Abstract

Program “Pemberdayaan Pemerintahan Negeri melalui Edukasi SPMDesa untuk Tata Kelola dan Resolusi Konflik di Negeri Tamilouw Tahun 2025” dirancang untuk menjembatani kesenjangan antara mandat normatif dan praktik layanan harian. Melalui data clinic, definisi operasional disepakati dan Rumah Dataku diposisikan sebagai single source of truth sehingga indikator—cakupan D/S posyandu, K1–K4, imunisasi dasar lengkap, kepemilikan dokumen adminduk, partisipasi PIK R, layanan BKL—ditarik langsung ke dashboard tersegmentasi per RT/dusun. Klinik SOP menerjemahkan SPMDesa menjadi SOP ringkas dan service charter ber-SLA, diujicobakan dengan time–motion study dan perbaikan cepat agar adaptif terhadap konteks geografis. Rapat triwulan direkayasa sebagai lokus akuntabilitas berbasis indikator dan format 3T (Tanggung jawab–Tenggat–Tanda bukti), disertai audit mutu cepat pasca-rapat untuk menutup loop pembelajaran. Mekanisme pengaduan–mediasi multikanal—dilengkapi logbook, SLA respons, dan berita acara—menggeser pengaduan menjadi “sensor mutu” yang memicu service recovery serta revisi SOP bila diperlukan. Sebagai pengungkit akses, UPPKA ditautkan ke indikator prioritas dan pos APBDes untuk menutup biaya tidak langsung (transport rujukan, nutrisi balita, dukungan edukator sebaya). Hasil yang diharapkan: keputusan berbasis bukti, penurunan lead time rujukan, kenaikan cakupan layanan prioritas, dan berkurangnya friksi layanan melalui resolusi konflik yang cepat, adil, dan terdokumentasi.

Abstract

This research investigates how perceptions of fairness within the organization and the ethical conduct of leaders shape the innovative capacity of personnel at the South Buru Regency Trade Office. Innovation within this institution is particularly crucial because the agency faces challenges related to distribution networks, supply chain limitations, and the need to improve licensing and trade service processes. Strengthening employees’ innovative capability is therefore essential for enhancing efficiency, supporting regional economic development, and improving public service quality. The study adopts a descriptive-quantitative design with a causal-correlational framework, emphasizing that the independent variables are considered contributors to changes occurring in the dependent variable. The entire workforce of the South Buru Regency Trade Office, consisting of 57 employees, served as the research population, and because the group was relatively small, a saturated sampling technique was applied. Data processing was carried out using multiple linear regression procedures. The findings reveal that: (1) organizational justice provides a measurable contribution to enhancing employees’ innovation capabilities, (2) ethical leadership also plays a significant role in strengthening innovative behavior among employees, and (3) when considered simultaneously, both organizational justice and ethical leadership jointly exert an influence on the innovation ability of employees within the South Buru Regency Trade Office.

Abstract

This study investigates how organizational commitment and employee engagement influence organizational change through the mediating role of employee voice behavior. Using a descriptive–quantitative approach with a causal–correlational framework, the research was carried out at the Regional Revenue Agency of West Seram Regency over a two-month period (April–May 2024) and involved all 35 employees through a full-sampling technique. Data were analyzed using path analysis to examine direct and indirect effects among variables. The results show that organizational commitment and employee engagement each have a positive and significant effect on employee voice behavior, while voice behavior strongly promotes organizational change, indicated by a substantial path coefficient of 0.887. In contrast, neither organizational commitment nor employee engagement has a direct impact on organizational change; their influence appears only indirectly through voice behavior, confirming a full mediation effect. These findings underscore the strategic importance of fostering a supportive climate that empowers employees to express constructive ideas, as such behavior serves as a critical mechanism for enabling organizational transformation.
