Abstract

Indonesia started its new year by facing demands from thousands of Village Heads, the demands that were filed were a discourse on extending the term of office of the Village Head from 6 years to 9 years for 3 periods with a total term of office is 27 years. This research more specifically will discuss the impact that will have on the discourse of 27 years of Village Head office proclaimed by the Association of Indonesian Village Governments (APDESI) in January 2023. The theory used in this research is the CDMA theory put forward by Robert Klitgaard (1998) consists of four main elements: corruption, democracy, market, and administration. This research is a single instrumental case study. The cases that will be comprehensively analyzed are the discourse on the 27-year term of office of the Village Head and the implications for village financial management. Then the researcher used Lingga District, Riau Island Province as a case to develop a detailed description of the case. The findings in this study are if the discourse on the 27-year term of office of the Village Head is approved, what will happen is the practice of corruption will continue, thereby betraying democracy and administration itself. With CDMA theory, the level of corruption can be reduced by strengthening the three elements (democracy, market, and administration) and reducing opportunities for corruption so that corruption can be reduced and the social system can work better. Meanwhile, the administration element still shows the government's weakness in managing village fund allocations which creates a fictitious village which is only used by some elements to obtain disbursement of village funds from the central government with the aim of financial misappropriation not to improve the lives of village communities.

Abstract

The traffic system network in the maritime route consists of port arrangements and shipping lanes. Port arrangements can be observed from the quality of infrastructure that supports the loading and discharging activities of people and goods. The purpose of this research is to analyze the implementation of Regional Regulation No. 6 of 2012 Article 14 regarding sea transportation in Tambelan District to enhance the economic growth of the community. This research utilizes the Systemic Dependence theory (Hirschman, 1958), which emphasizes the importance of inter-island connectivity as a crucial factor in reducing dependence on limited resources and fostering inter-island cooperation in sustainable resource development. The research is conducted using a qualitative method. Primary data sources are obtained by collecting and summarizing the results of interviews conducted by the author with informants. The findings indicate that there are still some maritime transportation infrastructures that do not meet port standardization. The community's expectation regarding the addition of fleet ships to establish connectivity between Bintan and Tambelan Districts for more efficient travel time has not been realized yet. This is because the economic needs are still being imported from outside the Tambelan Sub-district area.

Abstract

Tulisan ini menganalisis asal mula hadir dan bekerjanya kelompok informal (Tim 11) dalam lembaga pemerintahan formal di Kabupaten Kutai Kartanegara. Awal hadirnya Tim 11 ini berperan sebagai tim ahli dari Syaukani Hasan Rais. Namun setelah pemilihan kepala daerah yang dimenangkan oleh Rita Widyasari, Tim 11 justru berubah menjadi patron di tubuh pemerintahan Kutai Kartanegara. Tesis utama tulisan ini adalah hadirnya Tim 11 telah mencederai peran dan fungsi pemerintah Kutai Kartanegara selaku institusi formal. Tulisan ini menggunakan metode penelitian kualitatif dengan Teknik pengumpulan data dengan wawancara dan dokumen. Teori yang digunakan adalah analisis sistem politik yang dikemukakan oleh David A. Easton dan diperkuat dengan teori patron-klien. Temuan dari tulisan ini adalah Tim 11 hadir karena bentukan dari bupati sebelumnya yaitu Syaukani HR karena adanya relasi patron dan klien di antara keduanya. Relasi yang ini justru berubah setelah Rita Widyasari menjadi bupati Kutai Kartanegara pada tahun 2010. Tim 11 yang pada awalnya berperan sebagai klien, setelah lengsernya Syaukani HR, bergeser sebagai patron yang memiliki kekuasaan lebih besar dibandingkan Rita Widyasari selaku bupati terpilih Kutai Kartanegara.

