Abstract

Komunikasi mempunyai banyak elemen, antara lain seperti komunikator, isi, komunikan, dan chanel. Komunikasi verbal dan nonverbal adalah jenis pesan. Penelitian yang dilakukan ialah penelitian dengan pendekatan Kualitatif. Dengan jenis metode penelitian menggunakan metode deskriptif. Penelitian yang dilakukan mempunyai tujuan untuk mendeskripsikan / menggambarkan fenomena. Menjelaskan situasi serta menggambarkan sebuah peristiwa secara objektif. Oleh sebab itu, para orang tua murid dari penyandang autis tidak selalu menggunakan komunikasi verbal sebagai bentuk komunikasi utama orang tua kepada anaknya. Dalam konteks untuk berkomunikasi dengan anak autis komunikasi non verbal juga mempunyai peran penting dalam penyampaian atau kesuksesan pesan. Anak autis tentunya membutuhkan banyak kesabaran untuk memahami mereka. Proses komunikasi yang dilakukan harus dengan sabar dan pelan agar dapat dipahami oleh mereka.

Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) telah menjadi sarana yang signifikan untuk meningkatkan pendapatan masyarakat di desa Sidomulio. UMKM memiliki peran penting dalam mendorong pertumbuhan ekonomi lokal dan pengentasan kemiskinan. Penelitian ini bertujuan untuk mengkaji peran UMKM dalam peningkatan penghasilan masyarakat desa Sidomulio. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pengumpulan data berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa UMKM di desa Sidomulio mencakup berbagai sektor, seperti pertanian, kerajinan, dan jasa. Usaha-usaha ini telah menciptakan lapangan kerja lokal, meningkatkan akses terhadap pasar, dan meningkatkan pendapatan bagi masyarakat desa. Selain itu, UMKM juga memiliki dampak positif dalam menggerakkan ekosistem ekonomi lokal, memicu pertumbuhan bisnis lainnya, dan memperkuat jaringan sosial antar wirausaha. Namun, masih ada tantangan yang perlu diatasi, seperti akses terhadap modal, sumber daya manusia yang terbatas, dan regulasi yang kompleks. Dalam rangka memanfaatkan potensi penuh UMKM sebagai sarana untuk meningkatkan penghasilan masyarakat, diperlukan dukungan lebih lanjut dari pemerintah, organisasi non-pemerintah, dan sektor swasta. Ini termasuk akses lebih mudah terhadap pembiayaan, pelatihan keterampilan, dan bantuan dalam mengatasi hambatan-hambatan yang dihadapi UMKM. Dengan langkah-langkah ini, UMKM di desa Sidomulio dapat terus berperan sebagai motor penggerak ekonomi yang membantu meningkatkan kesejahteraan masyarakat lokal.

Abstract

This research examines how the Asahan district tourism office uses communication strategies to improve the positive image of tourist destinations in the region. The aim of this research is to understand the communication strategies used by the Asahan district tourism office in increasing the positive image of tourist destination development in the area. This research uses a qualitative method with a descriptive approach. Data was collected through direct observation and interviews with 5 informants, including the head of the tourism sector, canoe rowing tourism manager, mangrove tourism manager, bunkhouse tourism manager and visitors. The research results show that infrastructure development and good management of tourist groups are important to improve the positive image of tourist destinations. An active communication strategy between the Asahan district government, village heads and tourism awareness groups is needed for smooth tourism development. Good communication between relevant agencies in Asahan district is also needed, as well as the involvement of third parties as distributors of funds for developing tourist destinations. The Asahan district tourism office also uses social media Instagram and online websites to disseminate information about increasing the positive image of tourist destinations in Asahan district.

Abstract

This study aims to analyze the influence of competence and motivation on employee performance in government agencies in Medan City. The type of research used is quantitative with a survey method. The data was collected through a questionnaire distributed to 226 employees from five government agencies in Medan City. Data analysis was carried out using multiple linear regression with the help of the SPSS version 26 program. The results of the study show that competence has a positive and significant effect on employee performance, as well as motivation has a positive and significant influence. Simultaneously, competence and motivation contribute 62.2% to employee performance, while the rest are influenced by other factors such as work environment and leadership. These findings reinforce the theory that optimal performance is achieved through a balance between technical ability and motivation for work. Therefore, the Medan City Government is advised to strengthen competency development programs and create an effective motivation system to improve the performance of apparatus and the quality of public services.

Abstract

This study aims to analyze the news reporting strategy implemented by the Medan City Communication and Informatics Office (Diskominfo) as a form of public communication practice and its impact on public trust and information literacy among urban communities. The study employed a descriptive qualitative approach. Data were collected through in-depth interviews, participant observation, and documentation. Informants were selected using purposive sampling, consisting of internal staff of the Medan City Diskominfo and members of the public as information recipients. The findings reveal that Diskominfo’s reporting strategy primarily focuses on the utilization of digital media platforms, particularly Instagram and TikTok, with a two-way communication pattern established through active social media interaction. From the public perspective, government information is perceived as accessible and relatively credible, although audiences still tend to independently verify the information they receive. The study also found that this reporting strategy contributes to improving public information literacy, despite uneven public abilities in filtering and evaluating information. The novelty of this research lies in its emphasis on the relationship between government digital reporting strategies, public trust, and information literacy within the context of urban digital communication. This study contributes to the development of public communication studies by demonstrating that government reporting functions not only as an information delivery mechanism but also as a strategic instrument for strengthening public trust and digital information literacy simultaneously.

Abstract

This study aims to analyze the effect of competency-based human resource (HR) management implementation on the productivity of the State Civil Apparatus (ASN) in Medan City. The study employed a quantitative approach with an explanatory research design to examine the relationship between competency-based HR management and ASN productivity. The research was conducted within Regional Apparatus Organizations (OPD) of the Medan City Government. Data were collected through questionnaires distributed to ASN respondents using a five-point Likert scale and supported by documentation studies related to personnel management policies. The sampling technique used proportional random sampling, while data analysis was conducted using descriptive statistics and simple linear regression analysis. The findings indicate that the implementation of competency-based HR management in Medan City is categorized as good, particularly in aspects of HR planning, recruitment and selection, competency development, performance appraisal, and career development. In addition, ASN productivity was found to be relatively high in terms of work effectiveness, efficiency, quality of work results, and punctuality. The regression analysis revealed that competency-based HR management has a positive and significant effect on ASN productivity, with a determination coefficient showing that competency-based HR management contributes substantially to improving employee productivity. These findings confirm that the implementation of a competency-based HR management system can strengthen the professionalism, performance, and effectiveness of public sector employees. Therefore, local governments are encouraged to consistently enhance competency mapping, career development, and performance evaluation systems to support sustainable improvements in public service quality.
