Abstract

Korupsi merupakan salah satu jenis kejahatan transnasional. Hal tersebut tertuang dalam Article 8 UNTOC tentang Criminalization of Corruption. Selain itu, korupsi menjadi masalah krusial yang belum bisa teratasi dengan baik di Indonesia. Tingkat korupsi di Indonesia telah mencapai level sistemik dan berdampak besar di berbagai bidang. Salah satu permasalahan yang terdapat dalam percepatan penanganan pemberantasan korupsi di Indonesia adalah para pelaku tindak pidana korupsi yang kerap kali melarikan diri ke luar negeri untuk menghindari proses hukum. Upaya untuk menangkap pelaku korupsi yang melarikan diri dan menjalankan proses hukum tetap dilakukan oleh Indonesia. Salah satu upaya yang dilakukan oleh Indonesia adalah ekstradisi. Lazimnya ekstradisi dilakukan dengan prosedur formal atau didasari perjanjian ekstradisi antara kedua negara. Salah satu kasus pelaku tindak pidana korupsi yang melarikan diri ke luar negeri dan berhasil diekstradisi melalui prosedur non formal adalah Maria Pauline Lumowa. Maria Pauline Lumowa adalah pelaku pembobolan Bank BNI Cabang Kebayoran Baru Tahun 2003 dan mengakibatkan kerugian sebesar 1,7 triliun rupiah. Maria Pauline Lumowa berhasil ditangkap di Bandara Nikola Tesla, Serbia tahun 2019 lalu. Walaupun Indonesia dan Serbia belum memiliki perjanjian ekstradisi, namun ekstradisi tetap dapat dilakukan dan berhasil. Oleh karena itu, penelitian ini akan membahas mengenai diplomasi Indonesia sehingga Indonesia dapat berhasil mengekstradisi Maria Pauline Lumowa setelah 17 tahun masa pelariannya

Abstract

This article aims to analyze the activities of protodiplomacy in the series of conflicts between Russia and Ukraine in 2022. This paper uses qualitative methodology with a case study method. Data collection techniques and, data sources use secondary data through ethnography. In addition, the data analysis technique used is a tracking process to review the historical traces of the occurrence of protodiplomacy in Ukraine. Based on the results of the author’s study, the results obtained are that protodiplomacy is a districtarea activity within the state in the form of a Union or Decentralization that seeks to secede from the territory of the country due to differences in various sides. Paradiplomacy activities as a foreign relations strategy carried out by sub-state actors or local governments are the beginning of protodiplomacy. This means that paradiplomacy activities have the potential to become protodiplomacy if there is no political control in the government’s political governance system. So that paradiplomacy can move as a global political agency to seek support and separate itself from the territory of the country. This research argues that the occurrence of protodiplomacy by Luhansk is due to differences in Culture, Political Justice, and Economic Justice. Protodiplomacy is also known as Identity Paradiplomacy because of the disintegration that occurs due to differences in identity so that regions act to secede. The pro-diplomacy activities that occurred in Luhansk, the Ukrainian region, were also not leas from the support and conflict that struck between Russia and Ukraine. The implication is that Luhansk is more free to choose and move. Moreover, Luhansk has the same historical traces as Russia. Thus, political support became an instrument for Luhansk to secede. Thus, the phenomenon of great power through invasion became a new tradition in the study of contemporary international relations. And it marks the return of great power in global conflicts. On the other hand, the security threat to Ukraine comes not only from the Russian state but from within the country, namely protodiplomacy (desecuritization).

Abstract

This article aims to explain the role of paradiplomacy in utilizing the Indonesian presidency in the G20. Using the case study of the Provincial Government of DKI Jakarta, this article argues that the role of DKI Jakarta’s paradiplomacy through city diplomacy has the opportunity to get positive results. This can be seen from the role of Jakarta as an actor in city diplomacy capable of conducting city-level diplomacy at U20. This diplomacy aims to discuss strategic issues at the city level such as mobilization, health, labor, Covid 19 and other issues. With city diplomacy, it is able to become a means of sharing experiences between cities in the world to solve a number of strategic problems at the city level. In addition, Jakarta can play a role as a safe, comfortable place to live through a number of strategic policies, especially in the environmental field. The role of this paradiplomacy through urban diplomacy is a form of motivation, strategy, level of collaboration and level of involvement to assist the central government in solving increasingly complex world problems.

Abstract

This research is conducted to discuss about the Cooperation between Indonesia and Iran in oil and gas energy sector period 2015-2017. This research uses qualitative research method with descriptive approach type. The purpose on this research is to explain the shape of cooperation between Indonesia and Iran in oil and gas energy sector. This research also uses bilateral cooperation theory, national interest theory, and energy security concept. From this research, According to the result from this research, the cooperation between Indonesian and Iran in oil and gas energy sector in the period of 2015-2017, the first is Purchasing of Liquified Petroleum Gas (LPG) and Crude Oil form Iran with Competitive Price, second, Oil Refinery Development located in Situbondo (East Java) and the last is Management of Ab-Teymour and Mansouri field. With this cooperation, Indonesia has achieve national interest because the production of oil and gas in Indonesia is increased and the people requirement of oil and gas can be fulfilled. Then in this research, it is also known that the cooperation between Indonesia and Iran in the energy sector will continue even in the wider sector again.

