Abstract

This study analyzes the winning strategies of female legislative candidates in the 2024 election in Ciamis Regency using a qualitative approach through in-depth interviews with six informants, including legislative candidates, party cadres, and political observers. The results show that the winning strategies integrate three main capitals according to Ronald S. Burt's (1995) theory: financial, human, and social capital. Despite facing limited funds, female candidates are able to optimize resources through efficient fund management, increased leadership capacity, and strengthened community-based social networks. This pattern of integrating these three capitals effectively overcomes structural barriers such as patriarchal culture and limited political access. This study confirms the relevance of Burt's three capitals theory in the context of local Indonesian politics, adapting to digital dynamics. Its practical implications emphasize the importance of holistic women's political cadre development and alternative funding policies based on crowdfunding.

Abstract

Sukasetia Village in Cihaurbeuti District has great potential to be developed into a sustainable agrotourism destination. This study focuses on identifying agrotourism development strategies in the Sukapulang area using participatory methods involving local communities as the main stakeholders. This study used qualitative methods, including in-depth interviews, participant observation, and descriptive analysis. The results showed that agrotourism development can provide significant economic benefits, such as creating alternative sources of income and preserving local culture and traditions. In addition, agrotourism also increases community involvement and encourages sustainable tourism practices that are in line with global trends. However, there are several challenges, such as inadequate infrastructure, limited access to information, and less than optimal promotional strategies. This study recommends improving infrastructure, digital promotion, and capacity building programs to empower local communities. These strategies aim to ensure the sustainability and long-term competitiveness of agrotourism initiatives. The findings suggest that with collaborative efforts involving local communities, government, and the private sector, Sukasetia Village can become a model for community-based sustainable tourism development in rural areas, providing positive impacts on economic and social growth.

Abstract

The Regional People's Representative Council (DPRD) of Pangandaran Regency plays a pivotal role in formulating Regional Regulations (Perda) through its legislative function, collaborating with the local government (executive). The Perda formation process involves systematic stages: (1) legislative program drafting based on legal needs analysis and regional development plans (RPJMD); (2) academic manuscript review covering philosophical, juridical, and sociological aspects; (3) in-depth discussion by a Special Committee (Pansus); and (4) enactment through plenary meetings and official gazetting. Implementation of Perda, such as the Tourism Village Regulation (No. 4/2022), demonstrates success despite persistent challenges. Currently, the target of establishing four Perda/year is underway, emphasizing public participation and legal harmonization. Policy reviews highlight sustainable tourism, local economic empowerment, and climate adaptation, with ongoing evaluations to ensure regulatory effectiveness.

Abstract

Pangandaran Regency is trying to improve the quality and capacity of infrastructure, this can be seen from the still less than optimal quality of infrastructure services in Pangandaran Regency. Therefore, the Pangandaran Regency DPRD as an element of the Regional Government must be able to carry out its role as a representative institution of the people in the region so that infrastructure development can be in accordance with the plan, correct errors in the field and be able to perfect development programs. This study aims to determine the role of the DPRD in supervising infrastructure development in Pangandaran Regency. Descriptive qualitative research methods using data collection techniques in the form of interviews, documentation and literature studies. Data analysis and interpretation through the stages of data collection, reduction, display, and conclusion. Research quality using triangulation of source data.The results of the study indicate that the stages and schemes of DPRD supervision are quite effective in correcting errors in the field and also improving infrastructure development programs; transparent DPRD relations and having a commitment to realizing targets have an impact on achieving development program targets that are all achieved; there is a relationship between DPRD interest and the infrastructure development supervision process; the community is involved in the planning, implementation and monitoring stages of development and the participation of tender participants. The conclusion is that the role of DPRD in supervising infrastructure development in Pangandaran Regency is going well, although there are driving and inhibiting factors in implementing supervision

