Abstract

Penelitian ini bertujuan untuk memetakan pola kontestas yang terjadi dalam kerangka tata kelola wisata lokal yakni Pantai Dalegan di Kabupaten Gresik. Latar belakang penelitian ini berangkat dari penatakelolaan area wisata yang terbengkalai secara fisik dan kelembagaan dengan salah satunya berupa fenomena reklamasi yang belum tuntas dan pembagian fungsi kelembagaan yang tidak sesuai. Penelitian dilakukan dengan metode kualitatif dan pendekatan studi kasus. Peneliti menggunakan teknik analisis interaktif dan triangulasi untuk memvalidasi hasil lapangan. Penelitian menunjukkan bahwa kontestasi yang terjadi dalam penatakelolaan wisata yakni antara pemerintah desa dan pengelola wisata yang menitikberatkan pembangunan pada aspek ekonomi, sedangkan kelompok sadar wisata (pokdarwis) mempertimbangkan aspek lingkungan dan tuntutan untuk melaksanakan pembangunan sesuai dengan kaidah kebijakan. Di luar keduanya, pihak yang terkena dampak adalah masyarakat sendiri dan kalangan usaha yang berada di areal wisata Pantai Dalegan. Implikasi penelitian ini adalah secara praktis menjawab pemetaan terkait kontestasi stakeholder dalam kebijakan penatakelolaan wisata lokal. Implikasi teoretis dari penelitian ini adalah memadukan beberapa argumen seputar kontestasi dengan menghasilkan argumen konseptual bahwa tidak sepenuhnya kontestasi hanya membawa dampak negatif, namun juga memiliki orientasi logis dari kepentingan yang dibawa masing-masing aktor.

Abstract

A smart city is a comprehensive urban planning model that seeks to address challenges from multiple perspectives and mitigate risks to the well-being of the community. It is evident that the concept of welfare has implications for the happiness of the community. A happy community is an indicator of the success of the local government in achieving its development goals. The concept of happiness is not solely contingent upon material success; rather, it is also dependent upon the interpretation of the process and outcomes of development as beneficial for all stakeholders, including the state, government, society, and external policy makers. This study employs a qualitative method with a case study approach. The findings of this study indicate that the practice of a smart city has been implemented in various forms and has had an impact on the community in Madiun City. This progress is evidenced by advancements in a multitude of development sectors, including social, economic, environmental, technological, and other forms of development. The findings of this study indicate that the government of Madiun City has successfully implemented a smart city initiative, resulting in a range of positive impacts on the community. It is important to note, however, that strengthening leadership and governance is a crucial step, given the reality that changes in leadership often result in shifts in policy direction. Furthermore, establishing a comprehensive legal framework to oversee the smart city program is essential, given that, currently, only a mayor's regulation exists in Madiun City, serving as the sole basis for policy.

Abstract

Since Covid-19 pandemic occurred, the government and authorities in Indonesia have restricted almost all community activities in Indonesia, including various activities in houses of worship having an impact on the socio-economic vulnerability of Muslims. This study was to describe the phenomenon of the condition of Muslims affected by the pandemic, by providing a Muslim perspective as well as explaining how Islam responds to the epidemic phenomenon, restriction policies, and socio-economics. This study applied a literature study with a qualitative approach to obtain descriptive and qualitative analytical data. The data were collected through reviewing literature and data about the current situation of Covid -19 pandemic and the ongoing dynamics of Muslim people. This study was a literature study collaborating between Islamic perspectives with contemporary phenomena and theories so that they contributed to strengthening the argument that Islam and its experiences were still very relevant to today's conditions. The result showed that: first, Islam provided jabariyah and qadariyah perspectives for Muslims in responding to the pandemic phenomenon; second, Islam provided relevant perspectives in policy formulation during the pandemic, and; third, Islam emphasized that Maqasid Asy-Sharia was a strategy and concept in overcoming the economic vulnerability of the community during and after the pandemic.

Abstract

Islamic banking organizations that show two sides of achievement targets, namely economic achievements and socio-religious mission achievements, also bring two consequences whether to bring the organization towards achieving material benefits or carrying out only socio-religious missions. In this context, organizational leaders have a strategic role in making Islamic banking institutions capable of optimally achieving their goals. This study aims to explain whether prophetic leadership is able to balance the current situation with beliefs that are conventional enough to be understood, and; see what variables are relevant to the prophetic leadership variable when applied to Islamic banking institutions. This article uses a phenomenon-based review of Islamic banking and its governance policies as the object of study. Narrative review of literature studies is the main approach in writing articles. The results of the study show that the issue of prophetic leadership has a pattern that is in accordance with the specificity of the locus of study (Islamic banking institutions), which then shows that the modern leadership that is widely presented in western literature is not the best. The relevance and superiority of prophetic leadership in the form of the role of maintaining the professionalism and morality aspects of performance so as to be able to balance economic activities with social activities in the midst of the rapid issue of banking capitalism in Indonesia. Through maqasid ash-shariah on the policies of Islamic banking institutions in Indonesia, prophetic leadership is able to go hand in hand with business processes and their application to Islamic banking. The implication of this study is to provide an understanding that prophetic leadership which has been implemented long before the emergence of western leadership models, is still very relevant in dealing with changing times and has the opportunity to become an alternative to leadership in the modern era like today.

Abstract

Studi ini bertujuan mengkaji kesiapan dan kelayakan komponen pendukungdi tengah penetapan Desa Balun sebagai Desa Pancasila dan KawasanWisata Religi Kabupaten Lamongan. Atraksi Budaya yang ditawarkanadalah Situs Makam Mbah Alun dan nilai pluralisme kehidupan masyarakatberagama di Desa Balun. Kajian menggunakan metode kualitatif denganpendekatan deskriptif analitik dan participatory rural appraisal (PRA).Teknik pengumpulan data yakni berupa narasi yang bersumber daribeberapa informan, data statistik sekunder, dan dokumentasi lapangan.Hasil kajian menunjukkan bahwa kesiapan yang direpresentasikan dalamkomponen 3A yakni: Pertama berupa atraksi, berupa atraksi budaya baikberupa fisik atau tangible (situs ziarah) dan non-fisik atau intangible (nilaipluralisme bermasyarakat/kebhinekaan dan festival keagamaan) telah dimiliki dan berjalan selama berpuluh tahun; Kedua berupa aksesibilitas, yakni jarak menuju Desa Balun dari titik-titik strategis yang relatif dekat (2-5 km) dan kondisi infrastuktur jalan; Ketiga berupa amenitas dan elemen pendukung tambahan berupa adanya layanan dan pendukung lainnya yag tersedia seperti akomodasi/penginapan bagi wisatawan, rumah makan dan pusat kuliner, pusat oleh-oleh, titik transportasi dan akses yang dekat dengan jalan utama. Pengembangan lain yang perlu dilakukan adalah perbaikan dari segi aksesibilitas mengingat peluang kedatangan di Situs Ziarah Desa Balun melonjak secara drastis pada hari-hari besar keagamaan tertentu.
