Abstract

Resolving acts of adultery as the consequence of woman seducing a married man that sometime may lead to out of wedlock pregnany will not be sufficient to only be pursued through national legal channels in the point of view of the Dayak Ngaju tribe. National law regulates sanctions for adulterers/spouse poachers but does not consider the interests of legitimate wives who become the victims. This study aimed to educate the Dayak Ngaju tribe to have better knowledge regarding the local customary law and as a refinement material for the National Criminal Law.The research method used in this study was empirical research method conducted through interviews with damang and mantir adat in Palangka Raya City. The Dayak Ngaju Customary Law has distinct classification of adulterers. Therefore, all forms of actions committed by women who seduce other women's husbands are prohibited in Ngaju Dayak Customary Law. This is reinforced by different customary sanctions in each classification.The National Law has regulated the regulation regarding of homewreckers (husband poachers) in the latest Criminal Code Bill but does not formally regulate psychological recovery for wives who are the victims of infidelity.

Abstract

Central Kalimantan is one of the provinces in Indonesia will implement the Regional Election simultaneously on December 9, 2020. There are 2 (two) Regional Elections, they are Governor and Deputy, and Mayor and Deputy in Kotawaringin Timur Regency. On December 2020, at least 270 Regions would participate to Regional Elections in Indonesia, including provincials, Regencies, and Cities. The democracy atmosphere implementation would be different from previous over the years due to COVID-19 Pandemic as its prediction. This research aims to disclose Palangka Raya Public Perceptions of Regional Election in Covid-19 Pandemic recently. Majority Respondents agree to implement the Regional Election in Palangka Raya on December 9. Furthermore, The Regional Election could be implemented by following the Protocol Health Procedures with safe and healthy against Covid-19.

Abstract

The population in Central Kalimantan is plural, both in terms of ethnicity and religion. The indigenous people are Dayaks, but other ethnic groups also live side by side and become part of the people of Central Kalimantan such as Banjar, Javanese, Bugis, Madurese, Batak, Chinese, and so on. Those ethnics currently live in Central Kalimantan. Also, the followers of the religion, such as Muslims, Christians, Catholics, Hindus, Buddhists, and Kaharingan are developing rapidly in Central Kalimantan. The plurality of ethnicity relations has the potential for conflict because the differences in tradition and culture become cultural boundaries which become boundaries among the communities. In 2001 ago, Central Kalimantan Province had experienced a dark period of riots under the ethnicity reason in Sampit, Kotawaringin Timur Regency. The National Unity, Politics and Community Protection Agency (Kesbangpol) is an office in Central Kalimantan Province which the main task is the development of the values of nationalism and conflict management. Then, the particular study aims to analyze the strategies of Kesbangpol in maintaining harmony among religious & ethnic groups in Central Kalimantan based on Huma Betang Philosophy.

Abstract

On December 9, 2020, people in Indonesia, especially in Central Kalimantan, participated in holding regional head elections simultaneously. In the Regional Election (Pilkada) on December 9 in Kalimantan, there were 2 elections, namely the regional head election for the governor and Deputy Governor of Central Kalimantan for the period 2021-2025 and the election for the regional head of the Regent/Deputy Regent for the period 2021-2025 in East Kotawaringin Regency. The hustle and bustle of implementing the simultaneous regional elections on 9 December 2020 has differences from the previous regional head elections, this is because the implementation of the 9 December 2020 regional elections was held amid the pandemic threat of covid-19 (coronavirus disease -19). Even though it went through a long process, the pros and cons covered the election policy for the simultaneous regions, in the end, the elections were still held on December 9, 2020. Apart from Central Kalimantan, in Indonesia alone, there were around 270 regions that held simultaneous regional elections on 9 December 2020. The study in this paper wants to know how the regional head elections are held in Central Kalimantan, especially in the city of Palangka Raya. This is because Palangka Raya City has a history of the highest confirmed area of Covid-19 transmission. Besides, Palangka Raya as the capital of Central Kalimantan Province is a barometer of seeing the succession of simultaneous regional elections in Central Kalimantan. In its implementation, the Central Kalimantan Pilkada in Palangka Raya went well. The voter turnout in Palangka Raya City reached 63%. What is unique is that the regional elections in Central Kalimantan have increased participation amid a pandemic compared to the 2015 regional elections which were held in conditions without a pandemic. Even though the overall participation is below the target of the KPU RI, this increase needs to be appreciated.