Abstract

Kebijakan Sistem Zonasi PPDB di Kota Tanjungpinang merupakan kebijakan pendidikan yang dimaksudkan untuk percepatan pemerataan akses dan mutu pendidikan di Kota Tanjungpinang. Namun implementasi kebijakan sistem zonasi PPDB di Kota Tanjungpinang memunculkan beberapa fenomena, yaitu adanya 2 (dua) sekolah dasar yang tutup pada awal tahun 2023, kenyataan ini menjadi tamparan keras bagi pemerintah daerah. Adanya mekanisme zonasi juga menjadikan akreditasi sekolah tidak berarti, banyak atau sedikit jumlah siswa bukan berdasarkan kualitas dari sekolah tersebut melainkan hanya berdasarkan jarak tempuh. Beberapa fenomena tersebut menimbulkan pertanyaan bagaimana dampak kebijakan sistem zonasi PPDB di Kota Tanjungpinang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Kajian ini mengacu pada teori evaluasi kebijakan William Dunn, sehingga penelitian ini menghasilkan beberapa temuan: Pertama, kebijakan ini belum berhasil mencapai pemerataan akses dan kualitas pendidikan. Kedua, meskipun menggunakan sistem online/daring, efisiensi sumber daya manusia dan waktu tercapai, tetapi ketidakmerataan jumlah sekolah menyebabkan efisiensi ini menjadi tidak signifikan. Ketiga, mekanisme penerimaan siswa baru masih menimbulkan beragam kontroversial karena masih banyak tindakan kecurangan yang terjadi. Keempat, dampak kebijakan tidak tersebar secara merata di Kota Tanjungpinang, dengan sejumlah sekolah yang kelebihan siswa dan lainnya harus ditutup karena minim siswa. Kelima, walaupun merespons kebutuhan awal, kebijakan ini masih memunculkan beberapa masalah dan respon positif dari target grup lebih dominan daripada respon negatif. Keenam, sistem zonasi PPDB belum tepat sasaran karena kriteria zonasi belum jelas dan transparansi pelaksanaannya masih rendah. Kata kunci; Dampak; Kebijakan; Sistem Zonasi; Pendidikan

Abstract

Bintan Regency is one of the districts included in the border development priority of 4 Lokpri sub-districts, there are still obstacles that affect the effectiveness of this policy. This research aims to analyze the effectiveness of border area management in Bintan Regency. The method used is a literature study by collecting and analyzing data from various sources. The results of the research show that from 2020-2024 the central government and regional governments have carried out development activities for community welfare, both for basic services and improving the community's economy. There are also major challenges faced by the border management section which is still under the coordination of the regional secretariat (Setda ) and do not yet have full authority in managing budgets and programs, limitations in decision making, complex coordination, limited human resources, and financial limitations.

Abstract

This paper aims to analyze how the Indonesian government’s efforts to fulfill the health rights of refugees or asylum seekers who were in Indonesia when the COVID-19 case hit the world. Pekanbaru was chosen as a case study because it has broken the record for the highest number of additional COVID-19 cases in Indonesia. This condition is exacerbated by the fact that, Pekanbaru is also one of the cities with the highest number of receiving refugees in Indonesia. Using qualitative research methods, this paper argues that the acceptance of refugees by Indonesia on humanitarian principles is in line with the identity that has been shown as defenders of human rights. To maintain this identity, in terms of handling COVID-19 with refugees, it would be better if Indonesia adapted policies that were adaptive and sensitive to minority groups, in this case asylum seekers in Pekanbaru.

Abstract

The resources of Customary Forest play an important role for Talang Mamak Indigenous People to survive. The exploitation of the forest by private company and investor has caused a violent conflict. The situation of the indigenous people becomes worsen since local government does not fully protect their rights on the forest. Even, Local government tends to defend private company and investor in addressing the conflict. Customary forest of Talang Mamak indigenous people is in the oligarchs grip and conflict of interest with their elder. The Indigenous people are in crossroad, to preserve or to release their heritage and right. This study aims to determine the efforts of Talang Mamak Indigenous People to maintain their existence in the customary forest resources battle with private company and investor. This study used qualitative descriptive method. The data collection were documentation analysis and other relevant literature. This study used Theory of Oligarchy (Winters 2011) as grounded theory. The result found that the efforts of the indigenous people to fight for their rights getting weak. Some of them begin to accept compensation from the company and investor, in other word, some of them are willing to release their heritage and right on the forest.

