Abstract

This research aims to determine the cause of increasing illegal timber trade from Indonesiato China within 2010-2015. During that time, both countries established bilateralcooperation through Memorandum of Understanding Between the Ministry of Forestry ofthe Republic of Indonesia and the State Forestry Administration of the People’s ofRepublic of China Concerning the Cooperation in the Field of Forestry which was signedon September 15th, 2010. This is a qualitative research, using explanation. This researchused neorealist theory. As the consequences this research showed that the cause ofgrowing in illegal timber trade from Indonesia to China is weak supervision in borderregions and law enforcement against criminal acts of forestry in Indonesia. Besides, Chinais not seriously implement the MoU. This situation occurs because China got relative gainsless than Indonesia.

Abstract

Drug trafficking has becoming one of the major crimes and threatening the Indonesian’s national security at the same time. Every single year, drug trafficking’s cases are increasing rapidly throughout the nation. Nevertheless, drug trafficking within the local market keep ascending from times to times, the growth of drug trafficking’s cases by foreign part is having a downside from 2014 – 2016. Going through the fact that as a nation, Indonesia is still facing the drug trafficking issue which spread swiftly then the Indonesian Government urge to take a bigger action to exterminate this problem in to the very root. By using the descriptive method as the research method for this research, there is the thoroughly explanation about how the Indonesian Government taking a direct action in order to suppressing the drug trafficking number in Indonesia. The National Security concept is used to answer the research question. The result presents the fact that Indonesian Government’s effort to holding down the drug trafficking case in Indonesia is by increasing the national security which one of the implementations is by intensifying the resilience in the border region

Abstract

United Kingdom is a country who illegaly export its electronic waste to developing countries. Despite United Kingdom has ratified the Basel Convention on the Control of Transboundary Movements of Hazardous Waste, United Kingdom is the the most exporter of illegal electronic waste in the European Union. The convention require every states party to treat its electrionic waste ecologically friendly and prohibit exporting its electronic waste to developing countries. This condition can be assumed that United Kingdom does’nt comply the convention which it has ratified in 1994. This research will employ non-compliance theory by Ronald B. Mitchell to explain the cause of United Kingdom non-compliance. Mitchell indentify three kinds of compliance, they are non- compliance due to preference, non-compliance due to incapacity and non-compliance due to inadvertence. The main argument of this research is United Kingdom’s non-compliance caused by its preference. Non-compliance gives United Kingdom benefit economically

Abstract

European Union departed Operation Atalanta in the Gulf of Aden, acollective navy operation by European Union’s member countries. Theobjective of Operation Atalanta is to combat Somali piracy in the Gulf ofAden. The background of this research is based on piracy cases thathappened in the Gulf of Aden by Somali pirates. Research questions of thisresearch are why did European Union decide to launch Operation Atalantain the Gulf of Aden, and how do they manage combating Somali piracy. Inorder to answer the research questions, the paradigm of liberal institualismis applied as the theoretical framework. This framework is linked to theconcept of regional security and collective action. Through the framework,the answers are concluded that Operation Atalanta appears to be EuropeanUnion’s effort regarding the United Nations Security Council’s resolutionin combating Somali piracy. Moreover, the main mandate of OperationAtalanta is to protect the shipping of food aid from World FoodProgramme to Somalia. The main focus of this research is regarding theEuropean Union’s strategy through Operation Atalanta to combat Somalipiracy in the Gulf of Aden, and the impact given by Operation Atalanta inthe Gulf of Aden. Operation Atalanta has given a positive impact in theGulf of Aden. The number of piracy cases has declined and the situation inthe area of the Gulf of Aden has gotten more secured, and the mandates ofOperation Atalanta have been fulfilled.

Abstract

In this globalization era, technological advances undeniably encouraged the developmentof the scope of crime along with the development of science. The phenomenon of crimecommitted in cyberspace, known as cybercrime, is one of the most dangerous crimes thatare currently faced by most people in the world. One of those crimes is racism incyberspace or what so-called cyber racism. The United States and Australia are the twolargest countries out of the Council of Europe member countries which committed toovercome cyber racism by ratifying the Council of Europe Convention on Cybercrime andadditional protocol concerning cyber racism (CETS 189). Nonetheless, there are somedifferences in the implementation of this convention between the United States andAustralia in overcoming cyber racism. This study aims to determine factor that influencesthe differences in the implementation of CETS 189 in the United States and Australia.Using culturalist approach as an analytical lens, this study argues that national law is thecause of the differences in the implementation of CETS 189 in the United States andAustralia. It is affected by cultural factor in which the United States has liberal perceptionregarding freedom of speech, while Australia tends to provide some limits on freedom ofspeech.

