Abstract

This article aims to analyze the activities of protodiplomacy in the series of conflicts between Russia and Ukraine in 2022. This paper uses qualitative methodology with a case study method. Data collection techniques and, data sources use secondary data through ethnography. In addition, the data analysis technique used is a tracking process to review the historical traces of the occurrence of protodiplomacy in Ukraine. Based on the results of the author’s study, the results obtained are that protodiplomacy is a districtarea activity within the state in the form of a Union or Decentralization that seeks to secede from the territory of the country due to differences in various sides. Paradiplomacy activities as a foreign relations strategy carried out by sub-state actors or local governments are the beginning of protodiplomacy. This means that paradiplomacy activities have the potential to become protodiplomacy if there is no political control in the government’s political governance system. So that paradiplomacy can move as a global political agency to seek support and separate itself from the territory of the country. This research argues that the occurrence of protodiplomacy by Luhansk is due to differences in Culture, Political Justice, and Economic Justice. Protodiplomacy is also known as Identity Paradiplomacy because of the disintegration that occurs due to differences in identity so that regions act to secede. The pro-diplomacy activities that occurred in Luhansk, the Ukrainian region, were also not leas from the support and conflict that struck between Russia and Ukraine. The implication is that Luhansk is more free to choose and move. Moreover, Luhansk has the same historical traces as Russia. Thus, political support became an instrument for Luhansk to secede. Thus, the phenomenon of great power through invasion became a new tradition in the study of contemporary international relations. And it marks the return of great power in global conflicts. On the other hand, the security threat to Ukraine comes not only from the Russian state but from within the country, namely protodiplomacy (desecuritization).

Abstract

This article describes the comparison of paradiplomacy activities between Jakarta and Bandung. The urgency of this research is that both cities have crucial problems in environmental management that are not compatible with sustainable development. Both cities have environmental problems such as pollution, garbage, sewage, pollution and other problems. Both cities are unable to solve these problems independently so they need cooperation through sister cities. This research uses the comparative theory of paradiplomacy through urban diplomacy modeling. The method used is qualitative through case study comparison. Data collection techniques through primary and secondary data. Data were obtained from interviews, observations and expert interviews to reinforce research arguments. The result was that Jakarta’s city diplomacy was carried out through multi-channels. The first line with towns and cities such as the City of London. Then the second path through supranational diplomacy, namely diplomacy to the United Nations and the third path through multilateral diplomacy, namely C40.

Abstract

This research aims to explore and identify the role of City Diplomacy in supporting Global Leadership. The argument of this thesis is that cities are global actors that are not only tasked with addressing local issues. The involvement of the City in its role of conducting city diplomacy is a form of city leadership to contribute in guarding global issues such as climate change. In this case, the involvement of Samarinda as a CRIC Pivot City in the UCLG ASPAC Programme is evidence of the city's leadership in international relations. This research uses qualitative methodology with data collection techniques of interviews, participant observation, document review. Data analysis techniques used qualitative data analysis techniques and process tracing. The result of this research is that the involvement of Samarinda City in the UCLG ASPAC CRIC programme is evidence of the importance of city involvement in international relations. This factor occurs due to economic, social, political, environmental, etc. considerations. In addition, the involvement of Samarinda City as a Pivot City is a form of commitment and leadership of the city in the global arena. In particular, Samarinda City has succeeded in becoming a city as place that prioritises and fights for the threat of climate change in Samarinda. This struggle is a form of effort to create a city that is worth living in. It then acts as an actor capable of collaborating with UCLG ASPAC to be directly involved in managing climate change issues. The leadership of Samarinda City is a tangible form of creating a sustainable city in accordance with SDGs point 11.