Abstract

Tewah District is one of the areas in Gunung Mas Regency that has high gold potential, so that many people in Gunung Mas Regency, especially Tewah District, carry out gold mining as a source of income to meet the economic needs of the community. Mining activities are no longer carried out traditionally using semi-mechanical equipment with mining technology and using mercury which is harmful to the soil and damaging to the environment. People's gold mining activities in Tewah District, Gunung Mas Regency are carried out by the community on the basis of economic pressure which is increasingly difficult to fulfill, so that many people mine gold illegally without following the applicable rules. Problem formulation: 1) How is the Implementation of the Gold Mining Control Policy in Tewah District, Gunung Mas Regency? 2) What is the Impact of the Gold MiningControl Policy in Tewah District, Gunung Mas Regency? 3) What factors are the obstacles in implementing the Gold Mining Control Policy in Tewah District, Gunung Mas Regency? The research method used by the author is a qualitative research method. Qualitative research method is an on-site research to describe and analyze phenomena, events, social activities, attitudes, beliefs, receptions and thoughts of people individually or in groups. Data collection was obtained through interviews, observation and documentation. Data sources were analyzed interactively which consisted of three main things, namely: Data collection or data reduction, data presentation and conclusion drawing/verification.

Abstract

Link and match not only with the industrial world but also with a future that is changing so fast. Universities are forced to design and implement innovative learning processes so that students can achieve learning achievements that include aspects of attitudes, knowledge, and skills optimally and always relevant so that the Minister of Education, Culture, Research and Technology of the Republic of Indonesia Regulation no. 3 of 2020 concerning National Higher Education Standards to implement the Merdeka Campus Program policy with the aim of this program being able to develop the capacity of the nation's children in the world of education with 8 (eight) forms of activity in it so that the Secretariat General of the House of Representatives of the Republic of Indonesia organizes Internship activities at the People's House ( MDRR) The House of Representatives of the Republic of Indonesia (DPR RI) as a partner of the internship/work practice of the Merdeka Campus Program. The research method used in the descriptive qualitative research method. The results of the study show that the implementation of the independent campus program in internship activities at people's homes at the Secretariat General of the House of Representatives of the Republic of Indonesia has not been carried out properly. This is based on the existing indicators, related to communication experiencing problems with the lack of maximum communication transmission carried out by the implementer. Resources have not run optimally where the facilities in the Secretariat General of the DPR RI cannot be used optimally, then the independent campus website sometimes experiences system errors. The disposition or attitude of the implementers has not gone well, this is evident in the attitude of the implementers who delay the disbursement of pocket money and incentives as well as the difficulty of converting credits in several university campuses in Indonesia. Then the Standard Operating Procedure, in its implementation there is no SOP that regulates the procedure, but there is an Apprenticeship Curriculum at the People's House of the DPR RI as a reference in its implementation

Abstract

Perubahan Iklim Merupakan salah satu isu yang menarik perhatian dari berbagai negara di dunia beberapa decade ini. Hal ini karena perubahan iklim Ibarat sebuah penyakit yang menular, dampak dari adanya perubahan iklim ini memang sangat luar biasa pengaruhnya karena bisa datag kapan saja tak kenal negara maju ataupun negara berkembang, negara dari benua mana semuanya akan kena getahnya tanpa kenal ruang dan waktu. Salah satu tanda – tanda itu mulai muncul saat ini diantaranya adalah mulai tidak menentunya musim, kenaikan suhu yang fluktuatif serta perubahan cuaca yang cukup signifikan. Di Indonesia sendiri, hal itu tampaknya sudah mulai terasa dampaknya saat ini seperti perubahan musim kemarau dan penghujan yang tidak konsisten, banjir rob dimana – dimana serta suhu panas nyang cukup ekstrem. Komitmen Pemerintah Indonesia, Sebagai keterlibatannya dalam mendukung upaya mitigasi perubahan iklim telah dibuktikan komitmennya berupa keterlibatannya dalam menandatangani persetujuan paris pada tanggal 22 April 2016 di New York, Amerika Serikat. Sebagai tindak lanjutnya terkait komitmen tersebut, Pemerintah Republik Indonesia mengeluarkan Undang – Undang Nomor 16 Tahun 2016 Tentang Pengesahan Paris Agreement To The United Nations Framework Convention On Climate Change (Persetujuan Paris Atas Konvensi Kerangka Kerja Perserikatan Bangsa-Bangsa mengenai Perubahan Iklim). Kalimantan Tengah, sebagai salah satu Provinsi yang memiliki hutan yang cukup luas di Indonesia juga berperan dalam mensukseskan komitmen Indonesia dalam persetujuan paris. Salah satu bentuk keterlibatan tersebut yaitu Komitmen pemerintah provinsi Kalimantan Tengah dalam program Folu (Forestry And Other Land Uses) Net sink 2030. Adapun aksi mitigasi perubahan iklim yang dilakukan oleh pemerintah Provinsi Kalimantan Tengah dalam sektor Folu pada tahun 2023 – 2030 mencakup beberapa aksi diantaranya yaitu : 1). Penurunan emisi dari deforestasi dan degradasi hutan, 2). Pembangunan Hutan Tanaman, 3). Suistanable forest management, 4). Rehabilitasi Hutan, 5). Pengelolaan Ekosistem Gambut. Komitmen Pemerintah Provinsi Kalimantan Tengah dalam Program Folu tersebut tentu perlu mendapat apresiasi, keterlibatan berbagai sektor dan juga masukan masyarakat di Kalimantan Tengah. Hal ini agar program tersebut mampu berjalan dengan baik dan pro terhadap pembangunan yang berkelanjutan di Kalimantan Tengah. Jangan ada unsur politis dalam implementasinya karena komitmen mitigasi perubahan iklim harus dilakukan dari hati untuk keselamatan dan kenyaman kehidupan masyarakat yang berkelanjutan. Selain itu penting kiranya agar dalam kegiatan melibatkan partisipasi masyarakat lokal agar masyarakat lokal dapat diberdayakan dengan berbagai program strategisnya.

