from the President of the Republic of Indonesia given to the City of Surabaya to build a waste management installation into electrical energy in accordance with Presidential Regulation Number 35 of 2018 and further direction is given by the Surabaya City Government to the Environmental Service to run the program. 4) Action, the waste management program into electrical energy in the City of Surabaya in collaboration with private agencies according to the specified agreement. 5) Learning, there are environmental experts and ASN who conduct comparative studies abroad to increase their insight into waste management.

Abstract

Bank Sampah merupakan salah satu metode pengelolaan sampah kering partisipatif yang memberikan kesempatan kepada masyarakat untuk berperan aktif dalam mengumpulkan, memilah, dan menyalurkan sampah yang dapat menghasilkan nilai ekonomi. Dengan demikian, tabungan sampah memberikan manfaat ekonomi bagi masyarakat. Pada tahun 2022, Depo Sampah Utama Kota Surabaya mengolah 427.820 kg sampah per tahun. Di Kota Surabaya, Bank Sampah Utama di Surabaya mampu mendapatkan penghargaan dari Kementerian Lingkungan Hidup dan Kehutanan. Kehutanan sebagai tempat penyimpanan sampah terbaik di Indonesia tahun 2017. Tujuan dari penelitian ini adalah mengukur dan mendeskripsikan tingkat partisipasi masyarakat dalam pengelolaan bank sampah “Sido Makmur” RW 05 Kelurahan Sidosermo Kota Surabaya. Metode Penelitian ini menggunakan pendekatan deskriptif kuantitatif mengoprasionalkan satu variabel berskala ordinal dengan teknik pengumpulan data kuesioner dengan jumlah sampel 100 responden dengan skala pengukuran 1-5. Indikator variabel penelitian yaitu : 1.) Pemilahan Sampah, 2.) Pengumpulan Sampah, 3.) Penyerahan ke Bank Sampah, dan 4.) Memperbanyak Bank Sampah. Hasil penelitian mengatakan bahwa tingkat partisipasi masyarakat sangat berpatisipasi dalam pengeleloaan sampah Bank Sampah “Sido Makmur” di Kelurahan Sidosermo Kota Surabaya

Abstract

This research aims to determine the effectiveness of implementing e-ABK at RSUD Dr. Mohamad Soewandhie, Surabaya City. This research is descriptive research with a qualitative approach, with data collection techniques through observation, interviews and documentation studies. This research analysis uses Campbell's effectiveness theory including program success, target success, satisfaction with the program, level of input and output and achievement of overall goals. The research results show that 1). The e-ABK program has succeeded in helping leaders analyze employee workload; 2). The success of the target has not been fully optimal, because there are still problems with several employees who still have difficulty operating the e-ABK application, especially in filling workloads and accuracy in creating supporting data; 3). Satisfaction with the program was stated to be quite satisfactory for employees who were able to operate e-ABK, but a small number of employees tended to feel dissatisfied with the existence of this system because they had difficulty in the operating process and accuracy in generating supporting data. On the other hand, the leadership also stated that they were quite satisfied with the implementation of e-ABK; 4). At the input and output level, the application has been programmed to process input and output according to employee workload analysis needs; 5). In achieving the overall goal, it is quite good, but there are still some employees who do not understand or have the skills to use the e-ABK application and accuracy in creating supporting data. Thus, it can be concluded that the effectiveness of implementing e-ABK in analyzing employee workload at RSUD dr. Mohamad Soewandhie, Surabaya City is not yet fully effective because there are still problems, some employees still do not understand and are skilled in using the e-ABK application and are accurate in creating supporting data.

Abstract

Street vendors (PKL) constantly use the shoulder of the road on Jalan Raya Juanda Airport. It is known that they have violated the Sidoarjo Regency Regional Regulation No. 3 of 2016 article 21 paragraph (h) and paragraph (i). The purpose of this study is to describe the implementation of the street vendor arrangement policy on the Juanda Airport main road. Using a descriptive qualitative method with a focus based on the theory of the determinants of policy implementation (Agustino: 2020). Data collection techniques using observation, interviews and documentation. Data analysis techniques use the Miles and Huberman interactive model (Sugiyono, 2019). The results of the study state that 2 determinants have succeeded in influencing policy implementation, namely (1) contrary to the existing value system and (2) membership of a person or group of people in an organization, while 8 factors have been less successful, namely: (1) respect of community members for government authority and compliance; (2) awareness to accept the policy; (3) whether or not there is a legal sanction; (4) personal or group interests; (5) the form of selective compliance; (6) time; (7) socialization; (8) coordination between agencies or between organizations. In general, it can be concluded that only 2 critical success factors have succeeded in influencing implementation and 8 factors have been less successful in influencing the implementation of street vendor management policies.

Abstract

Health is a basic need for every individual that must be fulfilled. UHC is a condition where all individuals and groups receive health services without being hindered by costs. Law Number 32 of 2004 on Regional Government states that health affairs are mandatory matters under the authority of local governments, including Gresik Regency. The seriousness of Gresik Regency in promoting the realization of UHC can be proven by the implementation of UHC (PBID) based on Gresik Regent Regulation Number 60 of 2022 concerning the Implementation of UHC in the National Health Insurance Program in Gresik Regency. The Gresik Regency Government has launched free health insurance, only requiring the presentation of an ID card and/or family card. Since its implementation, UHC in Gresik Regency has continuously increased, earning a UHC award in 2023. Gresik Regency has a remote area called Bawean Island. The geographical condition of Bawean Island, as an outermost area of Gresik Regency, which is far from the regency center, certainly affects access to health services. The main focus of this research is to conduct an evaluation using Michael Scriven's formative evaluation model, which consists of measuring the periodic implementation results, measuring whether clients or participants are moving towards the desired goals, and measuring whether resources have been used according to plan. This research uses descriptive research with a qualitative approach, collecting data through observation, interviews, and documentation. The research results show that UHC PBID has achieved the UHC objectives stated in Regent Regulation Number 60 of 2022, clients or participants have moved towards the desired goals, but resources have not been used according to plan.

Abstract

The aim of this research is to determine and describe the implementation of the Family Hope Program in improving the standard of living of young children in Wonokusumo Village, Surabaya City. The research method used is qualitative descriptive research. Data collection techniques use interviews, observation and documentation. The technique for determining informants is purposive sampling analysis and snowball sampling. The data analysis technique uses interactive model data analysis developed by Miles & Huberman, namely Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing and Verification, according to the research focus based on policy implementation theory according to Charles O Jones with three indicators, (1) Organization (2) Interpretation (3) Application. The results of the research are, (1) the organization, policy implementers understand what they are doing in accordance with their main duties and functions, (2) Interpretation, policy implementers refer to related regulations, namely Minister of Social Affairs regulation number 1 of 2018, and guidelines for implementing the Family Hope Program. They have carried out activities in accordance with what is written in the regulations, the procedures for implementing each activity have also been carried out appropriately by the policy implementers. (3) application, the program targets also understand what they are doing, such as participating in mentoring activities, procedures for receiving assistance, so that this is applicable. Therefore, the existence of this family hope program assistance is still not able to improve the standard of living of young children even though policy implementers can carry out their respective main tasks and functions, and parents of early childhood have been applicable in carrying out procedures in accordance with coordination with the policy implementer.