Abstract

Forest fires and transboundary haze pollution have become annual problems faced by countries in Southeast Asia, especially in Indonesia, Malaysia, and Singapore. Since most of the burning forests occurred in Indonesia, the country has been accused to be responsible for the problems. Regarding this matter, the ASEAN member states have established the ASEAN Agreement on Transboundary Haze Pollution (AATHP). A major obstacle in combating the problems occurred as a result of the differences in interests between Indonesia and other ASEAN member states. Indonesia itself also faces complex domestic problems related to the conversion of forests and oil palm plantations. As a result, this problem continues to drag on and cause a great number of casualties and losses. This paper then seeks to analyze the problem of transboundary haze pollution in Indonesia and its impacts using the environmental victimization approach. The results show that the political discourses, both among ASEAN member countries and Indonesia's domestic affairs, have become stumbling blocks to effectively combating the problem. As a result, these problems resulted in casualties and caused legal and security, economic, health, social and cultural impacts.

Abstract

Humanitarian aspects on the issue of migration were re-introduced during the reign of Prime Minister Malcolm Turnbull through the regional instrument of Bali Declaration. Although Australia has long ratified the 1951 UN Convention relating to the status of refugees, some of Australia's political efforts have previously been contrary to the principles of the convention. Therefore, this research intends to describe the process that forms political efforts during the reign of Prime Minister Malcolm Turnbull and to determine the factors that shape the dynamics of perception regarding the issue of migration in Australia. To analyze the process, this research uses the concept of securitization with qualitative method and descriptive research by using literature review in data collection. The results show that during the reign of Prime Minister Malcolm Turnbull the issue of migration was framed as a security issue by considering the balance between border protection and fulfillment of international obligations.

Abstract

This article examines the lived experiences of Indonesian temporary migrants in Australia through the lens of human security within the field of international relations. While temporary migration is often framed as a beneficial economic opportunity, in reality, many migrants face legal uncertainty, limited access to basic services, and socio-political exclusion. Employing a qualitative approach and drawing on migrant narratives documented in previous studies, this article illustrates how migration regimes in destination countries place migrants in positions of economic necessity while offering little institutional protection. The insecurities experienced ranging from visa status uncertainty and indirect discrimination to restricted labor rights suggest that current policy frameworks fail to uphold migrants’ dignity and well-being. The article also critiques the lack of intervention by the country of origin, Indonesia, in ensuring the protection of its citizens abroad. Accordingly, this study underscores the importance of state engagement in ensuring that migration is not merely treated as labor export, but as part of the state's responsibility to its citizens in transnational spaces. The contribution of this article lies in its effort to reframe migration as a human security issue and to offer a critical reflection on the need for more just and humane migration governance.

Abstract

This article examines the lived experiences of Indonesian temporary migrants in Australia by situating their mobility within a broader conceptual framework of temporary migration and stratified citizenship. While policy narratives often frame temporary migration as a “triple win” for sending states, receiving countries, and migrants themselves, this paper argues that such frameworks obscure the structural inequalities embedded within migration regimes. Drawing on critical literature and grounded in qualitative narratives, the article highlights how temporary migrants occupy an ambivalent space—economically needed yet politically excluded. It engages with theories of neoliberal migration governance and critiques the responsibilities of migrants who are expected to bear the burden of legal and social precarity. The analysis advances the concept of stratified citizenship to understand how migrants’ rights, access to services, and sense of belonging are fragmented and conditional. Focusing on Indonesian migrants’ everyday negotiations, the article calls for a reimagining of migration governance that centres political inclusion, dignity, and transnational state responsibility. In doing so, it contributes to ongoing debates in migration studies, citizenship theory, and international relations by foregrounding voices that are often silenced within dominant policy discourses. Abstract

Globalisasi menyebabkan semua lini kehidupan menjadi saling berhubungan. Desentralisasi yang dikuatkan melalui penyebaran nilai-nilai demokrasi melalui fenomena globalisasi nyatanya telah memunculkan pemerintah daerah sebagai salah satu aktor penting dalam hubungan internasional melalui perannya dalam paradiplomasi. Diadopsi dari pengalaman negara-negara maju, negara berkembang kini mengadaptasikan paradiplomasi dengan kondisi dan kepentingan yang dimiliki. Penelitian ini bertujuan untuk mengidentifikasi diplomasi yang kompatibel dengan konsep lokalitas, sehingga dapat memperkuat lokalitas Kota Semarang di era globalisasi. Penelitian ini dilakukan dengan menggunakan konsep desentralisasi dan paradiplomasi dengan metode kualitatif untuk menganalisa data yang diperoleh. Penelitian ini menemukan bahwa paradiplomasi tahap pertama telah diterapkan oleh Pemerintah Kota Semarang. Paradiplomasi tahap pertama ini dilakukan untuk mencapai kepentingan ekonomi, seperti meningkatkan investasi dan memperluas pasar, tanpa meninggalkan identitas dan modalitas lokal.