Abstract

This paper aims to explain the opportunities and challenges of securitization in the digitization of ASCN. This paper uses qualitative methods with case study methods and uses library review data collection techniques. The results found that the digitalization of ASCN is a form of ASEAN's commitment to innovate and digital transformation of both the government, society and the business world. ASCN is a concrete form of public service governance to create connections and integration between cities in ASEAN so that they can collaborate and synergize. However, from this cooperation, there are a number of opportunities and challenges that can be obtained by ASEAN. This means that ASCN cooperation must be well controlled because the city is a major player in the cooperation even though the agreement is at the national and regional levels.

Abstract

Paper ini bertujuan untuk menjelaskan dan enganalisis formulasi kebijakan luar negeri Indonesia dalam klaim sepihak China terhada wilayah Laut Natuna bagian Utara. Klaim tersebut didasari oleh argumentasi China bahwa wilayah tersebut adalah wilayah tradisional pencarian ikan China. Paper ini menggunakan metode kualitatif analisis dengan teknik pengumpulan data telaah pustaka. Hasil yang didapat kan bahwa formulasi model kebijakan luar negeri Indonesia terhadap klaim China di wilayah Laut Natuna Utara adalah menggunakan pendekatan diplomatic. Hal ini relevan dengan karakter Indonesia sebagai Negara middle power.Dilomasi middle power selalu menjadi katalisator, fasilitator dan menejer dalam penyelesaian konflik kawasan regional atau internasional. Kondisi ini sesuai juga secara teori dengan model kebijakan luar negeri yang di desain oleh John Lovell yakni menggunakan metode akomodasi.Lebih lanjut, kondisi ini sesuai juga dengan karakter kebijakan luar negeri dalam teori Mandala yang disebut dengan Asana.

Abstract

Indonesia Malaysia Thailand-Growth Triangle (IMT-GT) is an economic cooperation forum participated by Jambi Province. IMT-GT functions as an investment facilitator, and the goal is to connect Jambi Province with potential investors. The use of qualitative methodologies in this study will significantly assist the author in knowing and explaining the dynamics of the challenges of IMT-GT as a KESR forum in increasing foreign investment in Jambi Province in 2017–2021, along with the opportunities and challenges faced by IMT-GT in the process. The results of the study show that there is an IMT-GT framework for the period 2017-2021 found challenges that affect the dynamics of economic growth in Jambi Province, such as Thailand's inability to invest in Jambi Province for financial reasons, the Covid-19 pandemic that affects the global economy, and Jambi Province is assessed still does not facilitate investors to enter. Abstract

his research discusses how Japanese public diplomacy through the Nihongo Partners program to change nation branding in Indonesia in 2014-2019. The strategy undertaken by Japan with public diplomacy with Indonesia as a partner is due to the tenuous relations between Japan and countries in the Southeast Asia Region, one of which is Indonesia. On Post World War II, Japan tried to rise and finally succeeded to become developed country. However, the inherent bad history of colonizing countries in ASIA, the Malari Incident, and the dominance of Japan that unsettled the public, Japan has a desire to improve the image of Japan with soft power namely culture and education. Established the Japan Foundation as a government agency that aims to spread Japanese culture abroad through activities carried out by JF. In this program through the Japan Foundation in collaboration with the Government of Indonesia through the Ministry of Education and Culture of the Republic of Indonesia as a bridge between the two countries in carrying out this program. Through the Nihongo Partner program, Japan is trying to do public diplomacy to change the nation’s image of their country from a country that has a bad image into a peaceful and friendly country. This effort is Japan's way of realizing the nation's branding to emphasize that Japan has changed for the better and is given international trust in Japan with the aim of providing a good image, vision and mission, their way of life and Japanese cultural values. Abstract

This paper aims to evaluate the implementation of the Ministry of Foreign Affairs' digital public diplomacy through social media, Instagram. Given the many uploads that have been made by the @kemlu_ri account, this research will focus on the content of Indonesia's presidency of the G20 in 2022. The G20 presidency was chosen given its status as a national agenda that has international attention, both from the institutional aspect and the post-pandemic situation. The theories/concepts used in this research are digital public diplomacy and social media. The method used is qualitative by making @kemlu_ri content uploads as a primary data source plus interviews with the Directorate of Information and Media, Ministry of Foreign Affairs, as a form of data verification. From the evaluation conducted, the author argues that the use of social media Instagram as a means of digital public diplomacy related to Indonesia's presidency in the G20 in 2022 is not optimal. The argumentation given in this paper refers to the three dimensions of social media in digital public diplomacy, namely: (i) agenda-setting; (ii) presence expansion; and (iii) conversation-generating.