Abstract

The implementation of dengue fever control in Tanjungpinang City through the 1 House 1 Jumantik Movement program has not been optimal until now. The problem in controlling dengue fever through this program is that the community is inactive and does not know about the implementation of this program. The purpose of the researcher was to determine the implementation of dengue fever control through the 1 House 1 Jumantik Movement program in Tanjungpinang City. Qualitative Method and Policy Implementation theory by Marilee S Grindle. The results of the study showed (1) Content of policy, the researcher found from the indicators of the resources used, namely financial resources, the wages given were only enough for transportation costs. Insufficient resources also limited the number of jumantik cadres working, plus there was a change in funding sources to BOK which caused several health centers to experience a budget reduction in Jumantik honorariums (2) Context of Implementation found that the authority of each actor was not in accordance with the implementation manual for the 1 House 1 Jumantik Movement by the Ministry of Health. In addition, the government also did not provide guidance to the community so that many people did not know about this program.

Abstract

The provision of clean water is a basic necessity and a fundamental responsibility of the government as a form of public accountability. Clean water not only plays a crucial role in supporting daily life but also directly affects public health, education, and economic productivity. However, the condition in Tanjung Melagan Island, located in the hinterland area of Batam City, still shows serious issues regarding access to clean water. Limited infrastructure, remote geographical location, and the lack of policy intervention are the main obstacles faced by the local community. This study aims to analyze the responsibility of the Batam City Government in providing clean water using J. Spiro’s accountability theory, which highlights three main indicators: accountability, obligation, and causality. This research employs a qualitative approach through in-depth interviews, field observations, and document studies. Informants in this study include officials from the Department of Human Settlements and Spatial Planning of Batam City, the Head of Galang Baru Subdistrict, and local residents of Tanjung Melagan Island. The results of the study indicate that the accountability of the Batam City Government in the provision of clean water has not been carried out substantively. Although formal forums such as Development Planning Meetings (Musrenbang) exist, their implementation remains procedural and does not fully absorb the aspirations and needs of the local population. The government's obligation to provide clean water is acknowledged normatively, but its realization often faces technical constraints, complex bureaucracy, and the delegation of responsibilities to non-governmental institutions. Furthermore, several underlying causes of this weak accountability were identified, including limited budgetary resources, poor inter-agency coordination, and low levels of community literacy and participation in planning and monitoring processes. Thus, this study emphasizes the importance of strengthening the role and capacity of local governments in providing essential services such as clean water, especially in underdeveloped and remote regions, to ensure that the principle of social justice is truly realized.

Abstract

In the 2024 Tanjungpinang City Pilkada, the Rahma-Rizha pair competed with Lis-Raja in the mayoral and deputy mayoral elections. Both candidate pairs have previous mayoral experience. The campaign was conducted directly to the public and utilized digital media. This study aims to compare the political marketing process between the Rahma-Rizha and Lis-Raja candidate pairs with the 4P theory by Philip B. Neffinegger and using qualitative methods. Based on the results of the product indicator study, the Lis-Raja pair excelled in active campaign programs and approaches, while Rahma-Rizha relied on the incumbent's experience and specific religious programs. Although their strategy was less than optimal, the program was an advantage over their political opponents. The promotion indicator showed the Lis-Raja pair's superiority in campaign effectiveness through social media and community support, while the Rahma-Rizha pair was stronger in direct meetings although less optimal in digital promotion and involvement of supporting figures. The price indicator explained that the Lis-Raja pair had greater financial capacity than the Rahma-Rizha pair. Finally, the place indicator shows that the Lis-Raja pair was more effective in approaching the community by involving religious figures as an effort to strengthen the religious brand by changing their appearance as a religious figure in the public eye, while Rahma tried to improve her image and support through Rizha, who has a background in preaching, to strengthen the mass base among religious figures, but this did not achieve the expected results. Although the Lis-Raja pair has an advantage in several political marketing indicators, such as a more active campaign program and effective use of social media, the Rahma-Rizha pair still has the potential to gain support, especially among voters who prioritize experience and personal strength in leadership.