Abstract

Keterampilan literasi memiliki pengaruh penting bagi keberhasilan generasi muda. Keterampilan literasi yang baik akan membantu generasi muda dalam memahami informasi baik lisan maupun tertulis. Dalam kehidupan, penguasaan literasi pada generasi muda sangat penting dalam mendukung kompetensi-kompetensi yang dimiliki. Peningkatan kualitas diri pemuda di Kalimantan Tengah dimaksudkan untuk peningkatan kesadaran dan keberanian dalam menuangkan ide-ide kreatifnya dalam bentuk tulisan. Hal tersebut akan membangkitkan optimisme dalam menjawab tantangan global. Dilatarbelakangi hal tersebut maka ada program pengabdian kepada masyarakat yaitu Pelatihan Jurnalistik Untuk Menangkal Gurita Hoax Bagi Generasi Milenial di Kalimantan Tengah. Berita palsu atau yang dikenal dengan istilah populer “hoax” bisa bertebaran dalam berbagai bentuk, mulai dari tulisan, foto, dan video. Di era ini, semua orang bisa menggunakan media sosial, dan berita hoax jadi sangat mudah tersebar. Mengingat dampaknya sangat buruk, setiap orang pasti ingin menghindarinya. Terutama ketika ada isu penting yang tersebar di tengah masyarakat, tentu kamu ingin mendapatkan informasi yang valid dan berkredabilitas agar bisa up to date dengan kabar terkini. Karena dilatarbelakangi tersebut, kiranya penting bagi generasi milenial untuk dibekali kemampuan saring sebelum sharing informasi yang ingin dipublikasikan mereka khususnya diberbagai portal media sosial.

Abstract

Pengabdian dengan mengusung tema penguatan karakter cinta damai melalui moderasi beragama berbasis kearifan lokal sangat penting untuk dilaksanakan, khususnya pada peserta didik tingkat SMP. Dalam kegiatan pengabdian ini, cinta damai ditekankan pada sosialisasi anti-bullying yang diintegrasikan dengan games yang menyenangkan serta pembuatan flyer yang berisikan tentang moderasi beragama. Hasil dari kegiatan pengabdian ini yakni secara kuantitatif antusiasme peserta didik mengikuti kegiatan pengabdian sangat baik. Harapannya kegiatan sosialisasi mengenai cinta damai khususnya anti-bullying benar-benar dipahami peserta didik dan diimplementasikan dalam tataran praksis. Selain itu peserta didik mampu menerapkan sikap moderasi beragama untuk memperkuat karakter cinta damai. Dengan memperkuat karakter cinta damai melalui modetasi beragama tidak ada lagi bullying yang terjadi di sekolah khususnya apalagi bullying yang berlatarbelakang sara.

Abstract

Palangka Raya City has many tourist attraction locations related to natural tourism, cultural tourism, religious tourism that can be developed, one of which is the Sei Gohong Tourism Village. So that with the management, construction of facilities and infrastructure as well as increased productivity, innovation, creativity, will increase the Regional Original Income (PAD) of Palangka Raya City. This study aims to describe and analyze how the optimization of the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City. This study uses a qualitative approach because according to researchers’ qualitative research methods are more suitable for exploring and describing in depth the problems to be raisedregarding the Pentahelix Collaboration Model in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City. To see optimal collaboration, it can be measured by theory (Gray, 1989) which includes: (1) Interdependence, (2) Constructive Unification of Thought to Achieve Solutions, (3) Joint Ownership of Decisions, (4) Joint Responsibilities. The results showed that the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, Bukit Batu District, Palangka Raya City is stillnot optimal. This can be seen from the level of cooperation between Pentahelix stakeholders which is still not running optimally, there is no dependence between stakeholders and other stakeholders, the lack of constructive unification ofthought to reach a solution because the meeting rate is very low and unscheduled, so that for joint decisions all actors ( Joint ownership of decisions in determining Musrenbang policies is not entirely based on mutual agreement, besides joint responsibility so far there is still no binding law based on cooperation (MOU). Suggestions for increasing collaboration on the importance of goodcommunication and conducting regular meetings involving various Pentahelix stakeholder actors to unite the same vision and mission by holding events, as well as the formation of regulations as one of the supporting factors for the creation of the Pentahelix Model Collaboration in the Development of Sei Gohong Tourism Village, District Bukit Batu City of Palangka Raya
