Abstract

Dengan dukungan regulasi (Inpres 5/2005 dan UU/17/2008) Pemerintah berkomitmen untuk mempertahankan pelayaran rakyat yang merupakan warisan budaya bangsa. Namun, keberadaannya terancam punah karena daya saing yang rendah akibat kualitas pelayanan dalam hal keselamatan dan pengawakan yang belum memadai. Kenyataan ini menunjukkan adanya kelemahan baik dari sisi internal pelayaran rakyat maupun sisi eksternal misalnya kebijakan pemerintah maupun faktor lainnya. Penulis melakukan analisis dari sisi internal pelayaran rakyat yakni kemampuan kapal berlayar pada beberapa kondisi cuaca dan gelombang. Pada gugus kepulauan di wilayah Timur Indonesia, armada pelayaran rakyat yang umumnya digunakan berukuran 150 GT.  Hasil analisis terhadap kapal-kapal tersebut membuktikan kemampuannya mengatasi kondisi cuaca(gelombang dan angin), terlihat dari kondisi lengan stabilitas kapal masih memenuhi persyaratan dan momen stabilitas lebih besar dari momen yang ditimbulkan oleh adanya pengaruh gelombang dan cuaca. Oleh karena kekuatan sesungguhnya adalah perbaikan faktor internal dalam diri pelayaran itu sendiri yakni alat keselamatan, kualitas bahan baku kapal dan pengawakan kapal. Perbaikan internal akan berdampak pada kepercayaan penguna jasa terhadap pemberdayaan pelayaran rakyat terutama untuk pelayanan wilayah kepulauan.

Abstract

AbstractThe condition of the open sea such as the area of Natuna becomes the challenge for the continuation of the service ship which causes the risky waves at certain times. Generally, it is known as North Monsoon. North Monsoon impacts on the cessation of the shipping activities for several months. In this condition, several small islands are in the isolated condition. This study aims to determine the ideal and adequate ship type based on the route serving for the isolated areas on the pioneer ship route and the sea toll route. The result in this research shows that the ship type which is suitable for the market share of 30% is landing craft utility type with 1000 DWT, service speed of 8 knots with the shipping frequency of 23 voyage per year.Keywords: North mansoon, landing craft utility, pioneer route, sea toll route, ship design. AbstrakKondisi perairan terbuka seperti wilayah Natuna, menjadi sebuah tantangan tersendiri terhadap kontinuitas pelayanan kapal yang disebabkan oleh kondisi gelombang yang rawan pada waktu tertentu. Umumnya hal ini dikenal dengan Angin Musim Utara. Angin Musim Utara berdampak pada berhentinya sebagian kegiatan pelayaran selama beberapa bulan. Dalam kondisi ini, beberapa pulau kecil berada dalam kondisi terisolasi. Kajian ini bertujuan untuk menentukan tipe kapal yang ideal dan sesuai dengan rute untuk melayani daerah terisolasi pada trayek kapal perintis dan trayek kapal tol laut. Hasil kajian menunjukkan bahwa tipe kapal yang sesuai dengan skenario market share 30% adalah tipe landing craft utility dengan ukuran 1000 DWT, kecepatan dinas 8 knot dengan frekuensi pelayaran sebanyak 23 voyage per-tahun.Kata kunci: Desain kapal, landing craft utility, trayek perintis, trayek tol laut, angin musim utara.