Abstract

This study aims to determine the effectiveness of social media used by the Ciamis Regency Communication and Informatics Office (Diskominfo) in conveying information and education to the public. The media analyzed included the Hello Ciamis application, Instagram, Facebook, the website, and Twitter. The method used was descriptive qualitative through field and library studies, as well as data collection techniques such as observation, interviews, and documentation. The effectiveness analysis refers to Campbell's five indicators: program success, target success, program satisfaction, input-output level, and achievement of overall objectives. The results of the study indicate that the effectiveness of Diskominfo's use of social media is not optimal. The main obstacles include a lack of socialization, low community participation, limited internet network, low digital literacy, and a lack of utilization of interactive features. Nevertheless, several information and education programs have successfully reached the public and generated satisfaction. Efforts undertaken by the Communications and Informatics Office (Diskominfo) include increasing digital outreach, conducting digital literacy training, strengthening two-way interactions, partnering with community leaders, and adapting content to the community's literacy level. The Office also expanded information reach to remote areas, accelerated information updates, and established a public feedback system. This study recommends strengthening digital communication strategies, increasing the dissemination of the Hello Ciamis application, and utilizing analytical features to evaluate the effectiveness of information delivery to ensure more equitable and targeted distribution.

Abstract

In its implementation, the management of the Legal Documentation and Information Network (JDIH) faces a number of obstacles, including the lack of manpower who fully master the management of legal data, the low level of available technological infrastructure, and limited access to legal information for the public. In addition, cooperation between departments that has not been running optimally and a minimal budget are also significant obstacles. The success of JDIH is highly dependent on the availability of resources, a good operational system, and alignment of results with public service objectives. This study aims to evaluate the effectiveness of JDIH management at the Pangandaran Regency DPRD Secretariat. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The results of the study indicate that JDIH management has reflected three dimensions of organizational effectiveness according to Lubis and Huseini, namely the source, process, and target approaches. In terms of process and targets, JDIH has shown effectiveness through running SOPs, internal coordination, and several real achievements. However, in terms of resources, strengthening of human resources, infrastructure, and budget is still needed to encourage sustainable effectiveness. Periodic evaluations are also needed to ensure that JDIH management remains relevant to technological developments and community needs. With improvements in the aspects of resources and systemic support, JDIH has the potential to become an open, responsive and adaptive legal information center.

Abstract

Abstract This study aims to explore and analyze the political strategy of the Democratic Party in increasing women’s representation in the legislative body of Ciamis Regency for the 2024–2029 period. The background of this research stems from the low level of female representation in the Regional House of Representatives (DPRD) of Ciamis Regency, which only reached 10% or 5 out of 50 members, despite national regulations mandating a 30% gender quota. This study adopts a qualitative approach with descriptive methods, using interviews, observations, and documentation as data collection techniques. The theoretical framework is based on Schroder’s political strategy theory, which divides strategies into offensive and defensive categories. The findings indicate that the Democratic Party's offensive strategies involve electoral mapping, strengthening women's networks, and nominating influential female candidates. Meanwhile, its defensive strategies include voter segmentation, the formulation of gender-based campaign programs, and the protection of core voter bases. However, challenges persist in the form of limited female political resources, lack of internal party training, and weak financial support. Therefore, the Democratic Party needs to strengthen its cadre development, provide logistical support, and carry out sustained affirmative campaigns to achieve gender equality in local politics. This study contributes to the development of more inclusive and gender-responsive party policies. Keywords: Political strategy, Democratic Party, women’s representation, legislative, Ciamis.

Abstract

Abstract This Community Service Program (PKM) aims to improve literacy among the residents of Winduraja Village, Kawali Subdistrict, Ciamis Regency through training in reading aloud for PKK cadres and parents of MIS Winduraja students. A descriptive qualitative method was used, with data collection techniques including observation, interviews, and documentation. The activity was conducted at the Gada Membaca Winduraja Community from July 30 to August 12, 2025, and included presentations on reading aloud techniques, hands-on practice, and interactive discussions. The results of the activity showed that the reading aloud method was effective in increasing reading interest, enriching vocabulary, and strengthening the emotional bond between readers and listeners. PKK cadres and parents acquired skills in vocalization, intonation, and selecting appropriate reading materials, enabling them to become literacy facilitators within families and communities. The long-term implication is the creation of a sustainable family- and community-based literacy ecosystem in Winduraja Village.  Keywords: Literacy, Reading Aloud, PKK Cadres, Parents
