Abstract

This study is about youth citizenship in the management of public issues. The study based on considerations related to the demographic situation of the population in Indonesia, which is actually dominated by young people. Especially for this study, young people will be placed in two important areas. First, the citizenship of young people and secondly the citizenship of young people who grow up in the context of a region (city) that is economically growing in a moderate range (Kupang City) and a small town (Bajawa City). The main issue raised in this article is how are the conditions and citizenship of young people growing and developing in response to the public issues around them? The method used in this study is a qualitative method based on in-depth interviews, case studies and discussions involving young people ranging in age from 15-25 years. The results of research in these two areas show a tendency for the involvement of young people in public affairs. First, young people in both regions have the ability to define public issues that they consider important. Second, the tendency to use digital media as a forum for organizing and social movements. Digital media allows children's movements which tend to be small, limited. Third, autonomous movement. This independence is especially strongly influenced by their desire not to be interfered with by other groups. Fourth, diametric relations with the government. Even though their efforts are often considered important by the government, they tend to keep their distance from the government.

Abstract

Abstract

This study investigated the relationships among perceived organizational politics (POP), transformational leadership (TL), innovative work behavior (IWB), and job satisfaction (JS) in the public sector, with JS as a mediating variable. Using a quantitative approach, data were collected from 657 civil servants of the Kupang City Government using a validated, closed-ended questionnaire on a five-point Likert scale. Structural Equation Modeling (SEM) was employed to analyze the proposed relationships. The results disclosed that perceived organizational politics had a significant negative effect on job satisfaction (β = −0.211, p < 0.001) and innovative work behavior (β = −0.247, p < 0.001). In contrast, transformational leadership demonstrated a strong positive influence on job satisfaction (β = 0.684, p < 0.001) and a positive direct effect on innovative work behavior (β = 0.222, p < 0.001). Job satisfaction also significantly enhanced innovative work behavior (β = 0.223, p < 0.001). Mediation analysis indicated that job satisfaction partially mediated the relationship between perceived organizational politics and innovative work behavior (indirect effect β = −0.047, p = 0.001) and between transformational leadership and innovative work behavior (indirect effect β = 0.153, p < 0.001). These findings suggest that job satisfaction plays a crucial role in buffering the negative consequences of organizational politics and strengthening the positive impact of transformational leadership on innovation. This study contributes to public sector innovation literature by empirically demonstrating how leadership and job attitudes shape innovative behavior within a politically nuanced bureaucratic context.

Abstract

Violence against women and children in Kupang City is a serious problem that requires an integrated approach. Collaborative governance is a crucial strategy for strengthening cross-actor coordination in addressing this issue. This study aims to analyze collaborative practices in handling cases of violence against women and children in Kupang City. The method employed is a qualitative case study, utilizing data collection techniques that include interviews with 17 informants, observation, and document analysis. The results of the study indicate that the Kupang City Women's Empowerment and Child Protection Service (DP3A) plays a central role in building partnerships with various actors, including the police, legal aid institutions, civil society organizations, and international partners. This study demonstrates that the capacity for joint action is built upon a track record of collaboration, alignment of procedures, and public trust despite being limited by budget, expertise, and supporting facilities. Collaboration is facilitated by formal regulations and informal agreements and supported by transparency through coordination forums and the publication of information on digital media. Responsive, initiative and proactive leadership strengthen decision-making. The collaborative process involves regular meetings, participation from target groups, communication within networks, and shared commitments, resulting in community empowerment, child involvement in advocacy, and enhanced victim assistance. Recommendations include establishing regional regulations, recognizing the contributions of community volunteers, providing ongoing training, and enhancing inclusive public communication strategies to promote a more cohesive community.