Abstract

Alur Laut Kepulauan Indonesia (ALKI) adalah alur laut yang ditetapkan berdasarkan konvensi hukum laut internasional sebagai alur yang terbuka bagi perlintasan perdagangan internasional dan kapal asing. ALKI II dan III menjadi rute yang ramai dilalui kapal sehingga berdampak positif bagi pertumbuhan lalu lintas kapal di KTI. Akan tetapi belum dibarengi dengan sistem keselamatan yang optimal terutama karena ketidaksiapan dari operator maupun regulator dengan bebagai alasan yang semestinya dapat diatasi. Penelitian menggunakan metode analisis kuantitatif bertujuan untuk menganalisis penerapan manajemen keselamatan melalui opini responden. Hasil dari penelitian menunjukkan bahwa pengaturan keselamatan pelayaran masih memerlukan upaya peningkatan antara lain melalui penguatan kemampuan awak kapal dalam menangani tindakan di laut, pemahaman manajemen keselamatan bagi pemilik, operator dan pengawasan aparat yang lebih intensif. Walaupun demikian, pemerintah telah berupaya untuk mensinergiskan ketentuan dan peraturan peundang-undangan nasional terkait dengan keselamatan pelayaran dalam rangka peningkatan manajemen keselamatan di ALKI 2 dan 3. Kata Kunci: manajemen keselamata pelayaran, alur laut kepulauan

Abstract

UU Nomor 17 Tahun 2008 tentang Pelayaran Pasal 261menekankan penyelenggaraan dan pengembangan sumber daya manusia di bidang pelayaran bertujuan untuk menyediakan sumber daya manusia yang profesional, kompeten, disiplin, dan bertanggung jawab serta memenuhi standar nasional dan internasional.Terkait dengan hal tersebut, penelitian ini menyangkut standar kompetensi bidang Port Security yang dilaksanakan Februari-April 2014, di Pelabuhan Tanjung Perak Surabaya. Standar kompetensi adalah kemampuan menyelesaikan suatu tugas yang dilandasi oleh pengetahuan, keterampilan, dan perilaku yang seharusnya dimiliki dan di kuasai sesuai dengan tugas pokok dan fungsinya sebagai tenaga profesional. Oleh karena itu, standar kompetensi kerja nasional diperlukan untuk memberikan jaminan kemampuan SDM Indonesia untuk mampu bersaing dengan negara lain. Untuk mendukung penerapan standar kompetensi dibidang port security, penulis menggunakan metode scenario planning dalam rangkameningkatkan pelayanan Pelabuhan Tanjung Perak. Dengan metode ini, dapat diketahui bahwa driving force sebagai pemicu perlunya penerapan standar kompetensi adalah peningkatan pembinaan SDM yang diperlukan untuk mewujudkan profesionalisme pelaksanaan tugas sesuai peraturan internasional bidang keamanan (International ship and port-facility/ISPS COde) dan standar khusus yang diperlukan sebagai konsekuensi peningkatan kompetensi kerja sesuai tuntutan pengguna jasa.

Abstract

ABSmACTNumber of wooden-ships (people called them as kapal ojek) operated in 2011 are 34 vessels or equal to 1,199 gross tonnage and total capacity of 1,833 passengers. Since many accidents of ships occurs and to be public concern, the author is interested to make research in order to evaluate sea worthiness of their stability and users' opinion. 17tere are 5 aspect of opinions to be collected among others safety equipments, timeliness and ships availability, security and comfort, crews competencies, and tariff. Users' opinion is analyzed by using the Importance performance Index and Customer Satisfaction Index The results shows that many variables are still needed to improve tlmt could enhance the service performance of those ships. 17teir stabilities are relatively in good condition, but should always consider to loading and weather conditions because the ships are made of woods and low of freeboards.Keywords : ship safety, ship seaworthiness, ship stability

Abstract

Ship accident is important to be considered in the view of its tend to increase. Shipping safety thereforeshould be a main factor because function of sea transportation as a goods and human mobilities,distrubution of development, nation unihj, and supporting of national economy. This assesment isfocused on statistical analysis on the increase of ship accident in order to augment safety of seatransportation. Human factors dominating cause of the accident (i.e 42.08%) then followed by natureand technical factors respectively 32.99 % and 24.92 %. Those percentages give an indication of atendency for not complying to safety regulation and often do not pay attention to safety equipments.Human resources aspect is dominant that in this assessment comprehensive efforts needed to preventship accidents. Other efforts are safety standard requirements toward aspects of infra andsupra structures of sea transportation for realising effective and efficient sea transportationservices.Key word : ship acci.dents, age of fleet, human resources, and regulations

Abstract

Construction and shipbuilding of traditional ships are individual character, and should be preserved. Traditional ships are generally managed by middle economic groups of people, but very strategic in distributing public goods to the islands that are difficult for conventional vessels. Problem that emerged in traditional ships is high level of accidents and caused predominantly by their human resources. Therefore, in this research attempted strategies to overcome the problem through SWOT analysis in order to improve safety performance of traditonal ships. Result of analysis showed the need some strategies among others capacity building of human resource in shipbuilding, to encourage the improvement of shipbuilding standards, to encourage the improvement of ship classification standards, and to encourage their ability in mastery of loading and unloading systems.

Abstract

Bulk cargoes have currently increased sharply along with the enhancement of industrial development so as required bulk raw materials such as cement, fertilizers, coal, nickel, and other minerals. Therefore, in line with the market needs, especially in relation to the implementation of Presidential Instruction No. 5 of 2005 on the empowerment of the national shipping industry and Law No. 17 of 2008 on shipping, the urge to build new ships that could replace role of foreign vessels fleet for inter island transport increases. Building a new ship was adapted to the concept of ship design which was closely related to the method of ship development both scientifically and technically. The process of ship dimensions determination became the first things to be done before implementation of ship building process. Ship capacity must be based on the prediction of cargoes to be transported, and for that, statistical method was implemented in this research. Within this method, main ship dimensions obtained i.e. length, width, height, and draught that based on the vessel capacity.Keywords: bulk cargoes incresed, main ship dimensions. Muatan curah saat ini mengalami peningkatan yang cukup pesat sejalan dengan meningkatnya perkembangan industri sehingga membutuhkan bahan baku curah seperti semen, pupuk, batubara, nikel, dan bahan tambang lainnya. Untuk itu, sejalan dengan kebutuhan pasar khususnya dalam kaitan dengan penerapan lnpres 5 tahun 2005 tentang pemberdayaan industri pelayaran nasional dan UU 17 tahun 2008 tentang pelayaran, maka dorongan untuk membangun kapal yang mampu menggantikan peran armada asing untuk angkutan antar pulau di Indonesia semakin besar. Pembangunan kapal disesuaikan dengan konsep perancangan kapal yang erat hubungannya dengan metode pengembangan baik secara ilmiah maupun teknis. Proses pencarian ukuran kapal menjadi hal yang pertama dilakukan sebelum proses pembangunan dilaksanakan. Kapasitas kapal tentunya didasarkan pada prediksi jumlah muatan yang diangkut. Metode yang digunakan adalah metode statistik (statistical methode). Dengan metode ini diperoleh ukuran utama kapal yakni panjang, lebar, tinggi, dan sarat berdasarkan kapasitas kapal yang diinginkan.Kata kunci : peningkatan muatan curah, ukuran utama kapal

Abstract

Indonesian archipelagic country geographically provides a tremendous endowment. Therefore, sea transportation is important in the nation life and the national economic development. Building and developing of sea transportation service network continues to be encouraged until the optimal level of service for the community has been achieved. Wide service network could be better accomplished whenever supported by a safety and security of shipping system and conducively as possible to avoid maritime pollution. The development of sea and coast guard fleet in supporting safety and security systems at ports and sea waters as well as the prevention of marine pollution to be carried out by developing them fleet that capable to synergize with other relevant agencies. Law on Shipping (No 17/2008) expressed the need for unification of related agencies in order to be able performing its duties and functions to enforce the law in safety and security of shipping. Supporting of its fleet to be one important part for the smooth of those duties and functions as mandated by the shipping law. An analysis to be done accordingly through some variables that are included in several aspects like human resources, facilities, infrastructure, and range of territorial waters. Its result shows that improvement on several variables in each aspect are still needed so that performance of sea and coast guard fleet could be improved and able to provide maximum service while carrying out its duties and functions.Keywords: development of sea and coast guard fleet, ship safety and security.
